3. Request to Improve the Drainage System of the Villages in Southern District

(I) On Pokfulam Village

DSD advised that the Technical Feasibility Statement (TFS) compiled by DSD was approved by Development Bureau (DEVB) on 1 August 2013

Currently, the project is a Category B project in the Public Works Programme (PWP Item No. 4400DS).

Preliminary design of the project has commenced. DSD introduced the location of the proposed sewage pumping station and the preliminary

sewer alignment to Pokfulam Village Sewerage System Concern Group (the Concern Group) and Member of the local constituency on 22

November 2013. DSD and EPD will follow up on the comments raised by the Concern Group during the meeting.

(II) On Shek O Village, Wong Chuk Hang San Wai Village, Kau Wai Village and Tai Hau Wan Village

LCSD should be approached in advance for processing application for any proposed permanent alienation of portion of the Wong Chuk Hang

Road Garden by FEHD for constructing a public toilet for alternative arrangement with the MTRCL in respect of its original plan to reinstate

the concerned area into a planting area.

FEHD advised that ArchSD provided two preliminary proposals on 15 October after conducting joint inspection to the site at Wong Chuk Hang

San Wai Village with LCSD on 15 August. One proposal suggested the entrance of the public toilet facing Wong Chuk Hang Road and the

other one suggested the entrance facing San Wai Village. Having discussed with DC member Mr. Fergus FUNG, the entrance facing Wong

Chuk Hang Road was more acceptable. FEHD had informed ArchSD to conduct feasibility study on this proposal.

4. Renewal Application for WSD worksite at Ap Lei Chau Praya Road (TGLA No. GLA-THK 1162)

WSD responded that LandsD had allocated and handed over the site at Tai Tam Reservoir Road near Parkview (Tai Tam Reservoir Road site) to

WSD as contractor’s pipe material storage and maintenance yard on 30 August 2013 and 6 September 2013 respectively.

Further to the 11th

DDEC meeting on 30.9.2013, WSD submitted a modified hoarding design scheme for the maintenance yard at Tai Tam

Reservoir Road site on 6.11.2013 via the Secretariat for Member’s reference. Members were also requested to offer comments on the

respective schemes on or before 15.11.2013. WSD received the replies from nine Members in total on 15.11.2013, and amongst them five

Members supported Option B of the modified hoarding design (see Appendix 1), one Member has no comment and three Members objected to

the modified design and recommended WSD to adopt the scheme suggested by Mr. Paul ZIMMERMAN in the 11th

meeting (i.e. the hoarding of

LCSD’s nursery at Pok Fu Lam Road, see Appendix 2).

As the majority of the Members support Option B of the modified hoarding design, WSD hoped that DDEC would approve this scheme so as to

enable the relocation of the existing WSD’s maintenance yard at Ap Lei Chau Praya Road to Tai Tam Reservoir Road within three months upon

confirmation of the hoarding design. Based on the current progress, WSD is unable to relocate the maintenance yard at Ap Lei Chau Praya

Road on or before 31.12.2013. As such, WSD has written to DLO/HKW&S on 6.11.2013 for application of short-term extension of WSD’s

maintenance yard at Ap Lei Chau Praya Road, until WSD’s Contractor can be moved to the Tai Tam Reservoir Road site.

6. Utilisation of Facilities in Public Space at Stanley Plaza under the Charge of the Link

LandsD advised that the LINK submitted 2 applications to place tables and chairs in front of Stanley Plaza. LandsD approved the LINK’s

application at the “Public Open Space” in February 2013. Regarding the application at the “Non-building Area”, LandsD has in-principle

approved the application subject to the agreement with the LINK on the amount of waiver fee.

7. Re-tendering of Short-Term Tenancies for Shipyard Use at Ap Lei Chau Praya Road

LandsD advised that the tender for the short term tenancies was invited from 29.5.2013 to 5.7.2013. A total of 144 bids were received. LandsD

had assessed the submitted tenders in accordance with applicable procedure; and has informed the successful tenders of the 16 short term

tenancies. Moreover, information on the successful tenderers, such as the name and amount of rent etc., has been uploaded to LandsD website

accordingly.

9. Provision of Facilities in the Convenience of Residents at the Government Land Adjacent to Jumbo Pier

Proposal 2: Construction of public lavatory

FEHD advised that ArchSD’s reply on 8.10.2013 revealed that there was no public sewer within 100 m from the government land near the

tennis court of Marina Club and the stability of the adjacent slope was required testing. Therefore the proposed site was not suitable for the

construction of public toilet. Whereas the suggestion of construction of new public toilet at portion of planting area near the existing temporary

refuse collection point at Shum Wan Pier Drive was feasible from technical point of view. FEHD had requested ArchSD to conduct feasibility

study on this proposal.

