PROGRAM AT A GLANCE The Newark Liberty International Airport Terminal One Redevelopment Program includes four major components: • New Terminal One – an approximate one- million-square-foot, 33-gate, common-use domestic terminal building, frontage N60 bridge, pedestrian bridge, and ramp area • Parking Facility – 3,000-space public parking and associated toll plazas • Airside – 140 acres of paving for a new aeronautical taxi-lane network and apron serving the new terminal • Landside – Completely redesigned roadway with seven new bridges, utilities, and site work to serve the new terminal Rendering Rendering Newark Liberty International Airport TERMINAL ONE REDEVELOPMENT PROGRAM OVERVIEW The Newark Liberty International Airport Terminal One Redevelopment Program is a key part of the Airport’s commitment to effectively meet evolving air travel needs, provide optimal transportation facilities, and support the economic health of the New Jersey / New York region. As part of this major redevelopment program— the Airport’s first major infrastructure project in decades— a new, state-of-the-art Terminal One eventually will replace the existing Terminal A building, the oldest terminal at the Airport. Terminal A had a design capacity of approximately 9 million annual passengers (MAP). Terminal A served over 11.3 MAP in 2017. The new Terminal One, in its initial year of full operation, will be able to serve 13.6 MAP with expansion capacity for 19.6 MAP. At an estimated cost of $2.7 billion, the redevelopment program not only effectively addresses capacity issues, it also enhances the passenger experience. The new Terminal One will have an open, modern design that provides ease of access for passengers and increases efficiencies. The new terminal’s flexible design, facilities, and infrastructure will enable it to expand and adapt to increasing levels of air travel throughout the 21st century. • ReplaceadeterioratedandoutdatedTerminalA: The new terminal replaces an outdated existing terminal and its associated infrastructure, which have deteriorated to unacceptable levels.

• Provideanefficientandmodernterminal: A world-class terminal will be built to USGBC LEED Silver standards, resolving functional space deficiencies and alleviating passenger congestion throughout.

• Accommodateexistingandfuture passengertraveldemand: Current and projected aviation demand will be accommodated at acceptable levels of service.

• Enhanceairfieldcapacityandimproveoperations: Operational deficiencies will be resolved, including the alleviation of airfield and terminal ramp congestion.

• Enhancelandsideaccessandparkingatterminal: Traffic congestion will be reduced by improving roadway access and circulation; parking capacity will be increased through construction of additional parking facilities.

•Enhancethepassengerexperiencefromdrop-off/parking toenplaning:Initiatives include improved check-in and security-screening processes; faster flow-through; enriched amenities; and enhanced wayfinding through improved directives to help passengers and visitors navigate from place to place within the terminal.

•EnsurecontinuousflightoperationsatTerminalA. Flight operations at Terminal A will continue uninterrupted until the opening of the new terminal. The new Terminal One, with 21 Group III aircraft and all associated functions including check-in, security screening, departure gates, baggage handling /screening systems, and baggage claim, as well as most of the concession

development, will be fully operational by late 2022.

The largest design-build project in New Jersey history, the Terminal One Redevelopment Program will provide benefits for travelers, local businesses, the airlines, and workers. The Program is expected to generate more than $4.6 billion in economic activity in the region.

In addition, the Terminal One Redevelopment Program encompasses a number of components that will help alleviate road-traffic congestion and reduce stress for airport users. These include comprehensive roadway design that will link Terminal One to the network of highways surrounding the airport and features both elevated and ground-level terminal approaches. There will be expanded and ample queueing space for taxis and buses and enhanced ground transportation. A new, multi-level parking facility with capacity for 3,000 vehicles will provide easy access to Terminal One via a climate-controlled pedestrian bridge.
