Welcome to the latest edition of MSM, Ihope you find it interesting andinformative.

As we approach the end of the year it isan opportunity to look back and takestock. 2014 has been an exciting yearand has seen the Council take somemomentous decisions.

The highlight perhaps is our new wastemanagement facility in Bridge Road, asignificant investment underpinning oneof our key service areas. This project, inturn, frees up land for work to start onour Business Starter Units, delivered inpartnership with Basepoint. These unitswill focus on giving exciting, new andinnovative businesses an opportunity tobring their ideas forward into the marketplace. Work is due to commence in lateNovember.

Leisure sits at the very heart of our coreservices. Our new leisure facility operator,PFPL has started work in earnest on a£2million investment programme andusers are already enjoying substantialimprovements. More work is planned butplease visit the centres and try out the newequipment for yourself.

In particular I must congratulate theBolnore Village Community Partnershipfor their efforts in bringing the newBolnore leisure facility forward. TheWoodside opened last month and hasbeen warmly welcomed by the wholecommunity.

The Council has also agreed to investfurther money in our communitypavilions. This continues theimprovement programme started lastyear and will see a total of £400,000invested in these valuable communityvenues across the District.

The Council has also agreed to thepublication of our new Draft DistrictPlan. This is quite rightly an importantpriority for us, helping to shape futuregrowth in our district and providinggreater protection from unwelcomedevelopment. Consultation will takeplace over December and early Januaryso please have your say.

These are just some of the successstories of the past year but we cannotrest on our laurels. The economicclimate is extremely challenging, bothnationally and locally and although westill have difficult decisions ahead of uswe are well prepared and are confidentthat we are ready to meet thosechallenges head on.

Finally may I take this opportunity towish you all the very best for a happy andpeaceful festive season.

EG Town BandAmong the recent grantsgiven to Communityorganisations was an awardto East Grinstead ConcertBand. Members of thecommunity based concertband were invited to Belgiumto take part in a series ofspecial performancescommemorating 100 yearssince the outbreak of the FirstWorld War.

The band wear white shirtswith a black bow tie forperformances but whenperforming outside in cold orwet weather they are forced tocover up with their own layers.Granting £1,000 towards the cost

of the new fleeces for the special events in Belgium will help the band members keep warmand look smart while representing East Grinsteadand Mid Sussex at the prestigious event. See page15 for other grant awards.

Parking charges reducedover festive periodAs per previous years Councillors have approved thefollowing reductions in parking charges over thefestive period.

£1 all day parking on Saturday 6th, 13th and 20thDecember 2014 in the following long-stay car parks:

Haywards Heath – Franklynn Road

Burgess Hill – Station Road and Queens Crescent

East Grinstead – Norton House and Vicarage

Free parking after 1pm also took place on datesdecided by Town Councils, in Burgess Hill andHaywards Heath this was on 22 November. In EastGrinstead the date will be Sat 6 December in shortstay car parks at Queensway, King Street, ChequerMead and Christopher Road.

End of the road forDVLA tax discFrom the 1st of October this year the Driving Vehicle andLicensing Agency (DVLA) stopped issuing paper tax discs.Drivers now have the option to pay via Direct Debit or atthe Post Office and police cameras will check vehicles’number plates to check their tax is paid. The move away from paper discs has been planned to savemotorists money while also making it harder for taxdodgers to drive untaxed. Estimates show it will save thetaxpayer £10million every year. The DVLA said it isimportant to notify them straight away of a change toownership, otherwise the registered keeper could still beliable for the vehicle. This means that when selling a caryou need to get the V5C forms filledin and sent off straight away – oryou may end up with a fine.

Help prevent floodingIf you own an area (land or property) with a watercourserunning though it then you need to be aware of yourresponsibility to keep the watercourse clear. In this caseyou are known as a riparian owner and you must ensurethat water is able to flow without obstruction.

Even if you are not in this position, the clearing of yourgutters and local drains can help water dissipate at timesof high rain or meltwater.

Please also remember that green banks around streamsare not good areas to leave garden waste or rubbish andcause increased risk of flooding.

The Council published the new draft District Plan2014-2031 for consultation on 21st November 2014.

