StateFunding–Now:

Whatyoushouldknowaboutyourfunding;availablefunding;applyingforfundingandtheNDIS:Withallofthechangesthatareoccurringatthemoment,thelogicalplacetostartistofindoutaboutyourfunding–orthefundingforthepersonwithdisabilities,iftheyhaveany.Thismaytakeabitofperseverancetofindout,particularlyifthefundshavebeenwithanorganisationforalongtime,orifyouhavenoteverreallythoughtaboutit.Whatisimportanttoknowiswhatsupportsyourfundshavebeendesignedtocovernowandhowtheycanbeused,thisiscalledfundingcriteria.Sometimespeoplefindthatthefundsweretocoverrespitebuttheyhavebeenusingitforin-homesupports,orsituationswherethepersonhasusedsomeoftheircommunityaccessfundstopurchasecalliperssothattheycanmovearoundmoreeasilyathomeaswellasinthecommunity.YourDepartmentalliaisonpersonshouldbeabletoassistyouwithfindingouttheinformationaboutthefundsincludinghowmuchmoneyitis.Ifyouknowthenameofyourfundinge.g.accommodation,respite,communityparticipation,transitiontowork,homecare,supportedlivingfund,etc.Youcanlookupthefundingcriteria,seelinksbelow.Whenyouknowwhatfundshavebeenallocated(nameoffundingpackage)aswellaswhatfor(fundingcriteria),youwillhaveaplacetostart.Whetheryouneedtospendtimeplanningonwhatneedstobedonetohelpthepersonwithdisabilitytohavethebestpossiblelifeorwhetheryouhavethissortofinformation&wanttostartmakingsurethecorrectservices&supportsareputinplace,yourknowledgeaboutthefundinglevel(amountofmoney)andcriteriawillbereallyuseful.Sometimespeoplefindthattheydon’thaveenoughfunding.Whenthishappens,youmayhavetogothroughanotherassessment,applicationorappealprocessorconsiderotheravenuesforfunding.Currently,fundingsitswithinvariousstreamsdesignedtosupportpeoplewithdisabilitiesindifferentareasoftheirlife,forexample,accommodationsupport,lifeskills,communityaccess,employmentservices,respite,earlyintervention,transitiontowork,olderparentcarers,home&communitycare,justtonameafew.SomeofthesearefundedundertheNSWgovernment,whereasothersarefederallyfunded.

Youneedtobeawareofthewaythesefundingprogramslookatthesupportthepersonrequires.Thismeansunderstandingthetermsusedinfundingarrangements.Forexample,insteadofsayingyouwantsupportathomesothattheperson’sparentscangoawayonholiday,youmightneedtosaythatthefamilywouldliketogoawayforafewdays,whichmeansthatsomein-homesupportwillberequiredforthepersonwithadisabilitytobuildtheirindependentlivingskills&practicetheseskillsinordertoliveawayfromthefamilyhomeoneday.Anotherexamplemightbethepersonwantstogotoamusicgrouporouttoseelivemusic,thiscanbeframedasthepersonwouldliketomakefriendsandbuildcommunitysupportnetworksthroughsharedinterestsbyattendingamusicgroup,localfestivalsandlivemusicevents.Itreallyhelpstohaveasupporterwhounderstandsthistypeoflanguagedifference&whocanalsohelpyougetusedtousingthislanguageinyourwriting.Ifyouareunsureofanythingyouwriteandwouldlikesupportpleasecontactyourfacilitators.Currentfundingstreamsandcriteria:www.adhc.nsw.gov.au

Whyisitimportanttoplan?–Adaptedfromhttp://www.inclusionbc.org/parent-s-handbook-inclusive-education/planning-your-child-s-education/why-planning-importantPlanningallowsparentswhosupportpeoplewithdisabilitytoconnecttheirhopesanddreamstodailyactions.Itmakespossibleaninclusivecommunitylifeforyourlovedone,onestepatatime.Planningcanalsoinvolveformingateamtoworktogethertowardbig-picturegoals.Thisteamwillincludeyouandyourlovedoneatthecentreandmayincludefriends,neighbours,extendedfamilyandothercaringcommunitymembers.

