REQUIREMENTS AND RESTRICTIONS BY ESTONIAN GOVERNMENT IN RELATION WITH CORONAVIRUS

Due to the current worldwide pandemic with the coronavirus, to enable the event to accommodate competitors from all around the world, the Estonian Government have agreed on a specific protocol that will be MANDATORY for teams, media, officials, and all other sport-related attendees and competitors to enter Estonia specifically for Rally Estonia 2020:

Must not have any symptoms of illness;

Are required to perform a negative coronavirus test (PCR) in the home country or country of departure not earlier than 72h before departure and to have an electronic or paper-based proof in the English language at the entry point to Estonia;

Are immediately required to take upon arriving in Estonia (within 24h) the coronavirus test in drive-through type testing facilities in Tallinn or Tartu and have to remain in self-isolation until taking the test and receiving the results (estimated 12-hour results return)

The cost of testing in Estonia must be paid by the participants (approx. 70EUR).

Only persons who have tested negative for coronavirus in the Estonian SYNLAB facility upon arrival in Estonia will be accredited for the event. Access to the Rally HQ, Media Centre, and all areas of the Service Park will be access controlled from 08:00 on 1st September 2020. There will be NO ACCESS without this individual photographic accreditation from the Organisation.

Must constantly monitor personal health status and to be subject to random health checks (body temperature measurement, testing) while in Estonia;

Can only be engaged in rally related activities while in Estonia, i.e. do not use public transportation nor be present in crowded places, incl. rally spectator or VIP areas.

Details for testing locations and links to online forms will be provided separately by the Organiser upon receiving the registrations.

The current procedure is not applicable to the spectators.

Each Stakeholder will be asked to fill in a questionnaire in order to nominate all people that they want to be accredited for access to the Rally HQ or Service Park (Red Zones) (including Crew). This list should include everyone that they want access to these areas, there is no option to have additional guests or sub-contractors. If you are not on a stakeholder list, there will be no access. The number of personnel per team is defined with reference to App. VI of the 2020 Sporting Regulations as follows:

- Manufacturer Team – 3 Cars = 71 - Manufacturer Team – 2 Cars = 60 - WRC Team = 12 - WRC2 Team – 2 Cars = 25 - WRC2 Team – 1 Car = 12 - WRC3 Team = 8 - Junior WRC Team = 7 per Car - Other RC1 Car = 10 - Other Private Team = 8

In order to nominate the team members, the team managers are required to fill in a questionnaire per each member of the team, link to be sent by e-mail. In order to make the process of issuing the passes smooth and fast, the team managers are asked to upload a passport photo of each team member when filling in the questionnaire.

1. WELCOME AND INTRODUCTION

Rally Estonia 2020 will be special. The biggest motorsport event in the Baltics held for the 10th time is official round of FIA World Rally Championship for the first time in history. It has been our goal since the first rally in 2010 and it is a big recognition to Estonia.

This year’s FIA World Rally Championship continues in circumstances we have never been before. COVID-19 pandemic has changed a lot and organizing a WRC round is different challenge. Safety has always been top priority in autosport and considering the situation we have to guarantee safety not only on the stages. FIA and WRC Promoter have prepared the guidelines for this situation and we will follow them strictly. It concerns competitors, teams, officials, media and spectators.

The government of Estonia has formed a special committee for the purpose of minimizing the risk of coronavirus at Rally Estonia. All the COVID-19 rules and restrictions in force in Estonia during Rally Estonia are observed.

We believe that by following the rules and guidelines we can host a safe and spectacular competition. We will be keeping you up-to-date on any developments, please do not hesitate to contact our key officials for any questions you may have.

1.1 ENVIRONMENTAL POLICY

In organizing Rally Estonia, we follow an environmentally friendly way of thinking. We aim to implement the following activities and, if possible, ask our partners to follow them as well.

• We optimize human transport and use environmentally friendly solutions. • We avoid excessive printing and, if possible, publish the materials related to the competition electronically. • We emphasize the environmentally friendly approach and its importance in communication for spectators and

participants. • If possible, we use solutions made from recycled materials. • Sorting of generated waste.

