GERMANY TRAVEL RESTRICTIONS – update as on 10th June 2020

Germany From June 15th, the warning against tourist travel put in place by the German government

to stall the spread of coronavirus will be lifted for EU countries. However, the warning is expected to

stay in place for countries outside the EU until August 31st. (The Local, 10.06.2020)

This does not apply to:

Nationals of Germany;

passengers with a residence permit issued by Germany;

passengers with a D-Visa issued by Germany;

husband, wife, child and registered partner of nationals or residents of Germany;

nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia,

Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia,

Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal,

Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and their family members

returning via Germany to their country of residence;

passengers with a British passport and their family members returning via Germany to

their country of residence;

passengers with evidence that their travel is to perform a professional activity, e.g.,

Berlin’s busiest airport will close on June 15 for at least two months, though authorities say the

closure may be permanent. All flight traffic will be handled by Berlin Schonefeld Airport. (DW,

International restrictions:

A number of land and sea border crossing points with Austria, Denmark, France, Luxembourg, and Switzerland have been limited, and temporary border controls have been introduced at the remaining crossing points to those countries. In addition, air passengers travelling from Italy and Spain to Germany will be subject to immigration checks. These measures will remain in place until 15 June. A full explanation of the restrictions in place is available (in German only) on the Bundespolizei website. The border crossings with Austria, France and Switzerland have reopened and systemic checks have been replaced by spot checks. In addition, the border with Luxembourg has fully reopened and no restrictions are in place between the countries. The border with Denmark continues to be in place until an official statement from Denmark has been released. It is expected that the remaining controls at these borders would be lifted on 15 June. Travelers without an urgent travel reason are not allowed to enter Germany. Groups that are allowed to cross the border include:

Citizens, residents, long-term visa holders returning to Germany. EU citizens and third-country nationals transiting through Germany to their home country or place of residence if they can demonstrate with a ticket that there’s no alternative to travelling through Germany to reach their destination.

All persons travelling for urgent reasons (including medical treatment, family deaths, caring for underage children).

All persons moving goods, travelling for work-related reasons or to carry out a professional activity. This must be documented by carrying suitable documents (including employment contract, order documents, cross-border commuter card). Commuters also have a form to download and fill in). Spouses and registered partners.

Travel to Austria and Switzerland is authorised for visiting life partners, relatives, attending family events or tending to agricultural areas. Which cross-border travel is considered mandatory remains at the discretion of border authorities. To discuss whether an exception would apply due to your individual circumstances you can contact the dedicated federal police office at +49 800 6 888 000. Currently, most travellers allowed to enter Germany following several days abroad will have to undergo self-quarantine for 14 days. This does not apply for travellers arriving in Bavaria, Lower Saxony, Hamburg and North Rhine Westphalia states from EU countries as well as Iceland, Liechtenstein, Norway, Switzerland, Great Britain and Northern Ireland.

In practice, the quarantine is self-enforced. Police will hand the traveller a form and instruct them to self-isolate and contact the health department.

Exceptions are provided for asymptomatic cross-border workers, business travellers on urgent business and transiting travellers.

Full information on quarantine rules is available from the ministry of the interior’s website in English and German.

Pending approval, travellers arriving from EU/EEA member states and the UK will be exempt from quarantine requirements. In the future, the quarantine requirement will depend on the state of outbreak at the point of departure.

All travellers with COVID-19 related symptoms are referred to the local health authorities, who may require medical screenings or quarantine measures. Thalys services: all passengers are required to wear a face mask. Until further notice.

Internal Restrictions:

Wearing masks (non-medical) while using public transport and shopping is mandatory in all states.

Overnight stays at hotels are permitted for work-related travel. Most states permit hotel stays for

tourists as well. The last remaining states prohibiting tourist stays will revoke the ban by 28 May.

Major events are prohibited. Pubs and restaurants reopened with 50% capacity. Beer gardens

reopened with controlled health regulations in place.

European Union The EU Commission recommends: To prolong the application of the current travel restriction on non-essential travel to the EU until 30 June 2020. Applying the coordination mechanism set out underChapter V, the intervening period should be used by the Commission and the Member States to prepare a list of those third countries for which travel restrictions can be lifted as from 1 July 2020. That list should be regularly updated in line with the criteria set out in this Communication. For all third countries that are not on that list by 30 June, the Commission recommends that Member States prolong the travel restriction on non-essential travel until they are put on the list of countries where travel restrictions could be lifted.

To lift the application of the travel restriction on non-essential travel from the following

countries/partners as of 1 July 2020:

Albania

Bosnia and Herzegovina

Kosovo

Montenegro

North Macedonia

Serbia.

For those countries where no decision has been taken to end the temporary travel restriction for

non-essential travel into the EU, the exemptions18 should be amended as follows:

a) EU citizens and citizens of Schengen Associated States and third country nationals legally residing

in the European Union, as well as their family members, should be exempted from the travel

restriction, regardless whether or not they are returning home. Member States can, however, take

appropriate measures such as requiring such persons to undergo self-isolation or similar measures

upon return from a third country for which the temporary restriction on non-essential travel is

maintained, provided they impose the same requirements on their own nationals;

b) The specific categories of travellers with an essential function or need 19 should be extended to

include also:

third-country nationals travelling for the purpose of study;

highly qualified third-country workers if their employment is necessary from an economic

perspective and the work cannot be postponed or performed abroad.

SPAIN TRAVEL RESTRICTIONS

Spain Spanish government to reopen land borders with France and Portugal on 1 July (CanIndia,

05.06.2020). Government extends state of emergency until 21 June (Reuters, 03.06.2020).

Government will lift quarantine for foreign tourists from 1 July (Reuters, 25.05.2020).

