- Lyn Hill-Tout, Chief Executive of Mid Staffordshire NHS FoundationTrust, speaking about the Trusts finances at the Public Meeting
organised and Chaired by Aidan on 8th October 2012.Does that mean that we should have more services
delivered locally in Cannock? Yes we should. Does thatmean that the Hospital will become fully utilised as the
place to provide healthcare? Then I think I would have tosay no, that is unlikely."
- Graham Urwin, Chief Executive of South Staffordshire Primary CareTrust, at the same Public Meeting about the future of Cannock
Hospital.

Over 150 local people packed the Civic Suite in Cannock Chase
District Council on 8th of October, to hear from hospital bosses about
the future of Cannock Hospital. The meeting had been relocated fromCannock Hospital itself due to the high level of interest from thepublic.Cannock Chase MP Aidan Burley chaired the meeting, which wasattended by Lyn Hill-Tout, Mid Staffs Trust Chief Executive, Dr JohnnyMcMahon, Chair of Cannock Chase GP Commissioning Group,Graham Urwin, Chief Executive of South Staffordshire Primary CareTrust and Andy Donald, from Stafford and Surrounds ClinicalCommissioning Group. A team from BBC Midlands Today were alsoin attendance. The meeting, which lasted almost an hour and a half, saw Lyn Hill-
Tout give a presentation on the financial position of Mid Staffs NHSTrust and the background and context of the debate on the Hospital'sfuture. Following this presentation there were some very interestingquestions from the public on plans for the hospital's future put to thebosses on the panel. The meeting was arranged by Aidan Burley MP following the recentclosure of the hospital's kitchens and the decision for Monitor to becalled in to explore a broader, more innovative solution to the Mid-Staffs Trust's financial problems, including considering the role ofother local service providers aside from the NHS in securing the localHospital's future. Alongside chairing this public meeting, the Chase
MP has also established a Working Group of NHS experts and keylocal stakeholders to look into how the future of Cannock Hospital canbe fully utilised with health and public sector services.Commenting, Aidan said: "It was clear right from the start of themeeting just how important an issue this is to local people in CannockChase. The number of people who came out to support their localhospital sent a clear message about how valued Cannock Hospital isby the community."It is clear from what was said at the public meeting that the NHS willnever fully utilise Cannock Hospital. The purpose of the working groupis to see how other public services - like health and social care - could
be provided from there, so it remains open and fully utilised."He added: "It may be that local authorities have a role to play, ormaybe GPs could look at renting parts of the hospital, for example."

'Million Meal Appeal'
Aidan volunteering at Cannock Sainsburys as part of the MillionMeal Appeal with Heather Norman (PR Ambassador) and Mark
Pickerill (Store Manager). The Million Meal Appeal has broken records, thanks to generous
donations from Cannock residents. Across Saturday 6th and Sunday
7th October, customers at Sainsbury's Cannock donated enough foodto provide 2,000 meals to help feed vulnerable people affected byfood poverty in the UK. Sainsbury's has also once again matchedevery meal donated by customers, so in total 4,000 meals have beendonated at Sainsbury's Cannock. The Million Meal Appeal is run withSainsbury's charity partner FareShare, a national charity dedicated totackling hunger and food wasteThe first Million Meal Appeal was held in 2011 with 600 storesparticipating. Thanks to customers' generosity and Sainsbury's pledgeto match meals, 1.2 million meals were donated to FareShare. Due toits success, this year's appeal was run in over 900 stores and a
massive two million meals have been donated in total this year, whichincludes matching from Sainsbury's - that's double the original targetof 1 million meals.Local volunteers, recruited by FareShare, leant a helping hand at theretailer's Cannock store over the weekend, along with MP forCannock Chase Aidan Burley, who gave his backing to the appeal
and met customers on Saturday 6th October.
Aidan said: "It was great to see the generosity of Sainsbury's Cannockcustomers who made a donation to this fantastic initiative. Food
poverty is still a major issue in this country and the 'Million Meal
Appeal' helps to address the situation and tackle the issue head-on.Every donation is going to support charities and projects that need ourhelp, so thank-you to everyone in Cannock who donated over theweekend."The items collected, including tins, dried pasta, pasta sauce, rice, teaand instant coffee, are destined for the 720 charities and projects inthe UK that FareShare support. Sainsbury's Head of Community
Affairs, Andy White said: "Our customers have been telling us thatthey like giving in this way and it's really apparent by their generositydespite difficult times. We're delighted to match all the meals donatedby our customers and it means that together we're helping to providetwo million meals to vulnerable members of our communities that
need it the most."FareShare CEO Lindsay Boswell added: "The response to the MillionMeal Appeal has been incredible. We'll be able to combine thedonated pasta, rice and tinned food with the short life surplus meat, fruit and vegetables that we receive daily from the food industry. It willmake these surpluses go even further in a time of real need."

