It is a happy situation that the Second Issue of the ASPAC News Letter is now available for your viewing. Bringing out the First Issue was an excitement and we received support from the ASPAC EC Members and many Country Members. For the Second Issue there was a ground swell of support from larger number of countries and you will find the News Letter to be of greater interest. We look forward to the future issues where we will be able to feature all the member countries of ASPAC. It is our fervent hope that this News Letter will become the platform for exchange of ideas and experiences across countries and finally a forum for defending the rightful interest of the consulting engineering fraternity in the ASPAC region. In its effort for enlarging various sub-committees under ASPAC, EC has

started receiving support and the list of members that now forms the various Committees are reported elsewhere in this issue. This issue has contributions from the following ASPAC Member countries. � Australia � China � India � Japan � Korea � Malaysia � Sri Lanka

Since the release of the News Letter during TCDAP/ASPAC Conference at Bangkok in March 2013, one of the most significant developments have been the restart of ASPAC Young Professional Forum (YPF), which got deactivated in 2010. We carry in this newsletter a special report on the recent activities of ASPAC-YPF. The other important event in recent months has been the 50

th Anniversary celebrations of Association

Message from the Chairman

One of the most important tasks a Consulting Engineer need to do every day is get updated with the happening in the consulting industry and a Newsletter can be an important aid for same. FIDIC has wide presence in Asia-Pacific region and ASPAC EC has started publishing our Newsletter to improve communications with the World and amongst the ASPAC members. To make this an effective publication, I ask for your unfailing support and encouragement so that the Newsletter will serve as a meaningful platform to communicate between Member Associations and to look back on the industry achievements, and draw up vision and goal for the development in the future.

It is my hope that many would participate in ASPAC Newsletter to provide news and articles and to gain much from what it offers. Consult Australia

1. Introduction Consult Australia (formerly the Association of Consulting Engineers Australia) is the industry association for consulting companies in the built environment sector, including engineers, architects, project managers, planners, environmental scientists and quantity surveyors, among others. Consult Australia represents approximately 270 firms, collectively employing over 50,000 staff in Australia.

2. Activities

a. Recent Lobbying Activities

Consult Australia CEO, Megan Motto and Director of Policy, Jonathan Cartledge attend the Budget stakeholder lock up on 14 May. Consult Australia was pleased to see significant additional infrastructure investment with a focus on urban infrastructure projects incorporated into the 2013-14 Federal Budget. However beyond re-stating already announced initiatives, there is a disappointing lack of focus on opportunities to support small business, or broader business innovation and competitiveness. 3. Events/Programmes

a. Consult Australia Symposiums

This year, instead of running a two-day Symposium, Consult Australia is holding a series of one-day Symposiums which will cover specific, critical business functions. These events will focus on major areas of interest and current relevant topics. Registrants will have access to a range of high profile speakers, and the opportunity to meet and network with a range of professionals from within their industry. b. Safety in Design Course Consult Australia's Safety in Design course is an intensive two day seminar which addresses safety issues relating to design and provides practical tools on how to eliminate hazards at the design stage. c. Project Management Course Project Management arms attendees with the essential knowledge and skills that are critical to a project’s success. The course program covers topics such as time management; contracts administration; risk management; and construction management. This program has been developed specifically for people working within the built and natural environment.

d. Contracts for Consultants Course This intensive 2.5 day training seminar is aimed at those who are regularly confronted with client contracts. The course provides essential advice and insight on managing and controlling contractual rights and obligations. It is conducted in a small group interactive format and has helped those with both limited and extensive experience to deal more effectively with contracts and their various terms and conditions. 4. Consult Australia Roundtables

Consult Australia have a number of policy roundtables, which reflect the policy priorities identified by the Board as of present importance to the delivery of Consult Australia’s strategic objectives. The roundtables are established through the support provided by high-level expert representatives volunteered by Consult Australia’s member firms. The objectives of the roundtables are as follows:

1. Support best-practice policy development and advice; 2. Engage and represent Consult Australia’s members; and 3. Operate effectively and efficiently to help deliver Consult Australia’s strategic objectives.

Consult Australia currently has 9 policy roundtables: Infrastructure; Sustainability; Smaller & Regional Firms; Skills; Workforce Diversity; Liability & Contracts; Workplace Health & Safety; Resources; and Integrated Project Delivery/Building Information Modelling. China National Association of Engineering Consultants

1. The “Guide to Project Management” has been published by CNAEC.

The “Guide” prepared by the Expert Committee of CNAEC,

describes the concept and development of project management,

the parties involved and market access both at home and abroad.

It also introduces the external environment and binding

documents regarding project management in China.

