News The 3rd European Convention for Deans in Engineering was held in Paris on February 24-25, 2011, at the Lycée Lous-Le-Grand. The Convention, organised by SEFI and CDEFI in cooperation with CESAER, was a very successful event that brought together 100 Deans in Engineering who discussed in plenary and in working sessions the topics of Engineering Education for an Innovative Europe. The presentations and conclusions of the event will soon be available on www.sefi.be. Many thanks again to all those who have attended the event, to our corporate members and partners for their interest, to our sponsors, namely Dassault Systems and Academic rights press, to our partners, and particularly to CDEFI for the brilliant organisation! The next Deans Convention should be organised at the end of 2012 in United Kingdom. Further details will be communicated via our future newsletters. The Convention was preceded by the first meeting of the future European Engineering Deans Council that will be officially launched in Lisbon on the 27th September in the morning. The meeting brought together 15 Deans from European Engineering institutions who agreed on the creation of such a Council as a, international non-profit organisation under Belgian Law. The Statutes and Bylaws of the Council are under discussion and the Council should be located for its starting phase within the premises of SEFI in Brussels.

(The participants of the Deans Council meeting in the courtyard of the Lycée Louis-Le-Grand) I have also to inform our readers that our membership Officer, Mrs Trine Riva, will leave the Headquarters in March. Trine has indeed to move to Paris for family reasons. We therefore would like to thank Trine for her excellent work over the last 5 years and we wish her the very best for her new life in France and her future career. On March 8th, Mr. Jacques Schibler (F), will join our team in Brussels as full-time Communication Officer. He should be assisted as from April by a new part-time Membership Assistant, Mrs. Danielle Preumont (B). Also, at the beginning of April, our team will be consolidated by the presence of our new stagiaire, Miss Anna Reiners (D), who will join our team for 4 months, replacing Miss Theresa Tschenker, who finished her stage within SEFI at the end of the month. Many thanks to Theresa as well for her splendid work. The World Innovation Summit for Education (1) – WISE had its second edition from 5th-9th of December 2010 in the beautiful city of Doha, Qatar. Organized by the Qatar Foundation under the patronage of Her Highness Sheikha Moza bint Nasser, the annual WISE Summit provides a unique platform and meeting place for over 1000 thought leaders, pioneering practitioners and experts from various sectors to foster new collaborations and develop innovative solutions, with the goal of inspiring and spearheading creative change in education (2). In addition to the 2009 Summit, the 2010 edition directly addressed all stakeholders of education by incorporating a one day and a half event for students: the Learners’ Voice programme. Twenty learners from thirteen countries with different backgrounds and fields of study (administrative, engineering, medical, environmental, etc), passionate and active in the field of education development were selected to participate and learn from the leaders of the field. The learners’ role was to choose a vital topic for the development of education across the world and to gather a portfolio of good practices by interviewing the participants of the summit. Innovative ways of learning was considered as being a topic of maximum impact and importance as a mean of enhancing competence and addressing the problem of education accessibility. Throughout the summit the learners reached more than 300 participants and interviewed more than 100 trying to set up a universal platform for improving the learning process. In the last day of the summit, the conclusions of the project along with the interviews and learners’ reflections were presented in a spotlight session which was enthusiastically received by the other WISE participants. General Assembly 2011 The SEFI General Assembly 2011 will be held in Lisbon on 1st October 2011. On this occasion, the members of SEFI will be invited elect a three-year Vice-President, as well as Administrative Council members. The call for candidates has been circulated by the Headquarters at the beginning of March. The deadline for candidatures is fixed to 31st March 2011.

From ASEE Boeing and the University of Washington Wins ASEE/CMC Highest Honors : Excellence in Engineering Education Collaboration Award The American Society of Engineering Education (ASEE)/Corporate Member Council (CMC) has selected The Boeing Company as a recipient of the 2011 Excellence in Engineering Education Collaboration Award. Mr. Michael Richey, Associate Technical Fellow with the Boeing Learning, Training, and Development organization, and Dr. Kuen Lin, professor, University of Washington Department of Aeronautics and Astronautics Engineering, accepted the award at a luncheon held on Feb. 2 during the ASEE 2011 Conference for Industry & Education Collaboration (CIEC) in San Antonio, TX. The award recognizes outstanding achievement in member organizations and companies that demonstrate partnerships or collaborations with education and industry to promote engineering education for young people. Boeing has collaborated with the University of Washington on programs in advanced materials, Georgia Institute of Technology on a certificate program in integrated Aerospace Design using Product Lifecycle Engineering, and Purdue University, on a certificate program to introduce Product Lifecycle Management methods to Boeing engineers. Plans unveiled to revamp EU research funding Spur more innovation, increase its economic impact, make it easier for researchers to get involved and deliver better value for taxpayers.