Burley backs new plans to protecthouseholders from burglars
Aidan has welcomed long overdue plans to put the law on the side ofvictims by putting it beyond doubt that it is legal for householders todefend themselves from intruders even if that means using'disproportionate force'.Last week at the Conservative Party Conference in Birmingham, itwas announced that the Government will change the law so that if ayou are confronted by a burglar in your home and you fear for yoursafety, or the safety of others, and in the heat of the moment useforce that is reasonable in the circumstances but in the cold light of
day seems disproportionate, you will not be guilty of an offence unlessa court deems that use of force to be 'grossly' disproportionate. Thiswill put beyond all doubt that the law is on the side of the victims, notthe perpetrators of crime. The Government will legislate whenParliamentary time allows.Commenting on the announcement Aidan said: "Being confronted byan intruder in your own home is an absolutely terrifying experience, which is why there should be no doubt that the law is on the side ofthe victims of this terrible crime, and not the perpetrators."At present, there is real confusion about what people can and can't
do to protect themselves from intruders in their home. This sensibleand long overdue change in the law will ensure that, at last, householders acting instinctively and honestly in self defence will betreated as the victims of the crime and not hauled before the courts."

Spot the difference!MINUTES OF THE MEETING OF THE COUNCIL
HELD AT 4.00 P.M., WEDNESDAY, 8 AUGUST, 2012Consideration was given to the following Motion submitted byCouncillor P. Snape:Electrification of the Chase Line Rail Service
This Council welcomes the Governments decision to electrify theChase Line and the opportunities that this will bring to the area. It alsoacknowledges the work done to achieve this over many years byCCDC Officer, John Morgan, and our local M.P., Aidan Burley, whoselobbying in Westminster, in particular through an Adjournment
Debate, on 14th June, was instrumental in securing this outcome forthe people of Cannock Chase. Finally, we call on Network Rail toensure that this work is undertaken at the earliest opportunity. The Leader of the Council moved the following Amendment to theMotion, which was seconded and accepted by the mover of theoriginal Motion, and the Members present without dissent:Electrification of the Chase Line Rail Service
This Council welcomes the Government's decision to electrify theChase Line and the opportunities that this will bring to the area. TheCouncil acknowledges the support of a number of organisations and
individuals who have worked hard to achieve this result. In particular, the Council wishes to pay tribute to John Morgan, who is employed bythis Council and whose knowledge of, and commitment to, thisscheme are second to none. These organisations and individuals, working together over many years, have achieved something that noone person or group would have been able to achieve. We lookforward to working with Network Rail to ensure that the scheme isimplemented as soon as possible.Clearly the Labour leader is keen to airbrush Aidansinvolvement from history! So much for working together!

Buying Cannock hospital'not an option' for councilBBC News website
Tuesday 9th October 2012
A council has ruled out buying a controlling stake inCannock hospital because it would cost about 30m.Conservative MP Aidan Burley had urged Cannock Chase DistrictCouncil to buy 51% of the hospital estate to "protect its future".Plans to close the hospital kitchens had raised fears over the possibledowngrading of the hospital."In terms of expenditure needed we'd need to treble council tax," saidthe council's deputy leader, Janos Toth.
The council said its annual budget was just over 12m."It's not an option in my view, we've taken a look at it clearly and wedo take every suggestion seriously but it does seem like it's notfeasible," said Mr Toth."The hospital is part of the NHS and from that point of view the peopleof Cannock already own it."I don't believe people want their council to buy a hospital on theirbehalf that they effectively own already."
More than 150 people turned up to a public meeting on the future ofthe hospital at the Civic Centre in Cannock on Monday night, chairedby Mr Burley. He has also formed a working group of "local NHS experts andstakeholders" which will hold its first meeting on 2 November.'Exploring options'Mr Burley said he didn't think that the district council should dismissthe option of buying the hospital without "exploring all its options"."Looking solely at council tax is the wrong approach," he said.
"They should be looking at their overall estate and the possibility ofselling off council buildings and assets that aren't well utilised, theycan then use the capital receipts from that."It is clear from what was said at the public meeting that the NHS willnever fully utilise Cannock Hospital."The purpose of the working group is to see how other public services- like health and social care - could be provided from there, so itremains open and fully used."It may be that the county council have a role to play, or maybe GPscould look at renting parts of the hospital, for example."The Mid Staffordshire NHS Trust, which owns the hospital, said it hadnot considered selling part of its estate.Seven wards out of nine at the hospital are empty, but the trust said itwas "working with commissioners to find appropriate uses for thoseareas."Chief executive Lyn Hill-Tout said: "We welcome other organisationsusing space in the hospital."For example we already have a GP practice based in the hospital
and podiatry and eye care services, which are also run by otherorganisations."'Hopeful outcome'The trust said plans to close the kitchens at Cannock hospital andsend food over from Stafford Hospital would save 220,000 year.
A consultation with workers about the plans had finished and a finaldecision would be made soon, the trust said. The NHS regulator, Monitor, has commissioned an independentreview of all the trust's services, the results of which it said would bepublished by next spring."We are hopeful that the outcome of the review will be that decisionsare announced about which services are to be provided at bothCannock Chase and Stafford Hospitals in the future," said Ms Hill-Tout.