Planningshouldbeperson-centred.Itbeginswithyourlovedonesandyourfamily.Itshouldalsorespondtoallaspectsoflife—includingsocialrelationships,recreation,andeducationalopportunities—andincludesbothlong-termandshort-termgoalsforyourson/daughter.Person-centredplanningtoolssuchasMaps,PathandLifestylePlanningmaybehelpfulfordevelopingplans.Communitypartnerscanincludeschoolpersonnel,socialworkers,neighbours,friendsandotherprofessionalsupporters;theycanalsohelpwithdevelopingplansandorganizingtherequiredsupportsandservices.

Planningisanongoing,circularprocess.Asyouidentifynewdreams,goalsandneeds,youwillneedtorevisetheplantoaddressthem.Asgoalsintheplanareachieved,youwillneedtodefinenewgoals.Therearealsomanycrossroadsovertheyears,andtransitionplanningiskeytoensuringgoodoutcomes.Transitionplanscanplanforvisitstoanewenvironmentbeforeanactualmove.Thisallowsstaffinthenewenvironmenttodevelopthebestpossiblestrategiestomakethemoveassmoothaspossibleforyoursonordaughter.Somedistrictshavetransitionteamstosupportpeoplethroughmajorchanges.Planningshouldbeginwellinadvanceofanticipatedtransitions.

ThepersoncentredplanyouwillbeworkingonthroughinthisworkshopwillcoverthecomponentsofanNDISplan.Thetemplatethatcomeswiththisworkbookisauser-friendlyplanthatcanbeusedforimplementingthestated,desiredlifestyle,recruitingateamofsupporters,sharingvaluableinformationwithothersandworkingtowardsasharedvisionandtheassociatedgoals.Self-DirectionTheterm‘self-direction’isbeingusedalotthroughoutthedisabilitysectoratthemoment,butwhatdoesitreallymean?Wethinkitisalsobeingconfusedwithfundingarrangementslikeself-managedandeachstateinAustraliaseemstohaveaslightlydifferentinterpretation,sothefollowingdefinitionsareanattempttohelptoexplainthisabitmore:Directpayment: Provisionofadirectpaymenttoapersonwithdisabilityorhis

/hernominatedpersonresponsible,thepersonorthepersonresponsiblemakesarrangementsforsupportsandisdirectlyresponsibletothefundingbody/government.

Self-directed: Apersondirectingtheirownlifefreefromexternalcontrolandconstraint.Directingthewaytheylivetheirlife,decidingonthejourney,futuregoals,howandwhentogetthereandwhenthingschange.Directingtheirownsupports,howitisgivenandwhoisgivingit. Ithasnothingtodowiththefunding.

Self-managedfunding: Thepersonwithdisabilitiesand/ornominatedpersonresponsibleandnominatesignificantotherpeoplemanagealltheaspectsofthefunding,andprovidefinancialacquittalsandreportsdirectlytothefundingbody/government.

Sharedmanagement: Thisapproachisbasedonanagreedsharingofsupports/fundingmanagementresponsibilitiesbetweentheindividualand/ortheirfamilyandaSupport/IntermediaryOrganisation.

State based Flexible funding programs, also referred to as direct payments, individualbudgets, self-directed support, self-management, consumer-directed care, personalassistance, and individualized funding, have been promoted for a number of yearsthroughoutAustralia,andreflectthecontinuationofinternationalpolicytrendsthathavebeen operating in one form or another for at least the past fifty years. While thesearrangements are not new, considerable interest has been placed over the years onspecifying what self-management and flexible funding means to government, servicestructuresandindividuals.

We believe Self-directed support should beviewed as an option in which people withdisabilities with the support of their families and their allies manage and direct theirservicesandsupports,withtheopportunityalsobeingprovidedforpeopletoself-managetheir fundingpackagetodesigntheirownsupportrequirementsandpurchasethese inawaythatsuitsthembest.

