I move that we adopt a policy that we do not approve the budget for any committeethat is required to stock materials for the NCA (i.e. pins, patches, medallions, dvds,etc.) until the Board receives an inventory and usage report for the previous year forthose materials. Proviso: This policy becomes effective after the completion of the 2016 - 2017budgeting process.

Rational: This way we can determine if these will need to be replenished during theyear we for which are budgeting. And it will help us to know if we can combinepurchases so we can get a better volume discount when ordering.

SSCC recently ran out of the AOM medallions and had to do a rush order and thenovernight them to BMNC for their regional. They arrived on Friday evening! This I amsure cost a lot more than the normal order and shipping costs. This has alsohappened with other committees in the last few years.

Discussion Item: If the AOM and the BOB medallions are being made by a differentvendor than the new BOS/BOW medallions? Should they all be made by the samevendor to get a better price or discount? And so they look consistent? This sameconcern goes for the WDC pins and patches and those awarded by the Recognitioncommittee. Perhaps we need an NCA purchasing agent who can handle all theorders and source them with the most economical vendor with acceptable quality.(Lynne Anderson Powell – July 21, 2016)

I hope all is well. This is just some membership input, and I think we may have discussed it in one of the committee meetings, when we were discussing increasing

NCA membership. Newf Tide alone is less expensive than being a member of the NCA.

Shouldn't the NCA charge more to its non-members for Newf Tide or at least the same price? If it is the same price, at least then it's a matter of, "Well, I might as well be a

member". The international folks have to pay $24 more to be a member and receive

Newf Tide. Regular members have to pay $15 more. If the membership and subscription alone are the same price, and the NCA outlines why it is beneficial to be a member (sometimes there are health test reimbursements, online NCA news, up to date

information, etc.), wouldn't people opt to join the NCA? Maybe not, but it might be worth

a try.

Based on discussions at the joint teleconference on July 28, 2016 with the Steering Committee and Newf

Tide Policy (six from NTPC attending), the NTPC submits the following for the NCA Board’s

consideration at its August teleconference. All items submitted with unanimity

1. Request the Technical Resource Advisory Committee to research, make recommendations and

provide technical guidance to the NTPC relative to existing software available to produce Newf Tide as

an on-line (digital) magazine. Said investigation and recommendations to include: Initial cost investment

required; projected life and compatibility with existing programs utilized for the production of the print

version, estimate of time involved to move from one platform to the other. Based upon the TRAC’s on-

going commitments, receipt of this report would be targeted for mid-Fall 2016 (Mid October to late

November).

Information required in order to move discussion forward with efficiency and a more in-depth

understanding of the technical constraints when considering movement from the print to the digital

platform and the myriad ramifications thereof.

2. Authorize the Steering Committee, Newf Tide Policy Committee and the Technical Resources

Committee to

Collaborate in the crafting of on-line survey for the NCA membership relative to the production of Newf

Tide as a digital publication (requires completion of 1 ).

3 Establish a four-member Newf Tide Advertising Committee to work with NTPC in an effort to

generate more advertising for the magazine.

The NTPC will provide guidelines for this committee and would request weekly communication and

adherence to the guidelines.

RE: Request by the Rescue Prevention Committee (RPC) for funds for custom codedevelopment on their SharePoint site

Dear BOD,

In January 2016, the Board asked TRAC to evaluate the RPC’s request for $6,000 in funding forcustom coding on their SharePoint site. On July 19, 2016 the chairperson of the RPC andmembers of the TRAC had a joint meeting in which she described in detail the site, its contentsand what additional features/functions the funding would provide.

RPC explained that the existing, RPC managed, SharePoint site would need to be enhanced inorder to provide additional features to provide the user experience that the RPC wants to addfor their tutorials content. We discussed the details of those enhancements to understand therequirements. As a result of this meeting, TRAC has a much better understanding of how theSharePoint site works and the information it contains. The RPC has produced quality contentfor providing educational information and we appreciate their efforts to bring this information tothe membership and the public.

The BOD approved policies and procedures for software acquisition at the face to face meetingat the National. That policy required that a formal RPF be developed and issued to multiplevendors. This is to insure that the NCA gets good value for their investment. However, RPCcould not provide TRAC with an official Request for Proposal (RFP) in order for us to evaluatethe legitimacy of the $6,000 request. Furthermore, RPC would not provide TRAC with the nameand contact information of the firm that provided that bid in order to independently evaluate theircredentials or discuss the details of the request with them.

The policy also stipulates the necessity for maintaining the use of standard technology withinthe organization and managing all software, passwords, and content in a secure way and toensure that the turnover or volunteer committee members does not render our technology andprocesses unable to continue to function. The use of a committee managed SharePoint sitethe ownership and management of additional web Domain names by this committee as well asthe ownership of a private YouTube channel do not meet these criteria and adding furtherenhancements to that system does not meet the goals of this policy.

It is TRAC’s recommendation that the entire SharePoint content and processes be moved to theNCA web host, YouTube Channel and email provider (Constant Contact) and current and newfeatures/functions be implemented using the currently supported suite of websites. The domainname currently used by RPC (ncarescue.info) should be transferred to the NCA. It is our beliefthat TRAC has the in-house expertise to do the development that RPC is requesting at noadditional cost to the NCA. This would also eliminate the need for a RFP for this project.

We would request that the board set a firm deadline for RPC to complete the transfer of thiscontent, URLs, Domain names, subscription lists, and process ownership to TRAC so that thiscan be achieved in a reasonable timeframe.


As stated before, the content that the RPC has developed is important and should be mademore available to all Newfoundland owners. It is TRAC’s suggestion that to achieve this goal,all RPC content be moved to the supported websites and use supported software.