1. Passengers are not allowed to enter Spain.

This does not apply to:

– Nationals and residents of Spain;

– Passengers returning via Spain to their place of residency in Andorra, Austria, Belgium, Bulgaria,

Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland,

Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway,

Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden or Switzerland;

– Passengers with a long-term visa issued by a Schengen Member State, returning via Spain to their

country of residence;

– Immediate family members of a national of Spain traveling together or traveling to join the

national of Spain;

– Healthcare or elderly care professionals in the performance of their duties;

– Transport of goods personnel;

– Diplomats, international organizations, military personnel and members of humanitarian

organizations in the performance of their duties;

– People traveling for imperative family reasons duly accredited;

– Persons who document reasons of force majeure or situation of need, or whose entry is permitted

for humanitarian reasons;

– Passengers traveling for work purposes duly documented if arriving from Austria, Belgium,

Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary,

Iceland, Ireland (Rep.), Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland,

Portugal, Romania, Slovakia, Slovenia, Spain, Sweden or Switzerland.

2. Passengers are required to self-quarantine for 14 days.

This does not apply to transport of goods personnel.

This does not apply to healthcare professionals in the performance of their duties if they

have not been in contact with Coronavirus (COVID-19) patients.

3. A completed Public Health Passenger Locator Form must be presented upon arrival.

4. Passengers can only land at Alicante (ALC), Barcelona (BCN), Bilbao (BIO), Fuerteventura (FUE),

Gran Canaria (LPA), Ibiza (IBZ), Madrid (MAD), Malaga (AGP), Menorca(MAH), Lanzarote (ACE),

Palma de Mallorca (PMI), Santander (SDR), Sevilla (SVQ), Tenerife-Sur (TFS) or Valencia (VLC).

This does not apply to emergency, humanitarian or medical flights and technical stops.

5. Residency permits and D visas that expired after 14 December 2019 are accepted for entry. These

documents are valid 6 months after the state of alarm has ended.

Internal restrictions:

Parliament approved another extension of the ‘state of alarm’ until 21 June.

This gives the government emergency powers to impose limitations on movement and impose other

extraordinary measures.

Countrywide restrictions on movement remain in force and residents have been asked to remain at

home except to go to work, to buy food, medicines and other essentials, or in the event of

emergencies. However infants under the age of 14 allowed out for one hour.

The wearing of facemasks on public transport was made compulsory from 4 May.

Hotels and short-stay accommodation (such as short-stay campsites or caravan parks) are closed.

The measures do not apply to long-term accommodation, such as long-stay campsites, as long as

travellers can cater for themselves and do not rely on communal facilities, which will be closed.

Relaxation of restrictions:

The gradual relaxation of restrictions began from 4 May, starting with lifting minor restrictions on

internal movement. The government is planning to start gradually easing the restrictions as follows.

Each autonomous regional government will be able to modify restrictions depending on local

realities and all dates remain approximate depending on the evolution of sanitary context.

From 4 May, phase 0: appointment based services were allowed to reopen such as hairdressers,

dentists, beauty parlours. In the Canary and Balearic islands, phase 1 will start on 4 May unlike the

rest of the country (mainland) – see below.

From 11 May, phase 1: bars, terraces and restaurants will be able to reopen only to a third of their

capacity in selected areas.

Bookstores and museums will be allowed to operate to 40% of their capacity. Family members will

be allowed to attend funerals. Small gatherings will be allowed for ‘healthy individuals, with no

vulnerabilities and no underlying conditions’.

Hotels may reopen past this time, with a limited guest number of a third of their capacity and

without the use of common spaces.

Religious places may also reopen under the same restrictions. Territories authorised to proceed in

phase 1 are listed on the Ministry of Health website.

From 25 May, phase 2, theatres, cinemas and other cultural locations will be open to a third of their

capacity. Weddings may include family members and friends past this phase but no further details

are available as of yet.

From 8 June, phase 3, food and beverage commerce may open to 50% of their capacity and travel

within one’s region of accommodation. Some restrictions have already been lifted for some non-

essential workers who are not able to work from home (e.g. the construction sector), while some

factories have also been permitted to resume operations.

The authorities continue to recommend that citizens respect social distancing measures and wear

face masks. Further details will be made available closer to those dates. Inter-regional travel may be

relaxed from 22 June. Universities will remain closed until September. Schools will reopen gradually,

with some exceptions to accommodate small children of essential workers. On 11 May, the national

train operator Renfe began resuming normal service to suburbs with increased frequencies to

ensure social distancing measures and avoid overcrowding. The return to normal operations will be

gradual in Madrid, Barcelona and the other ten cities where it operates.

SWITZERLAND TRAVEL RESTRICTIONS

Updated as of 09th June

Switzerland Delays expected in Zurich Airport. Passengers planning to fly into or out of the affected

airport region should contact their airline to confirm flight status. (Eurocontrol, 27.05.2020)

1. Passengers are not allowed to enter.

This does not apply to nationals or residents of Switzerland or Liechtenstein.

This does not apply to passenger with a cross-border commuter permit who are entering

Switzerland for work, with a C-visa issued by Switzerland for the purpose of “business

meetings” as specialists in the field of health or “official visit” of great importance, with a D-

visa issued by Switzerland or who have an assurance of a residence permit.

This does not apply to passengers traveling directly through Switzerland, provided that there

are no reasons to believe that the country towards which they intend to leave Switzerland

will refuse entry.

This does not apply to passengers who have to travel to their place of work abroad, provided

they can present a valid employment contract.

This does not apply to passengers who are already legally residing within the EU/EFTA area

and that are travelling for tourist purposes, provided that they can credibly demonstrate

that they actually want to/can enter the destination country, e.g. by presenting a hotel

booking, holiday apartment, etc.

This does not apply to passengers who are entitled to freedom of movement (citizens of

EU/EFTA-states) and have a professional reason for entering Switzerland and have a

confirmation of registration.

This does not apply to passengers who are of great importance as specialists in the health

sector.

2. Until and including 07.06.2020, passengers can only land at Basel (BSL), Geneva (GVA) or Zurich

(ZRH).

Internal restrictions:

The Swiss Government have started a phased relaxation of the “extraordinary measures” introduced

in response to coronavirus (COVID-19).

All shops, restaurants, markets, museums and libraries are now able to reopen with social distancing

measures in place.

Restaurants are able to accommodate groups of more than four people. Events of up to 300 people

are permitted.

All contact with other individuals should be kept to a minimum, and a distance of 2 metres should be

maintained at all times.

The public are encouraged to stay at home and employers urged to allow staff to work from home.