The selfmanagedapproachunder theNDISprovides theopportunity forpeople tohavegreatercontrolovertherecruitment,hiringandmanagementofsupportstaff&tousethefunds flexiblytoaddressotheressentialrequirements. Thisapproachrecasts thepersonwithdisabilities frombeingapassiverecipientofpre-purchasedservices, towardsactivecitizenship where the person has the right to assert and exercise control over theirsupports and their own life. This has been seen as a progressive shift away from a‘professional gift model’ towards a citizen-based approach, which is more in keepingwithwhatisvaluedinmostpeople’slives.

There are many examples of people self-managing their arrangements throughoutAustralia. The following diagram shows one example of the spectrum that self-management of funding covers: (adaptedfromDepartmentofCommunities,ChildSafety&DisabilityServices2013p9)

Asaprocess,self-directionappearstohaveanumberofcommonelements.Theseincludespecific budgets being attached to the individual, with these funds addressing supportcoordination,useof fiscal intermediaries,updating informationtechnology,andadequatetrainingbeingoffered toensureoptimalbenefitsareexperiencedby the individual. Theabilitytousefundsinflexiblewaysiscriticalinpromotingtrueself-determinationaswellasachievingtheimpactsofeffectiveimplementationofself-directedservices.

Thewaywedescribeourson/daughterwithadisabilityisimportant:Toooftenpeoplewithadisabilityaredefinedanddescribedintermsofdeficits,ratherthanintermsofcapacities.Society’s attitude to disability can be a source of distress to families.Families are often toldwhat is wrong with their child/adult, rather than having their capacities highlighted. Anintroductiongivesothersasnapshotabouttheperson.Theintentionheristosetthesceneand bring the person to life, the human being-ness of the person. In general, a goodintroductionwill,introducethepersonandgiveabitofbackgroundinformation,setthescopeofdiscussion,bringattentionto thekeyelement (strengthsandcapacities)of thepersonandincludetheperson’sname,age,gender (ifnotobvious)andthepositiveattributesabout theperson.Theintroductionshouldbeshort,notmorethan2–3shortparagraphs.ExampleIntroduction:HelloI’mBrenton,Iama24-year-oldyoungmanandliveinWoonona,asuburbofWollongong. I love lifeandbeingwithmyfamilyandfriends. I lovemy life inmycommunity;I’macoachfortheWoononaBushrangers,playfootballwithmylocalDragonsandwatchthelocalTigersplayeveryweek.IgototheWoononaBowlingclubprettymucheveryFriday and Saturday night unless I have a party or other event to go to. The5ValuedExperiencesgivesusalanguagetodiscussaperson’sdevelopmentandfocusesourattentiononthequalityofaperson’sexperiences.Itresultsinasharedsenseofdirectionandprioritywhichguidestheselectionofpersonalandserviceobjectivesandactivities,formstheessential linkbetweenplansandactionandprovidesthemeansforregularfollow-upandrevision.Itprovidesawaytogetthingsdone.Thosewhomakeimportantdecisionsaboutanotherperson’sfutureneedausefulvocabularyfordiscussingtheeffectsoftheirdecisionsonthequalityofthatperson’slifeexperiences.The5valuedexperiencesarehelpfulindescribingaperson’ssituation,identifyingopportunitiesforimprovement,andevaluatingthemeritofproposedactivities.Five related termsdefine thisway to lookat thequalityofaperson’s lifeexperiences. Eachpointstoexperiencesthatmakesenseforapersontoseekmoreof;togetherthey indicateabalanceof experiences thatmakeeffortworthwhile. History shows that peoplewith severedisabilitiesarelikelytomisstheseordinarypositiveexperiencesunlessthepeopletheyrelyonwork hard to provide them. These valuable experiences come from cooperation betweenindividualsandtheirallies.Theybringoutthequalityofallpeople’slivesbecausetheyaretheresultofpersonal investment, focusedattentionand learning throughaction; theycannotbemanufacturedthroughamechanicalprocess.(O’Brien2002)Everyone’sworldgrowsricherandmoreinterestingwhenpeoplehavemoreopportunitiesforthesevaluedexperiences.Belonging:Beingamemberofagrouporanassociationoracongregation;beingafriend;beingafamilymember;beingapartner.Havingavarietyofrelationshipsandmembershipsincludingassociationswithbothpeoplewithdisabilitiesandpeoplewithoutdisabilities,bothpaid,staff,volunteersandothercitizens.Beingrespected:Beingseenandtreatedwithdignity;beingseenandtreatedasawholeperson;beingseenandtreatedinwaysthathonourthebestinyourculture;beingseenandtreatedasapersonwithrights;beingseenandtreatedinwaysthatfityourage.Sharingordinaryplaces:Makingthesameuseofcommunitysettingsasanyothercitizendoes,atthesametimesandforthesamepurposesasothercitizensdo:living,working,learning,andplayingconfidentlyinordinaryplaces.Contributing:Makingapositivedifferencetootherpeople,tocommunitygroups,andtothecommunityatlargebydiscovering,developing,andgivingindividualgiftsandusingpersonalcapacities.Therearegiftsofbeingandgiftsofdoing:contributionscanincludeinterestedpresenceaswellascapableperformance;insomesituationssimplybeingpresentandinvolvedmakesarealdifference.Contributionscanbefreelygivenorearnpay.

