ESPAK's Regional Office at Kabul, Afghanistan, was established in June 2003. Ravaged by war, Afghanistan Nneeded immediate help from the outside world for rebuilding and rehabilitation works. The Committee on Rehabilitation and Reconstruction of Afghanistan in a meeting chaired by President of Pakistan, decided to hire NESPAK's services for projects in Afghanistan. The Government of Pakistan initially pledged an amount of US$ 100 million as grant for reconstruction and rehabilitation of Afghanistan under the Technical Assistance for Afghanistan Programme. Now this amount has been enhanced to US$ 300 million. NESPAK was engaged as Consultants by the Planning Commission, Government of Pakistan, for nine building and road projects under the Technical Assistance Programme . NESPAK acquired a total of 24 projects in Afghanistan out of which seven are in operation. Portfolios of important projects carried out by NESPAK are given in the following pages.

The Government of Pakistan initially pledged an amount of US$ 100 million as grant for reconstruction and rehabilitation of Afghanistan under the Technical Assistance for Afghanistan Programme. The maiden project undertaken by NESPAK in Afghanistan was Rehman Baba School at Kabul. Having a covered area of 4,300 m2, the building comprises 33 classrooms, computer rooms, art rooms, laboratories and a big library as well as principal's office, staff room, and allied facilities. Central courtyards for two blocks with covered corridors all around have also been provided for natural light and ventilation.

The Allama Iqbal Faculty of Arts Block at Kabul University comprised ground plus three-storey frame structure, having a total

2covered area of 14,000m . The Block is Kabul University's largest building which accommodates two faculties of Fine Arts and Literature. This state-of-the-art building contains 48 professor/associate rooms, 28 classrooms, four syndicate rooms, two faculty lounges, two seminar halls, a head office complex, a library, two computer labs and 20 faculty offices. The building was equipped with an independent tubewell, 1,000KVA transformer with high and low tension panels, 1,000 KVA diesel generator set and a disposal system.

This single storey hospital building is 2spread over an area of 75000 m with

a provision for vertical expansion. Total covered area of the building is about

27000 m and it is surrounded by an adequate number of lawns and the parking area. The site is located within 2 km of the main city and easily accessible to the people from the suburbs of the Nangarhar Province.

The project comprises ground plus two-storey frame structure, having a covered

The building houses a casualty block, an out-patient department, a blood bank, an administration block, a dialysis centre, an intensive care unit, a constant care unit, a thalassemia centre, and gynaecology, surgical & medical wards. All the blocks have been connected with covered corridors. Provision has also been made for a tubewell, overhead water tank, diesel generator sets and an electric transformer.

The construction work for the Liaqat Ali Khan Engineering Faculty Block at the Balkh University, Mazar-e-Sharif is in full swing. Financially, this project tops among the ongoing jobs in the area and will prove a breakthrough for the future development in the Northern Afghanistan. Located within 8 km of the main city of Mazar-e-Sharif, the project consists of two engineering faculty blocks having three storeys and a basement. The covered

2area of the two blocks is 17000 m and it will cater for 2,200 students.

This World Bank-funded project was aimed at developing modern, strategically located, well-managed, regulated and attractive industrial parks in the Islamic Republic of Afghanistan. The project involved the establishment of two industrial parks: one in Kamari, a 120 hectares park located 13 km from central Kabul, the other in Hisar-e-Shahi, a 200 hectare park located 22 km South East of Jalalabad city.

This project comprised 3 cross-river and canal control structures including Imam Sahib Weir & Canal Head Regulator/under sluices, Samarkandian Weir and head regulators for Mushtaq, Abdullah, Daulatabat and Chimtal Canals across the Balkhab River in Mazar-e-Sharif, Afghanistan. Bangala Bridge Weir and head regulator for Churbolic Canal were other components of the project.

NESPAK provided services for site selection, engineering survey, geotechnical investigations, planning & designing, bidding documents etc., for all these structures along with the construction supervision of Samkandian Weir and allied structures.

This project has a covered area of 221,400m with a frame structure,

comprising a basement and ground plus three floors. Each floor also has a dining hall for 250 students, having all allied facilities. The hostel building will cater for 1,000 students.

The rehabilitation/improvement of the 222 km long Kabul-Torkham-Jalalabad Road was entrusted to NESPAK first in 1999 for rendering design services. Later in 2003 and 2007, NESPAK was engaged for providing design services for the 7m wide existing carriageway and construction supervision for the Torkham-Jalalabad Road. The design of the additional carriageway was prepared with the same specifications as used for the rehabiliation of the Torkahm-Jalalabad Road.

This strategically important project comprised 700 culverts & bridges and a large number of Irish Crossings along the road. The 2nd carriageway of the Torkahm-Jalalabad Road was constructed by the Government of Pakistan as part of the Reconstruction of Afghanistan Programme.

This project was completed in a record period of 15 months and the Government of Afghanistan awarded a gold medal to the Managing Director of NESPAK for the timely completion of the project.
