    Meetings of the Commission

    An informal/special meetings were held on 6th

    & 15th

    June 2009

    presided by senior Member Mrs Fazila Aliani to discuss the matters

    relating to processing and finalization of Recruitment Cases in the

    absence of Chairman FPSC. The Commission was of the

    considered view that since the Chairmans position is vacant, the

    majority of the Members may transact the business of the

    Commission by majority decision in the public interest, in pursuance

    of sub-section (5) of section 3 of the FPSC Ordinance, 1977 and

    sub-rule(1) of rule 13 of the FPSC (Conduct of Business) Rules,

    1963. However, the Commission resolved that a self-contained

    reference be made to Law & Justice Division and the Establishment

    Division for seeking legal advice and approval of the Prime Minister

    about the proposed arrangements till the appointment of the

    Chairman, FPSC. Accordingly, the resolution, duly signed by seven Members of the Commission, was forwarded to

    the Law & justice Division on 16th

    June 2009.

    The Law & Justice Division agreed to the view of the majority of the Members of the Commission and the same was

    also endorsed by the Establishment Division. The Prime Minister had been pleased to approve the view point of the

    Law & Justice Division and the Establishment Division.

    Appointments

    Maj Gen(Retd) Ovais Mushtaq Qureshi, joined the FPSC as Member on 6th

    May 2009.

    Mr. Shaukat Hayat Durrani, a BS-21 officer of District Management Group, assumed the charge of

    the office of Secretary, FPSC on 8th

    May 2009, on the transfer of Mr. Bashir Ahmed Chauhan, to

    Establishment Division.

    Promotion

    Mr. Abrar-ul-Haq Shami has been entrusted higher responsibilities as Deputy Chief (IT) BS-19 in FPSC

    Construction of FPSC Provincial Office Quetta

    95% construction work of FPSC Provincial Office, Quetta has been carried out. After completion of work, Provincial

    Office Quetta is expected to be shifted to its own building shortly.

    Competitive Examination 2008

    Allocation of Occupational Group/ServiceAllocation of Occupational Group/Service to finally qualified candidates of CE-2008 is under process.

    Induction of Armed Forces Officers into Civil Service

    The Ministry of Defence recommended 39 Armed Forces Off icers for their induction into Civil Service.

    Preparation of Psychological Assessment of Armed Forces Inductees, CE-2008 is in progress.

    Competitive Examination 2009

    The Competitive Examination, 2009 was held from 25.4.2009 to 12.5.2009 in 19 cities at 59 centres/sub-centres. Out

    of 9056 registered candidates, 5707 appeared in Competitive Examination. The centre-wise break-up is given below:

    Competitive Examination 2010

    The FPSC has issued an advance Public Notice in various newspapers for information of the intending candidates

    that Competitive Examination 2010 will be conducted from 6th

    March, 2010 simultaneously in 21 cities.

    Final Passing Out Examinations

    Final Passing Out Examination of 35th Common Training Programme of Commerce and Trade Group is scheduled

    from 27th July to 7th August 2009 at FPSC, Headquarters, Islamabad. Admission certificates are issued to the

    probationers.

    Nominations against Four Posts of Tehsildars (BS-16) for Northern Areas

    The result of Competitive Examination 2007 for recruitment to the posts of Tehsildars (BS-16) in Northern Areas was

    declared on 9th

    March 2009. Recommendation letters have been issued to four nominated candidates on 6th

    April

    2009.

    The Commission conducted interviews of 43 short listed candidates against 21 posts and recommendations

    were made for 9 posts in BS-17 to 19 and BS-21. Most of the posts finalized belonged to Department of

    Archaeology and Law, Justice and Human Rights Division. Failure against 12 posts was reported and main

    cause of failure was due to non-qualifying the interviews by the candidates whereas in some cases no

    candidate was found eligible to be called for interview. A brief summary of posts in various basic scales and

    IT Services

    During the period, April to June 2009, 45481 applications received for various posts in BS-16 and above, were

    processed. 34400 Admission Certificates (bearing scanned photographs of the candidates for identification) along

    with Attendance Lists/Sheets and other reports relating to Recruitment Mandatory Tests (Phase-II/2009) were

    prepared. Similarly 1105 applications received in HR Wing of FPSC for recruitment to various posts in BS-1 to BS-15

    in the FPSC Secretariat were also processed.

    Problems in Execution of Software on Online Recruitment System

    M/s Ora-Tech System Ltd. developed a software on online recruitment system

    under the sponsorship of Electronic Government Directorate (EDG). I.T Wing is

    facing some problems in execution of the software. Therefore, a meeting under the

    Chair of Secretary FPSC was held on 3rd June 2009 with technical experts of M/s

    Ora-tech & EGD and agreed to rectify the errors in the software and system pointed

    out by IT Wing of FPSC.