1.2 HISTORY OF RALLY ESTONIA

The idea to organize a new rally was born 10 years ago when Silver Kütt, a co-driver with the experience of participating in seven WRC rallies, presented his idea to his good friend, a former WRC driver Urmo Aava. After sharing the idea with a “marketing mastermind” Tarmo Hõbe, who named the new rally “Rally Estonia”, first steps were taken.

The idea that first seemed unbelievable back in 2009, has grown year by year and now the target is hosting WRC event.

The first Rally Estonia took place in 2010 and the first ever winner of the rally was a local hero Markko Märtin who has won five World Championship rallies back in his WRC career. The first two-time champion of the event was Mads Østberg, the winner Portugal WRC rally 2012, who was fastest at Rally Estonia in the years 2011 and 2012.

The high competitive level with the help and contribution of Märtin, Østberg and Latvala family raised the bar high for the organizers to keep.

From 2014 until 2016 Rally Estonia was part of the European Rally Championship (ERC) and in 2014 it was voted as the best ERC rally of the year.

Besides local stars Rally Estonia has welcomed many world top rally drivers over the years, such as WRC drivers Thierry Neuville, Esapekka Lappi, Jari-Matti Latvala, Teemu Suninen, Craig Breen, Hayden Paddon, Yazeed Al-Rajhi, Martin Prokop, Toni Gardemeister and ERC Champions Alexey Lukyanuk and Kajetan Kajetanowicz and the rising young gun Oliver Solberg who won R5 class last year.

For the last 2 years the competition has been dominated by the local heroes and current World Rally Champions Ott Tänak and Martin Järveoja.

4.3 CRITERIA FOR ACCEPTANCE OF ENTRIES

The maximum number of entries accepted will be 80. If more than 80 entries are received, the Organiser reserves the sole right to decide which entries will be accepted.

4.4 ENTRY PROCEDURE

Any non-priority competitors wishing to take part in WRC Rally Estonia 2020 must register and fill in the electronic entry form published at https://registrations.fia.com/wrcest duly completed before the closing date for entries. Manufacturers, WRC2, WRC3 and JWRC competitors who wish to score points, must make their entries by using the electronic standard rally entry form for their championships available in the FIA application at https://registrations.fia.com/rally. The entry will only be accepted if accompanied by the total amount of the Entry fee. A proof of payment of the entry fee should be sent by e-mail to the secretary of the rally ([email protected]) by the closing date of entries.

4.5 ENTRY FEES

5. SERVICE PARK

5.1. LOCATION AND SERVICE SPACE

The Service Park is located at Raadi airfield, Tartu.

GPS coordinates: N 58° 23.821 E 026° 45.110

Surface: concrete/asphalt

Manufacturers and other championship entrants will be allocated a designated space in accordance to 2020 FIA WRC Sporting Regulations.

Legal and private entrants will be allocated an area of 10 m x 10 m. In agreement with the Organiser, Competitors may order additional service space with the price of 20 EUR/m² + 20% VAT, in case there is still additional space available in the Service Park. The service park will open on Saturday 29 August at 9:00hrs for Manufacturer teams, Sunday 30 August at 9:00hrs for priority competitors and Tuesday 1 September for all teams.

If a Competitor has multiple competition cars to be located together in Service Park, the application for consecutive Service Areas must reach the Organiser by Monday, 17 August. Layout of Service Park displaying Service space designated to each competitor will be published on Official Notice Board. NB! For Priority competitors the driving way and access to each individual service space is on the rear side of the allocated areas. All other drivers will be informed about the location of the entrance to their service bay after the layout of the Service Park is finalised.

5.2. ACCESS TO SERVICE PARK

NB! Only vehicles with Team plates issued by the Organiser are allowed to access the Service Park. The vehicles must be clearly identified by designated sticker plates and affixed on the windscreen. Removal of the sticker is prohibited until the end of the rally.

No Auxiliary plates will be issued due to the COVID-19 situation. The Organiser will provide the teams with the necessary Team plates for the high-density area personnel.

