CNVP is continuing its programme in the Balkan. The forestry programme isconsolidating and two large forestry projects started with Swedish Development
Cooperation in Albania and Kosovo.
This is our second CNVP newsletter SPROUTS. This edition gives some of the
highlights and results coming from our work from several of our projects.

EROSIONIn Ulza, Albania
Erosion is a huge problem inAlbania and leading to high ratesof sedimentation in lakes andreservoirs used for producing
hydropower. This is also the casein Ulza. The bathymetry and thelevel of sedimentation is assessedfor Ulza. It shows a high levelof sedimentation reducing thelifespan of the reservoir andcapacity for producing hydropower.
Forests are providing ecologicalservices. Many of those arecrucial and important and oftenthese services give benets to
others than the actual forestowner or user. This is in generalwell accepted. The problemconcentrates in quantifying andvaluing these services.
Within the World Bank PROFORproject (www.profor.info) thatCNVPis implementing withexperts from the Forestry Faculty
of Skopje and the Federation ofCommunal Forests in Albania astudy is prepared, quantifying theinuence of Sustainable ForestManagement on erosion in theUlza Watershed in Albania.

The study is ongoing and includeserosion risk mapping in the Ulzawatershed to identify the areaswith high erosion risk that willneed specic care. Based on theoutcomes the measures can beproposed to improve watershedand land management.
With quantication of erosionand specic measures for landuse measurement a system ofpayment for ecosystem servicescan be set up. Downstream waterusers, such as the hydropowercompany can potentially contributeto pay for measures reducingerosion and assuring sustainableland management.

CNVP with its partners carried out
for two years measurements onerosion, monitoring for differentland use practices. This was donein 45 eld plots.
The results quantify the differenceof erosion under different landuses. Well managed forest next toproper grasslands give the bestresults with the lowest amounts of
erosion.

AWARENESS ON PEFCProgramme for the Endorsement of Forest Certication
this campaign several stakeholdersmeetings were organized whereCNVP advisors have presentedglobal developments of forestcertication, PEFC forestcertication procedures andcriteria for Sustainable ForestManagement and the recentlypublished PEFC Chain of CustodyStandard. The Chain of CustodyStandard was especially interestingfor the wood exporters since
Starting from March 2013, EUimporters of wood products shallrespect the provisions of EUTimber Regulation No 995/2010.It will inuence the export of woodproducts from the Region on EUmarket. Any operator who placestimber or timber products onthe EU market need to be ableto show its origin and that it isharvested in a legal manner.
Based on the interest in theforestry, forest related industryand wider public about forestcertication and consequencesfrom the implementation of the EUTimber Regulation towards woodrelated industry, CNVPFoundationand PEFCdecided to implementpromotional and awarenesscampaign in the countries fromthe Region: Albania, Macedoniaand Kosovo. With the promotional andawareness activities in the Region,the level of knowledge and interestamongst forestry stakeholders
is higher. As continuation to thisactivity, with support from Ministry,the Forestry Sector in Macedonia,State Forest Company andPrivate Forest Organization, CNVPMacedonia have submitted andwon project Design of MacedonianCertication System for
Sustainable Forest Managementnanced by the PEFC CollaborationFund. The project activities started
in July 2014 and will last for aperiod of 2 years.

translation of the PEFC Chain ofCustody Standard, promotionalbrochure for PEFC forestcertication and CDs with allstandards, guidelines and stepsfor development of national forestcertication scheme. In addition,for the members of the PrivateForest Organization in Macedonia aeld practice was implemented toassess current forest management
practice in private forests towardsPEFC requirements for SFM. Asnal activity a regional workshopwas organized in Skopje whereforestry stakeholders fromthe region were able to hearand discuss about the issuesin the region related to forestcertication.

