CONSIDER YOUR STAKEHOLDERS - PLAN HOLISTICALLYTony Dockery has over 30 years of planning and design experience directly related to airport facilities and the surrounding airport environment with special expertise in terminal and concourse buildings. His project management experience leading numerous facility planning programs is extensive covering many large airports in the US and overseas. He recently presented the IN FOCUS webinar “Planning for Apron Expansion”. Learn more about Tony in this interview.

Tell us a little bit more about yourself – Who is Tony Dockery?For the past 35 years Northern Virginia has been my home where I have raised my family. However, I was raised in Texas and attended Texas A&M for undergraduate architectural studies. After graduating in 1986 with a Bachelor’s in Environmental Design, I started my career with USAir in the Facilities Department. USAir’s headquarters were based in Northern Virginia and working in the corporate real estate group for an airline was my first taste in aviation that really set the stage for my future in airports. I am a registered architect licensed in Washington D.C. and have worked for some of the best firms in the aviation consultant field – PGAL, HNTB and AECOM.

I started AGD Associates in 2012 after working for 7 years as the terminal planner for the Metropolitan Washington Airports Authority. Over the course of my career, I have had the opportunity to work on the consultant side of the table as well as the airport operator and airlines’ side and it has really provided the chance to see both sides of how projects are initiated, developed, and finally delivered. Apron planning and aircraft parking planning is an unusual skill set

and the airlines and with limited apron space during construction, this became challenging.

Any final advice to share with fellow colleagues working on aircraft parking planning projects?Advice I would share with colleagues whether working on or managing projects that involve aircraft parking planning are 1) clearly define what the operating parameters are; 2) identify all requirements for fleet mix today and if possible, in the future; 3) always consider ground servicing of the aircraft parking position, and 4) try to understand the airport operator and airlines needs in the process. These are very general guides I use and have used in my work at Wilmington, but the key is to collect as much information on existing site conditions, building elevations, and equipment to use in the study and have a good system for working with the stakeholders.

As an architect, terminal and concourse facility programming, planning and design are the core strengths that I bring to most projects; however, the apron planning aspect of the service I provide is key in almost all the projects I have worked on over the past 35 years.

Your firm AGD Associates have recently been involved in an apron expansion project at Wilmington Airport (ILM). Could you tell us more about your role in this project?AGD Associates supported The Wilson Group, Talbert & Bright, Inc., and DK Consultants on the project with aircraft parking planning; AGD was responsible for all apron planning work associated with the concourse expansion. We developed the apron layout concept, prepared the contract documents for apron markings as well as passenger boarding bridge procurement and analyzed various options for phasing of the aircraft parking positions during construction. The most recent study described during the webinar involved developing a layout to use in discussions with the Federal Aviation Administration (FAA) in order to secure funding for constructing additional apron space for the concourse expansion.

What challenges did you encounter during the project? Challenges we encountered were primarily focused around maintaining a specific gate count during construction and providing remain overnight (RON) aircraft parking positions. The Airport wanted to maintain a certain amount of contact gates to continue to provide a high level of service to the passenger

Rakesh Krishnan has been in the aviation industry since 2016. An Aerospace Engineer with a Master’s degree in Airport Planning and Management from Cranfield University, Rakesh has deep knowledge of working with airport operations, master planning and terminal capacity optimization.

What’s your expertise?My expertise lies predominantly in Airport capacity planning and optimization of terminal operations. Throughout my career, I have been involved in the Indian civil aviation industry on roles spanning from aviation research and analysis, Airport planning and Airport capacity planning.

Having worked at one of the fastest growing airports in Asia, I have had the opportunity to work directly with passengers, ground handling firms, airlines and other third-party companies. This helped me to better understand the operational challenges faced by each party, and how their challenges could be solved with effective planning and with the use of simulation tools during the planning process. My focus has always been to come up with an end to end planning solution for airports i.e. capacity planning for landside, terminal and airside.

What development do you see within the Aviation industry?The aviation industry is going through a turbulent time right now. This is a first-hand example of how an unprecedented event can disrupt an Industry to the extent where we have seen airports shut down for a long period of time.

From an Indian aviation context, the domestic travel is likely to gain momentum and there is still uncertainty on International traffic- this is due to the dependency on other countries and how they react to opening up of their borders, Until then the bubble agreement is likely to continue with very less increase in traffic. However, with adequate support from regulatory bodies- the industry will surely pick up gradually. I believe that airports should take the pandemic as an opportunity to revisit the passenger flow i.e. to introduce and/or convert passenger touch points/processing units to contactless process. This would

BULATSA’S AIRTOP WIZER PROJECT BRINGS BENEFITS TO EUROPEAN AVIATION

BULATSA aims at deploying AirTOP WIZer in 2021, which will help manage complex air traffic situations in Bulgaria once air travel increases, while bringing substantial performance benefits to European Aviation

AirTOP WIZer uses Enhanced Tactical Flow Management System flight data information combined with other

prediction data in order to evaluate the complexity of the Air Traffic Management operation. It supports the planning of Air Navigation Service Provider resources to manage air traffic in a more efficient and cost-effective manner while optimizing capacity.

The project, once completed, will support the planning of Air Navigation Service Provider resources to manage air traffic in an efficient and cost-effective manner. It is expected to bring the largest performance benefits in terms of capacity increase and reduction of delays in en-route airspace. A Cost-Benefit Analysis, made by SESAR Deployment Manager and based on standard EuroCONTROL methodologies, indicated a forecast cumulative net present value of about 22 million euros by 2030, even after having factored in the effects of COVID-19.

The focus this time around will be on taxiway regulation compliance. A JOURNEY THROUGH THE AIRPORTKicking off the year, we embarked on a journey through the airport together with our experienced line-up of Product Managers and over 300 enthusiastic attendees. During two live webinar sessions, we presented our full range of Aviation software solutions, beginning the journey inside the terminal with ArcPORT, after which we boarded the airplane and entered the domain of airside planning and design with AviPLAN. From there, we taxied onto the runway, marked by AeroSTRIPE and kept clear and safe from obstacles with SkySAFE.
