Herr von Gwinner was internationally known and aided in the reorganization of the Northern Pacific Railroad and other ventures in the United States. In a newspaper article published In Berlin nearly two years ago Herr von Gwinner declared that the plac- ing of the blame for the world war on th>. shoulders of Germany alone was an impediment to lasting peace. All nations were equally guilty, he said, and cited conversations and old diplomatic papers ia an effort to show that Russia and France had plotted a war. B E R L I N . Dec. 29 (A. P . ) . - A r t h u r von Gwinner, 76 years old, vice-presi­dent of the board of the Deutsche Bank, died today. Herr von Gwinner w a s internationally known and aided in the reorganization of the Northern Pacific Railroad and other ventures in the United States.

In a newspaper article published In Berlin nearly two years ago Herr von Gwinner declared that the plac­ing of the blame for the world war on th>. shoulders of Germany alone was an impediment to lasting peace. All nations were equally guilty, he said, and cited conversations and old diplomatic papers ia an effort to show that Russia and France had plotted a war.
