It is my pleasure to share with you details about DoIT and its accomplishments, programs and services.

The Department of Information Technology Act was signed after the 2007 New Mexico Legislative Session to create a single, unified cabinet level department that consolidates Enterprise Information Technology (IT) services previously duplicated within state agencies, and to provide additional IT services and functionality that improve and streamline the agencies’ IT systems. The new Department consolidates the authority and functions formerly administered by the Office of the Chief Information Officer, the Information Technology Commission, and the Information Services and Communications Divisions, the radio communications bureau and the telecommunications bureau of the General Services Department.

The Department of Information Technology (DoIT) began operations July 1st, 2007 and established an organizational structure to support the Department’s Mission. The Department is organized into three program areas directed by the Department’s Cabinet Secretary: Enterprise Services, Enterprise Operations, and Program Support.

DoIT provides communication services such as e-mail, Internet access, telephone and radio service to state agencies. The Department also manages the state’s Data Center, which processes the necessary information to keep crucial government operations running. Our radio towers ensure reliable communication between law enforcement entities and their headquarters.

In this annual report you’ll learn more about the valuable services and functions DoIT provided in 2008 as it launched its second year of operation. We are proud to serve the people of New Mexico.

C O N T E N T S

he Department is organized into three program areas: Enterprise Services, Enterprise Operations and Program Support. The Department has 219 employees throughout the state, and a budget of $52 million dollars. The Department’s central office and the state Data Center are located in the John F. Simms Jr. building in Santa Fe. Other administrative and technical support offices are located in Santa Fe, Albuquerque, Las Vegas, Las Cruces and Roswell.

Enterprise Services Program The Enterprise Services Program is comprised of the Enterprise Services and the Project Oversight and Compliance Division. Also included is the Office of Strategic Planning.

Enterprise Services provides customer services through the Enterprise Support Desk and customer service representatives. This includes managing the provisioning of services, supporting agency customers in the use of services and monitoring service levels to ensure customer satisfaction. Additionally, the Enterprise Services division provides desktop support services, application and database support for existing enterprise services, and the design and development of new enterprise services including website hosting and maintenance. Lastly, the Office of Strategic Planning is responsible for coordinating DoIT and statewide strategic plans and the implementation of other strategic initiatives.

Project Oversight The purpose of the Project Oversight and Compliance Division (POCD) is to provide oversight of IT projects and plans for state agencies ensuring compliance with state rules, standards, initiatives and strategic plans. Additionally, the POCD provides project management services for Enterprise and Department projects as well as promoting a state project management methodology. POCD also provides quality assurance services to ensure quality throughout all projects, products and processes in the Department. The Office of Contract and RFP Review (OCR) is charged with reviewing agencies’ IT procurements and contracts and recommending approval by the Department Secretary.

Enterprise Operations Program The Enterprise Operations Program is comprised of Infrastructure, Voice and Radio Services. Additionally, the Enterprise Operations Program includes the Office of Security and the Office of Business Continuity. The Infrastructure, Voice and Radio Services division provides engineering, design, installation and maintenance for the state’s data, voice, video and radio networks. The Operations and Support Services division provides operations and support of the mainframe, Window, UNIX and Linux servers and storage devices. The Office of Security’s role is to provide a secure business environment through policy development and enforcement. Lastly, the Office of Business Continuity is responsible for coordinating business continuity and disaster recovery planning to assure preparedness in the event of a disaster.

Program Support Program Support is comprised of the Office of the Secretary, the Office of General Counsel, the Office of Cost Recovery and Allocation, the Public Information Office and the Special Projects Office. Also included in the Program Support area is the Administrative Services Division, which provides administrative policies and procedures, human resources, budget and financial management, and purchasing and contractual support.