The role of the District Plan is to say broadly what,where, when and how development will take place inMid Sussex over the next 17 years. The overall strategyis to support sustainable communities which promotethe local economy, and provide the opportunity forresidents to work within their communities and accessother necessary services and facilities close to home.

Whilst the overall strategy of the Plan has not changedfrom the 2013 District Plan, we want to give the public afurther opportunity to make comments on the updatedDistrict Plan.

The deadline date for comments is Friday 16th January 2015.

The first Better Connected broadband services arenow ‘live’ in Mid SussexMid Sussex residentsand businesses are nowstarting to benefit fromthe £20m West Sussex Better Connected initiative.Burgess Hill and Haywards Heath are among the firstcommunities in Mid Sussex to connect to a new fibrebroadband network made available through thepublicly-funded West Sussex Better Connected project.This signals the start of bringing better broadband tothe District, with the exchange areas expected to go‘live’ early next year at Ardingly, Balcombe, Bolney,Handcross, Pound Hill, Scaynes Hill, Sharpthorne,Slinfold, Sutton and Warninglid.The project is on track to deliver faster broadband (24megabits per second and above) to 90% of the county,and a minimum service of 2 Mbps to all homes andbusinesses by spring 2016.

It offers a free andconfidential service to people aged 18 and overstruggling with problems such as:• anxiety and worry• depression and low mood• stress• panic attacks• phobias• sleep• low self-esteem and confidence• Post-Traumatic Stress Disorder (PTSD)• Obsessive Compulsive Disorder (OCD)

Time to Talk provides a range of support including:

Guided Self-Help - For people with mild to moderate depression or anxiety. Cognitive Behavioural Therapy (CBT) - For peoplewith moderate to severe depression or anxiety. CBTcan be accessed in the form of courses or individualsessions.Counselling - Counselling gives people time toexplore and understand why life feels difficult. Back to exerciseAlbion in the Community is launching an exciting newBack to Exercise programme for Mid SussexThe programme is aimed at people who are inactive, toencourage them back into exercise or to try exercise for thefirst time. The Back to Exercise programme will createopportunities for people to take part in a wide range ofdifferent activities and will respond to people’s interestswhere possible. Planned sessions include Zumba, Pilates,aerobics/circuits, football, walking football and learn to run. The courses will run for 12 weeks and cost only £1 persession. They will run in a variety of community venuesacross Mid Sussex and take place in both daytimes andevenings. The sessions will be taught at a pace suitable for the individual and support will be offered throughout the course. Mid Sussex Park Rangers run a free programme ofHealthy Walks across the District. Walks are free andare designed to help residents to explore new areas,meet people and improve fitness.

All of the walks are led by trained walk leaders.Helen and Dorothy met at the MSDC walks leaderscourse and have been taking walks across the Districtfor five years now. We met up at the Victory Hall inBalcombe where they were about to set off on anassessment of one of the walks.

HelenI was thinking about it this morning, for me walking is thenew wonder drug – benefits include preventing obesity,boosts energy, relieves anxiety and gives a feeling ofwellbeing without dieting or having to go to a gym.

We have led walks in lots of areas of the district but my all-time favourite walk is The Sloop as it has everything -woods, fields and the landscape changes as you go. Weeven cross the Bluebell Railway and there are beautifulhouses and gardens in the distance. And there are not toomany cows – we’re not keen on cows!

Dorothy We really are so lucky living in this area. The publicfootpaths are excellent and give access to places you don’tsee in cars. The Rangers give us excellent help and thewalks are an easy way to keep active and healthy – and it isfree. There are a variety of different levels of walks soeveryone can get something out of it.

Economic Development

Work is underway for the new three deckcar park at Haywards Heath station.The new car park will offer station users 230 additionalspaces and will complement the wider scheme beingdelivered by Solum Regeneration (a partnership betweenNational Rail and Kier Property). The extra car parking is adirect response to feedback from local people, who saidthey would like to see a more spaces provided at HaywardsHeath station as part of any plans to redevelop the site.Haywards Heath station Manager, Eddie Toase said, “Thenew car park will be a fantastic benefit for those whosometimes have difficulty finding a space at the moment.The new car park will improve station users travelexperience, and make the station accessible to more of thelocal community.”