Parking in the Service Park A designated parking area inside the Service Park is set up behind the service spaces. This area is intended for the cars of the high-density area personnel. Cars carrying Team plates are allowed to park in this area.

Reconnaissance cars are allowed to enter Service Park and park in their own service area or the designated parking area behind the service spaces. NB! In order to enter the Service Park, the reconnaissance cars must carry a Team plate affixed on the windscreen.

Entrance to the Service Park during competition days During competition days the entrance to Service Park for competition cars and Officials’ cars is via the following roads which are located in a restricted Raatuse military area: - Access road to the Technical Zone and Media Zone before Service Park - Exit road from Service Park until the end of airfield area before turning to the Rõõmu road NB! Any braking, stopping or accelerating in the military area is strictly forbidden! Only cars with competition numbers or Officials’ plates are allowed to enter the military area.

Trailer Parking It is possible to park trailers at the end of the Service Park.

5.4. RESTRICTIONS IN SERVICE PARK

It is forbidden under any circumstances to drill holes in the concrete surface at the Service Park. Teams and competitors are asked to bring weights for tents and other items that need to be fastened. Teams and competitors are responsible for the occurrence of no leakage of fuel or other liquids on the ground. Any detected fuel leakage may force the teams to dismantle their units and tents during the rally. Waste will be collected from behind the service bays each night. Please leave your garbage bags at the back of your area to be removed.

5.6. ENVIRONMENTAL REQUIREMENTS

All competitors are obliged to have a liquid-proof tarp of minimum 3x5m under competition cars. During the rally a car wash facility will be available near the Service Park. Washing cars within the service

park is prohibited at any time. After the rally, the Service Park has to be handed over in tidy condition. The teams are responsible for the removal of their waste and sewage. A special container for hazardous waste will be available in the Service Park. The waste will be sorted and recycled in the waste sorting centres.

5.7. SECURITY

Overnight security in the Service Park will be provided by the Organiser from Saturday 28 August until Sunday 6 September. However, the Organisers are not responsible for any losses, thefts or damages etc – all items are left at their owner’s risk.

If you require any additional private security on site, please contact the Organiser.

5.8. MEDICAL CARE

A medical unit will be established in the area between the Rally Headquarters (Estonian National Museum) and the Service Park.

5.9. RECOVERY OF RETIRED CARS

Generally, all retired cars will be transported by the Orgniser to the finish of the Special Stage. The Organiser will then contact the team personnel for further agreements. Any crew re-starting the rally must present their cars at the overnight Parc Fermè. Please see Art.12.8.3 of the Supplementary Regulations.

6. TWO-WAY RADIO All radio equipment used at the competition must comply with the requirements established in Estonia and the radio frequencies must have frequency licenses. The use of radio frequencies is regulated in Estonia by the Consumer Protection and Technical Regulatory Authority https://www.ttja.ee/en

Teams may use PMR446 (Personal Mobile Radio) compliant radio stations and equipment for communication within the team without the permission of the Consumer Protection and Technical Regulatory Authority.

7. FUEL AND TYRES Fuel

All FIA priority competitors must use FIA fuel as provided by the official supplier Total Additifis et Carburants Speciaux. Non-priority competitors may also use this fuel if they wish to do so. All fuel orders must be made with Total no later Thursday 20 August 2020. The system for ordering FIA fuel is completely online and requires previous registration. The registration form issued by Total with payment instructions is available on website www.rallyestonia.com in the Competitors>Documents>Forms section. Please download the PDF for registration and follow the instructions. Fill in the form and email it to [email protected]. Please contact Mr Basar directly for any additional information needed. The cost of fuel, including refuelling service, is €5.60 per litre (excluding taxes). For environmental and safety reasons, all competitors must refuel in the designated refuel zones specified in the Road Book.

Tyres The FIA nominated WRC tyre suppliers’ contact details are specified in the 2020 FIA WRC Sporting Regulations, Art. 14.1.1 Additional instructions and order forms are available on website www.rallyestonia.com in the Competitors>Documents>Forms section. Closing date for ordering of tyres is Thursday 20 August 2020.