Relaxation of restrictions:

The borders with France, Germany and Austria will reopen fully on 15 June if the health situation

does not deteriorate. The land border between Canton Ticino (Switzerland) and Brusino, Ligornetto

and Ponte Cremenaga (Italy) was reopened on 5 May.

The crossing points are open for travel Monday to Friday on the following times:

Ponte Cremenaga 06.00-10.00 and 16.00-19.00 Brusino 05.00-09.00 and 16.00-20.00

Ligornetto: 06.00-10.00 and 16.00-19.30

An increased number of applications for work in Switzerland have been allowed. Further details are

available on the government website.

On 8 June restaurants and bars can reopen.

Gatherings of more than five people can resume but will still be limited to 1,000 people.

Domestic trains and public transport have gradually resumed operations.

FRANCE TRAVEL RESTRICTIONS

Update as of 09th June

France SNCF will operate its trains at full capacity from mid-June (Connexion, 01.06.2020). From the

beginning of June Nice Cote d’Azur Airport will open up several connections to major French cities

and European capitals. (Monaco Tribune, 29.05.2020)

1. Passengers arriving from a non-Schengen Member State are not allowed to enter.

This does not apply to:

nationals of France, their spouses and children; and

nationals of Andorra, Monaco, San Marino, Switzerland, Vatican City (Holy See) and an EEA

Member State, their spouses and children, returning via France to their country of

residence; and

British nationals, their spouses and children, returning via France to their country of

residence; and

passengers with a residence permit issued by France; and

passengers with a residence permit issued by Andorra, Monaco, San Marino, Switzerland,

United Kingdom, Vatican City (Holy See) or an EEA Member State, returning via France to

their country of residence; and

merchant seamen.

2. A completed International Travel Certificate must be presented prior to boarding and to

Immigration upon arrival or when transiting France. The certificate must be obtained before

departure via the French consular offices abroad or online at https://www.interieur.gouv.fr.

3. Passengers are subject to quarantine or isolation.

4. Passengers must complete a declaration on honor to state that they do not have symptoms of

Coronavirus (COVID-19). The declaration must be dated with the name and signature of the

passenger.

Internal restrictions:

A level-three emergency (on a three-tier scale) has been declared allowing for additional restrictions

and measures to stem the spread of COVID-19. From 11 May, the first stage of relaxation of

measures began nationwide, except for in Mayotte.

The authorities have divided the country into two zones;

a green zone where the risk and spread of the virus is lower, and a red zone where restrictions will

be lifted more slowly to limit the spread of the virus. The red zone comprises Ile-de-France (including

Paris), Hauts-de-France, Grand Est and Bourgogne-Franche-Comte regions. Since 11 May,

movements within 100km of one’s residence have been allowed without the need to fill in a

certificate. Travel over 100km remains limited to essential business and family-related reasons: such

movements need to be justified using a certificate available on the interior ministry’s website in both

printable and digital formats. The use of facemasks by anyone aged over 11 years is mandatory on

public transport, with offenders subject to a 135-Euro fine. In public places, the wearing of

facemasks is highly recommended. Further related measures may vary by location.

Relation Measures:

The French Government has announced the next phase of deconfinement, to begin on 2 June. The

100 km limit on travel within France no longer applies. Groups are still limited to a maximum of 10

people in public spaces. Restaurants will open in green zones, with terrace dining only permitted in

the orange zone, which includes Paris.

UNITED KINGDOM TRAVEL RESTRICTIONS

Update as on 11th June

United Kingdom Unrestricted movement between Britain, some other countries to be permitted

from 29 June (Reuters, 09.06.2020) 1. Passengers are subject to self-isolation for 14 days. 2. A

completed “Public Health Passenger Locator Form” must be presented to immigration upon arrival.

The form can be obtained before departure at https://visas-immigration.service.gov.uk/public-

health-passenger-locator-form.

International restrictions:

From June 8, 2020, individuals arriving in the UK must self-isolate for 14 days and may be contacted

by UK authorities to verify compliance.

New arrivals will be required to provide UK officials with contact and travel information upon arrival.

Anyone failing to complete the information form or adhere to the new policy may be denied entry to

the UK or be subject to fines.

Internal restrictions:

People in England are allowed to leave their homes only to shop for basic goods, to exercise, to

receive care or help a vulnerable person and to travel to work which cannot be done from home.

Those in Wales, Scotland and Northern Ireland are still instructed to stay home except for essential

journeys.

Schools across the UK are closed until further notice, though some remain open to accommodate

children of key workers. Pubs, restaurants, cafes, bars and other entertainment venues remain

closed.

Gatherings of more than two people are banned, unless it concerns members of the same

household.

The police have been given the power to disperse unauthorised gatherings and to fine those found

to be violating the social distancing measures.

Public transport is disrupted, notably in the capital, where London Underground (‘tube’) services are

being reduced, with around 40 stations closed.

Train operators are running reduced timetables while airlines have also substantially cut flights.

Gatwick Express has suspended its services until further notice.

Security forces have increased powers to control and order individuals to restrict movement or

return to their accommodation. Fines from £100 to £3,200 are payable for infractions.

Relaxation of restrictions:

The UK government has set out a three phase plan for easing restrictions.

The phases are provisionally dated from 13 May, 1 June and 4 July.

Under the first phase, greater personal freedoms to exercise and meet in public are possible.

The second phase will see primary schools, retailers and some sporting competitions return. The

third phase will see some remaining businesses such as hairdressers reopen as well as places of

MALAYSIA TRAVEL RESTRICTIONS

International restrictions:

The restrictions under the ‘Movement Control Order’ have been extended to 31 August.

Under the MCO, all foreigners are banned from entering the country.

However, exceptions apply to permanent residents, holders of diplomatic and official passports and

long-term pass holders working in the country’s essential services sector will be allowed entry;

essential service workers must obtain a letter of confirmation from their employers and liaise with

the Malaysian Immigration Department.

From 4 May, foreign spouses of Malaysian citizens with long-term social passes and dependent

social passes are also allowed entry.

Malaysians in Singapore must obtain approval from the High Commission of Malaysia in Singapore,

before returning to Malaysia by land. Affected people should email the High Commission at least

two days before departure, attaching a copy of their work passes.

