SCAF Chief Calls for Utmost Self-Restraint to Foil Plans by "Malicious Hirelings"

Field Marshal Hussein Tantawi, head of SCAF, underlined that SCAF's full loyalty has always been to Egypt’s land and its people.

The Armed Forces are keen to establish a democratic process and complete the

remaining stages of parliamentary elections, Tantawi said during a meeting on Thursday with commanders of the Second Field Army in the coastal city of Ismailiya.

SCAF has always been pursuing the goal of transferring power to an elected civil

authority and an elected president on June 30, 2012, he said. Tantawi commended the role of the Armed Forces personnel in defending the nation

and protecting its security. He also hailed their role in securing the success of the first and second phases of the parliamentary polls.

SCAF Head called on all political powers and youth-led groups to put the country's

interest above their own to help Egypt pass through this critical phase of its history safely. Egypt can overcome all difficulties and economic hindrances, he said. The Armed Forces will continue to undertake with honor their national duties, despite

attempts to malign and smear their image by spreading misleading information to drive a wedge between them and the people, he said.

Security Authorities Raid and Close 17 NGO Offices in Cairo

Yesterday a group from the public prosecution office, police, and military personnel

conducted a raid on 17 NGOs offices after the two investigative judges commissioned by the ministry of justice to investigate foreign-funding allegations for civil organizations issued injunctions against them.

The raids follow a spate of recent allegations by the government that several NGOs

operating in Egypt, as well as a handful of recently established political parties, had received illicit, unregistered funding from abroad.

The judges issued a statement saying that their investigations show that none of those

offices has obtained licenses or approvals from the Egyptian Foreign Ministry to open branches in Egypt.

Authorities Arrest Egyptian Institute Suspect

Security Authorities in Cairo were able to arrest Kareem El-Seweesy, 18 years, the main suspect in setting the Egyptian Institute on fire. El-Seweesy has a criminal record.

He appeared in a number of videos shot by activists and protestors -during Ministerial

Cabinet Street clashes- throwing Molotov cocktail and fireballs on the building. During interrogations, the suspect confessed and mentioned the names of others who

Political Forces Denounce Calls for Reunion Demonstrations Friday

The National Powers Alliance, which encompasses 135 coalitions and 20 parties, called for symbolic demonstrations today, Friday, for the stability of Egypt as an attempt to close ranks between the protesters in Tahrir and Abbassiya.

Revolution Youth Coalition and 6th April Movement stated they will not partake in

“Reunion Demonstrations” to be staged in Tahrir Square on Friday. The Silent Majority Coalition also denied participating in the protests.

Revolution Youth Coalition refused the notion that Tahrir and other revolution squares

are similar to be Abbasia, Mostafa Mahmoud and Roxy squares –squares where regime supporters usually gather.

The Coalition demanded the immediate release of all peaceful protestors who were

arrested in the Ministerial Cabinet Street clashes. 6th April called Friday’s demonstrations “suspicious.” The Movement stated that

Abbasia protestors are not revolutionaries neither were they part of the revolution, but supporters of the former regime attempting to assume any role in the coming stage.

Ahram Elections Updates

The Free Egyptians Party witnesses a state of confusion after the party’s political office assigned the post of

party head to Ahmed Saeed. Party members of the party said he has no former political experience.

The Egyptian embassies and consulates abroad started receiving the ballot papers of

expatriates as part of the third phase of the elections. (Reported in Masry Youm page 9, Dostour page 6, Akhbar page 8)

Al-Nour Party has won 28 seats in the first and second phases of the elections, which

equals one quarter of the seats in the first two phases. The Administrative Court ruled that detainees and prisoners who did not commit a

crime involving moral turpitude are entitled to vote in the elections. (Reported in Masry Youm page 3, Gomhoria page 6, Shorouk page6, youm7 page2, Akhbar page 8)

Salafi preacher, Hazem Shouman, said that seculars in Egypt plan to limit religion to

mosques only like what happens in Europe, adding that the voter’s choice in the elections is the same as choosing between heaven and hell as – according to him- a Muslim would be asked about whether or not he supported God’s religion in the elections. (Reported in Akhbar page8)

Head of the HEC’s Technical Committee, Yousry Abdel Karim, said in a seminar

organized by Al-Ahram Democracy magazine “if the HEC wants to hold the perfect elections, it needs Noah’s lifetime, Qarun’s wealth and Jacob’s patience,” which he meant as an example that holding elections free of violations is impossible.

The supreme committee in Nour Party has selected PM Sayed Mostafa as head of Nour’s bloc inside the parliament and PM Ahmed Khalil as the spokesperson. The Egyptian Bloc divided its slates in the third phase of the elections between the Free

Egyptian Party that dominates 11 slates and the Social Democratic Party that dominates 4 slates only. Al-Tagamoa Party dominates no slates but has a symbolic representation in a number of the alliance’s slates.