The new car park is the first step in the widerregeneration of Haywards Heath station.

Building the new car park will be phased to minimisedisruption for commuters and to ensure there are stillparking spaces for people to use while construction worktakes place. However, it is inevitable that there will be areduction in the number of parking spaces available atthe station while the new car park is being built.To offsetthe loss of spaces, Mid Sussex District Council hascreated an alternative parking area that is just a short

walk from Haywards Heath station. The temporary carpark at the Council’s Oaklands offices on Boltro Roadwill provide railway car park season ticket holders with aplace to park while the construction work takes place.Eighty parking spaces have been allocated to existingseason ticket holders, helping ease the pressure on therailway station car park.

Imagine feeling confused and afraid because close friendsand relatives seem like strangers; being unable to leavethe house alone because you might not be able to find yourway back; or seeing the fear in your loved one’s face asthey struggle to make sense of familiar surroundings.For many people living with dementia, this is the reality ofeveryday life. Sadly, one in three people aged over 65 willhave dementia by the time they die.However, we understand from organisations working inthis field, that this may not be the experience of themajority of people living with dementia. Not only are thereissues around diagnosis and support, but also everydaythings we all take for granted – such as going to the shops,spending time with friends and family, getting money fromthe bank, and going on holiday – are made difficultbecause of the limited understanding of dementia in theircommunities. A dementia friendly community is made up of the wholecommunity - shop assistants, public service workers, faith

groups, businesses, police, fire and ambulance staff, busdrivers, school pupils, clubs and societies, and communityleaders - people who are committed to working togetherand helping people with dementia to remain a part of theircommunity and not become apart from it. Local groups are being set up in our three towns to helpbring about Dementia Friendly communities in BurgessHill, Haywards Heath and East Grinstead.

New Woodside CommunityCentre opens to the publicBolnore residents recentlywelcomed the opening of TheWoodside, a new sports andrecreation building for the village.At the official opening on 4 October the communitycelebrated with song (provided by the local school choir)and dance (from the dance school). There was plenty tokeep the locals happy including a climbing wall, craftactivities and a skateboard workshop. On the sports field,The Woodside netball team played their inaugural matchagainst Sussex University and AFC Bolnore took onScaynes Hill second team in the Mid Sussex football league.

With new facilities inside and out, including• four grass football pitches• hard surfaced area out for a range of sports including

tennis, netball and five-a-side football• a brand new skate park.

Project background Land for the new community building and leisurefacilities was provided by developer Crest Nicholsonas an agreed part of the Bolnore Village housingdevelopment, along with the majority of the fundingfor new sports and recreation facilities. MSDC worked closely with the Bolnore VillageCommunity Partnership and local people to create ascheme that meets the needs of the local community.The new pavilion building will now be managed bythe Bolnore Village Community Partnership, acharitable trust.

Petanque pitch in Sayers CommonA new petanque pitch in SayersCommon received £2,625 fundingfrom MSDC Grants Panel at thebeginning of the year, the pitch is now open and being well used by the community.

Church at PyecombeFunding from MSDC helped create anextension to the side of the Churchbuilding to provide amenities - akitchen, storage and accessible toiletto create a functioning communitybuilding to serve the village.

Table TennisAdastra Hall in Hassocks received agrant of £379 to pay for a new tabletennis table. Table Tennis drop insessions take place on Mondays andThursdays with around 50 playersduring all these sessions.Scrabble and short mat bowls areother activities provided for a smallfee by the management, which hoststhese friendly sessions.

You may know them as TrafficWardens but they’re actuallyCivil Enforcement Officers(CEOs) – that’s because theirjob is about so much more than simply issuing penaltycharge notices.Yes, issuing penalty charge notices is the main part of theirjob but the fourteen person strong team is there to keeptraffic moving and our roads safe.

“Our CEOs are very much our eyes and ears on the street.They are called on to help locals and tourists with allmanner of queries because they’re out and about,”explains Cllr Gary Marsh, Cabinet Member for EconomicDevelopment and Property.

The CEOs enjoy the public side of their role and themajority of people they come across, even those that havebeen ticketed are usually friendly and civil. This isn’talways the case and we have had to take action recentlyagainst a member of the public who has been found guiltyof assault and fined.