The EU is spending about €143bn in the 2007-2013 period to fund research and innovation projects. Now the Commission is preparing the ground for the next round of funding - based on the priorities for Innovation Union, part of the EU's Europe 2020 strategy to boost growth and jobs. Initial proposals would refocus funding toward projects that tackle current challenges, such as health and an aging population, climate change, food security, and diminishing natural resources. Funding would also be better coordinated along the innovation chain - from basic research down to launching new products and services on the market. Simplified procedures and rules would make it easier for researchers, companies and entrepreneurs to cooperate, apply for and use EU funding. Performance checks would monitor projects to ensure taxpayers' money is being used effectively. Refocusing EU funding will help close the innovation gap between the EU and its main competitors, the US and Japan. On most measures, the US is ahead of the EU, according to an annual assessment. Other emerging economies, such as China and Brazil, are rapidly narrowing that gap. EU leaders have given broad support to the Commission's approach, which also involves creating public-private partnerships to bring more innovations to market faster. The first partnership, to be launched in 2011, will encourage R&D to develop new products and services for active and healthy ageing. The EU will encourage governments and industry to increase overall investment in R&D to 3% of GDP by 2020 (from 2% in 2009). Achieving that target could create 3.7 million jobs and boost annual growth by up to €795bn. Next steps A public consultation is now underway until 20 May on the proposals. Consultation on the new Modernisation Agenda The European Commission plans to adopt a new Communication on the modernisation of higher education in the third quarter of 2011. This new Communication will review progress towards the objectives set out in the 2006 Communication ‘Delivering on the modernisation agenda for universities: education, research and innovation’ and propose action to respond to the challenges of the new decade. To help prepare the new Communication, the European Commission is currently undertaking a consultation with stakeholders in European higher education. As part of this, they have set up a short online questionnaire, asking for views on priorities for higher education, including its research and innovation dimensions, in the period up to 2020.The questionnaire is available in English, French or German. Plan to reduce school drop-outs meets critics

The European Commission has unveiled an action plan to counter early school leaving across the EU with the aim of reducing the drop-out rate to below 10%. Making schools more ethnically mixed and making sure that fewer pupils must repeat a school year are among the measures suggested. EU education ministers gathered on 14 February in Brussels to discuss their efforts to achieve the education targets set out in the 'Europe 2020' strategy for growth and jobs. According to the Cypriot commissioner, national plans to tackle early school drop-outs and promote tertiary education are "not ambitious enough". "We have asked member states to match these European targets with national targets, and most of them have already done so," explained Vassiliou. Unfortunately for the commissioner, it seems that she cannot count on the cooperation of every EU member state. Two countries even failed to finish their homework in time for the Council meeting. The Netherlands gave the excuse that it could not decide on provisional targets because it has a 'new' government, which in fact is already four months old. But at least the Dutch have promised that they will set their targets soon. Meanwhile, the British delegation came

to the meeting refusing to set national targets as previously agreed and arguing that they are under no legal obligation to do so. By refusing to announce national targets in such a key policy area, the British could be accused of undermining the whole 'Europe 2020' strategy, the success of which depends on close cooperation between the EU institutions and member states. "We hope that when the member states present their final national targets and their reform programmes they will be more ambitious, so that we are in a position to reach our targets that we set up for the year 2020," said Vassiliou. EU seeks to improve research and innovation funding