Only 400 permits will be issued daily. The permits should be obtained through emailing

[email protected] at least 2 days before scheduled entry into Malaysia.

International flights to and from Penang International Airport (PEN) are suspended.

Malaysian citizens and permanent residents holding work permits from third countries who wish to

return to their place of work will be allowed to do so but will not be able to re-enter before the

current restrictions order is lifted. Supporting documents need to be provided at the point of

departure.

This supersedes the previous order banning all Malaysian citizens from leaving the country.

Holders of Expatriate Pass, Student Pass, Dependent Pass and Temporary Work Pass are not allowed

to enter Malaysia during this period.

Foreigners holding the Malaysia My Second Home (MM2H) pass are allowed to return to the

country. A certificate proving that the traveller has tested negative for COVID-19 will be needed

prior to departure. A 14-day quarantine is still required upon arrival.

All Malaysian citizens and permanent residents are banned from leaving the country. However,

transit across the Malaysia-Brunei border is at the discretion of the immigration authorities.

Quarantine Order for Passengers Entering Malaysia:

There is a 14-day mandatory quarantine for passengers, including Malaysians, exempted foreigners

arriving into the country.

Upon arrival, travellers will undergo screening by the Malaysian health authorities before being sent

to designated government quarantine centres around Negeri Sembilan and Selangor.

Travellers with onward domestic connections must undergo the mandatory 14-day quarantine

before being allowed to proceed to their domestic destinations.

However, passengers with connections to Sabah and Sarawak (both East Malaysia) are allowed to

undergo quarantine upon arrival in their respective states. These travellers are not allowed to leave

the airport building and must have a transit time of less than 24 hours.

Foreign travellers are allowed to leave Malaysia.

Passengers transiting in Malaysia will be allowed to do so as long as they do not need to clear

immigration to board their connecting flight.

Inter-terminal transit between the two terminals (KLIA to KlIA2) at Kuala Lumpur International

Airport (KUL) is not possible during this time.

Internal restrictions:

With conditional MCO coming into effect from 4 May, most business and social activities are

permitted, provided they adhere to stringent health and social-distancing guidelines. Activities

involving large gatherings such as religious congregations or activities that may involve close body

contact such as food bazaars remain prohibited. Details of the activities that are allowed can be

found on the National Security Council’s website or the government agency’s social media page

(both in Malay). Alternatively, translated details of the CMCO can be found here. Interstate travel

remains banned and applications through the authorities should still be made.

Under the CMCO, public transportation is operating at half of its usual capacity, to maintain social-

distance. Transport services to and from the airport also remain available.

While all states are moving towards easing restrictions and resuming business activities, the

adoption of the CMCO differs in each state. States with different separate plans include the

following:

Penang: Adjusted CMCO – the Penang Gradual Recovery Strategy (PGRS); limited businesses have

resumed operations from 8 May, remaining businesses are expected to resume from 13 May.

Negeri Sembilan: Adjusted CMCO; limited business have resumed operations from 4 May.

Selangor: Adjusted CMCO; limited businesses have resumed operations from 4 May.

Sarawak states: CMCO will be implemented from 12 May. Details of the state-specific guideline can

be found on the Sarawak Disaster Management Committee (SDMC) social media page.

Anyone intending to undertake interstate travel to major cities should apply online through the

Gerak Malaysia mobile application or at the local police station.

Domestic travellers, including Malaysian nationals and foreigners in Malaysia, are not allowed to

travel between West Malaysia and the states of Sabah or Sarawak (East Malaysia). Residents of

Sabah or Sarawak who were already in West Malaysia, or vice versa, before the MCO are allowed to

return to their respective states. They are required to present their flight tickets and identification

documents (identification card or passport) to clear immigration. However, they will be subject to

the following measures:

Sabah: Sabah identity card holders entering the state may be subject to a 14-day quarantine.

Permanent residents, long-term pass holders (including student pass, work permit, and spouses and

children holding long-term social visit pass), and non-residents working in the essential services

sector are allowed to enter the state but are subject to a mandatory 14-day self-quarantine.

Sarawak: Sarawak residents, permanent residents, employment pass holders or those working in

essential services who are allowed to enter will be given a 14-day stay home notice.

Road closures, roadblocks and checkpoints have been implemented across the nation.

SINGAPORE TRAVEL RESTRICTIONS

Updated as on 2nd June

Singapore Authorities to allow travelers to transit through Changi Airport starting 2 June (Bangkok

Post, 20.05.2020). Singapore will gradually reopen its borders with safeguards in place to allow

Singaporeans to conduct essential activities abroad and for foreigners to enter and transit through

International restrictions:

Transit through Changi Airport for foreign travellers will be allowed from 2 June. All Long-Term Pass

holders, as well as those who have been granted IPA for LTVP, who are planning to enter or return to

Singapore must obtain the Immigration & Checkpoints Authority permission before they commence

their journey to Singapore.

They can do so by submitting their application for entry to [email protected]. All

travellers permitted to enter Singapore have to submit a health declaration form online before

proceeding with immigration clearance.

All short-term visitors are not permitted to enter or transit through Singapore. The Ministry of

Manpower (MOM) will only allow work pass holders who provide essential services to return to the

country.

At the current juncture, all work pass holders intending to return to Singapore need to obtain

MOM’s approval prior to undertaking the journey. British Airways BA15 and BA16 flights from

London to Sydney have a specific arrangement with Singapore allowing flights to land in Singapore

for refuelling. Passengers will not be allowed to leave the plane during this process.

Arriving citizens and residents must show that a COVID-19 test has been done within three days

before departure for Samoa; and confirmation of completion of a 14 day quarantine period, before

departure for Samoa.

They will be subject to a further 14-day quarantine at a designated facility upon arrival. Chinese

nationals with a long-term pass in Singapore may only fly into Singapore if their final destination is

Singapore – they may not transit to another location via Singapore. They will be quarantined upon

entry to Singapore.

The MOM will reject all new work pass applications for foreign workers from mainland China until

further notice. Renewal applications for existing work pass holders will not be affected.

