    Network Projects

    NISCAIR is the implementing institute for three major netw ork projects, namely Tradit ional Knowledge DigitalLibrary, N ational Science Digital Library and E-Journal Consortium. The progress of these projects dur ing the year

    is highl ighted here.

    T ra di t io na l K n ow l e dg e digi t a l L ibrary(TKDL ) of Medicine were ini tiated i n June,

    2004. An interdiscipl inary team of13 Unani Experts, 18 Junior Unani

    Experts, one IT Expert, one PatentExaminer and a Scientist is involvedin the project. The transcripti on of

    targeted 77,000 formulations, from42 Unani books, which are in Urdu,

    Arabic and Persian languages is

    being carried out in the patentapplication format and in 5languages, as has been done forTKDL Ayurveda. Approximately

    73,000 formulations have beenidentified, 56,000 formulations

    transcribed and 14,500formulations scanned from the

    original texts. Transcription,scanning and verif icati on and

    validation of entire 77,000formulations is l ikely to be

    completed by December 2006.

    Ayurveda Phase II Activities under the second phaseof TKDL Ayurvedawere ini tiated in

    August 2004. An interdiscip linaryteam of 12 Ayurveda Experts, 8

    Junior Ayurveda Experts, 1 ITExpert, 1 Patent Examiner and a

    Scientist is engaged in the project.

    The second phase involvesidenti fication of 65,000 formulations

    from 45 Ayurveda texts, checkingfor dupl icates and transcript ion of28,000 new formulations. So far,

    more than 34,000 formulationshave been identified from the

    Ayurveda texts and checked for the

    dupl icates. Transcript ion of 24,000formulati ons has been completed.Work on transcripti ons of targeted

    28,000 formulations, theirverification and validation andscanning covering entire 65,000

    formulations is likely to be

    completed by December 2006.

    Siddha Traditional Knowledge Resource

    Classification (TKRC) has been

    developed for Siddha System ofMedicine. Twelve Siddha Experts

    have been recrui ted for the project.The transcription of Siddha

    formulations has been done for 800formulations and the project is

    likely to be completed by March2007. TKDL Siddha targets 10,000formulations from 45 Tamil texts.

    Y o g a Draft Task Force report and

    Traditional Knowledge ResourceClassification on Yoga have been

    completed and sent to the Task forcemembers and sixteen other YogaExperts identi fied by Morarji Desai

    National Institute of Yoga andDepartment of AYUSH.

    So far in the TKDL project,about 13 mi ll ion pages (A4 size) of

    Library (TKDL) is a collaborative

    project of NISCAIR, Department of

    Ayurveda, Yoga & Naturopathy,Unani, Siddha and H omoeopathy

    (AYUSH) and Department ofIndustrial Policy & Promotion, beingimplemented at N ISCAIR. The main

    objective of this globally renowned

    project is to preventmisappropriation of Indias richheritage of tradi tional knowledge.

    Following the completion ofTKDL Ayurveda Phase I, which

    involved 36,000 formulations from14 authentic Ayurveda texts in fi ve

    international languages, namelyEnglish, French, German, Spanishand Japanese in patent appli cation

    format, the activi ties of TKDL projecton Indian Systems of Medicine have

    been diversif ied to include Unani,Siddha and Yoga Systems of

    Medicine, besides Ayurveda.Activ it ies undertaken in these areasduring the year are summarized

    Building Research Institute (CBRI),Roorkee. Al l the networking Labs/Institutes are contributing to the

    TKDL database based on their corecompetencies.

    The contr ibutions of NISCAIRto the TKDL Network Project are

    summarized as follows.

    Books on Indian System of Medicines Thirty books on Indian Systems of

    Medicine, part icularly onAyurveda, w il l be brought out. The

    titles of these books have beenidenti fied. Work has been init iatedfor the following four books which

    are li kely to be brought out in 2006,

    (i i) Prevent ive and Curat ive

    Remedies of Ayurveda

    (iii) Treasury of Ayurveda

    (iv) Herbo-Mineral Preparationsin Ayurveda (Rasa-Yogas)

    Database on Disease: Causes and Symptoms Work on the database, Disease:Causes and Symptoms is in progress

    and is likely to be completed byDecember 2006. Five original

    Ayurveda texts, namely AshtangaHrdya, Caraka Smhita, KashyapaSamhita, Sushruta Samhita and

    Madhava Nidana will be used forcollecting the data. Of these, the

    1,50,000 traditional drug formulations by December 2006. The target numberof formulations and the progress achieved so far i s summarized in Table 1

    above.