The EU Commission presents a Green Paper on simpler and more coherent research and innovation programmes after 2013. The goal is to streamline four programmes totalling more than €143 billion in funding for innovation and research. These include the Seventh Framework Programme for research (FP7), the Competitiveness and Innovation Framework Programme, the Cohesion Policy aimed at regions, and funds made available by the European Institute of Innovation and Technology. The Commission invites comments via its innovation website until 20 May and will present new proposals in June. Key changes will be made after the current funding period, which ends in 2013. Innovation gap widens: Sweden, Denmark rank top When it comes to innovation, the European Union still leads India and Russia, but Brazil is making steady progress and China is catching up quickly, according to latest figures released by the European Commission on 1 February. Sweden ranks top in innovation, followed by Denmark, Finland and Germany. And yet the EU is failing to close the innovation gap with its main competitors, the United States and Japan. "If Europe stands still we will see the US disappear into the distance just as we feel emerging nations breathing down our necks *…+ Europe is 27 countries and our efforts on research and innovation have been more fragmented than we can afford," said Máire Geoghegan-Quinn, commissioner for research, innovation and science. The first scoreboard under the Innovation Union initiative comes just days before EU leaders meet in Brussels for a one-day summit on energy and innovation. In measuring the innovation levels in Europe, the Commission evaluated the countries based on 25 indicators that fall into three broad categories: building blocks that allow innovation; investments, entrepreneurship and intellectual assets; and economic outputs. After the leaders come the innovation followers: the UK, Belgium, Austria, Ireland, Luxembourg, France, Cyprus, Slovenia and Estonia, in that order. Below the EU average on the innovation scale were Croatia, Czech Republic, Greece, Hungary, Italy, Malta, Poland, Portugal, Slovakia and Spain. Agreements between EIT and Climate-KIC signed On 16 February 2011, the EIT, the European Commission and Climate-KIC signed the Framework Partnership Agreement (FPA) which forms the basis of their collaboration for the next 7 years. Also signed was the first Grant Agreement of 6 Million Euros covering 2010 until the end of February 2011. Climate-KIC is the Knowledge and Innovation Community designated in December 2009 to address the field of climate change adaptation and mitigation. The KIC has already successfully launched its education and entrepreneurship programmes during 2010. The signature of the agreements opens the way for an already prepared portfolio of 20 innovation and pathfinder projects. “Responding to climate change offers many opportunities for European growth and jobs and is absolutely essential to the future of Europe” says Dr Martin Schuurmans – Chairman of the EIT Governing Board. Mary A. Ritter, the interim CEO of Climate-KIC equally welcomed the signatures: “I am very delighted about the recent developments: now we can really focus on the future and the real work of Climate-KIC.” The other two KICs designated in December 2009, EIT ICT labs and KIC InnoEnergy, signed their framework partnership agreements with the EIT in December 2010. EIT Entrepreneurship workshop series continues The third EIT/KIC Entrepreneurship Workshop was organised on 14 February 2010 at the EIT Headquarters in Budapest, bringing together 21 participants from the three KICs, the EIT as well as the European Commission. Building on the outcomes of the two previous Entrepreneurship workshops in September and December 2010, participants were invited to share the progress made in terms of the KICs’ entrepreneurial activities, and to discuss a common toolbox as well as specific EIT initiatives in support of entrepreneurship. A highlight on the agenda was the “EIT Entrepreneurship Award” which will be granted for the first time at beginning of 2012. In its pilot phase, the aim of the Award will be to showcase and encourage the first entrepreneurial ventures within the KICs and to help them to develop successfully with the support of a top-level mentorship scheme. The first Award will be given in collaboration with Academic Enterprise Awards Europe. The award was announced at the ACES Academic Enterprise Conference in Zurich on 3 February 2011. From the European Parliament Industry Hearing looks at boosting Europe's innovation & creativity If European countries want to create jobs through new innovation then more investment is needed in research and development as well as more cooperation between science and business. That was the message of a Hearing in the European Parliament on 10 February. It brought together MEPs, European and American business leaders and academics. Flying start to 2011 for ETF Enterprising People The ETF’s enterprise team starts 2011 with new work programme packed with activities spanning all ETF partner regions. Most of the work will be concentrated on policy assessments in the EU pre-accession and Eastern Neighborhood regions. ‘Our primary objective is to consolidate our policy supports work in the areas of entrepreneurial learning and enterprise skills within our partner regions’, says Anthony Gribben who leads the ETF’s enterprise team. International conference to discuss about justice in education Researchers of education from different countries gathered on the 8th February to discuss about the future of educational justice. Annette Schavan, German minister of Education, underlined that bringing the results of the PISA study, that means the results of the cooperation between researchers and