• The joys of the reluctant user…. – CAD meets all of our needs… – GIS just makes pretty pictures… – The software and training are not
in our budget…

I know nothing about the subject But I’m happy to give my
expert opinion…..

• Common Sense • Management of Project Water • State and Federal Laws and Regulations • Operating Constraints
– OCAP – Truckee River Operating Criteria and Procedures, Orr Ditch Decree, Alpine Decree, *TROA – Truckee River Operating Agreement
• End of Season – Water Usage Reporting • Estimating Water Demand for the Upcoming Season. • Estimating Diversions between basins.

• The great thing about having knowledgeable, strong willed people on a project is that they will beat it up until they find a solution.

• Identify potentially irrigated areas • Map those areas accurately to reflect water right and
allocation • Create a unique identifier for each field within each
serial number • Identify and classify each field and areas that are not
receiving project water but appear to be irrigated • Attribute each field polygon with its correct delivery
lateral, takeout structure, and duty.
Water Righted This place has a legal right to surface irrigation water either by permanent water right or by temporary transfer of surface water rights
Allocation The total amount of irrigation water in acre feet allotted to a serial number for the current season. Equals the area in acres times the duty
Duty Acre feet per acre entitlement as determined by bench or bottom land qualification
Field A potentially irrigated place on the ground Attribute A column in the tabular record Bench/Bottom A classification by soil type and permeability that
determines the acre feet per acre of land irrigation water entitlement.
Serial Number The identification number assigned by the irrigation district
Takeout A gate in an irrigation ditch that delivers water to a specific place
Lateral Secondary delivery channel Canal Primary delivery channels

Delivery and Drainage Structures • Canals, Service Laterals and Takeouts, Determines which takeout gate is opened to irrigate a specific field
Newlands Fields Any land within the irrigation district that is, or could potentially be cultivated and irrigated • Irrigated Acres. Allocated Water
Water Rights Mapping • No known geospatial layer • Primarily paper maps and tabular data
Bench Bottom Mapping • No known geospatial layer • Primarily paper maps and tabular data

Is this ditch being grazed? Where is the berm?
Field edge is hidden under the trees and a stock yard has been enlarged.

• It started as a Reclamation & TCID collaborative project….. – Training, Planning, Implementation,
and Well Defined Goals made it work. • We defined a Maintenance Plan and Schedule • Reclamation provides technical
assistance and support as needed, but….
• MILESTONE: TCID accepted responsibility as the ADS in the 2013 Irrigation Season!!

• Calculate the total irrigated acres • Calculate water allocation to irrigators • Estimate irrigation water demand • Estimate Lahontan Reservoir storage requirement • Regulatory compliance • Help water users manage their water • Data to assist in estimating seed and re-leveling costs • Data to assist in establishing conservation easements. • Etc……..
