The system typically delivers over 6 million, targeted, relevant, secure messages a month on behalf of over 12,000 Police and public-sector users, to over 650,000 members.Alert is the national messaging system used by Action Fraud and is utilised by the Home Office for national and regional iterative surveys to help educate the public to protect themselves against Cybercrime and fraud. Alert hosts and provides unique, seamless integration with the official national Neighbourhood Watch Register (www.ourwatch.org. uk). Neighbourhood Watch trained administrators provide an invaluable, seamless, data validation service across the system ensuring that even in austere times, vital admin work is done and the database is constantly managed, updated and accurate.

Neighbourhood Alert (Alert) is the largest, secure, two-way community messaging system in the UK. It is used by more than half of the UK Police Forces as well as Fire & Rescue Services, Police Commissioners and local Authorities.

Community ViewThis unique survey tool delivers the true voice from the whole community

Designed to help the Public Sector to gain a real-time understanding of opinions from any community group they choose. Intelligent questioning technology ensures that the public have every chance to respond, giving a reminder to those who have not responded and enabling questions to be trickle-fed to members periodically. The Community View API assists Police to deliver their Annual Data Return of victim surveys at a vastly reduce cost and much higher response rates. Public perception, 101 call feedback, victim and contact with an officer surveys can all be managed by this highly efficient system. When people respond, their answers automatically update their own profile, removing the need for expensive administration. Group memberships such as CCTV owners can be instantly queried, mapped and distributed to front line officers. Every interaction with the system by members improves their profile data, your picture of a neighbourhood, the relevance of their messages and their perception of your organisation.

Target ListsCombine the power of Community View, the flexibility of Rapport and the power of multiple data sets to identify underrepresented and priority addresses for recruitment and surveys. Rapport Target Lists are finely tuned to enable policing teams to efficiently focus activity where it is needed. Conduct doorstep surveys whilst registering new citizens and gather the voice of the public from a representative section of the local community. Target lists provide an ongoing database of doorstep responses, track each administrator’s activity, build an understanding of the response in an area and enable automated, intelligent interaction with each citizen based on their responses and issues.

RapportReal time, mobile information and engagement

Rapport provides mobile-friendly, quick access to all regular tasks and key data. It can be used from a PC screen, tablet or any web-enabled smartphone or blackberry. Use Rapport to grow your community network and understand who’s who in your local community and even solve crime.The Rapport system connects securely to the Alert database and enables a huge array of information to be delivered to and from front line officers in real time and based on their geographical position. Information on the local scheme coordinators, Key contacts (KINs) or CCTV owners can be easily accessed using Rapport, while target lists for recruitment onto the system can be created, based on socio-economic or ethnic groups, vulnerable people, emerging communities, current crime victims and any other data the system contains.Local Policing teams can use Rapport to message citizens who have expressed an interest in a specific area or issue, giving the public the chance to comment, ask questions and generate a conversation.

Our interactive API offers a facility to connect internal systems to Alert to enable a range of surveys and registration requests to be sent to citizens instantly. The API also enables your system to query the Alert Database and gather data about any registered member. Connect to crime maps of Force Control Rooms to access data regarding any caller (using caller ID), to provide a more efficient service for the control room operator and the caller.

KiosksHelp increase interest and sign-ups at events or in a popular location

Registration to Neighbourhood Alert is available via one of our portable kiosks, which can be “wrapped” to match your own Alert portal brand and are available to rent. While the Alert database is only updated when connected to the internet, a locally running website captures any registrations made while not connected to the internet, meaning that the kiosks can be used out and about, at freshers’ events, county fairs or other large community events, irrespective of internet coverage. The local signup process is also fully GDPR compliant with local data fully encrypted until uploaded.

Key Performance Indicators (KPI)KPI’s are an assessment of how your organisation is progressing in terms of its use and feedback of Alert; this is delivered to the relevant users or managers on the first day of each month. This accurate, in depth report has been compiled in close collaboration with many police administrators to ensure it provides all the vital data to reduce guesswork and administration when assessing community engagement and database growth and quality.This four-page report is an accurate summary of the key information you require each month including: New registrations, Engagement, Users reached, Average message ratings and much more.

Neighbourhood Reports Neighbourhood Reports are typically delivered to area inspectors each month. These intuitive reports provide an overview of the preceding month’s statistics for their area and the month-on-month changes in user engagement. Figures highlight the individual contributions of all administrators within the neighbourhood: logins, messages, ratings, recruitment and star performers.These reports also feature a section highlighting the predominant and most underrepresented ethnic communities and how engagement with these has improved over the previous month. Superb, accurate cohesion data delivered at neighbourhood level every month with no administration to do to compile the reports.

TranslationAlert enables you to target different communities, ethnicities and languages in several different ways.Combining the best services from the excellent “Project Oxford” and Google translation tools enables us to provide language translation within emails for over 100 languages.This service takes no additional administration to facilitate, the registered member simply selects a language that they would like in addition to English either during registration, in response to a Community View* survey or by logging in.Future messages are then instantly translated and delivered on the same email to the member. Responses are encouraged in English where possible and the replies admin page includes an automatic translation into English should a non-English reply be received.This low cost, highly effective and administration free service is proving to be instrumental in improving registration and engagement with harder to reach communities as well as confidence in the police.

Data insight available as extra modules: OriginsUnderstand your engagement gaps across minority and New and Emerging communities

Origins classifies residents into one of 259 origins types, giving an indication of their most likely cultural background,as well as estimating an individual’s most likely language, religion, age and gender.

Origins enables public sector organisations to better understand and map the cultural, ethnic and linguistic origins of its citizens, leading to more effective communication and engagement with minority communities.Working in conjunction with Neighbourhood Alert and Rapport, Origins data helps identify your engagement gaps. Alert then allows you to seamlessly target and send essential messages to under-represented groups in any community. Our survey tool, Community View, then helps you to understand the true voice of any given community. Origins data can also be used to identify areas of the community who are most thought to be susceptible to radicalisation, in line with the Home Office ‘Prevent’ initiative and the UK’s overall counter-terrorism strategy.

Serious and Organised Crime SegmentsNeighbourhood Alert is being used nationally by the Home Office in an extensive program to identify, educate and prepare citizens to be more resistant to scams and fraud committed by serious and organised crime groups.

Over 100,000 users on Alert undertook the integrated Cyber Survey and were placed into one of the defined segments.A successful pilot has been run in two police areas to deliver automatic eLearning and awareness raising messages at the foot of existing Alert emails. Over 100,000 learning cards have been delivered in a six-week program, with over 6,000 positive feedback interactions. We are now looking at a national roll out.

Securityr Our Data Centre is in England. All data is fully encrypted and all hosting is and shall

remain within the UK.

r We run extensive external PCI vulnerability checks on all Alert sites each month and provide a COMODO pass certificate for each client Information Security Officer and other nominated contact(s).

r Internal vulnerability/patch network scanning is performed weekly.

r A physical Data Centre PASF visit and audit was performed on 11th April 2016 by Nottinghamshire Police and the East Midlands Special Operations Unit (EMSOU).

r The hosting environment is fully audited to ISO27001 and 9001, Certificate No IS578612. The entire system enables full DPA compliance.

r VISAV Limited have implemented a robust network infrastructure in accordance with CESG GPG8 and GPG13 and have been audited to Cyber Essentials Plus and IASME Audited standards - view our certification on our website. We have achieved ISO9001 & ISO14001.