    Comprehensive TKDL(CTKDL) Netwo rk Project The CTKDL Netw ork Project (SMM 09) was approved by the Expenditure

    and Finance Commi ttee in February 2004.

    NISCAIR is the Nodal Insti tute for this project, which has nine otherCSIR Labs/ Insti tutes as networking partners. These are : National Botanical

    Research Institute (NBRI), Lucknow; Central Insti tute of M edicinal andAromatic Plants (CIMAP), Lucknow; Industrial Toxicology Research Centre

    three books that are being usedinitially for collecting the data are

    Ashtanga Hrdya, Caraka Smhitaand

    Kashyapa Samhita. Data have beencollected for creating TKRC for1143 causes (target: about 5000

    by Department of Legal A ffairs andLegal and Treaty Division of

    Ministry of External Affairs. The

    Agreement has also been vetted byMr Soli Sorabjee, senior A dvocateand M/ s Anand & AnandAdvocates, a leading IPR firm, who

    have found the agreementenforceable. The agreement is, at

    present, being examined by Govt.of India.

    Impact andRecognit ion ofTKDL Traditional Knowledge Digital

    Library is based on Ayurveda

    which is one of the oldest systemsof medicine(2500 B.C.). The Googlesearch results for Ayurveda showsabout 4,400,000 references/

    cit ati ons/ documents, whereasreferences/ citations/ documents for

    TKDL (established in 2003), areabout 31,400,000, i.e almost eight

    times than Ayurveda on whichTKD L is based. Sim il arly ,

    Traditional Knowledge ResourceClassif ication (TKRC) recognized inFebruary 2002 is based on

    International Patent Classification(IPC) System (1971). Google search

    resul ts show about 10,600,000references/ citations/ documents for

    IPC and 28,400,000 citations forTKRC which is more than two-and-a half times to that for IPC. The

    search results are shown in the tablebelow:

    A c c e s s t o T K D L Da t a b a s e Access to TKDL database is to be given only to Patent Officesto prevent the misappropriation of Traditional Knowledge of

    the country, under non-disclosure agreement. Mr. GerardGiroud, Principal Director, Tools Documentation, European

    Patent Off ice (EPO), has requested for access of TKDL vi de

    his letter dated 15th

    July 2005, wherein i t has been mentionedthat EPO examiners wi ll be using unique tool called EPOQUE

    access search collections which may not allow patents to beunduly granted and avoid expensive post-grant invalidation

    procedures. He has also assured all guarantees ofconfidentiali ty and proper usage control .

    The TKDL database will be provided to InternationalPatent Offices, particularly to EPO, under non-disclosure

    delegation showed keen desire tocollaborate with NISCAIR in

    Kato, National Graduate Insti tute for Policy Studies, Tokyo; Mr. H irokazu

    Nakano, Deputy Di rector, Japanese Patent Off ice (JPO), Tokyo; and M r.Hitoshi Amano, Director, Intellectual Property Department, Japan External

    Trade Organization, Bangkok, visited NISCAIR on 6th March 2006 todiscuss on Traditional Knowledge Digital Library and Intellectual Property .The delegation expressed the keenness of JPO to have access to the TKDL

    database for the purpose of search and examination. A formal request foraccessing the TKDL database would be submi tted shortly by them.

    2. The post agreement monitoring

    for all the above 11 publi shersis going on. Usage statisti cs of11 publishers are being

    regularly organized andloaded on Search Interface &

    Monitoring System Gateway sothat user labs may see it.

    3. The project had organizedtrainers training workshops atsix locations of CSIR labs, vi z.

    Delhi, Lucknow, Hyderabad,Chennai, Kolkata and Pune,

    during 28th July to 31st Aug,2005. In all, one hundred and

    twenty tw o participants fromall CSIR labs were trained over

    a period of sixteen days. Theparticipants of these trainerstraining programmes are

    organizing trainingprogrammes for respective lab-

    to-lab based users.

