Having received an offer only a fool couldrefuse (and I didn't), 'to join Hewlett Packardas an Information'Research Analyst(reference librarian) in their Corvallis,Oregon technical library, I will be leavingNew Mexico on October 2nd., While I'mlooking forward to life in a college town(Oregon State) and to exploring the PacificNorthwest, I,will miss New Mexico and all ofyou that I've been fortunate to meet, eitherin-person or on-line! McClellan's

One sign of the new mood was a follow-upstory in the Albuquerque Journal. David

. Steinberg, the Arts Editor, visited MainLibrary on February 5th. He interviewed·several patrons, other staff members andme. This story, illustrated with pictures oftwo patrons using reference materials,ranon the Books page (C-12) of the Sunday,February 16th Journal. Under the headline,"Library welcomes "street scholars",Steinberg described positive utilization ofthe library by retirees, the unemployed andstreet people who regularly used thebuilding.

Even though the environment inside thebuilding was more secure, we were stillhaving incidents outside the building. A setof benches surrounding the flagpole nearthe building entrance became a gatheringpoint for public drinking, panhandling andlittering. This was brought home in anextraordinary way on Friday, March 14th.As the building opened at 9:00 a.m. thatday, Albuquerque Mayor Martin Chavez andan associate were seen picking up trasharound the flagpole and putting it into aplastic sack. They then entered the buildingand requested to see the Director. Mr. Clarkwas not in the building, so Mayor Chavezasked Assistant Director Wayne Bower tolocate him to meet with him directly. Heemphatically suggested that we needed todo a better job keeping the Library clean,and left the trash sack to illustrate his point.(A pair of jeans was the most notable itemamong the more predictable cups andbottles.) When Mr. Clark returned from theMayor's Office, he asked me to arrange forour contract custodial company to provide a

. regular groundskeeper. When Clark,Bower,Ida Mazzoni and I met later to discuss theincident, we sought new ways to change theentire culture of building usage inside andoutside. It was clear that our maintenancecrew was outnumbered by the litterbugs,"the same people who would not walk fiftyfeet to use our restroom would not walk fiveor ten feet to use the litter barrel." Theflagpole bench was one of five sets ofbenches around Main, but it was on themost heavily traveled path to the Libraryentrance. I proposed removal of the flagpolebenches. We consulted with Suntran, theCity's Bus company,' and determined therewould be no impact on bus riders. When we

removed the benches we heard from regularpatrons who appreciated not having to walka gauntlet while entering the building.

As the weeks went on C&RS Securitywas unable to sustain the double coveragethey had provided during January crisis. ByMarch, they often could only post oneofficer, often on mandatory overtime. Withfewer City officers, the remaining contractsecurity guards were more visible and nomore effective than before. In order forMain Library to be a permanent post forC&RS Security, positions were needed in aline item in the City budget. When theMayor's FY 1997-98 Budget proposal wassubmitted to the City Council on April 1st,the Library staff was amazed and angeredto learn that no new funding for Main Librarysecurity was included. Several avenues ofprotest were employed. Georgia Simeri, theLibrary steward for the City's clerical union,put out a statement and requested supportfrom union officials. Ida Mazzoni prepared aletter to C&RS Director Kathryn HarrisTijerina, signed by 45 Main Library staffmembers, deploring the omission of securityfunding and requesting that Mrs. Tijerinameet with staff. The Library's managementand paraprofessional staff associationcommittee met and determined to send outa letter to fellow library workers and LibraryFriends.

On Saturday, April 5th, incidents at Mainemphasized the need for effective security.On a cold and stormy day when C&RS wasunable to provide coverage beyond a half­hour visit by one sergeant, vagrantsreturned, undeterred by an elderly contractsecurity guard. When one staff member tolda man to put away and remove the picniclunch he was eating in the Serials ReadingRoom, his vile replies earned him aneviction, which she had to accomplish byherself; She later took advantage of theCity's Internet capabilities to describe thisincident to the Mayor and other publicofficials, criticizing the failure to fundsecurity. The Mayor forwarded thismessage to Mrs. Tijerina, who replied thatshe was working with Mr. Barela about thestaffing gap and suggested that library staffshould have additional training in utilizingavailable security staff. The picnic incidentwas observed by Mrs. Sue Callaway, apatron who then had themisfortune to beharassed by two gang members as she

ready to acknowledge and'give political credit, to those officials who came to our assistance,however modestly or belatedly. It was a sign ofour desperation that we welcomed the pressspotlighting the lurid aspects of our crisis. TheLibrary staff is glad to have our building more

secure and our credibility with the publicimproved. Yet the problems of socialdeterioration represented by McClellan's Armyremain on our streets. Winter will come again,with no obvious solution either nationally or,locally to reducehomelessness or vagrancy.
