Wearepleasedtopresentyouwiththe2015-16ChenangoValleyCentralSchoolDistrictbudgetproposal.Schooldistrictsstatewidecontinuetobeimpactedbyunfundedmandates,gapeliminationadjustments,taxlevylimits,escalatingcostsandmore.Whilethesefactorsaresignificant,itisimportantthatweremainpositiveaboutourfutureandfocusedonthereasonwe’rehere:ourstudents.Allstudentsdeserveahigh-qualityeducationthatensurestheyarecollegeandcareerready.AtChenangoValley,ourconsistentlyhightestscoresandgraduationratesreflectacommitmenttoprovidingstudentswiththeeducationtheydeserve.Ourmissionandvisionisto“inspire, engage, and empower”ourstudentsand“prepare our students for the challenges of life in the 21st century.“

Indevelopingthebudget,weusedthismissionasourguide,whilegivingcarefulconsiderationtoallstakeholders.OurplanallowsustoaddstafftosupporteducationalprogramsintheareaofSTEM(Science-Technology-Engineering-Mathematics)ingradesK-12,andprovideenrichmentforourstudents,andenablesustoenhanceourAcademicInterventionServicestohelpstudentsimprove.Thisplanwillhelpustomaintaininstructionalintegrityandeffectiveness,andprovideadditionalsupportforourstudents.Nocutstoprogramsorextra-curricularactivitiesareproposed.Theplanalsoprovidesforcontinuedsupportofinstructionaltechnology,particularlythroughourhighschooliPadprogram,whichincorporatesallstudentsingradesninethrough12.Thebudgetcontinuestoincludesmallercapitalprojectsthatallowustotakeadvantageofsignificantstatereimbursementsthatwillbereceivedinthefollowingyear.Thismeanswe’llbeabletocompleteapproximately$100,000incapitalprojectsatanetcostofabout$19,000.(Seearticle,nextpage.)Thetaxlevylimitlawenactedin2011byNewYorkState(commonlymisrepresentedasatax“cap”)requiresdistrictstoapplyaneight-stepformulatodeterminethehighestallowabletaxlevyincreaseadistrictcanproposethatwillrequireapprovalofasimplemajority(morethan50percent)ofvoters.Ifdistrictschoosetoproposeataxlevyincreaseabovethiscalculatedamount,a“supermajority”ofmorethan60percentofvotersmustapprovetheplan.ChenangoValley’sallowabletaxlevylimitfor2015-16isanincreaseof.6%.Thismeansweareproposingtocollectsix-tenthsofapercentmore(lessthan1%)intaxestosupporttheschoolbudgetthanwecollectedforthe2014-2015schoolyear.WeinviteallresidentstoattendaMeettheCandidatesForumonMay6at6p.m.intheHighSchoolauditorium,andtheannualBudgetHearingonMonday,May11at6p.m.intheMiddleSchoollibrary.Thedistrictbudgetvoteandschoolboardelectionswillbeheldfromnoonto9p.m.onTuesday,May19intheHighSchoolauditorium.Pleasereviewtheenclosedmaterial,whichincludesthe2015-16budgetpresentedinthreecomponents,informationonthebuspurchaseproposition,andstatementsfromourboardofeducationcandidates.Formoredetailedbudgetinformation,pleasevisitourwebsite:www.cvcsd.stier.org.Ifyouhavequestions,weencourageyoutocontactSuperintendentDavidGillat762-6810,[email protected],orSchoolBusinessExecutiveBethDonahueat762-6813,[email protected].

ThedistrictisproposingtotakeadvantageofaNewYorkStateDepartmentofEducationprogramthatwillreimburseasignificantportionofschooldistrictcapitalprojectexpendituresupto$100,000.Thismeansthatmuch-neededbuildingrepairscanbeaccom-plishedatagreatlyreducedcosttolocaltaxpayers.

