LEGAL STATUS
• To be estb as a Welfare Med Institution
– Non-profit welfare med institution
– Self sustainable (primarily dependant on
student fee)
LEGAL STATUS
• Advantages:-– The income from student fee can be recycled for
incurring expenditure and future dev– Smooth functioning and con due to decentralized
independent status– Option of hire and fire will be readily aval to maintain
quality– Funding from national and intl donors
• Disadvantages:-– Full payments for trg of med cadets have to be made
by army

Cat ‘B’ Activities • A1 land can be used for welfare projs i.e. Edn /Trg
institutes and colleges like APSC• After due approval of COAS, AG’s Br to apch GoP
for Ex Post Facto sanction for regularization of CMH Lhr Med College & estb of QIMS by the Army as a welfare measure on no profit no loss basis while utilizing req A-1 land free of cost
USE OF A1 LAND - POLICY
– Case will be regularized once for all
– Use of A-1 land will be regularized
– Future expenses on the Institutions through Budget Dte will be legitimatized
– Posting of staff ex Army Med Corps could alse be justified / regularized
ADVANTAGES
TRG OF MED CADETS
• 20 Med Cadets each yr– No budgetary provision from army till issue of
formal estb ltr– After formal estb ltr nec funding for med cadets incl
MEG grant etc can be made– Mechanism for induction of MCs and further
disposal be dev by PA Dte • Induction through AM College • Further attachment with respective CMH /
Garision Med Bn for budget allocation • Merit System / Choice Selection for the three
med institutes
FIN SP TO CMHs
• Reg source of income for upgradation of mil hosps– Contract agreement as per req of PM&DC
– Contribution of significant income to hosp to be periodically reviewed
– Justifies utilization of CMH resources
– Admission of academic cases for clinical trg
INCOME TAX/AUDIT
• Income tax
– The term “revenue generated” be used where appropriate
– Deduction of income tax at source for civil faculty
– Registration of College for NTN no
• Audit
– Internal as well as external audit
– Validates intl standing
RUMUNERATION – FACULTY
• Temporary Visiting Faculty– Svcs of highly qualified uniformed offrs may be
utilized as Visiting Faculty or shared Faculty to teach those subj for which reg faculty is either not aval either in the college or in the market
– This svc wil not affect their primary duties/assignments
– Payment to be made as per credit hrs– Formal SOP / Policy be formulated & approved by
GHQ

UTILIZATION OF CMH FACILITIES
• The reg flow of part of Med College income to CMHs would substantially cover the cost of its resources being aloc for trg of med students
• Taken into Hosp CNE fund and uniformed clinical faculty will be paid as per TVF policy
• Clinical trg on admitted patients as being prac at mil hosps in Rwp
• The clinical civ faculty prac will be ensured as per hosp SOPs and PM&DC rules on the subj without any charges
GUIDELINE – SUMMARY
• The med colleges be estb as non-profit welfare med institutions and case by each med college to be taken up for formal letter of estb after nec approval of COAS.

QUETTA INSTITUTE OF
MEDICAL SCIENCES
ESTB
• QIMS is the need of the hr for the deprived province of Balochistan
• Consequent to the PM&DC visit on 15th Sep the Med College is now a reality
ESTB
• The populace of Balochistan has shown keen interest and enthusiasm in estb of QIMS
• An estimated 1000 students are likely to apply for admissions in coming session
• The College will create hundreds of jobs for Balochistan as a part of PM pckg
INFRASTRUCTURE
• The Med College has been dev from within the aval bldg of CMH Qta renovated with an amount of Rs 50 M from Al-Mizan fund
• No new structures will be constr for future req as the existing aval infrastructure will be utilized for completion of – Complete 5 yrs req infrastructure– Boys hostel– Girls hostel
INFRASTRUCTURE
• Functionality initiated with a meager amount of 19 M from HQ SC for – Lab eqpt– Lib Books– Faculty salaries
SUSTAINABILITY
• QIMS is incredibly likely to remain self sustainable and fin viable with a large no of students likely to get admission due to– Limited no of seats in BMC– Secure envmt of cantt specially for girls– Uninterrupted operability due to discp in mil
setup