8. IMPORT OF VEHICLES AND SPARE PARTS Competitors coming from the European Union do not need to make any special custom clearance for

temporary import of cars and equipment with the purpose to participate in Rally Estonia. Entrants from outside the European Union have to report to the customs at arrival in Estonia.

9. HELICOPTERS AND DRONES

9.1. HELICOPTERS

Only helicopters registered with the Organiser and following the instructions of the Organiser are permitted to fly within the airspace of the rally area and land at the service areas or other sites during the rally.

For COVID-19 and safety reasons, the number of helicopters operating in the area will be limited.

The deadline for Helicopter applications is Wednesday, 12 August. The Helicopter Application form is available in the Competitors section at www.rallyestonia.com.

The number of helicopters permitted to fly will be decided after the deadline of applications. Information about the administrative fee and payment will be sent to the applicants who have been accepted.

Before the rally, a briefing for all pilots is mandatory. All pilots will receive a pilot’s pack containing timetables, maps and necessary information.

A reconnaissance registration form, duly completed, including details of the reconnaissance car, driver and co-driver names, Competitor’s accommodation during the rally and team’s contact phone number has to be sent by e-mail to [email protected] before the start of Reconnaissance. The form is available on website www.rallyestonia.com in the Competitors>Documents>Forms section.

All drivers may send a representative of the Crew presenting all the requested documents. Individual times to be confirmed in a bulletin. The entry form must be signed by both drivers and presented in printed format by the representative of the team during the Administrative checks.

Administrative checks for Manufacturers will be carried out by appointment made by e-mail to [email protected].

NB! A team pass with a photo and personal QR-code will be issued to everyone who will be granted access to the Rally HQ, Service Park or Media Centre (hereinafter referred to together as the Rally Park). The QR-code on the pass will be scanned for identification and access verification purposes and when entering the area and moving from one zone inside the Rally Park to another. All accreditation cards must have a passport photo. The teams are requested to provide the photos of all team members, including all Service Park staff, to the Organisers in advance, in order to ensure a smooth and fast issuance of the passes. Information about uploading the photos will be provided to the teams by e-mail.

12.2. RECONNAISSANCE SCHEDULE AND PROCEDURES

See also Art. 35 in the 2020 FIA WRC Sporting Regulations. Schedule for the reconnaissance is published in Appendix 2. Reconnaissance will take place in two groups: Group A – FIA Priority 1 & 2 Group B – WRC3 and Non-priority drivers Date and time:

Competitors carrying out reconnaissance must do so in accordance with the recce schedule and according to the identification below.

A reconnaissance road book will be supplied which will detail the routes to use between every stage during the reconnaissance. These will often not be the same as the main event Road Book. The use of Reconnaissance Road Book is recommended however individual route may be followed within the foreseen time schedule.

NB! It will be possible to do reconnaissance on all stages on Thursday only.

The fitting or carrying of radar detection equipment during reconnaissance is not permitted.

12.3. RECONNAISSANCE IDENTIFICATION

The crew will receive identification for their car (3 number stickers). The number stickers must be fixed to the top right corner of the front windscreen and both rear side windows during reconnaissance at all times. During reconnaissance both team members must carry an ID document to be shown to the Organisers or the Police if needed. Failure to present an ID document during the reconnaissance will be reported to the Stewards.

12.4. RECONNAISSANCE GPS TRACKER

All drivers must install a tracking system in their cars during reconnaissance (WRC Art 35.4.4). The installation guide is available in appendix to the Rally Guide 2.

Any driver holding an appropriate international license but not entered in the rally may apply to take part in reconnaissance. All reconnaissance regulations must be respected in their entirety. The final permission for taking part in the reconnaissance is left to the discretion of the Organiser. A registration fee of 1000 EUR + 20% VAT will apply.