Thestateoffersschoolbuildingaidreimbursementforsmallercapitalprojects(upto$100,000eachyear)accordingtotheindividualschooldistrict’sbuildingaidratio.BasedonChenangoValley’scurrentbuildingaidratioof81percent,ifthedistrictcompletes$100,000incapitalprojects,itwillbereimbursed$81,000thefollowingyear.Theaidreceivedonaprojectnextyearcanbeusedtooffsetthecostofaprojectthefollowingyear,creatingacycleofmini-projectsprimarilyfundedbybuildingaid.It’sanefficient,cost-effectivewaytokeepourbuildingsandfacilitiesingoodworkingorder.Inthecomingyear,thedistrictplanstousethisfundingopportunityforthefollowingimprovements:

• Auditoriumcontrolroomequipment

Thetotalcostofthesethreeprojectsisapproxi-mately$100,000;thenetcostafterbuildingaidreimbursementisapproximately$19,000.

ChenangoValleyisproudandexcitedtoannouncethattheProjectLeadtheWayprogramwillbegininthedistrictthisfall.ProjectLeadTheWayisthenation'sleadingproviderofscience,technology,engineering,andmath(STEM)programs.Throughworld-classK-12curriculum,high-qualityteacherprofessionaldevelopment,andout-standingpartnerships,PLTWhelpsstudentsdeveloptheskillsneededtosucceedintheglobaleconomy.TheU.S.DepartmentofCommerceestimatesthatjobsinscience,technology,engineering,andmath(STEM)willgrow17percentby2018—nearlydoublethegrowthfornon-STEMfields.By2018,theU.S.willhavemorethan1.2millionunfilledSTEMjobsbecausetherewillnotbeenoughqualifiedworkerstofillthem.STEMiswherejobsaretodayandwherejobgrowthwillbeinthefuture.TheprogramprovidesacomprehensiveapproachtoSTEMeducation.Throughacurriculumbasedonactivities,projects,andprob-lems,PLTWgivesstudentsachancetoapplywhattheyknow,identifyproblems,finduniquesolutions,andleadtheirownlearning.Foreducators,theprogram’sengaging,rigorousteacherprofessionaldevelopmentmodelprovidestoolstoempowerstudentsandtransformtheclassroomintoacollaborationspacewherecontentcomestolife.

Kelly WarwickMynameisAndreaRutherfordandIamformallyexpressingmyinterestinoneofthethreeseatsforChenangoValleyBoardofEducation.MyfamilyandIhavebeenlifelongmembersoftheChenangoValleySchoolDistrict. BeingagraduateofC.V.,alongwithmychildrenattendingtheChenangoValleydistrictsincepre-k,Ifeelthatwiththeeducationalsystemchang-ingandevolvingwithtechnology,itisnowmoreimportantthaneverthatweadvocateforthechildrenandteacherstogetthetimeandsupporttheyneed. 

Mydaughteriscurrentlyin10thgrade,mysonin9thgradeandmyyoungestwillbejoiningthedistrictinthenearfuture. Iwouldlovetobecomemoreinvolvedwiththedecisionmakingprocessofhowtheirschoolruns. Mycareergoalsaretobe-comedynamic,well-roundedandwellversedintheeducationsystem. IamcurrentlyintheHR/PayrolldepartmentatCornellUniversity(previouslyemployedatSUNYBinghamtonintheirHRDepartment). Ihaveampleknowledgeofhowschoolsrun,obtaingrantsforfunding,aswellasdealingwithtightbudgets,andhandlingauditsfirsthandallwhiletryingtokeep,vicepresidents,deans,faculty,staffandstudentshappyandontheroadtosuccess. Ihaveassistedwiththeimplementationofpoli-ciesandproceduresforemployees,andenjoyworkingtowardsagoal.IalsocurrentlyserveontheCornellEmployeeCareandWellnesscommittees.Outsideofwork,myfamilyandIareactivemembersofSaintMark’schurchandparticipateinthemonthlyCanteenoffeedingtheneedy,aswellasWorldVisionsponsors.