The project StrengtheningSustainable Private andDecentralized Forestry (SSPDF)has its main focus on improvedmanagement of decentralized

Forestry is an important sectorin Kosovo with high potentialfor economic development ofthe country. Especially coppiceforest areas (84% of all forests)

joint forest management, privateforestry and innovative heatingsystems, will be the main challengeof this project.

The project will: Support municipalities in increasing their capacitiesfor joint forest management, facilitate policy dialogueand strengthen the implementation of innovativeforest management practices, as foresees the forestsector strategy 2010-2020.
Continue working and strengthening the nationaland 16 existing local associations of forest ownersand extend their networks in Kosovo, for improvedservice delivery in private forest management toimprove sustainable private (family) forestry.
Continue focus on strengthening womensrole related to their family forest development,agroforestry and rural development.
Support use of wood biomass as a source ofrenewable energy. Wood biomass will have betterinstitutional recognition in the Kosovo energy sector,in overall national planning, in forestry, energy andrural development policies and in actual practice ofproduction and use of wood biomass.
Contribute to a greener Kosovo by turning theactual problems of degraded forest from illegallogging in solutions for better employment andincomes generation for local community.
The nal beneciaries, private (family) forest ownersand local community in target Municipalities will beinvolved in project activities such as: joint forest management demonstrations in publicand private forests innovative heating system implementation seminars eld trips workshops

CNVPcontinues to support NAPFO (National Association of PrivateForest Owners) in its efforts to improve private forests managementin Macedonia, within the frame of Sida forestry project. To continue
improving the services provided to private forest owners, CNVP incooperation with MAFWE (Ministry of Agriculture, Forestry and WaterEconomy) agreed that support is needed in proper recording of providedservices.
Licensed forest engineers that provide marking services to private forestowners are obliged to full long chain of procedures and documentation.This is slowing down the work and not providing an overview for all givencutting permits. To simplify this system, increase transparency and haveevidence that provided services are conducted properly to private forestowners, a web-based system has been developed. CNVP Macedonia inconsultation with licensed forest engineers and NAPFO engaged an ITcompany to develop a web application. The application is user-friendlykeeping record of information such as: cadastre parcel, owner, age offorest, tree species, silvicultural measures to be conducted, allowable cutsin the next 10 years and other data requested by the forest legislation.Each licensed engineer is obliged to use the application after receivingaccess by directly uploading data about his given permits.
The application is owned and administered by the MAFWE. It is placedon the MAFWE website so the Ministry forestry inspectorate can easily
facilitate monitoring and control of management in private forests.Continuous use of this application in future should give valuable data basefor private forests in Macedonia that can be used for improvement inplanning and management of private forests in general.

Forests for Local Economic Development (FLED)

Forests for Local EconomicDevelopment (FLED) is aproject relating to a collaborativeprogram of communal forests andpastures with capacity buildingand organisational strengthening.
It is consolidating, replicating andbuilding on earlier programmes ofthe forestry and natural resourcesector in Albania.
The project will be implementedby CNVP in the period of August2014 until July 2018,with nancial support from theSwedish DevelopmentCooperation. Main partners are theFederations for Communal Forestsand Pastures at national andregional level, selected communesand Forest and Pasture UsersAssociations. A close cooperationwill be undertaken with the StateForest Extension Services andthe Ministry of Environment.Project beneciaries are peopleliving in rural areas dependent
on communal forest & pastureresources.

The project will: Improve decentralised Communal Forest and Pasture management andsecure property/ user rights in existing and new target communes; Enhance relevance and sustainability of FPUAs (Forest & Pasture UserAssociations), Regional Federation and National Federation; Further develop and strengthen the NTFP (Non-Timber ForestProducts) production and marketing; Strengthen the multi-objectives forest management approaches (incl.wood biomass for renewable energy and carbon sequestration) andincrease understanding and acceptance to stakeholders, in particular ofpolicy makers and regulators; Strengthen the institutional, policy & legal framework for communalforestry with special attention to governance principles such as:accountability, transparency, rule of law and participation/ socialinclusion.
