Contract delivers savings of £2.9 million
to Trust

Belfast Trust Renal Unit on a contract for the provision of Haemodialysis
Machines and Consumables. The contract was awarded for a period of 5 years
with an option to extend for a further two years and it will realise savings of at
least £2.9 million over five years, increasing to at least £3.7 million over 7 years.
In addition to cash release savings, there is an improved service for patients.
High Flux Dialysis treatment has traditionally been used in just 5% of patients
due to cost pressure. The new contract now provides this High Flux Dialysis
treatment for the same cost as Low Flux Dialysis, allowing the more efficient
High Flux Dialysis to be extended to 100% of patients.
The contract also provides an on-site storage and delivery system for the
consumable fluids to be directly delivered to patient treatment sites via an
installed pumping system. This facility will deliver further financial savings as it
reduces waste as well as creating further efficiency gains since staff will no
longer required to manually handle and deliver individual fluid containers to
patient treatment sites. This is an excellent example of how PaLS and Trusts
working together can achieve not just tangible cash savings but intangible
service improvement for patients and create more efficient working practices.

‘Surprise Surprise’ - Belarusian Style (by Cathy Quinn, Bursaries)
The background to our ‘Belarusian Experience’ has its origins in the Chernobyl Children’s Appeal Ireland. For the past 12 years we have worked with the CCA Belfast and each summer we have hosted children from the worst affected areas of the Chernobyl disaster of 1986.
The children travel to Ireland for a 3 week holiday staying with CCA volunteer host parents. This holiday improves the health of the children as well as forming friendships, some that have lasted many years. One of the children Adam stayed with us approximately 8 years ago with his younger brother Bogdan. Both boys were very well behaved and respectful, a pleasure to have in our home. They came from a very loving but extremely poor family. We decided to invite them to stay with us the following year also.
In October 2013, we were contacted by a Belarusian television company who produced a show called ‘Wait For Me’. This is a ‘Surprise Surprise’ type programme where people are reunited with family and friends they haven’t seen for many years. I was emailed by the television company and informed that Adam was looking for his host parents, Cathy and Gerry from Belfast.
We were delighted that Adam had made the effort to find us and we agreed to travel to Dublin for an interview with their TV crew. So last December we arrived in Jonny Fox’s pub amid all the Christmas festivities and met up with Anna, a beautiful young girl from Moscow. The recorded interview was transmitted to the Belarusian public in January this year. We received an email from the show informing us that the interview was a huge success and they provided a link to their website so we could see the end result.
It was very emotional watching the footage of Adam in the television studio reminiscing about his childhood holidays in Belfast. As a result of the Dublin interview we received an invitation to travel to Minsk and meet up with Adam and Bogdan and finally see their homeland. Last Saint Valentine’s Day we flew from Gatwick airport to Minsk for our ‘all expenses paid’ (cost a fortune) Belarusian experience!
The TV crew filmed our arrival and our emotional re-union with the boys or young men as they are now. We spent the next two days sightseeing accompanied by a television crew and while Minsk was bitterly cold, the people were warm and friendly. We were taken to a Belarusian folk museum and taught some traditional dance moves, all captured on film.
We said an emotional goodbye to the boys and made plans to have them visit us in Belfast later this year. Thankfully only family and close friends have been allowed to view the recorded events of our 3 day ‘Belarusian experience.’

Retirement of John McAnaney from PaLS Gransha
The retirement took place of John McAnaney from PaLS Gransha on 9th June 2014 after 40 years’
service. John commenced his employment with the Health Service way back in 1974 in the
Engineering stores located in Gransha Hospital. He witnessed many changes during his long and
dedicated period of service having seen his employer move from LLS Unit of Management to
Altnagelvin Unit of Management, then to Western Health Board, followed by Westcare Business
Services, then to Central Services Agency in 1997, and more recently BSO. John was a very popular
member of staff and to mark his retirement his colleagues, past and present arranged a buffet style
lunch at the PaLS Gransha office where a presentation was made on behalf of all staff by Myles
O’Hagan, Senior Procurement Manager. To ensure he got the message of how much he meant to his
colleagues, a night out was also arranged at which his wife Pat attended. A great night was had by all.
To John we all wish a long, happy and healthy retirement. To his wife Pat we wish good luck because
she will need it.