politicians, into the society, has to be one of the priority goals in politics. The Vodafone foundation in Germany is supporting this project of connecting research and political practice. Dr. Mark Speich, Head of the Vodafone foundation, talked about the aim of the conference: “We and that means international leading researchers in education have to find ways to improve the accessibility for disadvantaged children and adolescents to education to give them a chance to raise professionally and socially. Therewith we want to contribute to an educational policy that cares about the well-being of students and not only about structural controversies in an ideological way.” In three roundtable discussions the participants debated on the topics of “Educational decisions and equal opportunities”, “Social selection and the role of educational establishments” and “What is useful? – Interventions to reduce social effects”. Obviously the question of the meaning of familiar background was an issue in the discussion. Prof. Dr. Hans-Peter Blossfeld, Leader of the National Panel for Education, advised „to leave the educational system as long as possible open to avoid educational dead-end streets.” Especially migrants showed big optimism facing future education. “Migrant students having the same performance as German ones succeed more often to attend secondary school.” In general the researchers for education made demands not only on beginning with teaching children in an early age and full-time schools, but also on educating the whole family, especially the disadvantaged ones, to integrate the surrounding of the students more into their school life. New Level of Collaboration in Britain Two competing research universities in Britain are launching a groundbreaking partnership that will feature joint academic appointments, research, degrees and overseas ventures. The Universities of Birmingham and Nottingham...announced their 'framework for collaboration' this week, unveiling a model that they believe could be adopted by other institutions." Through the framework, "academics at Birmingham and Nottingham could work together to develop new research ideas, apply for funding and share equipment," as well as make "joint academic appointments, decided by joint committees." David Eastwood and David Greenaway, vice-chancellors of the universities, said the schools "would also work together on entering new international markets and did not rule out the prospect of partnering on developments such as overseas campuses – an area in which Nottingham...has long led the pack." Vitek Tracz, the man who created and successfully sold his open-access BioMed Central publications several years ago, "wants to reinvent the basics of scholarly communication." Tracz has built "a large network of leading scientists called the Faculty of 1000" that he hopes can eventually become "the Facebook of science" and "a force that will change the nature of peer review. His vision is to transform papers from one-shot events owned by publishers into evolving discussions among those researchers, authors, and readers." Included in this would be "an end to the high-priced subscriptions that give faculty members and university librarians heartburn." And according to "top officials" at other journals, "Tracz might be able to pull this off." From India Indiana's universities face possible halt in capital spending Indiana colleges are requesting "about $700 million" for new capital projects, "but the Indiana Commission for Higher Education and some lawmakers" are considering a reduction instead, offering nothing for such projects. "For the first time, the commission has formally recommended no spending on university capital projects in the next two-year state budget." Some university officials fear that if the moratorium is passed, the campuses will begin a "spiral into mediocrity" in which they are overwhelmed by rising enrollment while research programs decline. "Such arguments have worked in the past. The legislature consistently has allotted more money than recommended by the commission, but this year could be different." Cultural attitudes may play key role in fostering innovation Creating a culture that fosters entrepreneurship may depend as much on social perceptions as on government funding, according to a study recently released. The study supported by US technology giant General Electric, saw 1,000 senior executives interviewed in a dozen countries about attitudes to innovation. Despite how innovative companies were in each country, views about the social benefits and drivers were critical, the study found.

In countries where innovation was seen as collaborative, creatively driven, fuelled by education and individual potential, business executives are more optimistic about the potential of innovation. On the other hand, if innovation was seen as centralised, science-driven, fuelled by large companies and socially agnostic, the responses were more pessimistic. And so executives in Saudi Arabia and the United Arab Emirates were the most optimistic about the potential for innovation to improve the lives of people, followed by Brazil and India. The most pessimistic executives were in China, South Korea and Japan. In the middle, the so-called 'traditionalists' were the US, Israel, Australia, Sweden and Germany. EUA launches major new report on financial sustainability of European universities The report, “Financially Sustainable Universities II: European Universities Diversifying Income Streams”, is the outcome of a two-year EC-supported project (European Universities Diversifying Income Streams - EUDIS) and its findings are based on an online survey completed by more than 150 universities across 27 countries, by site visits and by workshops involving a wide range of institutions.