Singaporeans are advised to defer all travel abroad.

Internal restrictions:

Singapore has implemented internal measures effective until at least 1 June, under which non-

essential movements will be discouraged and most offices will be required to establish work-from-

home arrangements. Markets and supermarkets, clinics, hospitals, utilities, transportation and key

banking services will remain open.

Food establishments will also remain open, but for takeaway services only. Key economic sectors

that are considered strategic or linked to the global supply chain will also remain open, but with

stringent distancing measures.

Access to specific locations is limited based on dates of the month. While only four locations were

targeted by these measures, targeted action will be taken to limit movement at popular areas,

indicating similar restrictions may be imposed in the coming days.

More details on the restrictions can be found on the National Environment Agency’s website. So as

to assist in contact tracing, those visiting popular malls and supermarkets are required to provide

their contact details, while all workers permitted to enter their workplaces during the circuit-breaker

measures are required to use a digital check-in application, SafeEntry. More details on SafeEntry’s

deployment at workplaces can be found at the relevant government website.

It is mandatory for all to wear masks when in public, except those aged below two years old and

those doing vigorous exercises. People who fail to do so will be fined, serious cases will be

prosecuted in court.

All social gatherings of any size in public and private spaces are banned. Any offence will be

punishable by a fine and in certain cases imprisonment. More details of the restrictions are available

here. All non-essential ‘large-scale’ events are cancelled. Employers have been advised to strengthen

their business continuity plans, including allowing employees to work from home. Stricter control

measures, such as restricting the number of visitors, can also be expected to be imposed at

healthcare facilities and schools. From 5 May, ‘circuit breaker’ measures have been gradually eased;

selected work places are permitted to reopen at limited capacity, depending on their level of

essentially.

Traditional Chinese Medicine shops were allowed to operate from 5 May. From 12 May onwards,

selected businesses such as home-based food operations, food manufacturers, barbers and laundry

services will be allowed to resume operations at a limited capacity. There are plans for students to

return to school in small groups from 19 May, where graduating cohorts will be prioritised. Social

distancing measures will remain in place.

HONG KONG TRAVEL RESTRICTIONS

Hong Kong Hong Kong International Airport (HKG) is operational for commercial flight activity,

although with reduced international flight options.

1. Passengers are not allowed to enter Hong Kong SAR, China.

This does not apply to passengers with a Hong Kong SAR, China passport.

This does not apply to passengers with a British passport with nationality “British National

(Overseas)” with the right of abode in Hong Kong SAR, China.

This does not apply to residents of Hong Kong SAR, China with a Permanent Identity Card.

This does not apply to residents of Hong Kong SAR, China with an Identity card accompanied

by a valid work or study visa.

This does not apply to residents of Hong Kong SAR, China with an Identity card accompanied

by a visa with “Permission to remain extended until”. They must enter within the validity of

the permitted stay.

This does not apply to passengers who have only been in the mainland of China, Chinese

Taipei or Macao SAR, China in the past 14 days.

This does not apply to the following passengers:

a. Passengers travelling from the mainland of China or Chinese Taipei or Macao SAR, China and have

not been to any other country/region in the past 14 days;

b. Crew members of aircraft who need to commute to and from foreign places for performance of

necessary duties or crew members of goods vessels;

c. Government officials carrying out government duties including personnel of consular posts;

d. Spouses and minor children of Hong Kong SAR, China residents;

e. Personnel engaged in anti-epidemic work endorsed by the HKSAR Government.

2. All passengers who are eligible to enter Hong Kong SAR, China will be required to undergo 14 days

compulsory quarantine.

3. All arriving passengers and crew members must present a completed Health Declaration Form to

the Department of Health upon arrival.

4. Transit is only allowed between flights operated by the same airline group.

5. Passengers are not allowed to transit via Hong Kong, SAR China to the Mainland of China.

Entry restrictions

Non-Hong Kong residents arriving from mainland China, Macau, or Taiwan will be denied entry if

they have been to any overseas countries and regions in the past 14 days.

Hong Kong residents and non-Hong Kong residents arriving from mainland China, Macau, or Taiwan

with no travel to any overseas countries and regions in the past 14 days will be subject to a 14-day

compulsory quarantine with exceptions to those arriving for educational and business activities

considered to be of economic interest.

These measures will remain in place until at least 7 June, while the requirement for travellers to

declare their health and travel history will remain in place until 31 August.

All transit/transfer services, including air transit/transfer, cross boundary land transport and cross

boundary ferry transfer, are suspended for all passengers at Hong Kong International Airport.

All inbound travellers from all flights to Hong Kong are required to take a shuttle bus from Hong

Kong International Airport immediately to the temporary specimen collection centre at AsiaWorld-

Expo to collect deep throat saliva samples and submit the samples at the venue for conducting

COVID-19 test. Until further notice.

Residents with travel history in Daegu and Gyeongsangbuk-do in South Korea, Iran, as well as Emilia-

Romagna, Lombardy and Veneto regions in Italy in the past 14 days will be required upon entry to

stay in a quarantine centre for 14 days.

Residents with travel history in any other overseas locations in the preceding 14 days will be subject

to a 14-day mandatory quarantine.

All inbound travellers from all flights to Hong Kong are required to take a shuttle bus from Hong

Kong International Airport immediately to the temporary specimen collection centre at AsiaWorld-

Expo to collect deep throat saliva samples and submit the samples at the venue for conducting

COVID-19 test.

Most routes between Hong Kong and mainland China remain closed, leaving only Hong Kong

International Airport (HKG), the Shenzhen Bay checkpoint and the Hong Kong-Zhuhai-Macao Bridge

open. However, only dual license plate vehicles are allowed to cross the Hong Kong-Zhuhai-Macao

Bridge. Hong Kong-Zhuhai-Macao shuttle bus services have resumed, albeit with reduced frequency.

The Kai Tak and Ocean cruise terminals remain closed.

The authorities have suspended the Hong Kong section of the Guangzhou-Shenzhen-Hong Kong

Express Rail Link and the Intercity Through Train which is served by Hung Hom Station.