Requirements for project management at different stages and the

detailed content are also illustrated in the book.

The “Guide” is used as a training manual for professionals of

project management in China and should prove essential for firms

offering engineering project management services. It is also a

useful tool for international investors and consulting firms

intending to enter the Chinese market. Relevant government

agencies, institutions of higher learning and research institutes in

China are also recommended to refer to this book.

2. The winners of the 2012 National Consulting Engineering Excellence Award have been

officially announced.

In honoring the significant achievements of consulting engineering firms and individuals and their

contributions to the nation’s consulting engineering industry, CNAEC organized the appraisal of

submissions for the 2012 National Consulting Engineering Excellence Award. After months of

reviewing the nominations by the industry’s experts, altogether 444 winners of this year’s award

have been born, including 41 First Prizes, 147 Second Prizes and 256 Third Prizes. The winning

projects cover all sectors of the engineering industry.

Western Region Centre

The Western Region Centre (WRC) held election to form its Regional Committee. Following a meeting of the CEAI-Western Region Centre (WRC) held on 17 May 2013 at Mumbai. During the meeting it was decided to organise the following seminars/ workshops:

• Seminar on Structural connections jointly with INSDAG in July 2013. • Seminar on “Infrastructure Asset Management” in line with CEB-FIP Guideline/ ISO5500X

series in end November/beginning December. • Workshop on “Violations to Pressure Vessel Codes” together with system design in Projects, in

second half of August, 2013. Eastern Region Centre

Annual General Meeting of CEAI –Eastern Region Centre was held on 27 April 2013 at Kolkata.

CEAI-Kolkata Regional Centre organized a discussion on the ‘New International Airport at Kolkata’ on Saturday, April 27, 2013 at 4.00 P.M. at the Bengal Club Ltd, 1/1 Russell Street, Kolkata 700 071. Mr. S. C. Mehrotra and Sri Deepak Thakur of M/s. Mehro Consultants, New Delhi, Structural Designers of the Project, made a very lucid presentation on the subject. The presentation commenced with a ‘walkthrough’ of the different segments and zones of the complex and a video presentation depicting the evolution of the architectural concept. Various structural forms, designs and details, including materials used for construction of the facility were then presented with a Power Point Presentation and explanatory talk by the speakers alternatively. The interesting structural concept of the entire complex and judicious use of concrete and steel to the best advantage for producing a sustainable structure of high aesthetic value came out very well through the presentation. The audience comprising of experienced engineers from Consultants,

Contractors and Clients were captivated with the lively presentation on a recent landmark of the city. They could empathize with the speakers as most of them have been keenly observing the construction of the new Airport during their travels through the old facility and then been looking at the new structure with interest during their recent travels. TRAINING COURSE ON COMMUNICATION, TEAM BUILDING AND LEADERSHIP DEVELOPMENT

CEAI in conjunction with ARCTURUS India organised training course on Communication, Team Building and Leadership Development. CEAI had arranged a one-day DISC–based team-building training workshop for M/s Balaji Railroad Systems Put Ltd (BARSYL) in Hyderabad on April 18, 2013. The programme included an introduction to DISC behavioral concepts and applications, group discussions and learning-focused team building games. SEMINARS ON “CONSTRUCTION CONTRACTS - INTERNATIONAL AND INDIAN EXPERIENCES” CEAI in association with CEAI-WRC and IIT Madras is organizing Seminars on “Construction Contracts- International and Indian Experiences” at Delhi and Chennai on the following dates:

The Global Project Plaza 2013

The 8th Global Project Plaza(GPP) was

held at Lotte hotel in Seoul for 3 days from 29 to 31 May, co-hosted by KENCA(Korea Engineering & Consulting Association) and KOTRA(Korea Trade and Investment Agency). Around 80 foreign invitees from 38 countries visited Seoul to make presentations on projects of respective countries and to exchange information on business opportunities through 1:1 business meetings. KENCA in cooperation with KOTRA has

been hosting the GPP from the year 2008, which has helped Korean companies to establish global cooperation network and expand overseas business.

'Engineering Daily', a professional engineering journalism held the 4

th

‘Engineering Forum’ at EL-tower on Seoul 31st

May, celebrating its first anniversary. Experiences of overseas projects by domestic engineering companies were presented and the global and local trend of industry was discussed through panel discusssion. KENCA established last year 'Engineering Daily', the goal of which is to provide various information and news on real-time basis. With 3 professional reporters and an editor, 'Engineering Daily' offers through its website information on global and local news, business activities of engineering companies, various issues regarding engineering, et cetera.

