What are the intended outcomes of the Plan.?

• To address and eliminate blockages which businesses raise as hindering economic growth

NDP Pilot Project : Red Tape to Red Carpet

• How does the project align to the NDP objective?

• The Red Tape Unit is a catalytic project which identifies and resolves

blockages which inhibits the attainment of economic growth

• It addresses the key inhibitors identified by business which blocks

the growth of the economy

• It is a platform through which we can find rapid resolution where

blockages exist

• It identifies areas that need regulatory reform

• Total tickets resolved: 935 (91.58%)

• Unresolved tickets 86 ( 8.42%)

– City of Cape Town (Planning and Land Use)• Cape Town Zoning Scheme gazetted 25 November 2012 resulting

in:

– 1 zoning scheme replacing 27 – 425 base zones reduced to 35 – 1 507 pages of regulation reduced to 185

(New e system in progress)

18-35• Provides a 6 month work opportunity• Stipend paid under Work & Skills programme: @ R1500 per

month• Coupled with skills development – both technical and soft skills

Has a solid track record…• Running for 3 years• 2810 learners placed• Keeps track of learners (Impact study underway to document

economic and social benefits)

• Facilitates employment… • Putting in place exit strategies to facilitate employment or further

training opportunities• High success rate in terms of employment over 60% placement