Foreign travellers are denied entry to Macao. Residents from mainland China, Hong Kong and

Taiwan with travel history overseas in the past 14 days have been banned entry. Among the other

residents from mainland China, Hong Kong and Taiwan, those with travel history to Hong Kong and

Taiwan in the past 14 days are subject to medical monitoring at designated locations, while those

from selected areas (Guangdong, Henan, Zhejiang provinces, as well as Beijing, Chongqing and

Shanghai) are subject to 6-8 hour medical checks. Travellers from Hubei province and those with

travel history to Hubei province in the past 14 days should present a medical certificate proving that

they are free of COVID-19 infection.

Internal restrictions:

Hong Kong: The authorities have relaxed social-distancing rules from 8 May. Businesses will

gradually resume activities and the ban on public gatherings has increased from four to eight. Social

distancing measures are expected to remain in place until 4 June.

Schools will resume in three phases from 27 May until 15 June.

From 8 May, entertainment and sports premises will reopen in stages. The first stage includes

reopening of entertainment venues excluding karaoke bars, nightclubs and party rooms, as well as

cinemas, gyms, and beauty and massage parlours. Each venue should not exceed more than 50

people or half of its capacity, though this restriction does not apply to restaurants. A 1.5m (5 feet)

social-distancing rule remains applied in all businesses and public premises, as well as a maximum of

eight people at a table.

Most civil servants have returned to workplaces since 4 May.

Relaxation of restrictions:

The authorities have relaxed social-distancing rules from 8 May. Businesses will gradually resume

activities and the ban on public gatherings has increased from four to eight. Social distancing

measures are expected to remain in place until 21 May.

THAILAND TRAVEL RESTRICTIONS

International inbound flights to Thailand are suspended.

This does not apply to state or military aircraft, emergency landing, technical landing without

disembarkation, humanitarian medical or relief flights, repatriation flights (commercial or

government) and cargo flights. All flight permits granted for this period will be cancelled.

Travellers in Thailand are required to carry their ID and have their temperature checked.

Passengers will be subject to a 14-day quarantine and will be transported by an allocated vehicle to a

government-designated facility upon arrival. Returning citizens and residents who are not coming

from “high-risk areas”, such as countries with ongoing local transmission of COVID-19, and stay

outside of the capital Bangkok or surrounding provinces, can request self-quarantine at their

residences by presenting a negative test result for COVID-19.

The Civil Aviation Authority of Thailand has opened up more airports for special international flights.

Chiang Mai, Chiang Rai, Hat Yai, Hua Hin, Krabi, Koh Samui and Surat Thani have been given

permission to handle international flights which are repatriating foreign nationals, or Thai citizens

coming home.

Diplomats and members of international organisations and their families, and foreigners with valid

work permits in Thailand, and some other categories of people are still able to enter as long as they

obtain a fit-to-fly certificate issued not more than 72 hours before arrival. Diplomats must have a

certificate of entry approved by Thai government agencies (eg. Ministry of Foreign Affairs).

The Interior Ministry has ordered for a maximum of one land checkpoint to be opened per border

province. Only Chiang Rai will be exempted, as it borders both Myanmar and Laos.Checkpoints with

Malaysia are closed.The first Thai-Myanmar Friendship Bridge in Task is closed.The border linking

Kanchanaburi and Myanmar is closed.

Ban Khao Din in Sa Kaeo linking Thailand to Cambodia is closed.

Returning citizens are required to provide a medical certificate stating their health is fit for flying

(“Fit to Fly” Health Certificate) and a letter certifying their return to Thailand issued by the Royal Thai

Embassy, Thai Consular Office or the Ministry of Foreign Affairs. If the travellers could not present

the documents mentioned above, they will be denied from boarding the flight.

Over 357 checkpoints have been set up across the country to check local and international travellers

for symptoms.Members of a diplomatic mission, cabin crew or essential goods transport workers are

also required to produce the ‘fit-to-fly’ health certificate (in English or the official language of the

country of departure), issued within 72 hours prior to arrival in the country. Additionally, a

certificate of entry issued by the Ministry of Foreign Affairs is required from members of a

diplomatic mission. All incoming travellers will be screened at their port of entry. All travellers and

crew members must present a completed T.8 health questionnaire and submit the required

information in the AOT Airport of Thailand mobile application to the Health Control Office upon

arrival. This document includes personal information and residence while in Thailand. Travellers

landing in Buri Ram, Krabi, Nakhon Phanom, Phitsanulok, and Trang airports will be quarantined for

14 days.

Land borders are closed, unless used for the repatriation of stranded Thai nationals in neighbouring

countries.

Automatic renewal of visas will be granted for foreign nationals whose visa has expired after 26

March. This extension will be until 31 July, for all visa types. Those whose visa expired before 26

March must still apply for renewal at immigration offices.

Restrictions in most parts of Phuket have been lifted. Five areas of Phuket including Patong, Cherng

The State Railway of Thailand suspended its train services connecting Bangkok and the North,

Northeast and South. Koh Samui district (Surat Thani Province) has banned entry to travellers who

do not have a health certificate. rat Airport (Trat Province), Samui Airport (Surat Thani Province) and

Sukhothai Airport (Sukhothai Province) are closed. Until further notice

Chiang Rai Province has been placed under partial lockdown.

Only four motorway routes will remain open for motorists in and out of the province during this

period.

SOUTH KOREA TRAVEL RESTRICTIONS

South Korea Short-term visas (type C-1 and C-3) issued on or before 5 April are invalidated.

Visa exemptions for 90 nationalities with normal passport are temporarily suspended. – This

does not apply to airline crew. – This does not apply to passengers with an APEC Business

Travel Card.

Korean visas issued by the Wuhan Consulate in the Hubei Province are invalidated.

Visitors who have been in the Hubei Province (China People’s Rep.) in the past 14 days are

not allowed to transit or enter Korea (Rep.).

Nationals of China (People’s Rep.) with a passport issued in the Hubei Province are not

allowed to transit or enter Korea (Rep.).