Ifelectedtotheboard,Ipromisetoshowyoumyextraordi-narydedicationtoourcommunityandourchildren. Schoolboardofficialsprovideavitalservicetoourcommunity.WithpubliceducationbeingthebackboneoftheAmericansocietyandthefoundationforourchildren’sfutureitisimportant ourschoolboardestablishavisionfortheeducationprogram,andmaintainstructuretoachievethatvision. Eachmembershouldbeastrongadvocateforcontinuousimprovementin studentlearningwhichwithyourvote,Iwouldbeabletohelpprovide.Lastly,thankyoutoallwhosupportourchildren,theSchoolBoard,andthiselection. Iwishtheabsolutebestoflucktoallthecandidates.

ItiswithgreatenthusiasmthatIamseekingmyfirsttermontheChenangoValleySchoolBoard.IgraduatedfromCVin1989.IattendedSUNYCortlandandearnedaB.S.inPoliticalScienceandElementaryEducation.IwentontoearnmyMaster’sinSpecialEducationfromMarywoodUniversity.

ItaughtforfiveyearsattheChildren’sHomeofWyomingCon-ferenceandthenacceptedapositionatWindsorCentralSchoolDistrict.Itaughtfor7yearsinthemiddleschoolandIaminmy4thyearatthehighschool.IamaresourceroomteacherandIamco-teachingParticipationinGovernmentandEconomics.IamalsoanactivememberoftheWindsorTeacher’sAssociationandserveastheirtreasurer.

IhaveplayedanactiveroleinthePortDickinsonPTAforseveralyearsandhavebeenthetreasurerforthepastthree.Ihavebeeninvolvedincountlessactivities,including:fundraising,holidayhelp,andfamilyevents.IhavealsobeenattendingCVBoardandbudgetmeetingstolearneverythingIcanaboutwhatittakestobeaneffectiveboardmember.

MyhusbandRonandIbelieveinthiscommunityandmadetheeasydecisiontopurchaseahomeintheChenangoValleyDistrictwhereweareraisingourtwodaughters.Keiraisin6thgradeatCBandKaidaisin2ndgradeatPD.

IthinkthereareseveralreasonswhyChenangoValleyissuchagreatplacetolive.Thepeopleinthiscommunityareunique,buthavesimilarvaluesystems.ThroughmyexperienceshereIhavelearnedthatwesharethebeliefthatourchildrendeservethebesteducationalexperiencepossible.Weprioritizefiscalresponsibilityandwantourtaxdollars,regardlessifwehaveschool-agedchildren,tobespentonsoundprogramsthathelpourchildrengrow–academically,socially,emotionally,physi-callyandartistically.Wearepassionateaboutensuringthatpoliciesareimplementedthatwillguaranteeourkidsgraduatewiththeskillsandexperiencesneededtobesuccessfulintheever-changingandcompetitiveworldwelive.

TheskillsIhavetoofferasaschoolboardmembercomefrombeinganeducator,anactivecommunitymember,aleader,atreasurer,ateamplayer,alifelonglearnerandamom.IamproudtobeaWarriorandwouldbehonoredtoservethecom-munitytohelpmakecertainouridealsarerepresented.

MynameisChristineLomonacoandIamexcitedtoannouncemycandidacyforaCVschoolboardposition.IgrewupinHillcrest,graduatedfromChenangoValleyin1983,andwentontostudyatBCC.IcurrentlyliveinPortDickinsonwithmyhusbandVince,alsoaCVgraduate,andourtwochildrenDominick(classof2020)andLogan(classof2023).

Since1991Ihavebeenemployedineducation.First,fortheUnion-EndicottSchoolDistrictasasecretaryinthespecialeducationofficeandthenthesuperintendent’soffice.In1994IbeganemploymentwithBroome-TiogaBOCESasabuildingsecretaryandIhavespentthelastfouryearsworkingfortheas-sistantsuperintendentmanagingourprofessionaldevelopmentandteacherevaluationsystemamongotherresponsibilities.