“Our staff don’t deserve abuse and we won’t tolerate it,“Cllr Marsh continued, “even online abuse will be reportedto the Police.”

The CEOs work shifts to enforce cars that are illegallyparked. They also helped recently to keep the route clearfor the Tour of Britain to pass safely and they ensure thatshort stay spaces in the car parks are not clogged up withall day parking to keep a steady flow of parking availableand help keep our businesses buoyant.

CEOs can be easily identified. They currently have blackand blue uniforms and can be spotted out and about in ourtowns and villages, with their individual numbers ondisplay. In the winter their coats all have a Mid SussexDistrict Council logo.

Stop Engine Stop PollutionImproving Air Quality at Stonepound CrossroadsOverall the quality of air that we breathe is good acrossMid Sussex. However, Stonepound Crossroads,Hassocks has slightly poorer air quality at peakperiods due to the volume of traffic and the road layoutof the area. This required us to submit an Action Planto the Government setting out how air quality will beimproved. We prepared the Action Plan with a number of partnerorganisations, especially West Sussex County Councilas the highway authority. This has included reviewingthe sequencing of the traffic lights to ensure the besttraffic flow.

How you can help• Stop Engine Stop Pollution – you may have seen the

signs that have been put up at the crossroads - byturning off engines in stationary traffic you can saveon fuel costs, and if we all do it together then we willmake a real difference to the air quality of localpeople who live nearby.

• Look to use an alternative route avoiding thecrossroads, if possible, especially at peak times.

• For short journeys, local residents and schoolchildren can look to walk, cycle or use publictransport, instead of using a car. See the Travelwisesection of West Sussex County Council’s website,including advice on car sharing schemes.

• Drivers can also reduce pollution and help to cuttheir fuel costs by driving in an environmentallyfriendly way. The AA website provides a number ofeco-driving tips that can help drivers to reduce fuelconsumption and save money. For more informationvisit www.theaa.com

Relate’s practical suggestionsfor a peaceful ChristmasWe all know that Christmas can be a stressfultime. It's very easy for the pressure to boil over into arguments and tears.

Here are some practical suggestions.

• Plan ahead. Get some jobs done early if possibleto lessen stress. Planning as a family can helpeveryone feel their hopes and expectations arebeing listened to.

• Don’t overspend. We all want our children andloved ones to enjoy their Christmas, but moneyworries can put a huge strain on relationships, inthe New Year you might find the expense wasn’tworth it.

• Plan something special. Have a few events thateveryone knows about such as decorating the treetogether or hanging stockings. It needn’t cost afortune. The important thing is that you agreethat these things will take place and everyonemakes the effort to get along. Christmastraditions often leave us with happy memories foryears to come.

• Go easy on the booze. We all know alcohol canoften make an awkward situation even worse.

• Talk to your children. If you are separated andyour children are old enough, ask them who theywant to spend time with over the holidays.Christmas is important to children, but they canfeel guilty about who they spend time with andworried in case anyone is left alone. Try and cometo an agreement with the other parent. Includethe wider family if you can.

• Make sure that everyone who can help shares inChristmas preparations. Don’t feel that any oneperson has to do it all whilst everyone else ishaving a good time. This can lead to resentmentand unhappiness.

• Have fun. It’s more important to have a good time together than to make sure that everything is 100% perfect.

Shared ownership in your areaNew build shared ownership homes areavailable on specific development sitesacross the district.There are currently shared ownership propertiesavailable on sites in East Grinstead, Cuckfield, PeasePottage and future schemes are expected in HaywardsHeath, Burgess Hill, Hurstpierpoint, Crawley Down andHassocks. Re-sales of shared ownership homes alsoregularly become available across the district. There area range of different types of property available from onebed flats through to three bed houses.For households who find that buying a property on theopen market is out of their reach, shared ownership maybe an alternative option for them to buy a stake in theirown home. Shared ownership is when you part-rentpart-buy a property from a housing association, bypurchasing often as little as 30% equity of the propertyand paying a rent on the remaining share. You also have the option of buying additional shares in theproperty at a later date.Interested people will need to be on the Help to Buyregister, run by Bedfordshire Pilgrims Housing Association.