Passengers arriving from China (People’s Rep) must have a visa issued by Korea (Rep.) to

transit through Korea (Rep.). – This not apply to nationals of Albania, Andorra, Barbados,

Dominica, Guyana, Ireland (Rep.), Korea (Rep.), Malta, Mexico, Monaco, Nicaragua, Palau,

San Marino, Slovenia, St. Kitts and Nevis, St. Vincent and the Grenadines, USA, Vatican City

(Holy See) and Venezuela. – This not apply to passengers with a British passport. – This does

not apply to passengers with a diplomatic, consular, official, service or special passport.

All passengers are subject to mandatory self-quarantine for 14 days. – This does not apply

to airline crew.

Nationals and residents of Korea (Rep.) are required to install ‘Self-quarantine safety

protection mobile app’.

Passengers and airline crew must install ‘Self-diagnosis Mobile App’ in their personal device

and a completed Health Declaration Form and a Special Quarantine Declaration Form must

be presented to the quarantine desk upon arrival. Effective 17 April 2020 at 20:00h:

All flights must arrive at Incheon International Airport (ICN) between 5:00 and 20:00. All

passengers arriving in South Korea from overseas will be required to undergo two weeks of

self-isolation.Those without local residence in South Korea will be quarantined at a

government facility with a cost of approximately KRW100,000 per day.

Mandatory testing of COVID-19 and 14-day quarantine is required for travellers (regardless

of nationality) arriving from Europe. From 30 March, airlines are required to check the body

temperature of all travellers to South Korea prior to departure.

Travellers with a body temperature higher than 37.5 degrees Celsius will be denied entry.

From 28 March, all travellers arriving from Europe or the US are advised to use private

vehicles to transit to their place of residence from the airport.

Those who do not have access to private vehicles are to use designated buses and trains

allocated for these travellers. Travellers with symptoms of COVID-19 will be escorted to an

isolation facility for further COVID-19 testing (travellers without symptoms will also be

tested for COVID-19 in a separate facility).

If test results are positive, patients will be escorted to designated hospitals or other medical

facilities for treatment. All violators (incl. foreigners) of the self-quarantine requirement will

be punished by relevant statutory law. International travellers can transit if they do not clear

immigration and stay within the transit area for up to 24 hours.

Internal restrictions:

The country’s COVID-19 alert level has remained at RED (the highest on a four-tier scale) since 23

February. The country has officially shifted from ‘social distancing’ to ‘everyday life quarantine’ from

6 May.

Businesses are allowed to resume at facilities in phases and gatherings are allowed to take place,

following disinfection guidelines.

After a new cluster was found on 8 May, all bars, clubs have been advised to remain closed until 8

June. Even under ‘everyday life quarantine’, Daegu will have more stringent measures, such as

mandating masks in public transport from 13 May. Earlier, the authorities have allowed religious

organisations and outdoor public recreational facilities to reopen on condition that social distancing

rules are adhered to. Schools will resume in a phased manner starting from 13 May.

The capital Seoul has ordered bars, clubs and other nightlife establishments to temporarily close

until further notice. Additionally, subway passengers in Seoul travelling during peak hours will also

require to wear masks.

In Gyeonggi province, the local authorities have also banned all entertainment facilities from hosting

crowds and announced that non-compliance will face penalties.

CHINA TRAVEL RESTRICTIONS

Updated as of 06th June

China Aviation authorities to extend restrictions on international flights until 30 June (Reuters,

28.05.2020)

1. The mainland of China has decided to temporarily suspend the entry into the mainland of China

by foreign nationals holding visas or residence permits still valid to the time of this announcement,

effective from 00:00 local time, 28 March 2020. Entry by foreign nationals with APEC Business Travel

Cards will be suspended as well.

Policies including port visas, 24/72/144-hour visa-free transit policy, Hainan 30-day visa-free

policy, 15-day visa-free policy specified for foreign cruise-group-tour through Shanghai Port,

Guangdong 144-hour visa-free policy specified for foreign tour groups from Hong Kong or

Macao SAR, and Guangxi 15-day visa-free policy specified for foreign tour groups of ASEAN

countries will also be temporarily suspended. Entry with diplomatic, service, courtesy or C

visas will not be affected.

Foreign nationals coming to the mainland of China for necessary economic, trade, scientific

or technological activities or out of emergency humanitarian needs may apply for visas at

Chinese embassies or consulates.

Entry by foreign nationals with visas issued after this announcement will not be affected.

2. All passengers arriving at PEK will have a PCR test and be quarantined at the designated location in

Beijing for 14 days.

3. Passengers arriving at Shanghai Pudong (PVG) or Shanghai Hongqiao (SHA) must undergo a

Nucleic Acid Test (NAT) and a 14-day quarantine in designated places for medical observation.

4. Passengers who live in or have been in France, Germany, Iran, Italy, Japan, Korea (Rep.), Spain or

USA in the past 14 days arriving at Guangzhou (CAN) or Shenzhen (SZX) must undergo 14-day

quarantine at home or in designated places for medical observation. All passengers arriving at SZX

will have a PCR test.

5. All passengers arriving at XMN will be quarantined for medical observation at the designated

hotels for 14 days on their own expenses.

This does not apply to passengers under 18 years old, passengers above 70 years old,

pregnant women and passengers suffering from illness. They must apply for permission to

undergo a 14-day quarantine at home.

6. Airline crew of foreign airlines:

are not required to undergo nucleic acid test if they have a short stay after landing then

depart immediately, and do not leave apron during the transition; OR

shall receive nucleic acid test in the first port of entry if they need to enter the country to

rest or continue to operate domestic routes. The test results will be confirmed by the local

government in accordance with the requirements of epidemic prevention management.

Only if the test results are negative, crews can continue the operations; OR

are allowed to return to their home country for isolation treatment when agreed by the

local joint control mechanism, if they are symptomatic, in close contact with infected

persons or tested positive. Airlines and crews shall make all commitments to bear their

responsibilities and also carry out strict protections.