    Revamping Activities under PSCB Project of the Commission

    The Studies on Revamping of General Recruitment System and Psychological

    Assessment System are completed. Consultants have submitted Final Reports

    followed by presentation to the Commission. Recommendations on study reports

    are being examined which would be forwarded to the Establishment Division for

    considered views.

    FPSC Participated in National Job Fair-2009 at Islamabad

    The Jang Group in collaboration with the International Islamic

    University Islamabad organized a National Job Fair 2009 on 9th

    - 10th

    June 2009 to bring qualified unemployed Pakistani youth and

    employers under one roof and to provide an opportunity to interact

    with each other. Federal Public Service Commission also set up its

    stall for dissemination of useful information about career opportunities

    available under the Federal Government. Mian Muhammad Sarwar,

    Educational Consultant and other officers from FPSC briefed the

    intending candidates and educated youth about the general

    requirements for Competitive Examinations and General Recruitment

    System/Selection procedures.

    Address by Secretary FPSC at Job Fair

    Secretary, FPSC Shaukat Hayat Durrani paid a visit to counter set up by FPSC on 9th

    June, 2009. Addressing on the

    occasion, Secretary, FPSC said that more such job fairs should be arranged as they provide information and

    guidance to the educated young people about the job market in the public and private sectors. He also highly

    appreciated the efforts of staff of the Commission for creating awareness among the intending candidates about the

    Recruitment System and transparent selection process adopted by the Commission.

    Secretary, FPSC through a message published in Daily Jang opined that if business organizations participate in job

    fairs, seeing it as their social responsibility to provide maximum employment opportunities to the youth, the job fairs

    could contribute a lot to the countrys economic growth and poverty alleviation.

    Seminar on Career Counselling and Job Opportunities through FPSC inUniversity of Agriculture, Faisalabad

    Career Development Centre of GRAP in University of

    Agriculture, Faisalabad (UAF), in collaboration with

    FPSC arranged a Seminar on Career Counsellingand Job Opportunities on 26

    thMay 2009, at UAF.

    Mr. Ahsan, Gender specialist of GSU, Faisalabad

    gave a presentation about the introduction of GRAP.

    Mian Muhammad Sarwar, Educational Consultant,

    FPSC, briefed the participants about the selection

    procedures and career opportunities under the

    Federal Government. He advised the students to

    appear in the examinations with confidence and excellent communication skills. The Seminar was highly appreciated

    by the University management and participants.

    Seminar on Civil Services as a Career in Bahauddin Zakariya University, Multan

    Career Development Centres (CDC) of GRAP in Bahauddin Zakariya University Multan, in collaboration with British

    University College Network, organized a seminar on Civil Service as a Career on 30th

    April 2009 to disseminate

    information about the Civil Service of Pakistan with special focus on CSS Competitive Examination conducted by

    Federal Public Service Commission. Ms Aasia Zulfiqar, Career Development Officer, briefed the large gathering of

    students about the Competitive Examination and General Recruitment procedures. The guest speakers also

    delivered detailed presentations on Civil Service of Pakistan. The seminar was highly appreciated by the University

    management and participants.

    Seminar on Presenting Tribute to successful candidates of CE-2008 from Bhakkar

    The Gender Support Unit (GSU) of GRAP Bhakkar in collaboration with FPSC Information Centre arranged a seminar

    on 21st

    April 2009. The objective of seminar was to present tribute to the finally qualified candidates in CE-2008,

    hailing from Bhakkar District and to honour the contributions of those who made efforts in establishment of 1st

    District

    Woman Resource Centre in this district. Mr. Shahid Mahmood, Gender Specialist, welcomed the honourable guests.

    He informed that six candidates including one female finally qualified the CE-2008 in the history of district Bhakkar for

    the first time. He also paid compliments in the honour of the officials who contributed for establishment of 1st

    District

    Women Resource Centre in Bhakkar.

    Redressal of Grievances

    Candidates aggrieved by the Commissions decision after their Representation/Review Petition, to the Commission,

    file Petitions/ Appeals in various courts of law in the country as per territorial jurisdiction of the courts. Such

    Petitions/Appeals mainly relate to Competitive Examination, General Recruitment, Administrative and H.R matters.

    On 31st

    March 2009, 188 cases were under process in various courts of law. During 2nd

    quarter of 2009, 28 new

    cases in different courts were registered and 16 were decided. Thus, 200 cases are in process in various courts of