IwouldlovetheopportunitytobecomepartoftheChenangoValleyBoardofEducation.Ibelievemydedicationtoourdis-trict,myabilitytoworkasateamplayer,andmyorganizationalskillscanbeagreatresource.IwasamemberoftheCV-CFmergercommitteeandIgainedadeeperunderstandingofthebudgetprocessandmanagementofourschooldistrict.WhileservingonthatcommitteeIfirstbecameinterestedinrunningforaschoolboardposition.

Inadditiontoraisingafamilyandworkingfull-time,Iactivelyparticipateinourcommunity.IamthesecretaryforthePortDickinsonCommunityAssociation,haveassistedmyhusbandincoachingvariouscivicsportteamsforthelastseveralyears,havebeenadirectorandmostrecentlythesecretaryforBOCESSupportServicesAssociation,IamamemberofthecombinedcivicSummerFuncommittee,andIhelporganizecombinedcivicevents.ThispastfallIworkedwithSt.FrancisofAssisitosponsoragrammarbasketballteamafterrealizingtherewasinterestfromenoughboystocreateateam.Inadditiontovol-unteerwork,myhusbandandIalsocreateandselldecorativeitems(inoursparetime).

IamproudtocallmyselfaCVgraduate!Ihavehighexpecta-tionsandworkhardtobemybestpersonallyandprofessionally.Youcantrustmetosupportfellowboardmembers,students,staff,andourcommunityifelected.

Jessica AurelioMynameisJessicaAurelio.Iama21year-oldborn&raisedinourbelovedBinghamton,NY.Currently,IamworkingtowardsmyBachelor’sdegreeinPoliticalScienceatBinghamtonUniversity.IamalsoacoachatChenangoGymnasticsandanusherattheFloydL.MainesVeteransMemorialArena&ForumTheatre.LastMay,IgraduatedfromSUNYBroomewithmyAssociate’sdegreeinCriminalJustice.IthenwentontointernattheBroomeCountyDistrictAttorney’soffice,whilealsosuccessfullycompletingtheZone6PeaceOfficerAcademyandeight-hourpre-assignmentsecuritytraining,andbeforethat,IwasastudentatChenangoValley.Somemayaskwhatqualifiesmetorunforschoolboardatsuchayoungage.AsarecentgraduateofChenangoValley,Iamintunetotheobstaclesourstudentsfacetoday.IwanttobeapartoftheBoardthatwillpromptthedistrict’sfaculty,staff,&administrationtoinspire, engage, andempowerourstudentstoovercometheseobstaclesandachievetheirmaximumpotential.Todothis,weneedtoputtheneedsofourstudentsfirstwhilemaintainingabalancedbudget.Weneedtofocusoncurrenttopicsofimportancesuchassexed,bullying,andcommoncore.Asyoumayknow,mybrother,Jason,ranforschoolboardanumberofyearsbackandhereceivedatremendousamountofsupportfromourcommunity;hewaselectedandhasbeendoinganadmirablejobontheboardsince.AlthoughJasonandIdonotalwaysseeeye-to-eye,wedosharethesamecorevalues.ByelectinganotherAureliototheBoard,youwillnotbeelectingthesamepersontwice.Rather,youwillbeelectingacomplementtoacurrentBoardmember.IamconfidentthatIwillbeanassettotheBoardwhilerepresentingourdistrictandstudentsinapositiveandprogressivemanner.Ifelected,Iwillprovidethefresh,femaleperspectivethatissodesperatelyneededonourBoard.

