MBDS Mekong Basin Disease Surveillance Newsletter September to December 2009 First Meeting on Cross Border Disease Surveillance within Xayabouly Province, Lao PDR and Nan Province, Thailand Xayabouly Province, 29 th  30 th October 2009 On the 29 th October 2009, in Lang Son City of Vietnam, MBDS Vietnam organized the Cross-border meeting among Lang Son, Lai Chau, Quang Ninh province of Vietnam and Yunnan, Guangxi province of China. 26 participants including CCs of the two countries, sites coord inat ors, leaders of  bord er prov inci al an d di st ri ct he al th department, animal health sector and from international cooperation departments have sha red information, exp eri ences in outbreak surveillance, prevention and control. The part ici pants disc uss ed the lis t of diseases to be informed and the forms, fre que ncy , cont act pe rsons wi th communi ca ti on infor ma ti on and the coming activities. This is the first meeting for China and Vie tnam within MBDS’s cooperation. The pa rtic ip ants assessed th at the me eting has met the obje ct ives and good outcomes. First Meeting on Cross Border Disease Surveillancewithin Xayabouly Province, Lao PDR and Nan Province, Thailand

Xayabouly Province, 29th – 30th October 2009

On the 29th October 2009, in Lang Son

City of Vietnam, MBDS Vietnam

organized the Cross-border meeting among

Lang Son, Lai Chau, Quang Ninh province

of Vietnam and Yunnan, Guangxi province

of China.

26 participants including CCs of the two

countries, sites coordinators, leaders of 

border provincial and district health

department, animal health sector and from

international cooperation departments have

shared information, experiences in

outbreak surveillance, prevention and

control.

The participants discussed the list of 

diseases to be informed and the forms,

frequency, contact persons with

communication information and the

coming activities.

This is the first meeting for China and

Vietnam within MBDS’s cooperation.

The participants assessed that the

meeting has met the objectives and

good outcomes.

Ministry of Health Lao PDR have expended to three provinces project sites as

Vientiane capital with Nong Kai , Borikhamxay with Hatinh Province and arranged

the meeting between Lao PDR and Thailand and agreed to exchange diseases

information by daily, weekly, monthly and quarterly. Health officers from Lao PDR

and Thailand attended the meeting and discussed to Establish the provincial

coordinator at provincial and district level with TOR, to exchange information

activities follow in MBDS strategies, to arrange yearly rotate meeting and to perform

  joint outbreak investigation according to agreement of each sites. The diseases for

reporting are as follows:

•Avian Flu

•AFP

•SARS

•Cholera /Severe Diarrhea

•Encephalitis•Tetanus

•Meningitis

•Diphtheria

•PHEIC

The main objectives of the meeting are to

strengthen collaboration in epidemic/ 

communicable disease control between border

sites, to share experiences and information on

outbreak prevention and control of these

provinces and to make a plan of joint activities

in outbreak surveillance, prevention andcontrol in the future.

meeting from Lao PDR side.

In the meeting, Dr. Ly Sovann presented

about AH1N1 situation update fromCambodia, Ms. Vanida presented about

AH1N1 situation from Lao PDR, Dr.

Heng Nheu presented the progress

update from Stung Treng Province by

using MBDS indicators and Dr. Vath

Kong Keo presented about the progress

update from Champasak Province by

using MBDS indicators, too.

The participants discussed on 7 MBDS

Strategies which are information sharing,

Human Resource Development in

Epidemiology, Animal-Human interface,

ICT, Laboratory, Risk Communication

and Policy Research.

Innovative Support To Emergencies Diseases and Disasters (InSTEDD) highlighted the

general concept of GeoChat and its interests in CDC especially for RRT of both sidesand demonstrated the field testing of GeoChat and made the exercise of SMS and

registered the name of RRT to GeoChat network.

In the meeting, the health officers agreed upon the disease under the surveillance

including AFP, SARS, severe diarrhea, dengue fever, typhoid fever, measles, pneumonia,

malaria, HIV/AIDS, and tuberculosis, to strengthen and continue the information

exchange between Cambodia and Lao PDR and to manage joint outbreak investigation

control.

A basic epidemiology and biostatistics

training course was conducted at Asia Hotel,

Kampong Chhnang Province on 5-7 August

2009. It was organized by the CDC

Department and in collaboration with centre

for National Malaria, Dengue, and parasitic

infection control and financially supported

by Mekong Basin Disease Surveillance

(MBDS).

The main objectives are to build up the

capacity of the Rapid Response Team (RRT)

in basic epidemiology and biostatistics and

to strengthen the provincial RRT members

in skills and knowledge of basic

epidemiology and biostatistics.

On 26 - 30 October, 2009, Yunnan CDC

hosted the Training on Strengthening

Diseases Surveillance and Response in

Border area in Yunnan Province.

The training is aimed to strengtheningsurveillance and response of AH1N1, avian

influenza, cholera in border areas of 

Yunnan; to improve sample collection and

safety transportation; to improve lab

diagnosis capacity on those diseases and to

perform risk communication of public

health emergency.

The topics in the training are as follows:

• Status quo of infectious disease epidemic

and control strategy

• Surveillance, finding the report of 

imported cases• Risk communication of public health

emergency

• A case study of cholera epidemic

investigation

• Investigation and response of human

infectious highly pathogenic avian flu

• Focus points of AH1N1 surveillance and

response

• Public health emergency investigation

and response in border area• Field epidemiology investigation

• Lab diagnosis technique

• Emergency response supplies

management

GeoChat Training at Mukdahan Province

24  – 25 September 2009

Thai Health Promotion Foundation, ICT

program is organized the Workshop of Using

Geochat for SRRT Communication Network 

together with InSTEDD and MBDS on

September 25th -26th , 2009 in Mukdahan,

Thailand.

The workshop focused on using Geochat for

support communication network for

Surveillance Rapid Respond Team-SRRT and

to brainstorm for the next 6 months action

plan.

The participants are Public Health Staffsfrom Mukdahan, Thailand and observers

form Savannakhet Lao PDR totally around 30

people attended the workshop.

in Mukdahan & Savannakhet

through SMS by using GeoChat

Savannakhet, Lao PDR, 25  – 26 Sept, 2009

The workshop of using InSTEDD, Geochat for

SRRT communication network, which washeld on November 25th -27th, 2009 in

Savannakhet, Lao PDR organized by MBDS,

InSTEDD and Thai Health Promotion

Foundation, ICT program.

The main objectives are to apply mobile phone

messaging system in disease surveillance, to

improve technical skill of health and public

health staffs in Savarnakhet and to develop the

effective disease surveillance communication

system for SRRT team.

The participants are Public Health Officers

from Savannakhet, Lao PDR and Mukdahan,

Thailand.
