CENTRAL LINCOLNSHIRE LOCAL PLAN FROM

HEMSWELL PARISH COUNCIL

• LP2 – The Spatial Strategy and Settlement Hierarchy

Hemswell is in the small village category. This section

indicates a 10% housing increase over a 20 year period.

• LP4 – Growth in VillagesHemswell is classed as a Strategic

Employment Area which indicates a 15% housing growth

over a 20 year period.

Clarification is sought as to whether Hemswell can expect 10%

or 15% growth. Also clarification is needed on whether these

figures include already approved planning applications of which

there are 8 off Weldon Road and 2 more within the village. This

would make a total of 10 already approved. Clarification is also

sought with regard to the kind of employment uses which could

be established in a village such as Hemswell.

HEMSWELL AND HARPSWELL VILLAGE HALL

At the end of September we held a Macmillans Coffee Morning in the

village hall. It was very successful and we raised £209.85 for this very

worthwhile charity. A big thank you to all those who baked cakes and

bought cakes. Also thank you to the volunteers who served the coffee and

cake.

October was a busy month in the village hall with the Harvest Supper,

entertainment from Mervyn Stutter, who was making a return visit to the

village and a Halloween party for the youngsters in the village. We were

delighted at the response from villagers to the youngsters Trick-a-treating.

People were very welcoming and made it a good experience for the

children. Thank you everyone.

Daffodil bulbs have been purchased with money collected at the Duck Race

and the Harvest Supper. These are being planted down Beck Lane, in the

cemetery and around the village. Our thanks go to Richard Marfleet and

other volunteers who have been busy doing the planting .

Sunday 20th December. 5pm – 6.30pm Children’s Christmas party in

Hemswell Village Hall. Food and games and a visit from someone special.

Ho ho ho! Tickets £1.50. Limited places. Please let Rosemary or Tina know

Saturday 30th January 2016 at 7.30pm Mambo Jambo in Concert. This

highly talented duo, promoted by Lincolnshire Rural Touring

(www.lincsruraltouring.co.uk), return to the region to take audiences on a

joyous high energy musical journey. They play music from New Orleans,

Cuba, Brazil, Eastern Europe, as well as bluegrass, boogie and the duo’s

own compositions, all performed on an array of instruments.

To ask for the following which were included in a previous

document to be included:

This policy does not provide sufficiently robust protection for the

landscape. It is important the current saved policies which

protect the landscape and the environment are updated and

retained.

This Council think the following which was included in WLDC

Saved Policy STRAT 1 should be included in this new plan:

All development must take full account of the need to protect the

environment so that present demands do not compromise the

future need of our residents to enjoy a high quality environment.

Development should reflect the need to safeguard the quality of

life of residents, conserve energy resources and take into account

the impact on the character, appearance and amenity of

neighbouring land including visual encroachment into the

countryside.

This policy does not indicate any protection for the skyline

regarding the Hemswell Cliff edge either for industrial,

renewable energy or housing.This Council feel that this is a

dangerous oversight as the cliff edge is a landmark which can be

seen for many miles. Clarification is also to be sought on

whether future applications will be approved for building on

areas presently used as gardens.

• LP19 – Renewable Energy Proposals

This Council are concerned that this policy simply adopts the

new Ministerial Guidelines and as such is not a robust policy.

• LP24 - The Historic Environment

This Council feel that this policy does not carry the same weight

as the NBE 8 of STRAT 1 WLDC Saved policy and would

therefore request that the original policy should be included

in LP24.This Council are disappointed that comments made on

the previous draft plan have not been taken into account and that

responses were not forthcoming on these points. It is to be

emphasised that if this is a consultation then councils must be

consulted regarding the comments they make.

• 11.1.10 - Conservation Area Appraisals (Saved Policy)

Conservation Area Appraisals will remain as material

considerations, though greater weight will be given to those

completed in the last 10 years.Clarification is needed as to WHY

greater weight should be given to new areas. The same

protection for conservation areas should be applied no matter

how long an area has been identified.

HEMSWELL PARISH COUNCIL

An open meeting was held prior to the Council meeting which 4

residents along with councillors attended. The meeting was led

by Barry Dutton who outlined concerns regarding the proposed

Central Lincolnshire Local Plan.

After the Parish Council meeting convened, councillors voted on

comments which they wished to return. Please see the full list in

this newsletter.

Anonymous letter had been received. Please note: we cannot

accept anonymous letters. If you do not wish to be named on an

article in the newsletter then you can request that your name and

address be withheld. As the clerk has two other parishes, both

with newsletters, we are unable to respond to this request as we

are not sure which parish this letter was intended for.

Various financial matters were discussed and the budget for

2016/2017 was set.

HEMSWELL CLIFF WIND FARM – APPEAL DECISION

The Wind Farm decision has been made and the Secretary of

State refused the application for the erection of Wind Turbine’s

on Hemswell Cliff.

SCHOOL TRANSPORT – UPDATE

The Chairman of Hemswell Parish Council together with the

County and District Councillors are still trying to get a

satisfactory resolution to this problem.

All information is included on the minutes a copy of which can

be found on both noticeboards in the village.

Just to inform that Everatt's have been victim to a burglary from

their outbuildings and not their home. Any one unsure this is the

house and bungalow at the hill top on the corner of bunkers hill

and Middle Street. It is not yet confirmed what has been taken

but Brian Everatt Junior gave details of a light coloured Ford

Focus estate with registration mark starting ND53. Please keep

your property secure and remain vigilant. I'm sure we are all

aware this sort of occurrence increases historically on the run up

to Christmas and early darkness during the evenings. Locks,

security lights etc all need checking to make what we have

worked hard for less appealing.