Since the Department of Information Technology was created by law in 2007, it has made major progress in building a stronger foundation for New Mexico’s high-tech future. The Department was completely reorganized around best industry practices, which call for a more unified and streamlined internal structure. Security has been greatly enhanced at all levels, including at the state Data Center. Rates for customer services have been reduced and customer service has become a primary focus. Priorities for continued improvements include business continuity planning, statewide broadband network implementation, enhanced security standards,

agency service level agreements, and performance management tools and processes.

• Completed Simms Building Data Center security system upgrade and proximity badge access with video surveillance. o This enhancement provides for fingerprint identification of all people entering the data center and provides guard station video monitoring of secured areas • Installed new data equipment cooling system providing for expan-sion and backup of equipment• Installed new uninterruptible power supply backup system• Removed exterior windows for expansion of the center and improved physical security• Upgraded the mainframe test environment to meet Human Services Department federal requirements• Upgraded enterprise backup services, enabling full backup data and systems for each 24-hour period• Implemented automatic patch management (system enhance-ments) for Unix (open systems) environment • Implemented Encrypted Virtual Private Network access to the state network, allowing secure access from remote locations• Updated Internet filtering policies to ensure appropriate usage• Certified 98 agency projects totaling $253-million. The certifica-tion process ensures proper pre-planning, staffing, deliverable-based contracts, and architecture alignment for projects• Received and responded to more than 18,500 calls to the Enter-prise Support Desk, with an average call waiting time of 17 seconds • Supported more than 500 databases that provide critical state agency functions• Created open systems and web-based applications• Designed and updated agency websites• Maintained and serviced more than 81 enterprise and business applications and websites for 35 agencies• Increased memory allotment for SHARE Oracle Databases to improve performance

SSummary

• Reviewed 348 information technology (IT) contracts totaling more than $122,261,324 o This review included adequate liability language, performance bonds, schedules, delivery based work plans, and acceptance criteria.

SHAREIn collaboration with the Department of Finance and Administra-tion (DFA), DoIT has made a number of changes to the Statewide Human Resource, Accounting, and Management Reporting System (SHARE) equipment infrastructure that has resulted in a more stable SHARE system and increased performance.

• Implemented Hitachi Storage System Manager (HSSM) – this product is a management, monitoring and reporting tool for all the production data stored on the Enterprise Hitachi Data Storage System that includes SHARE data. o The software program ensures that the system has been allocated proper resources and alerts staff of required maintenance.• Secured all file transfers to and from SHARE environment. Several interfaces were transferring information without proper encryption of sensitive data. • Implemented security monitoring for SHARE system

Supercomputer• In November 2007, the Department of Information Technology (DoIT) and Silicon Graphics, Inc. (SGI), entered into an $11 million contract to develop a high performance computer, or “supercom-puter” in the state of New Mexico.• The supercomputer, a 172 teraflop, 14,336 core processors dynamo, was named “Encanto” (Enchantment). It is rated as the 12th fastest supercomputer in the world. Encanto is housed at the New Mexico Computing Applications Center (CAC), which is rapidly becoming an essential element of innovation and competitiveness. The Center will provide a nationwide fabric of scientists, institutions, and leading-edge industrial partners that are working together on issues important to New Mexico and the nation. • Computer and visualization gateways at the three New Mexico universities (NMSU, New Mexico Tech and UNM), as well as at other public colleges and universities in New Mexico will tie into Encanto.

2008 ACCOMPLISHMENTS

WIRE New Mexico has merged digital microwave conversion with an effort to provide a single statewide telecommunications backbone for the State. The project has three components: 1) the conversion of the microwave radio network from analog to digital technology, 2) extensions of fiber from Santa Fe to El Paso, and 3) the creation of a new fiber loop from El Paso to Albuquerque through the southeast quadrant of the state. The focus of the project includes providing ex-panded broadband capacity to rural areas and connecting telehealth sites, public safety and educational institutions to the core infrastruc-ture. • Digital Microwave (DMW) – The Department of Information Technology now maintains a statewide analog and digital microwave radio system to support two-way mobile radio communications for multiple executive state and local government agencies, including the Department of Public Safety, Game and Fish, Forestry, Corrections and the NM Department of Transportation. The analog microwave system is being upgraded to a digital system throughout the state, as required by the Federal Communications Commission (FCC). Fifty-five of New Mexico’s 99 locations have been converted, with four sites completed in 2008:

o West Mesa–Albuquerque o Microwave Ridge–Near Grants o Fox Mountain–Near Reserve o Prewitt–Between Gallup/Grants• Rio Grande Fiber –The Rio Grande / I-25 Corridor from Santa Fe to El Paso is nearing completion (Albuquerque to El Paso has been completed, and Albuquerque to Santa Fe is almost finished). A memorandum of understanding has been signed by New Mexico State University, DoIT and New Mexico Tech to operate the fiber network.• Southeast Quadrant – This extends the fiber loop from El Paso to Carlsbad, from Carlsbad to I-40, and back into Albuquerque to complete the “ring” infrastructure required to achieve WIRE New Mexico goals and support future data replication and disaster recovery sites. This network will also provide opportunities for data consolidation to a primary data center and allow the migration of southeast quadrant agency remote offices to a state network. DoIT has received the proposal for implementation and has it under evaluation.

Department of Information Technology Services he Department of Information Technology is the Internet and telecommunications services provider for state government agencies, with

fees charged based on the cost of each service. The following four categories of services are described in more detail.

Enterprise Application and Desktop ServicesEmailThe email service allows users to send and receive email, attach-ments, perform calendaring, share folders, distribution lists, and man-age address lists. The email service is based on Microsoft Exchange 2003 and allows secure access to email through client software or a web browser client. Incremental additional storage space and BlackBerry connectivity is also available.

Application MaintenanceThe Application Maintenance service is a professional service that provides application maintenance and support services to State agencies. Support services leverage best practices as well as a defined software development life cycle (SDLC) methodology for maintaining applications and websites.

Software Application Design and DevelopmentThe Software Application Design consists of gathering and analyzing the customer’s functional requirements and designing an application solution to meet the prioritized business requirements.The Software Application Development service consists of the programming, testing and/or implementation of the business require-ments as defined in the Software Application Design phase.

Managed DesktopThe Department of Information Technology (DoIT) provides a desk-top computer support service for agencies to meet personal comput-ing requirements. The service provides a consistent and reliable level of management and support for client computing environments. DoIT configures each PC with standard software so that customers have computing programs available to them to successfully perform their duties.

File and Print ServicesThe service provides access to file storage and network printer connectivity for end-users and often accompanies the Managed Desktop service. The file storage service includes a home direc-tory, 1 GB of managed storage and daily backup of home directory data. The printer service includes printer server administration and assistance with print queue configuration.

TrainingThe New Mexico Department of Information Technology (DoIT) Learning Center provides agencies with quality information technol-ogy training. The Department can aggregate demand for specific IT training courses across all agencies and negotiate with vendors to provide training hosted in DoIT facilities in Santa Fe at a group dis-count and lower cost to agencies. Additionally, agencies can also save the administrative time required to find and procure the training.

Hosting and Storage ServicesMainframeDoIt manages a 2096 IBM z9 Enterprise Server that is designed to optimize On Demand Business providing an advanced combination of reliability, availability, security, scalability and virtualization features, with the abililty to reallocate processing power. The z9 allows the department to quickly respond to changing business priorities as required with the flexibiity of turning on/off processing engines. The EServer is currently running three engines and can run up to seven plus the ability to run multiple Logical Partitions (LPARs) supporting, z/OS (MVS), z/VM and Linux. The enterprise server is available 99% of a 24/7/365 up time schedule.

Application Hosting EnvironmentThe Department provides hosting solutions for agency applications. DoIT provides multiple platforms (Windows and Linux) geared to meet agencies’ computing needs. This service provides agencies with a reliable, monitored, secure, and managed solution with the flexibility and performance of distributed computing solutions. DoIT offers distributed computing solutions on Windows and Linux platforms, and provides installation and upgrade support for the infrastructure and operating system software.

