Dear Colleague:Today, U.S. Secretaries of Education and Health and Human Services announced that applications arenow available for the Preschool Development Grants, a new $250 million federal program that willsupport states to build, develop, and expand voluntary, highquality preschool programs for children fromlow and moderateincome families. All States, including the District of Columbia and Puerto Rico, areeligible to apply for these grants. Applications will be due Tuesday, Oct. 14, 2014. Grants will beawarded in December 2014. The Preschool Development Grants program was funded by Congress through the ConsolidatedAppropriations Act of 2014. It is jointly administered by the U.S. Departments of Education (ED) andHealth and Human Services (HHS), which together solicited more than 600 public comments about thedesign of the program, and received additional feedback at a public testimony session. We urge states to work with communities to seize this opportunity, form partnerships, and begin draftingtheir proposals for the Preschool Development Grants competition. These grants will prepare more states to participate in President Obama’s proposed Preschool forAll program—a historic, federalstate partnership that would provide all 4yearolds from low andmoderateincome families with voluntary, highquality, publiclyfunded preschool and incentives toextend programs to all 4yearolds.Additional details on the Preschool Development Grants program, including the press release and factsheet are available here. Development Grants are for states with either small or no state preschool programs and rangefrom $5$20 million per year based on a fouryear budget.Expansion Grants are for states that have more robust state preschool programs or that havereceived a Race to the TopEarly Learning Challenge Grant, and range from $10$35 million peryear based on a fouryear budget.