Association of Consulting Engineers Malaysia

ASPAC is very happy to note that the Association of Consulting Engineers Malaysia (ACEM), a member country, are celebrating its Golden Anniversary this year. The fiftieth years is a landmark for an Association of Engineering Consultants, a profession that has evolved into a strong movement for developing countries over the recent years. ASPAC wish all the best for ACEM for the years ahead.

ACEM brings out a Newsletter titled “Perunding Suara” quarterly. Extract of message from the President of the First Quarter 2013 are appended below: As always, the first two months of the year are quieter due to the festivities. ACEM kick-start this year’s programme in March with a number of activities. We invited FIDIC representatives to Kuala Lumpur as guest speakers for our first Semi centennial Lecture held on 5 March 2013 at The Royale Chulan Kuala Lumpur. Themed “The Consulting Engineering Industry – An International Perspective”, FIDIC speakers provided the audience with a global market overview for the consulting engineering industry and FIDIC’s role in the world consulting

engineering industry. The presentations were most informative and we hope to be able to organise at least two more lectures featuring regional perspective and domestic views in the coming months. Our representative in ASPAC (Asia Pacific Grouping of FIDIC Member Associations), Ir. Mohd Adnan b Mohd Nor attended the recent TCDPAP/ASPAC Conference in Bangkok on 7 & 8 March 2013. Ir. Mohd Adnan had reported to the Council that country papers were presented during the conference with China and Korea reported on sustainable and Green Tech Projects; Japan on the issue of declined rate of entry by the younger generation into the profession and the increasing popularity of Quality and Cost Based Selection system is in Japan. The other countries reported on major on going and upcoming projects – major works are expected to be in the transportation sector. There were also proposals from Pakistan for consultancy inputs in Disaster Risk Management that includes new design specifications and standards and construction methods. Bangladesh lamented the lack of governance and transparency in awarding jobs to consultants and the industry as a whole. For Malaysia, since this is ACEM’s 50th Anniversary, Ir. Mohd Adnan had presented ACEM’s achievements in our quest for better business environment, quality professional and delivery of services to clients and public. Taking advantage of the visit by ASHRAE Distinguished Lecturer in the region, MASHRAE and ACEM jointly organised the Common Problems Faced by GBIFs – Part 2 and ASHRAE Distinguished Lectures on 13 & 14 March 2013, which saw a good turnout from the M&E engineers, architects, GBI facilitators, owners, vendors and contractors. The Building Industry Presidents Council (BIPC) met in March where issues discussed included amendments of the CIDB Act and the Build Then Sell concept. Each organisation also presented the results of the Building Information Modelling (BIM) survey done within their membership in order for BIPC to prepare a report on the industry wide survey. The meeting also saw RISM handing over the BIPC Chairmanship to IEM. Coming up next would be the ACEM Golf 2013 scheduled on 18 April 2013 at the prestigious MINES Resort and Golf Club. I hope members would participate in the event for fellowship as ACEM has not organised golf event for quite awhile.

President’s Message Extract of speech by Eng. Malith Mendis. Eng. Malith Mendis said that a very successful TCDPAP & FIDIC/ASPAC conference was held in Colombo organized by the ACESL with participation of all member countries on the theme of Technology Transfer in the Region. He thanked all the committee members, sponsors and others who contributed immensely to a well-reviewed conference. He regretted that no financial support was received from the Government. Adjudicators Training and Assessment Programme was carried out in Manila, Philippines with funding from JICA. It was noted that only ACESL will have the Adjudicators trained and recognized by FIDIC. The Review of the ACESL Corporate Plan is being carried out and completed in two months. It was noted that several of the aspects in the Corporate Plan of 2010 have been achieved. ACESL has formulated policy to be adapted and they include the following: � Policy to encourage Transfer of Technology and reinforcing such policy amongst Government

and MDBs.

� Policy to encourage MDB’s to engage domestic Consultants as far as possible

� Policy to encourage Mergers and Joint Ventures amongst Consultants

� Policy to encourage and assist export of Consulting Engineering Services

� Policy to allow foreign professionals to come and work in Sri Lanka if it is necessary and no domestic expertise is available

The Association of Consulting Engineers, Sri Lanka (ACESL) conducted a 2-Day Workshop on Management of Claims, Dispute Resolution, Dispute Boards and Adjudication under FIDIC Contracts for the construction industry on the 16

th May 2013 at the Cinnamon Grand Hotel. The

programme was supported by the Asian Development Bank through the ADB–AusAID South Asia Development Partnership Facility and conducted by FIDIC Accredited Trainer, Engineer Zoltan Zohanyi. The ACESL is the Sri Lanka member association of FIDIC, The International Federation of Consulting Engineers.