The Department also provides database administration support as part of application hosting to ensure that customer databases are protected and monitored by establishing backup and recovery procedures, providing a secure database environment, and monitoring database performance.

Server AdministrationThe Department provides server administration services for agencies’ applications and equipment hosted in the Data Center. This includes the installation and maintenance of servers to ensure servers are run-ning in an optimal manner. DoIT engineers can install and set up all server hardware in accordance with industry best practices. Also, in conjunction with the hardware OS vendors, DoIT engineers apply firmware patches and upgrades to systems in accordance with State policies. DoIT also provides Operating System (OS) support and maintenance for Windows and Linux systems.

Equipment HostingDoIT Data Center racks and floor space are available to state agencies and other government entities to physically house their server(s) and other equipment at the John F. Simms Building in Santa Fe (co-locat-ed hosting). DoIT provides secure facilities, growth capacity, WAN connectivity, and redundant power. Additional features of the Data Center include:• Conditioned Power – Power Distribution Units • Physical Security, 24/7 Staffed Security• Surveillance Cameras at all visitor access points• Biometric and Proximity Card Readers at all access points• Fire Suppression System • UPS/Diesel Backup Generators• Conditioned Air

Data Storage and BackupThe Department offers a variety of storage capabilities including tape and disk to meet agencies’ requirements for data storage and backup. The Department provides tiered Storage Area Network (SAN) to meet agencies’ requirements balancing performance and cost. The Department also provides tape backup services for agency servers and applications. The service is customizable and includes standard tape rotation, daily incremental backups, weekly full backup and off-site retention of tapes.

Voice Communication ServicesWireless Voice and DataThe Department of Information Technology offers a variety of Wireless Voice and Data service offerings that are tailored to meet agencies’ mobile communication requirements.

The Department has negotiated an agreement with a wireless voice and data provider that allows us to offer flat rate monthly cell service for all plans. This allows customers to accurately predict and control wireless costs throughout a budget period. Current and future cost savings resulting from volume related discounts are passed directly to customers. Cost avoidance is realized by matching users to the appropriate access level.

Desktop TelephonyThe Desktop Telephony service provides customers with several voice communication options to meet their needs. Services include:• Basic Phone Service (Dial Tone) – Receive incoming and make outgoing local phone calls• Basic Desk Telephone – Basic office telephone• Reception Telephone – Additional telephone functionality for reception desks• Voice Mail – Options for recording and managing unanswered incoming calls• Automatic Call Distribution (ACD) – Routes incoming calls for call centers and helpdesks, providing more efficient use of staffing and control for incoming calls. The service includes the ability to monitor control call flow, manage call queues, and report response statistics and agent performance.

The Department provides all of the necessary telephone equip-ment and will replace, at no charge, any malfunctioning equipment. Training is also available on the use of all telephones, the Voice Mail system and Automatic Call Distribution.

Toll ServicesAlong with the Desktop Telephony, telephone toll services provide agencies with several options to support voice commu-nication needs.• Long Distance – Provides the ability to call outside the local exchange boundary and allows long distance calls to be made from an individual phone line(s) to outside calling areas• Toll Free Service – 1-800 phone service for constituents or customers to call state organizations from outside the local calling area at no charge• Calling Cards – Provide telephone calling cards for authorized state employees to charge work-related phone calls to their respective agency • Conference Calling – An alternative to in-person meeting providing a cost effective audio conference capability

Microwave Radio NetworkThe Department of Information Technology maintains and operates the State’s Broadband Digital Microwave Radio Communication network. The primary purpose of the microwave network is to enable interoperable mobile radio communications for public safety (i.e. State Police, Department of Corrections), other state agencies (i.e. Department of Game and Fish, Department of Transportation), and for various local and federal entities. The microwave network connects dispatch centers throughout the State with a network of radio towers that communicate with State Police vehicles and other mobile units.