Estonia's capital Tallinn is the best-preserved medieval city in Northern Europe. CLIMATE AND WEATHER

The weather in Estonia is largely dictated by its closeness to the Baltic Sea. The last month of the summer, August, is an agreeable month in Estonia with average temperature ranging between min 12°C and max 20.4°C. September, the first month of the autumn, is still a mild month, with temperature in the range of an average high of 15.2°C and an average low of 7.8°C. The beginning of the month is the warmest when the afternoons are still pleasant with an average high of 17°C. There is approximately 33% chance of rain. TRAFFIC

Estonia has right-hand traffic and an extensive road system, the quality of which varies.

Visitors need driving license, provided it is valid for the class of vehicle they wish to drive. The maximum speed limit is 90 km/h, in residential areas 50km/h, unless otherwise indicated. In the

summer, the speed limit is 110km/h on some highways. A driver who has exceeded the speed limit can be punished with a financial penalty, an arrest, suspension of the right to drive or vehicle confiscation. Financial penalties are between 40 - 1200 euros.

Estonian highways tend to be narrow, therefore it’s important to pay attention to the speed limits and to pay extra attention when overtaking. Speed cameras are common in Estonia and speeding is rarely tolerated.

The use of front and rear seat belts is compulsory.

The blood/alcohol limit in Estonia is 0 milligrams of alcohol per litre of blood (zero tolerance). Driving while under the influence of drugs and alcohol is prohibited and strict penalties are in place for anyone caught doing so.

It is illegal for drivers to use a mobile phone without a hands-free device and holding a telephone in hand while the vehicle is moving.

Headlamps must be on at all times while driving. Don’t cross the road unless the pedestrian light is green. Even if you think it is safe to cross on the red

light, you never know where traffic may come from. Do wait the necessary few seconds and then You will be absolutely safe.

When moving on the road in poor visibility or at night-time, a pedestrian must use a reflector or a light source. Wearing a reflector is mandatory in Estonia.

THE MUNICIPALITY OF TARTU

The Municipality of Tartu and the City of Tartu share a name and the former military airfield in Raadi, but also the Estonian National Museum with its A entrance in the city but the B entrance in the municipality. The Municipality of Tartu is an urban neighbourhood north of the city with a good living environment, modern homes and a good infrastructure, which has made the area a favourite among young families. In the last three years, the municipality has built a new kindergarten and two new school buildings. The Municipality of Tartu is not just a suburb – its residents occupy six market towns and 71 villages. It is home to the large Laeva bogs where people can hike and pick cloudberries. The municipality’s landscape is mainly shaped by the drumlins formed during the Ice Age and the large lakes of Vooremaa – Lake Saadjärv, Lake Elistvere and Lake Kaiavere. Tourists can meet a Eurasian lynx and a bear here – Elistvere Animal Park is home to almost all of the wild animals found in Estonian nature. This is a unique sanctuary for animals who have, for some reason, been forced out of their natural habitat, but also a chance for people to see our rich animal kingdom. In the Municipality of Tartu, you can also meet a mammoth and submerge into the primeval sea in virtual reality, which are the main attractions of the Ice Age Centre in Äksi. Children come to Vudila – the largest outdoor water park and play area in Estonia. The Municipality of Tartu includes two parishes with a long history – Äksi and Maarja-Magdaleena, which have both contributed significantly to the history of Estonian national development in the second half of the 19th century. THE TOWN OF ELVA

Elva - a lovely summer resort town charms its visitors with beautiful nature and stunning wooden architecture all year around. Elva is located only twenty minutes drive from Tartu and little more than two hours drive from Tallinn.

Beautiful pinetown Elva is characterized by the clear watered lakes, picturesque riverbanks, peaceful forest parks and hiking trails. Elva is widely known for its beautiful lakes such as Verevi, Arbi, Vaikne järv and Elva Paisjärv. These are favourite swimming spots for many. THE MUNICIPALITY OF OTEPÄÄ

Otepää is a small town set in the hills of south Estonia.

Otepää is a place where the the first Estonian national blue-black-white flag was consecrated. In 1884 first Estonian national flag was consecrated and blessed in Otepää Church as the flag of the Estonian Students Society. The very same flag is currently kept in the Estonian National Museum.