The Chief Guest at the opening of the workshop was Ms Rita O’Sullivan, Country Director, ADB. Among other distinguished invitees were Mr Seiji Noda, Senior Infrastructure Specialist, ADB and Mr Harsha Fernando, Consultant – Governance, ADB. President of the ACESL Malith Mendis addressing the gathering on the first day stressed that these subjects have become all the more important due to the large number of infrastructural projects being carried out in Sri Lanka. The workshop will be examining the concepts of Variations, Adjustments, Claims, Processing of claims, Dispute Boards and various other matters to do with contracts, which may be tedious, but important to in our Professional and Business life. Mendis said “This is not another Dispute Resolution Workshop, here, we intend to look at ways of dispute avoidance, to help you to prevent problems and prevent claims escalating to disputes. We have intended here to have a large number attend this programme in order to broadbase knowledge of alternative dispute avoidance and resolution procedures. This was because ACESL feels that Dispute Boards are misunderstood in Sri Lanka.” Dispute Boards are now practiced in projects world-wide and ACESL promote standing dispute boards rather than ad-hoc dispute boards. Standing boards have the capacity to know a project well, and has a role in Dispute Avoidance, Prevent Problems becoming Disputes, and prevent hostilities amongst parties to a contract. ACESL, as the Member Association of FIDIC, the International Federation of Consulting Engineers strive to impart professionalism and good, best practice in the profession. ACESL has a List of FIDIC Trained Adjudicators to provide dispute avoidance and resolution services. ACESL also promotes the enactment of a “Construction Industry Payment and Adjudication Act” in Sri Lanka to facilitate problematic payment scenario currently suffered by the construction industry and to give adjudication legal teeth. Mendis thanked the Asian Development Bank & the Sponsors, CECB, Sanken Construction, Sierra Construction, Consulting Engineers and Architects, & SR Steel for the support extended to this programme.

Re-Starting ASPAC Young Professional Forum – A report by Arash Emambakhsh (Iran), Chairman Steering Committee

In September 2012, the Young Professional Forum of Iranian Society of Consulting Engineers (ISCE-YPF), proposed to re-start the Young Professional Forum of ASPAC. It should be mentioned that the establishment of ASPAC YPF get backs to 2008-2009 when a group of young professionals from Asian-Pacific region got together during FIDIC Annual Conference in Quebec, and decided to start their activities. In 2010, a year later, the forum was unfortunately deactivated after its active members left the steering committee (SC). From 2010, a delegate from ISCE YPF has got the chance to enter the ASPAC executive committee, and from then the role and contribution of young professionals in ASPAC gets, a serious attention by EC members. In 2011 during the FIDIC annual conference in Davos, Switzerland, the first mutual meeting between FIDIC YPFSC and ASPAC executive committee was arranged and ASPAC has requested more contribution of young professionals. In 2012, during FIDIC annual conference in Seoul, South Korea, and with handing over of the ASPAC secretariat from Australia, to Korea, in the GAM of ASPAC, the proposal to restart the ASPAC YPF was delivered and accepted by the new ASPAC chairman. In 2013, FIDIC YPFSC also supported Iranian YPF for restarting ASPAC YPF, this action gets in light of decisions made both in Davos, Switzerland and Seoul, South Korea. Due to support of FIDIC YPFSC and the decision made in ISCE YPF, an Iranian member of FIDIC YPFSC has got the mission to participate in ASPAC annual conference in Bangkok for launching the subject. The case was introduced to ASPAC EC during their annual meeting on 7

th of March 2013. During the

meeting, the idea was supported by FIDIC EC members, FIDIC MD and ASPAC Chairman, which led to approval of restarting ASPAC YPF by the executive committee officially. Research, Education and Networking were raised as the key activities expected from the forum. On March 17

th, initial schedule containing proposed actions till Barcelona was submitted to Chairs of

ASPAC and FIDIC YPFSC, which was approved by the receivers within almost a week. Based on the plan, calling for the nominees was made on April 7

th, by Chairman of ASPAC. 7

delegates from 6 countries were nominated by their MAs. Subsequently, the Chairman/ASPAC has approved membership of Mr. Takashi Matsuo (Japan) vide his email dated 5

th July 2013 making the

total members in the YPF 8. Australia, China, India (2 people), Malaysia, Philippines and Republic of Korea were the countries nominated their young professionals (YPs) to restart ASPAC YPFSC together with the delegate of Iranian YPF. We hope to engage the utmost candidates within the SC

As soon as the selection of SC members is finalized, the first On-Line meeting will be held, after which the steering committee will start its activities. We hope the executive committee will be in place within June 2013.
