County Regional Parks Department recently solicited bids to remove approximately 10,000 cubic yards of silt from above and below the water line in the swim beach area. Eight contractors responded and the contract will be offered to the lowest bidder, WTA Construction which is based locally in the San Bernardino mountains. With the notice of award, the contractor will have 10 days to produce bonds and insurance before the project can proceed. Once the contract is finalized, the contractor is required to prepare and submit a mandatory Stormwater Pollution Prevention Plan to the Lahontan Regional Water Quality Control Board. The contract term is 60-days and the contractor will be required to complete all the work within that time frame. With final approval of the plan, the contractor will be clear to begin the physical work on the swim beach project. Preteen Vaccine Week

San Bernardino: Have you checked to see that your adolescent is up-to-date on his or her immunizations? The County of San Bernardino Department of Public Health is promoting Preteen Vaccine Week, February 10-16, 2013 as part of a statewide effort to remind families of preteens and adolescents about recommended and required immunizations.

Meningococcal (meningitis) vaccine & booster shot Tdap (tetanus, diphtheria, and pertussis) booster shot A second varicella (chickenpox) shot HPV (Human Papillomavirus ) recommended for both girls and boys Seasonal flu shot Other immunizations may include hepatitis B, hepatitis A, MMR, and polio if they have not

Getting immunizations during the adolescent years is just as important as early childhood immunizations. All incoming 7th graders must provide proof of being immunized against whooping cough (also known as pertussis) before starting 7th grade. Now is the perfect time to schedule an appointment with your child -to-date on all immunizations. If your preteen or adolescent does not have health insurance or is underinsured, ask your medical provider or the local health department for information about the Vaccines for Children Program, which provides vaccines at low-cost. County battles state effort to stall Cedar Glen recovery The County of San Bernardino is fighting on two fronts against the state’s efforts to

grab funding meant to rebuild fire-ravaged Cedar Glen. The County today filed a lawsuit in Sacramento Superior Court to prevent the state

Department of Finance from dispersing $9 million in County General Fund money loaned to the Cedar Glen revitalization effort to various government agencies.

The County is also sponsoring a bill authored by State Sen. Bill Emmerson, SB 409, that

would block the Department of Finance money grab and ensure these local dollars are used to help Cedar Glen recover from the 2003 Old Fire.

"The County of San Bernardino made a promise to help Cedar Glen residents rebuild

their community long before the state wiped out our redevelopment projects," San Bernardino County Board of Supervisors Chair Janice Rutherford said.

"The legislation introduced by Senator Emmerson would ensure that the County can

keep its commitment to the Cedar Glen community and the people who call it home," Supervisor Rutherford said.

“The residents of Cedar Glen have already been through enough. This bill will ensure

that the county’s resources go towards restoring a community that has been devastated by the Old Fire,” Sen. Emmerson said.

In 2005, the San Bernardino County Board of Supervisors loaned $10 million to the

Cedar Glen Redevelopment Area to help build roads and a new water system needed to allow residents burned out by the Old Fire to rebuild.

When the state outlawed redevelopment last year, it required that property tax

increment once used to revitalize neighborhoods and create jobs be returned and distributed to various government agencies for no specific purpose.

The state Department of Finance has directed that $9 million in County loan proceeds

be treated the same as tax increment and distributed to various government taxing agencies rather than used to rebuild Cedar Glen.

The Board of Supervisors on February 12 passed a resolution reaffirming the County’s

commitment to use the funding to rebuild Cedar Glen. The lawsuit filed today and Sen. Emmerson’s SB 409 will assist in that effort.

Water District Earns Prestigious Budget Awards

Rancho Cucamonga, CA (2/19/2013) – The Cucamonga Valley Water District (CVWD/District) is pleased

to announce the receipt of two prestigious awards for its 2012- 2013 Annual Budget document: the California

Society of Municipal Finance Officers (CSMFO) Excellence in Operating Budget Award and the Governmental

Finance Officers Association (GFOA) Distinguished Budget Presentation Award. Each year CVWD develops a

budget that reflects its goals for the year in meeting customer needs while remaining good stewards of

financial resources. The two awards accredit the commitment by the CVWD Board of Directors and staff to

prepare a budget that meets the highest principals of governmental budgeting.

“CVWD is here to provide our customers with a high quality, reliable water supply,” commented Oscar

Gonzalez, CVWD Board President. “That mission will never change, and it is represented in everything we do,

including preparing and presenting our annual budget. This year’s budget represents a renewed commitment

The District is beginning its sixth year utilizing its Rolling Budget process. This process allows management

staff and the Board of Directors to take a critical look at each component of the budget and review real-time

revenues and expenses on a quarterly basis. Through the Rolling Budget process, each component of the

budget is evaluated each fiscal quarter. This alternative approach to the budget improved the way the District

does business and has been recognized as a unique and effective budget method by both the CSMFO and the

GFOA.