Entry restrictions:

Foreigners with visas or residence permits still valid from 28 March are restricted from entering

China. This includes foreign nationals with APEC Business Travel Cards, port visas, persons who

qualify for 24/72/144-hour visa free transit policies, Hainan 30 day visa-free policy, 15 day visa-free

policy specified for foreign cruise-group-tour through Shanghai Port, Guangdong 144-hour visa-free

transit policy for foreign tour groups from Hong Kong or Macao Special Administrative Regions and

Guangxi 15 day visa-free policies for foreign tour groups from ASEAN countries. Diplomatic, Courtesy

or C-Class visas will not be affected. Foreign nationals involved in necessary economic, trade,

scientific or technological activities or for emergency and humanitarian needs may also apply for

visas at Chinese embassies or consulates.

Many local governments require inbound travellers to inform their local company office and

neighbourhood committee in advance about their travel plan.

The number of international passenger flights is reduced. In Beijing, international flights are not

landing directly at Beijing Capital International Airport (PEK), but are diverted first to other domestic

airports in Dalian, Hohhot, Jinan, Nanjing, Qingdao, Shanghai Pudong, Shenyang, Shijiazhuang,

Taiyuan, Tianjin, Xi’an and Zhengzhou for screening. Travellers will have to undergo a 14-day

quarantine at a designated facility upon entry. After clearing the 14-day quarantine, if the traveller

enters Beijing after the second day the traveller clears the quarantine, the traveller will have to

undergo another 14-day quarantine either at home or a designated facility for 14 additional days.

All land border crossings between China and Russia have been closed to travellers. Yunnan province

has banned citizens from leaving the country by more than 30 land and river ports at the province’s

borders with Vietnam, Laos, and Myanmar.

The Chinese Government is in discussions with foreign governments on “fast-track” procedures to

allow key employees of foreign companies to return to China. So far, “fast-track” commercial charter

flights have been arranged with Germany and South Korea and may be extended to other countries

in the future.

All transit/transfer services, including air transit/transfer, cross boundary land transport and cross

boundary ferry transfer, are suspended for all passengers at Hong Kong International Airport.

Residents with travel history in Daegu and Gyeongsangbuk-do in South Korea, Iran, as well as Emilia-

Romagna, Lombardy and Veneto regions in Italy in the past 14 days will be required upon entry to

stay in a quarantine centre for 14 days.

Residents with travel history in any other overseas locations in the preceding 14 days will be subject

to a 14-day mandatory quarantine.

Internal restrictions:

Mainland China: Railway stations and airports have gradually resumed operations and most

provinces have resumed their inter-provincial road passenger transportation. Restrictions on public

transportation and private car movement have been lifted in most cities.

Hubei province: Restrictions on outbound travel from Hubei province were lifted on 25 March, and

restrictions in Wuhan have been lifted on 8 April. Railway and passenger flights have started to

resume accordingly with the lifting of restrictions (Wuhan Tianhe International Airport resumed

domestic flights on 8 April); however, international flights and flights to/from Beijing will remain

suspended until further notice. Those who want to leave Hubei should confirm with their destination

city on the local requirements. Various cities and provinces require all travellers from Wuhan to take

nucleic acid tests (including Shenzhen, Zhejiang, etc). Shanghai encourages employers to let

returning staff from certain areas take nucleic acid tests.

Beijing: On 29 April, the Beijing government announced a new policy that business travellers and

returnees who come from domestic ‘COVID-19 low risk’ areas to Beijing will NOT need the 14 days of

home quarantine. People who have travelled from low risk areas to Beijing and are currently under

home quarantine can halt their home quarantine and medical observation if applicable. The new

Beijing policy does not apply to travellers from overseas, Hubei province or other domestic ‘medium

and high risk areas’. Personnel returning from Hubei need to register information online in advance

and get a negative nucleic acid test certificate before purchasing the returning ticket. After arrival,

they need to show the test certificate to enter the community, follow the 14-day quarantine

requirement, and take another test before lifting the quarantine. Domestic travellers planning to

stay at hotels must present a ‘green’ health code. Chaoyang District has been rated as ‘high’ risk due

to recent cluster cases. Travellers from ‘high’ risk areas are possible to face quarantine and other

requirements when entering other provinces and cities. As such requirements vary across the

country, travellers need to confirm with the local residence committee or hotel in advance.

As the situation continues to improve across the country, almost all the cities and provinces have

declared the local risk level to be low. The latest city is Suifenhe, the border city with Russia in

Heilongjiang province, who adjusted its risk level to low from May 6. However, some cities also

chose to strengthen their quarantine measures due to re-emergence of local or imported cases. On

10 May, Shulan (Jilin province) raised its risk level to ‘high’ due to new local cases, and has re-

strengthened restrictions on local movement and public gathering. Several train routes to/from

Shulan have also been suspended.All villages and residential compounds in the city were closed off,

and only one person from each household allowed out for two hours every second day for

Another example is Taiyuan (who did so on 3 May), Shanxi provincial capital, although it didn’t

announce any change to its risk or response level. In Shanghai and Guangdong, public health

emergency response levels have been changed from level II to level III.

A new directive has been issued providing more detailed guidance on community quarantine

management, including a new clause that says for low-risk areas and communities with no cases

detected, inbound travellers from non-high-risk areas are exempted from mandatory quarantine as

long as they hold a ‘green’ health code and arrive directly (without a stopover in a high-risk area). As

the risk levels still vary across the country, travellers are advised to confirm with the local residence

committee or hotel about quarantine requirements in advance.

As each province has different variations of the application, travellers will need to check the relevant

application for their destination and register their information online to get the ‘health code’ before

the trip. Heilongjiang announced an ‘in-city code’ in addition to the three-colour health code.

Personnel with ‘in-city code’ are restricted to travel out of their current city but can move freely

inside.

Although such restrictions are easing, many provinces and cities still have in place community ‘close-

off’ style management which means:

A reduction of exit/entry access to the community.

Access control of visitors and visiting vehicles: ID check/registration, temperature measurement at

gate, delivery service is to be picked up at the gate of community etc.

If there are confirmed cases in a certain community, there might be a closure of certain units/areas

for quarantine depending on the severity of the local outbreak. In Heilongjiang province, re-

emergence of local cases has led to strengthening of such measures.

On 13 May, Jilin city was announced to be ‘sealed’. Transportations services such as intercity buses

and trains for Jilin city are suspended now. People who want to move out of the city need the

nucleic acid test within 48 hours of travel and register the information according to official

instructions.
