Question 1

Do you agree with the Methodologies set out in Appendix 1 and if not how would you change them?

This Committee does not agree; in the first instance, the ‘Newark Urban Area’ requires definition.

Question 2

Do you agree with the proposed approach to information gathering and if not what changes or other method would you suggest?

The proposed approach to information gathering is explained, but not how that data would be tested.

Why not include the residents of Newark, who are the rest of the community, as well as the Gypsy and Travellers?

Question 3

Do you agree with the above definitions and if not how would you change them?

There is no issue with the definitions, as long as the Planning Laws are enforced (i.e. do not allow any more unauthorised sites to be added to Tolney Lane).

Do you think that future pitch provision should be made in locations across the district, outside of the Green Belt, that satisfies the above criteria or continue to be made in and around Newark Urban Area and Ollerton & Boughton.

Yes; but in the wider part of Nottinghamshire, not just concentrated in Newark & Sherwood.

Question 5

Do you agree that Tolney Lane is an unsuitable location for the future allocation of pitches?

It is a suitable location, but there should not to be an extension to it.

The site could be better utilised if continuing development of the washland ceased. Improvements to the infrastructure of the area could be considered to better support what is already there.

Question 6

Do you know of any suitable and available sites that meet the above criteria? If so, please let us know by either writing in with a plan showing the location or contact us so that we can talk through the details of the site.

Members were unaware of any new sites that met the criteria.

Do you represent or know of a community or group who would be interested in engaging in the on-going consultation process?

PR42/13/14 Public Consultation on the Draft Development Contributions and Planning Obligations Supplementary Planning Document (SPD)

• Need to be careful that we do not price Newark out of the market.

• There is a concern that the imposition of Section 106 Agreements could result in a disincentive to future developments by imposing additional financial obligations over and above the CIL. Concern that these could make Newark too dear for future developers who will be looking at competing sites in other towns and locations.

• Whilst the document identifies the range of infrastructure needs that can be included within a S106 Agreement there appears to be no hierarchy or ranking of these, whilst it is understood that each development will need to be considered individually and each may have very different impacts and

consequently infrastructure needs, there does not appear to be any process for agreeing what is needed and can be delivered apart from a negotiation with individual developers. The Town Council feels that a more rigorous assessment of priorities with service providers, including Parish Councils, would be beneficial.

• More pro-active involvement with Town Councils and Parish Councils.

• A more pro-active role and engagement with Parish Councils is missing from the document. Local Government is moving into a period where it is likely that more and more services will be provided at the Parish Council level and it is vital therefore that the provision of services and/or investments are agreed with them in advance as they may well become the organisation that takes on the future running and financial responsibility for them. In this context, it is important that the financial contributions which accompany every S106 Agreement, both one off capital and ongoing revenue elements, are passed to Parish Councils if they are taking on the future responsibility for the service.