It is the most well-known winter sports centre in the Baltics and the Winter Capital of Estonia. Otepää got its name, which in Estonian means "bear's head" after the shape of the castle hill - which reminds you of a bear's head. It's also where in 1224, Bishop Hermann started building the first known brick castle in Estonia, The Stone Fort.

In summer you can hike along the paths of the Otepää Nature Park, see the landscape of rolling hills and lakes, romantic winding village roads and small rivers. Beautiful views open from observation towers on top of Tehvandi and Harimägi hills. You can also take part in different sports or simply have a good time at lake Pühajärve, which is a jewel among Estonian lakes. Pühajärv was also the first Estonian lake to earn the Blue Flag in 2000.

Those who believe in supernatural power should pay a visit to the so-called "energy pillar" in Otepää. It is believed that when you touch it, it will give you a great shot of energy and good health.

In wintertime Otepää is a winter sports paradise for skiers, snowmobile riders and for anyone who enjoys the snow: there are slalom slopes equipped with elevators and lots of cross-country tracks.

THE MUNICIPALITY OF KAMBJA

Kambja parish extends from the city of Tartu to the border of Valga and Põlva counties. The areas near the city of Tartu are characterized by a more developed and modern urban environment, but the traditional sparsely populated area has been preserved in the southern part of the municipality. The values of Kambja municipality are the airport - the air gate of South-Estonia to the world, and the Estonian Aviation Academy - the only school in Estonia where you can acquire a unique aviation specialty. The Estonian Agricultural Museum in Ülenurme is located in the buildings of the historic Uellenorm Knight Manor. The museum captures and introduces Estonian rural culture through exhibitions, exciting programs, interesting activities and great events. In the heart of Kambja parish is Kambja Church (also: Kambja Martin’s Church), which is the largest country church in Southern Estonia. The church was probably built on the present site as early as the 14th century, but has been destroyed and rebuilt several times. The church, with its good acoustics and more than 600 seats, attracts people to listen to concerts or get married. In 1932, Crown Prince Gustav Adolf of Sweden visited Kambja. The prince planted an oak in the churchyard, which still grows next to the gate. Kambja Church was also the home church of Georg Beck, Cornelius Laaland and Julius Kuperjanov. Kambja School (founded in 1686), one of the first peasant schools in Estonia, has sprung up from the church. Kambja is considered to be the cradle of Estonian choral singing, as already in 1794 a polyphonic choir operated here. The most natural place of Kambja municipality is the Pangodi landscape protection area, which is located on the edge of the Otepää Upland with a variable topography by the Tartu-Otepää road. There are several lakes with iridescent water in the protected area (eg Lake Pangodi, Suur and Väike Kodijärv) and the surrounding marshes. Every nature lover will find a private place to meditate, camp, swim, play sports, grill and draw the power and energy of nature. Kambja Parish is a pleasant municipality with a living and business environment, where cultural heritage and the development of sports opportunities are valued. Kanepi parish is a place of exceptionally beautiful nature, the local landscape with its lakes and hills offers the true beauty of nature. Through Kanepi municipality winds the historic Post Road, along which there are several catering and accommodation providers and two museums, the Põlva Peasant Museum and the Estonian Road Museum. Surface reliefs make the roads of Kanepi so exciting that for several years a majority of the special stages of Rally Estonia have been driven in Kanepi Parish. Several famous people have been born in Kanepi parish. The birth place of the last Prime Minister of the Estonian exile government Heinrich Marga is in Ihamaru village. The radio journalist Valdo Pant was born in Saverna village. The birthplace of the sculptor August Weizenberg is located in the village of Hino. The beautiful nature and dignified history of Kanepi have attracted many cultural figures from the past and present. In the summer, you can take part in both traditional events and new and exciting events. Fairs, Midsummer lights, village days, folk triathlons, etc. are just a short list from what is happening here. This summer, the Kanepi (in English Cannabis) Festival will take place for the first time, where famous Estonian musicians perform on the stage, you can trade in hemp products in the fair and wander in a hemp maze. Health sports are also honored. The 18-basket disc golf course in Valgjärve village is valued in Estonia among the top players.