    Search Reference Guide,printed and d istributed amongCSIR users and other S&Tpersonnel of the country to

    enhance usage and awareness.

    E-journals consortium has been established by NISCAIR to provide

    electronic access to 4500 international S&T journals to CSIR scientists andthereby strengthen the facil it ies for pooling, sharing and electronicall yaccessing the CSIR information resources and also for nucleating the cul ture

    of electronic access with a view to catalysing the evolution of digital libraries.

    requested to allow the walk-in-users to use the CSIR e-journals

    Consortium facil ity from library

    premises of CSIR labs. Thenodal officers/ head of l ibrarieshave been also requested to

    system also has a built-insystem to manage and record

    the problems of the users whileaccessing e- journals of variouspublishers.

    NationalScienceDigital Library(NSDL) National Science Digital Library(NSDL), the fir st of i ts kind i n the

    country, envisages to provide e-access to digital resources to

    students, particularly in the remoteareas. The basic aim of the projectis to contribute to the national

    maintain a proper record of

    these users.

    7. The hard copy of Agreements

    has been sent to the Director,Finance Officer and Nodal

    Off icer of all CSIR labs to dealas per the provisions of theagreements.

    development by reaching the un-reached students in the remote

    areas, by providing them e-learningfacilities and access to quality

    curriculum-based material at alevel similar to that available tostudents in metros.

    Approved as a core networkproject under the Tenth Five-Year

    Plan (TFYP) in April 2004 with a

    budget outlay of Rs 44.23 crore,NSDL is being implemented withthe active participation of

    University Grants Commission(UGC) and Ministry of Human

    Resource Development (MHRD). Inthe fi rst phase of the project, NSDLtargets students of undergraduate

    level and above in Indianuniversities and colleges. It is

    proposed to create original andtargeted contents by identified

    panels of experts/ authors for

    about 600 e-books forundergraduate students by the end

    of 2006-07. Contents will be subjectspecific, location specific and

    university specif ic.

    A number of activities were

    undertaken during 2005-06. Theseincluded the constitution of the

    Work ing Groups in tw elve subject

    discipl ines, identi fication of e-booksand their contents, identification of

    authors for writing chapters invarious e-books, finalization of the

    technical documents includingSoftware RequirementSpecifications (SRS) for NSDL

    Portal, Detailed Project Report(DPR) of NSDL, Request for

    Proposal (RFP) for Data Centre,

    Project Management Plan (PMP)and Quali ty A ssurance Plan for theproject. However, the tw o majoractivi ties during the year pertained

    to content creation and softwaredevelopment.

    Content Creat ion Twelve Working Groups wereconstituted for as many subject

    disciplines as identified based onthe UGC Model Curriculum for

    creation of e-courseware atundergraduate level.

    Seventeen meetings of thevarious Working Groups were held

    to finalize the topics on whiche-books are to be wr it ten and also to

    identify the authors to whom the

    work could be allocated. Consentwas sought from the identified

    authors for writing the chaptersand subsequently chapters were

    allocated to the authors. A total of484 chapters in 65 books for seven

    disciplines were allocated duringthe year.

    The NSDL team also createdsample mult imedia learning objectsto help in evolving guidelines for

    the important stake holders inmul timedia content creation. The

    team has also finalized theGuidelines for Multimedia Content

    Creation to aid the authors,

    The process of empanelment of

    reti red scienti sts/ academi cianswas also ini tiated. The empanelledscientists will be involved in the

    verification, validation and other

    activi ties of e-book creation.

    NSDL In f ras t ruc t ure Infrastructure which includes

    hardware, software and non-IT

    aspects is also a major componentof the pr oject. A tender w as

    f loated for the sof tware

    development and the bidsreceiv ed w ere evaluated. Theaward of work based on theexercise carr ied out w il l be done

    during 2006-2007.

    The team also developed aWeb-based Content Creation

    Management System (CCM S) forNSDL. The softw are is being usedat the NISCAIR level and is

    proposed to be extended to theauthors also.

    The draft Request for

    Proposals (RFPs) for Data Centreand non-IT Infrastructure andSite Preparation were prepared

    during the year. It i s proposed tofinalize and f loat the RFPs during

    2006-2007.
