Applicant: Nucor Corporation - Nucor Steel Arkansas - Hickman Mill, 7301 East County Road 142, Blytheville, AR 72315, The facility is lo- cated 12 miles east of Blytheville on East County Road 142 off of Hwy 137 in Mississippi County. The wastewater plant is south past the main gate on a paved road on the west side of the Hot Mill. The WWTP is located just southwest of the Melt Shop; Latitude: 35° 56’ 17.19” N; Longitude: 89° 43’ 0.15” W in Mississippi County, Arkansas. The dis- charge from this existing fa- cility is made into the Mis- sissippi River in Segment 6C of the Mississippi River Ba- sin. Proposed construction will include an oil/water separator and some other holding tanks as part of the pretreatment system for the Cold Mill 2 treatment plant. The treated effluents from the Hot Mill, the Cold Mill 1, and the Cold Mill 2 are routed to the Wastewater Effluent Tank prior to dis- charge via Outfall 004. The design flow will be in- creased from 1.24 MGD to 1.44 MGD. Modification of the NPDES discharge permit is required. The United States Air Force has completed the Fourth Five-Year Review for se- lected environmental rem- edies implemented at the Former Eaker Air Force Base, in accordance with the Com- prehensive Environmental Response, Compensation, and Liability Act (CERCLA) or "Superfund". Review of long- term remedial actions are required every five years to ensure continued protection of human health and the en- vironment. The review as- sessed the effectiveness of protective measures at such sites. Based on this com- pleted review, the selected remedies are functioning as intended and are protective of human health and the en- vironment. The completed report is accessible to the