Joel LuchunSince1970,IandmyfamilyhavelivedintheChenangoValleyDistrict.IhaveanengineeringdegreefromtheCityUniver-sityofNewYorkandaMasterCertificateinManagementandLeadershipfromMary-mountUniversityinVirginia.IhaveworkedasadepartmentmanagerandprogrammanagerfortheLinkDivisionoftheSingerCompanyandaprogrammanagerfortheheadquartersoftheUSPSandtheSecuritiesExchangeCommis-sion. Iamnowretired.MygranddaughterisasenioratCVHS,andmygrandsongoestoChenangoBridgeElementary.Waitinginthewingsis4-year-oldgranddaughter,Lily.Iamatotallyinvolvedgrandfatherwhohelpswithhomework,tutors,andsupportsandattendsthechil-dren’sschoolsocialandathleticevents. Mywifeisadedicated28yearemployeeofCVschools,workingasanaideforchildrenwithspecialneeds.IpresentlyserveontheCVBoardofEducation.Thisyear,aleadinglocalbusinessmanwillbeleavingtheBoardafteryearsofservice.Astrongbusinessandmanagementsenseisessen-tialtoasuccessfulschoolboard.Mymanagementexperiencemakesmeuniqueamongthecandidatestocontinuethesoundbusinessdecisionprocessthathasledustofinancialsuccessandlimitedtaxincreases.Thispastyearweallreceivedataxrebatebecauseofoursoundbudgetprocessandthiswillhap-penagainin2016becauseofourworkontheupcomingschoolbudget.

Ibelieveitiscriticalthatschoolboardsrepresenttheconcernsandpositionsoftheparentsandtaxpayersofthedistrict.Iamdedicatedtohavingopenandmeaningfuldiscussionsatourboardmeetingswithfullpublicinvolvement.Criticalissuessuchascommoncore,statetesting,teacherevaluation,capitalimprovements,andcurriculumarebestservedwithfullparentalinvolvement.Localcontrolandlocalinputareessentialtocon-tinuingthesuccessoftheCVschools.IwillcontinuetoworkhardtofosteranatmosphereofopencommunicationandmutualrespectandtoincreaseparentandteacherinvolvementwitheducationalandcurriculumissueswithintheCVDistrict.Ihaveaparticularinterestinseeingthatchildrenwithlearningdisabilitiesareaffordedeveryopportu-nitytosucceed.Pleaseconsidersavingoneofyourvotesforme. 

MynameisKarenTaylorandIamrunningforoneoftheopenpositionsontheChenangoValleyBoardofEducation.MyparentsgraduatedfromCV,IgraduatedfromCV,andnowmychildrenwillbe.Mysonwillbegraduatingin2016andmydaughterin2021.IhaveseenthechangesintheschooldistrictandhaveseenthechallengesCVfaces.NowismytimetorunfortheBoard.

Mysonisathreeseasonrunner.Iworkcloselywiththeschool’scoachingstaffandassistinanywaypossible.Youwillseemeatthefinishlinewithastopwatch,atthesidelinescheering,orinthemidstoftheteamwithbakedgoodstocongratulatethemonajobwelldone.Mydaughterontheotherhand,isinvolvedwithbasketballandsoftballthroughtheCivics.Iamateverypracticeandgameastimepermits.Ibelieveinfullysupportingthechildreninsportsandinacademics.Thisgoesnotonlyformychildren,butforallCVstudents.IsupportallthechildrenofCV,thecoaches,andtheteachers.

Karen Taylor Voterswillbeaskedtoconsiderapropo-sitiontopurchasefour(4)busesforthedistrictfleet:three(3)66-passengerbuseswithundercarriageandone(1)35-passen-germini-bus.Thetotalcostofthebuseswillnotexceed$385,000.

The need for new buses ChenangoValleymaintainsafleetof31buses.Ourbusesarenormallyreplacedafterapproximately10-12yearsandhavebeendriven100,000to120,000miles.OurgoalistomeettheNewYorkStateguide-lines,whichrecommendreplacingalllargerbuseseverytenyears.Thishelpskeepthecostofrepairsdown,especiallysincethebusesareoutofwarrantyaftertenyears.Italsohelpstoensurethatourstudentsarebeingtransportedinsafe,reliablevehicles.

Foryears,ourlong-rangeplanhasbeentoreplacethreebuseseachyear.However,afterafewunsuccessfulbuspropositions,thedistrictfellbehindinthepurchaseplanandanumberofbuseswerenolongerunderwarranty.Asaresult,wehavehadtoreplacemorethanthreebusesinseveralpropositionsinordertogetcaughtup.