Twenty NGOs in Alexandria Received Over EGP55mn Foreign Funding

Al-Ahram Newspapers has acquired documents issued by the Ministry of Social Affairs

– formerly known as Ministry of Social Solidarity- that 20 civil society associations in Alexandria have received EGP55mn as foreign funding without any supervision from the authorities concerned.

Women and Development Association has received 1,600,000EGP from the U.S.

Agency for International Development last December and another 606,375 in September 2010.

The Specialized Association for Family Planning has received over 100,000USD. Nasmat Association received over half a million last year from the US Agency for

International Development. The Egyptian Society for The Fight Against AIDS was granted 130,000USD by Ford

Foundation. Friends of the Environment Association has received 772,000 EGP from the Swiss fund,

and 65,650 USD from the US Agency, both amounts were not approved by the authorities. Freedom Association received 1,387,000EGP from Foreign Ministry for Workers Affairs

and Relief.

House of Fatwa Contacts Islamic Currents to Prepare For January 25th

In preparation for January 25th, Egypt’s Grand Mufti, Ali Gomaa, revealed that Dar el Fatwa( House of fatwas) is contacting all Islamic currents to reach an understanding and avoid clashes on January 25th that marks the first anniversary of the revolution.

When asked about the appearance of The Promotion of Virtue and Prevention of Vice

Committee in Egypt, Gomaa said that no Fatwa can be issued about an indentified entity as the origin of the committee in Egypt and its affiliations remain unknown.

Calls for New Year’s Prayers in Tahrir Square

Political powers and activists are calling for a candlelight vigil to be held on New Year’s Eve in Tahrir Square, to honor the martyrs who lost their lives throughout the year in Egypt’s fight for democracy.

Egyptian Revolutionaries Coalition (ERC) announced their participation in the vigil in

memorial of the revolution martyrs and stressing national unity with Copts in Egypt. In Alexandria, the Egyptian Revolution Coalition is staging a stand on Saturday in front

of the Two Saints’ Church in remembrance of the martyrs of last years’ bombings.

Court Acquits Officers Accused Of Killing Revolution Protesters

Five police officers accused of killing protesters during the 18-day uprising against ousted president Mubarak have been acquitted by the Cairo Criminal Court on Thursday.

The officers were facing charges of killing five protesters and intending to kill another

six. The incidents in question took place in front of the Sayeda Zeinab Police Station near downtown Cairo during 28-29 January.

Thursday’s sentence was the first ruling against suspects accused of killing protesters

and was considered biased towards police officers, according to the families of martyrs. Since Mubarak’s ouster, the martyrs’ families, along with revolutionaries, have

demanded that their killers be put on trial and brought to justice. After the sentence, the plaintiffs’ lawyers say they are filing an appeal against the ruling.

Badei: Brotherhood Close To Achieving Its Ultimate Goal

Mohamed Badie, the General Guide of the Muslim Brotherhood in Egypt, stated in his weekly message that the Muslim Brotherhood is close to achieving the “ultimate goal” set by the group’s founder Hassan al-Banna, which is the establishment of a “just and reasonable regime,” that leads to the establishment of a just Islamic caliphate.

When the group first began, it aimed at guiding and awakening the nation so that it

could regain its position after a long period of delay and recession, said Badie. The General Guide linked the Arab Spring to the ultimate aims of the Brotherhood,

saying that the uprisings intended to achieve specific targets, on which they refused to compromise.

SCAF Approves Holding Shura Elections in Two Stages Only

Advisory Council spokesperson, Mohamed El-Khouly stated that the Military Council has approved holding Shura elections in two stages only that would end on Febraury 22nd allowing more time for drafting the constitution.

The Higher Election Commission (HEC) will be responsible for setting all the details of

the process, said El-Khouly. The presidential elections will be held one day after the constitution is drafted, he

SCAF’s Loan To The Central Bank: A Publicity Campaign

New York Times described the Military Council’s loan to the Central Bank as part of “a

broad public relations campaign.” It said that SCAF is hesitant about handing over power to civilians after its violent crackdown on protestors.

The loan was to “prop up the country’s flagging currency, offering evidence of both the

precarious state of the economy and the military’s singular status within it.” “Faced with criticism of its reluctance to turn over power and its brutal treatment of

protesters, the ruling military council is apparently trying to show it is helping alleviate Egyptians’ financial distress,” reported the newspaper.

“If they lend $1 billion, it means they have got a far greater amount out there,” said

Masry Youm Elections Updates

Egyptian Bloc candidates in Daqahlia governorate described the current elections as religious and not political, attacking the publicity used by Islamic currents in the elections.

Nader Bakkar, Nour Party spokesperson, expects his party to do better in the third phase of the elections and 40 seats.

