OBSERVATIONS IN CONSOLIDATED
PORT DEVELOPMENT PLAN
PREPARED BY PORT OF ROTTERDAM, SEPT 2007
JNPT predicted to reach capacity by 2014
Upcoming ports may solve capacity problem, but nonecapable to handle several M TEU in near future
Make use of economy of scale, India is a suitable countryfor new major container ports
Investigate whether the new container port needs to take
place in Gujarat or MaharashtraConsidering the large gapin capacity proposed v/s requirement, planning for the new container terminal portshall start soon

CHALLENGES IN DEVELOPMENT OF NEW PORTS
Absence of National Port Policy
Ambiguity in the Approval Process for EnvironmentalClearance, Security Clearance, Selection of Port Developeror Contractor, Concession Agreement, etc.
Rehabilitation of Project Affected Persons
Compliance with new guidelines for EnvironmentalClearance
Very limited stretches with hard rock at deeper contours
near shore resulting in substantial increase of dredgingcosts (Applicable to Maharashtra)
Opposition from local fishermen
Non-commencement of developmentofRewas Port (to south of JNPT) and
Vadhawan Port (to north of Mumbai)are recent examples8

TIME FOR NEW IDEAS FOR NEW PORTS
Artificial island by reclamation
Floating Transshipment Terminals
Shore Connection via Piled Jetties / Immersed Tunnel/Barging, etc.
There are many examples around the world where such
innovative ideas have been adopted
Port Developers need to conduct technicalfeasibility and commercialviability for such option in new port development plans
These issues have been faced in other countries
New and Innovative Technical solutions are required foreach port