The Statewide Digital Microwave System also supports broadband data services and telephone to agency field offices. Addition-ally, DoIT runs the Santa Fe Control Dispatch Center, which was established to provide statewide radio dispatch services to public law enforcement and other state agencies. Its sole purpose is to conduct effective communication that will ensure the safety of the citizens and client employees served. The State of New Mexico has mandated that it be adequately staffed seven days a week, 24 hours a day. Dispatch operations include monitoring, gathering, processing and disseminating all radio transmissions from field units of all agencies as well as all related incoming and outgoing tele-phone communications for each agency served.

Data Network and Internet Services

Wide Area NetworkThe Wide Area Network (WAN) service provides statewide IP data communications connectivity, including Local Area Networks and other resources affiliated with state agencies, to the internet or areas in between. The Department provides consultation to agencies in the selection of data services to meet their data network requirements.

Local Area NetworkThe Local Area Network (LAN) service provides local area network support within an office building or campus environment, enabling data communication among local computing and printing resources within an organization. The service supports the infrastructure compo-nents and resources beginning where the end-device connects into a wall plate. The service includes equipment and technology upgrades (as appropriate), maintenance, configurations, administration, and sup-port of network infrastructure in an agency.

Network Engineering and DesignNetwork design services are geared toward making an agency’s data and voice networks operate more efficiently. DoIT’s network pro-fessionals can design and spec new networks, tune existing legacy networks, and help to plan for future upgrades necessary to keep data flowing smoothly. Offering design and installation services, as well as staff training and experience with a wide range of networking equip-ment allows DoIT staff to quickly and efficiently implement the right solution. Additionally, the team is a great source for an independent third party audit if an agency already has a network but is not sure it is running to its full or desired potential.

Internet AccessThe Department connects agencies to the Internet through the State’s core data network and manages access to ensure appropriate usage and security. As part of the service, the Department provides security and monitoring services that includes both a firewall and Websense content filtering services.

SERVICES

Office of the SecretarySecretary Designee Marlin Mackey has more than 35 years of management experience in both the private and public sectors. Prior to his appointment to the Department of Information Technology in September of 2008, Mr. Mackey served as Chief Information Officer for the New Mexico Taxation and Revenue Department, where he developed comprehensive IT and business continuity plans that have been recognized as the most comprehensive in state government.

He has also served as Deputy Secretary of the New Mexico Department of Labor; and as Chief Information Officer for the State Land Office, overseeing the Information Systems Division; and he is a veteran of the Department of Transportation.

Mr. Mackey has 15 years of executive private sector experience, including serving as Senior Vice President for Syntel Inc., a global consulting and systems integration firm. As Senior Vice President, he managed a consulting staff of more than 2,000 professionals serving Fortune 200 customers throughout the U.S. and Europe, and developed business improvements that led to substantial revenue growth and increased customer satisfaction.

Secretary Designee Marlin Mackey

Conny R. Maki,Deputy Secretary for Enterprise Services Conny Maki has more than 30 years of information technology experience in the public and private sectors. Maki oversees the Department’s Enterprise Services and

Project Oversight and Compliance divisions, which includes application development and maintenance, customer relationship management, the Enterprise Support Desk, training, and oversight and compliance. She previously worked as the Chief Information Officer for the Human Services Department, and launched her own IT consulting firm.

Elisa B. Storie,Deputy Secretary forEnterprise Operations

Deputy Secretary Elisa B. Storie brings more than 30 years of information

technology experience to her current post. She oversees the Enterprise Operations and Support Services Division, and the Enterprise Infrastructure, Voice and Radio Division. She also manages the Office of IT Security and the Office of Business Continuity. She previously served as Chief Information Officer for the New Mexico Department of Corrections, and has held various IT positions within state government.
