Part 1 – Designation Overview
From 6th April 2020 new licensing designations will exist in Newcastle. Five areas of the
city will be covered by a single selective licensing designation on the principle grounds of
housing condition and anti-social behaviour. A further designation will introduce a city-
wide additional licensing scheme to regulate the management, use and occupation of
Houses in Multiple Occupation (HMO’s).
The new Selective and Additional licensing schemes will be in addition to the current
mandatory HMO and Selective licensing scheme (Byker Old Town and Greater High
Cross).

Part 3 – Additional Licensing
Overview A designation will be made to introduce a city-wide Additional licensing scheme to
regulate the management, use and occupation of Houses in Multiple Occupation
(HMO’s).
It is estimated that there are 9,377 shared properties that would potential be licensable
under the proposed Additional Licensing scheme. This includes all HMOs as defined by
section 254 and 257 of the Housing Act 2004.
A HMO is a property occupied by 3 or more people in 2 or more households.