My 10 Months as an Intern By Brendan O’Hea
As a recent graduate in Economics I was keen to obtain
a broad professional experience and improve my overall
employability. I felt that pursuing a career in Finance
would provide me with this and I started my internship in
the Finance Directorate of the Business Services
Organisation on Wednesday 2nd September.
I have worked closely with the Director of Finance and
his Senior Management Team providing me with a
fantastic strategic view on how a large Finance function operates in a Public Sector Organisation. Particular
thanks should be paid to Emma and Andrea for the delicious tray bakes which Paddy and I got to taste and
critique every Monday morning.
Working in the Financial Governance area has provided me with an insight on how the audit control process
works and how it underpins the overall workings of the organisation. I have also developed the talent of
harassing senior staff for overdue updates, a skill which I am assured will be required as an auditor.
Despite my many mistakes I was trusted to work in the Client Accounting Division where I helped in the
preparation of monthly management accounts for all the HSC client organisations. In addition to my involvement
in the monthly accounts process I was given the opportunity to help in the preparation of Year End Accounts, I
found this work enjoyable and challenging but nowhere near as challenging as fixing the paper jams in the
wretched photocopier.
My time spent working in the BSO Finance Directorate has convinced me to pursue a career in Accountancy. I
have thoroughly enjoyed the experience and I would like to take this opportunity to express my thanks to
everyone who has helped me during my time with the BSO. It has been a pleasure working with so many
finance professionals. And also Leigh and Hannah.
We wish Brendan well and thank him for all his hardwork during the year. He will be sadly missed for his
excellent support to staff within the Directorate and wish him every success in the future.

The Northern Ireland Degree in Social Work held its Annual
Review of Practice Learning on 27th June at the ECOS
Centre Ballymena. The event attracted 95 participants from
a range of academic and employer organisations.
Participants welcomed the opportunity to have time out of
their busy schedules to reflect on the achievements and
challenges of the 2013/14 academic year. The sun shone
and over lunchtime attendees were able to enjoy the
picturesque surroundings.
Students from the University of Ulster, Magee and Queen’s
University, Belfast were among the presenters. The students
shared their perspectives on practice learning with great
confidence, humour and enthusiasm and their participation
was welcomed and valued
by the audience of practice
teachers, tutors, line managers and on-site supervisors. Such
feedback is crucial to monitoring and enhancing the provision of
practice learning opportunities.
This year sees the 10th anniversary of the Degree Partnership and
those attending the Review agreed that there is much to celebrate!

Summary & Background to Situation:
WHO has today declared that the Ebola Virus Disease (EVD) outbreak in West Africa fits the criteria under Inter-
national Health Regulations (IHR) and is a Public Health Emergency of International Concern (PHEIC). This decla-
ration will trigger a WHO internationally co-ordinated response to countries with cases to assist them to take
measures to contain and control the outbreak.

Approximately 1711 cases (including 932 deaths) have been identified in 4 countries in West Africa, Guinea, Sier-
ra Leone, Liberia and Nigeria. To date there have been no reported cases in the UK.
Ebola virus disease (EVD), formerly known as Ebola haemorrhagic fever, is a rare but severe disease caused by
the Ebola virus. The Ebola virus is transmitted to people through direct contact with blood or body fluids of
symptomatic people or animals, or infected objects. Ebola virus does not transmit through the air as influenza
does.
Implications for NI and the HSC:
The likelihood of an individual contracting EVD is extremely low unless they have been exposed directly to blood or body fluids of symptomatic people or animals, or infected objects. Therefore the risk to the public in Northern Ireland is low. There is a potential risk for volunteers and healthcare staff working in affected countries, especially if involved in caring for EVD patients. HSC and PHA actions to date and on-going:
The following actions have been taken to date:
CMO has issued two letters to the HSC frontline staff (4th July 2014 and 6th August 2014).
PHA has issued the Risk Assessment Algorithm to Chief Executives and Medical Directors of Trusts (11th
July 2014)
PHA and DHSSPS have participated in three Public Health England (PHE) and, Department of Health Lon-
don facilitated 4 country public health conference calls.
Health Protection have developed an on-call pack for public health doctors and nurses
PHA port health lead has liaised with local ports in NI and the local UK Border Force staff to update them
on the situation and ensure they have the appropriate guidance.
The incident lead has fielded several media enquiries and been interviewed on local radio
PHA hosted a conference call (08/08/14) with trusts, HSCB and DHSSPS to give update on present position
and stocktake level of preparedness in NI. Further meetings to be held.
DHSSPS are liaising with Republic of Ireland colleagues.