The CSMFO is the statewide organization serving all California municipal finance professionals that

promotes excellence in financial management through innovation, continuing education, and membership

professional development. Its Budget Awards Program recognizes agencies that have prepared a budget

document or communication tool that meets specified standards. The GFOA Award also sets high standards

and guidelines for effective budget presentation on a national level. These guidelines are designed to assess

how well an entity’s budget serves as a policy document, a financial plan, an operations guide, and a

communications device.

PENSION FUND REPORTS DOUBLE DIGIT RETURNS, RANKS IN TOP 20% FOR 2012

The Fund’s informed rebalancing program and value focused investments boost assets to an all-time high of $6.7 billion.

SAN BERNARDINO, CA – Today the San Bernardino County Employees’ Retirement Association (SBCERA) reported a 14.0% return on investments (gross of fees) in 2012, or an increase of $829 million, placing the Fund in the top 20th percentile on a total return basis among its peers. On a risk adjusted basis, the Fund ranked in the 2nd percentile for the one-year period and 1st percentile for the three-year period. For the calendar year ending December 31, 2012, SBCERA greatly outperformed its policy benchmark by 310 basis points. At the close of 2012, SBCERA reached a record $6.7 billion in assets under management, exceeding its previous record of $6.4 billion in October 2007. For the fiscal year, the Fund is up by 7.7% and is well-positioned to meet its actuarial assumed rate of return of 7.75% through June 30, 2013. “The last few years have been extremely volatile. However, as long-term investors we have a major advantage – time. We can carefully choose value-focused investments that allow us to benefit from longer time horizons for investment returns,” said Donald Pierce, SBCERA’s Chief Investment Officer (CIO). “Our performance reflects our success building a sound investment program focused on actively managing assets, diversifying into non-traditional, income-producing assets, and reducing our overall risk in order to meet long-term expectations.” Since the “financial collapse” of 2008, there has been a heightened interest in risk management and how funds can protect themselves from devastating losses like those experienced in 2008-2009. SBCERA’s risk management efforts have centered on two strategies: dynamically managing its asset allocation and earning a steady stream of income by reducing its dependence on price appreciation. For example, SBCERA looks for investment opportunities that provide consistent revenue, such as rent, premiums or interest, rather than relying primarily on the purchase and sale of assets. Since 2005, SBCERA has greatly improved its ability to actively manage assets through its informed rebalancing program. The program has evolved over time. Initially, it was used to rebalance physical assets (i.e. real estate, private equity), but in 2007 SBCERA added synthetic rebalancing to further reduce risk. Last year, the rebalancing program added $167.8 million to the Fund, which represented nearly 20% of its gains for the year. “We have an obligation to maintain the safety and security of the Fund on behalf of our retirees and beneficiaries. Risk is our top priority,” said Dawn Stafford, Chair of the Board of Retirement. “Over the last three years, our risk management efforts have paid off. SBCERA is earning favorable returns without taking as much risk as others.” For the three year period, on a risk adjusted basis, SBCERA stood out among its peers. The Fund’s annualized returns for the three year period were 9.9% per year, which ranked in the 20th percentile on a total return basis. SBCERA’s Alpha (a risk-adjusted measure of a fund’s excess return relative to the return of the fund’s benchmark index) ranked in the 1st percentile at 4.6 compared to the median public fund’s value of -0.2. 1.7, ranking in the 1st percentile for the three year period. Ultimately, both measures demonstrate that SBCERA received a much higher rate of return for each incremental unit of risk it took versus its peers. In December, SBCERA’s informed rebalancing program was recognized by aiCIO at the 2012 Industry Innovation Awards in New York City. SBCERA’s consultants, Mcube Investment Technologies, LLC and the Russell Investment Group, both received Innovation Awards for the Best Active and Passive Tactical Risk Management for their AlphaEngine Software ® and Overlay Program, respectively. Both vendors received the accolades specifically for their use of these programs with SBCERA to generate positive risk adjusted returns. Mcube’s AlphaEngine® measures and evaluates individual investment decisions to determine what impact they would have on the risk and return of the portfolio. Based on these tests, the software generates recommended allocation shifts within SBCERA’s investment policy constraints. Then, SBCERA works with Russell Investment Group through its Overlay Program to execute the proposed changes using derivatives, but with complete transparency on execution and performance. “Using AlphaEngine®, SBCERA has demonstrated that public pension plans, with limited staff and resources, can generate consistent value far greater than some of the best asset managers in the world at a fraction of the cost,” said Arun Muralidhar, Mcube’s founder.