I. Outline Zoning Plan

Shouson Hill S/H17/12 The Town Planning Board (TPB) on 22.3.2013 gazetted

the draft Shouson Hill & Repulse Bay Outline Zoning

Plan (OZP) No. S/H17/12 under section 5 of the Town

Planning Ordinance for public inspection for 2 months.

The OZP incorporated amendments mainly related to

the rezoning of a “Government, Institution or

Community” (“G/IC”) site at Shouson Hill Road West

to “Residential (Group C)3” (“R(C)3”).

The District Development and Environment

Committee of the Southern District Council was

consulted on the proposed amendments on

15.4.2013.

During the 2-month exhibition period, TPB

received 210 representations (2 support and 208

oppose). The representations were published for

public comments on 7 June 2013 until 28 June

2013. No comment was received. TPB heard the

representations on 13 September 2013 and decided

not to uphold all the representations. The Chief

Executive in Council on 5.11.2013 approved the

draft OZP. The approved Shouson Hill & Repulse

Bay OZP No. S/H17/13 was exhibited for public

inspection on 15.11.2013.

Aberdeen &

Ap Lei Chau

S/H15/28 TPB on 12.7.2013 gazetted the draft Aberdeen & Ap

Lei Chau OZP No. S/H15/28 under section 5 of the

Town Planning Ordinance for public inspection for 2

months. The OZP incorporated amendments mainly

related to the rezoning of a “Government, Institution or

Community (1)” (“G/IC(1)”) site in Wong Chuk Hang

to “Other Specified Uses” annotated “Business” use.

The District Development and Environment

Committee of the Southern District Council was

consulted on the proposed amendments on

29.7.2013.

During the 2-month exhibition period, which ended

on 12.9.2013, TPB received 1 representation

submitted by Mr. TSUI Yuen-wa, the Southern

District Councillor. The representation was

published for public comments on 27.9.2013 until

18.10.2013. No comment was received. The

representation is tentatively scheduled for

consideration by the TPB in December 2013.

On 8.11.2013, the Metro Planning

Committee (MPC) of TPB decided to

reject the planning application and the

reasons were:

(a) the current “R(C)3” zoning with

BH restriction of 3 storeys in

addition to 1 storey of carports

is appropriate and is compatible

with the surrounding land uses.

There is no strong planning

justification to support the

proposed rezoning from

“R(C)3” to “R(C)10”;

(a) the proposed rezoning with BH

restriction of 3 storey including

carports and 187.82mPD will

limit the design flexibility of the

development/redevelopment on

the site; and

(b) the approval of the rezoning

application would create

inconsistency in terms of

planning control for other sites in

the “R(C)3” zone within the

same Special Control Area.

During the first three weeks of the statutory

publication period, 104 comments were

received. Among them, 103 supported the

rezoning proposal as they considered the

proposed rezoning appropriate and effective to

preserve the existing amenities and characters

of the area and the general public views. One

objecting comment was mainly because the

application was unreasonable and unfair to the

owner and the restrictions under the current

OZP are sufficient.

During the first three weeks of the public

inspection period of the further information

(FI), 126 public comments were received.

Among them, 125 supported and 1 objected to

the application. The reasons were similar to

those mentioned above.

On 11.10.2013, the MPC agreed to

further defer the consideration of the

application by 2 months as requested

by the applicant.

During the first three weeks of the statutory

publication period, 1,628 public comments

were received. Among them, 1,023 supported

the application, 218 objected the application,

364 provided comments on the application

and the remaining 23 provided no comments.

The main supporting reasons were that the

application could avoid the environmental

impacts caused by the existing shipyards and

promote the tourism industry in Aberdeen.

The main reasons for objection were that the

application would have adverse impact on

Hong Kong’s ship repairing/maintenance

industry and the proposed shipyard operation

mode in the application was not suitable for

serving the customers of existing shipyards.

During the first three weeks of the statutory

publication period of the FI, 1,771 public

comments were received. Among them,

1,712 supported the application, 32 objected

the application and the remaining provided

comments/no comments on the application.

The reasons were similar to those mentioned

above.

Under Contract DC/2007/24, rock excavation of the

shaft at Wah Fu was complete; the tunnel between

Sandy Bay and Cyberport was broken through on 22

October 2012, permanent lining of the tunnel is

substantially complete; the excavation of tunnels from

Cyberport to Aberdeen, together with that from Sandy

Bay to Sai Ying Pun is in progress; concreting for

permanent lining of the western section of the tunnel

from Sandy Bay to Sai Ying Pun is complete and from

mid-point to Sandy Bay is in progress. About 84.0%

of works under the contract has been completed.

The Horizontal Direction Drilling of DC/2008/09

including tunnel holes enlargement is complete. Pipe

pulling for one of the twin tunnels is complete. About

92.9% of works under the contract has been completed.