Sufi parties and coalitions announced their support to the Egyptian Bloc. They also plan

on creating committees for supervising the elections and preventing violations in front of the polling stations.

The electoral silence period starts tomorrow, this period starts three days before the

elections during which no party is allowed to engage in any form of publicity. In Gharbia governorate, over 29 women compete for parliamentary seats; 17 in the

multi-member constituencies and 12 in the single-member constituencies. Members of “Participate and Observe Campaign” previously reported a violation

committed by Judge Ahmed Abu El-Ela in Substations number 512-513 in Bagoor. Later, Head Of The Judicial Committee Supervising the Elections said that the mentioned judge was appointed in different substations and was not responsible for the violations committed in those substations.

Forty Egyptian Bloc candidates started a coalition called “Egyptian Brothers” after the

second phase of the elections to fight the use of religion in publicity stressing the concept of “Religion is for God, the Homeland is for All.”

Gomhoria Elections Updates

Sons of the Nile Valley in Marsa Matrouh governorate were aggravated after Nour Salafi

Party did not nominate any of them on its slates in the elections. FJP took advantage of Nour’s mistake and held a conference during which the Sons of the Nile Valley, over 60,000 voters, vowed to give their votes to FJP candidates in the elections.

The Administrative Court in Alexandria annulled the HEC’s decision to return of FJP

slates to their original order, after FJP rearrange the order of Social Peace Party candidates on its slates without the approval of the Social Peace party.

In the third phase of the elections, 26 party slates and 234 individual candidates compete

for the 18 parliamentary seats in Qalyoubia governorate.

El-Awa Rejects Presidential Council

Presidential candidate, Selim El-Awa, rejected the formation of a civil presidential council that takes over power in 2012 saying the suggestion came too later as the Miliatry Council has already set the date of the Parliamentary and presidential elections.

He said that a balanced parliament where no party dominates is the solution to the

Shura Elections in February, Not March

Abd El-Moez Ibrahim, HEC head, stated that the commission is working on ending the Shura elections on February 29th instead of March 12th.

Preseidential candidate, Abd El-Moneim Abul Fotooh stated that the elections are not the end but only the means to achieve the dreams of the minorities and not the majority.

Azhar Will Not Allow Promotion Of Vice Committee in Egypt

The former deputy Grand Imam of Al-Azhar Sheikh, Mahmoud Ashour, said they would never allow the existence of the Promotion of Virtue and Prevention of Vice Committee in Egypt.

Those who condemned the revolution as Haram (forbidden by Islamic laws) for going

against the legitimacy of the ruler are the ones taking advantage of the revolution now, he added.

Dostour Elections Updates

The ministerial cabinet recommended that the Military Council issue a decree, which allows vote count in substations while the results would be announced from the main stations.

FJP candidate in Mansoura said that the party changed its old slogan “Islam is the

solution” because it no longer fits the current circumstances. Adding that had they run with this slogan and the party failed it would have been considered a failure of Islam. The Party depends on 10 principles in the elections; the most important are political expertise from existing for over 80 years and social and economic solidarity.

Salafi preacher, Hazem Shuman, said that voting for Al-Nour party is a religious

obligation. Nour Party is Menia coordinates with Al-Gama’a Al-Islamiyah to face FJP and Wasat

Party in the elections.

Statistics: SCAF Kills 10 and Injures 279 Monthly

Calls for demonstrations against the rule of SCAF on the first anniversary of the

Egyptian revolution, January 25th, started on social networks, like Facebook and Twitter demanding SCAF to hand over power to civilians.

A statistic prepared by activists recorded the number of victims since Mubarak’s ouster.

Eight hundred sixty four died during the revolution in January and February and 6500 were injured while 99 were killed during the Military rule from March until December and 2792 were injured:

March: 1 martyr and 17 females were subjected to forced virginity tests. April: 1 martyr and 71 injured. May: 2 martyrs and 45 injured. June: 1 martyr and 100 injured. July: 1 martyr 120 injured. September: 1 martyr 117 at least were injured. October: 28 martyrs and over 3210 injured. November: 45 martyrs and 1000 injured. December: 19 martyrs 928 injured.

Activists urged everyone to print out the statistic and post it everywhere to remind Egyptians that the revolution is not over yet.

Scenarios for Mubarak’s Acquittal

Mubarak’s lawyers might take advantage of the events that took place after Mubarak left power; Maspero, Mohamed Mahmoud Street, and Ministerial Cabinet Street clashes. They might use the clashes to get acquitted from the charges of killing protestors by proving that shooting protestors in the revolution -and similarly in the following clashes- was out of self-defense or was done by a third party.

