NoncitizensThe obligation for young men

to register with the Selective Ser-vice upon turning 18 applies tolegal and undocumented immi-grant residents and refugees.Selective Service does not collectany information about immigra-tion status. Dual nationals of theU.S. and another country arerequired to register, regardless ofwhere they live, because they areU.S. nationals. In fact, any malenoncitizen who lives in the U.S.before his 26th birthday mustregister except those who are inthe U.S. on student or visitorvisas or part of a diplomatic ortrade mission.What If You Don’t Register?Aman who fails to register could

face a fine of up to $250,000 andprison for as much as five years.In addition:•Registration with the Selec-

Johnston, professor and associatedirector of the Nutrition Programin the School of Nutrition andHealth Promotion at ArizonaState University, vinegar can bepart of a diet strategy to manageblood glucose.

Why VinegarHere’s why: Eating foods that

are high in starch, such as breadand rice, causes surges in bloodglucose levels, Dr. Johnstonexplains. These high levels ofblood glucose have been linked tohigher or increased cardiovasculardisease risk in healthy popula-tions and can also increasecomplications among those withtype 2 diabetes.Consuming small amounts of

vinegar—one to two tablespoons—before your meal, however, canreduce these high levels ofglucose, she says.In fact, for individuals with

type 2 diabetes, studies haveshown that consuming vinegarprior to meals on a daily basis cansignificantly reduce blood levels ofA1c, a key indicator of averageblood glucose concentrations.In addition to consuming vinegar

alone, consuming foods high invinegar is an option. Vinegar isfound in pickled products and saladdressings and can also be consumedbefore a meal on a salad.

In recent months, agrowing number of consumershave received new chip-enabledcards in the mail, and it’s impor-tant to understand the benefits ofthis technology and how to use it.EMV technology authenticates

in-person card transactions, help-ing to mitigate fraud. These cardsuse computer chips to store cardinformation and work with pay-ment terminals to generate a one-time-use encrypted code everytime a consumer makes a pur-chase. As a result, counterfeiterscan’t get the necessary informa-tion to create a duplicate card.In order to use a chip-enabled

card, consumers have to insert—or “dip”—their card into a slot atthe bottom of the payment termi-nal. After the card is inserted,instructions will appear on thescreen informing the consumerhow to complete the transaction.Once it’s complete, the terminalwill direct the customer when toremove the card. Upgraded pay-ment terminals will continue toaccept magnetic stripe cards forconsumers who have not yetreceived new cards.According to the Aite Group, by