In addition, this might raise the question that if Mubarak is being tried for killing

protestors then Field Marshal Tantawi should be under trial for the same charges as well. Protesters have been complaining of the lack of transparency in Mubarak’s trial. Similar news was reported in Shorouk (p.5)

In the third phase of the elections, Former NDP members run on the slates of different parties:

In Daqahlia, they run on the slates of the Egyptian citizen, Freedom, and Wafd parties. A former member of the NDP local council is Al-Nour party’s Laborer candidate in The New Valley. Half the candidates in Matrouh are NDP remnants as 12 slates compete for four seats. All the candidates on the Free Egyptians slate in South Sinai are former NDP members. Nour Party slate in Qalyobia includes a former leftist who used to support NDP. In Menia, Former NDP members run mostly as individuals.

Copts Reject Church’s Invitation to SCAF

Bishop Kyrillos, the Coptic Orthodox bishop of Nag Hammadi, received last week several threats of attacks to be carried out on churches in Nag Hammadi, on New Year's Eve. In 2010, 6 Copts were killed and 9 injured in a drive-by shooting of worshippers as they left church after celebrating the Coptic Orthodox Christmas Eve's mass. The Bishop said he has notified the security authorities with those threats.

However, security authorities denied receiving any reports from Bishop Kyrillos but

assured that intensive security measures are in place as a preparation for the New Year’s celebrations.

Pope Shenouda extended an invitation to Salafis and the Muslim Brotherhood to attend the Christmas Eve Mass on 7 January. The Pope has also invited members of the current ruling Military Council to attend the mass, which was rejected by Coptic activists on the grounds that the army is responsible for the killing of peaceful Coptic protesters in Maspero.

Pope Shenouda III, head of the Coptic Orthodox Church replied two days ago that ‘we

do not fear any threats and we shall celebrate the feasts. The families of martyrs in Alexandria decided to help Copts celebrate their Christmas by

forming a human shield around the Two Saints church. Nour Salafi Party and FJP announced that they are forming human shields and committees to protect churchs on New Year’s Eve.

Promotion of Virtue in Egypt Denies Links to Nour Party

The Administrators of (The Committee for Promotion of Virtue and Prevention of Vice in Egypt) Facebook page announced their total independence from Al-Nour Party after what they described as the“shameful situation by the party.”The party has denied any links or affiliations to the committee.

They assured they are starting their executive work within a month and opened the door

for applicants who want to join the committee.

Netanyahu: We'll Face Any Danger Coming from Sinai with an Iron Fist

Speaking to the Knesset on Wednesday, Israeli Prime Minister Benjamin Netanyahu warned that Israel would confront any danger coming from Sinai “with an iron fist.”

He also said that Israel is committed to the peace treaties it has signed with Egypt and

Jordan, and expressed hope that Egypt’s coming government would be similarly committed its treaty with Israel.

Shorouk Elections Updates

The Administrative Court in Qalyoubia is examining a lawsuit filed by independent

candidate, Shamel Selim, in Banha’s first constituency demanding the invalidation of the first two phases of the elections claiming they were unconstitutional according to the constitutional decree issued by the Military Council. He added that Article 88 of the declaration stipulated that the elections would be subjected to full judicial supervision. However, the announcement of the electoral lists was supervised by the Ministry of Interior.

Head of Al-Nour Party, Emad Abdel Ghafoor assured that no communications have

ever taken place between the party and any Israeli side; denying all media allegations. The Security Authorities in Souhag denied media rumors claiming that 92 buried ballot

boxes were found in the governorate.

Presidential Elections Decree within Days

Mohammed Attiya, Minister of Local Development stated that a decree regarding the presidential elections will be issued within days. The government’s legislative committee has approved the decree which is now waiting for the cabinet’s approval. After that, the decree will be presented to the Military Council to approve it.

The decree is expected to be issued within days. The decree states that a candidate must get the approval of 30 parliamentary members

On March 19, a public referendum was held on constitutional amendments that were mostly concerned with the powers of the president of the republic, office term and election mechanisms. Chairman of the commission that drafted the amendments Counselor Tareq el-Beshri said the changes were based on the concept that Egypt’s modern constitution will be drafted in the presence of authorities elected by the people: the People’s Assembly, the Shura Council and the president of the republic. Why are they trying to circumvent the people’s will now and insist on writing the constitution before electing a president?

Six years ago, 25,000-strong security forces of the Interior Ministry attacked Sudanese asylum-seekers staging a sit-in in Mostafa Mahmoud Square. Between 3,000 and 4,000 Sudanese were participating in the sit-in. At least 60 were killed and dozens were injured. The courageous Interior Ministry forces quelled and sprayed water on the peaceful refugees in the cold winter. We will not forget the crimes of

The interior minister gives strict orders to intensify security campaigns to monitor commodity markets. The move aims to ensure that basic commodities reach the citizens at pre-set prices. It also aims at fighting all forms of exploitation, fraud and cheating and protecting consumers.