Whywouldwedothis?Surelythatsoundslikesomethingpeopledoinbusinessorintheorganisationsthatsupportpeoplewithdisabilities?Whileyouwouldbeabsolutelycorrectinthinkingthis,familymembers&peoplewithdisabilitieshavesometimesfoundthatthissortofapproachcanreallyhelpthemwithintheirdailylives.Avisionisadreamorhopeofsomefuturestatethatwemayachieve.Itisthe‘bigpicture’&answersquestionssuchas:

• Whatisourlong-termgoaloraspiration?• Howdoweseeoursituationin2years’time?5years’time?• Whatisouridealfuturestate?

Thisisthesortofstatementthateveryonewhosupportsyou/thepersonshouldbeabletoidentifywithaswell.Overtime,youwillbeabletoreviewthisstatementtoseeifitstillfitsthecurrent&reflectwhereyouareuptoinlifenow.Thefollowingisanexampleofthesestatements:

Our vision is that Jenny is continually enabled to live a lifestyle she chooses, is used to andentitled to. Inanycommunity,themostfundamentalbuildingblockisindividualpeople’scapacitytojoinincontributingtheirgiftstostrengthentheircommunity.Everyindividualhasmanygifts–knowledge,skills,andinnatetalents;giftsofthehead,handandheart.Averypowerfulwaytobuildastrongercommunitytapsunrealizedpotentialintwosteps.Askingpeople;Whatareyourgifts?Thenconnectinggiftstoopportunitiesforcontribution.Whenpeoplepurposefullylookforgifts,thereareamazingdiscoveries.Thekeyisasking.Themostfundamentalactionofcommunitybuildingisconversation,peopleturningtooneanotherandaskingeachotherwhatisimportanttothemandwhattheyhavetooffertoacommoneffort,toworktogetwhatisimportant.

Sincebirth,wehavebeencreatinganintricatenetworkofpeopleinourlives,friendsand/orfamilywhoarethereforusintimesoftrouble,sorrow,andcelebration.Thosefriendstakeaninterestinourlivesandusbecausewesharecommonthreadsthatbindustooneanother.ThisgroupiscalledourCircleofSupportorFriends.Theyarepeoplewevalueinourliveswhohelpusachieveourdreamsorlendahandwhenweareinneed.Wecancountonthemtobethereforus.Theserelationshipsareformedinmanyways,butgenerallycomefrommeetingpeopleindifferentplacesandenvironments.Meetingpeople,formostofus,occursnaturallyandfortheentiretyofourlives.

JudithSnow,awomanwithasignificantdisability,explainsitfurtherandhasdescribedfourdifferentcirclesofrelationshipsthateveryonehasintheirlives.

CircleOne:TheCIRCLEOFINTIMACYismadeupofthosewhowesharegreatintimacy,oursecrets,andheartfeltemotions.Thesearepeopleorperhapsanimalsorobjectsthataresodeartousthattheirabsencewouldimpactusgreatly.Thismayormaynotincludefamilymembers.

CircleTwo:TheCIRCLEOFFRIENDSHIPismadeupofthosepeoplewhoarefriendsorrelativeswhowecallupontogoouttodinner,seeamovie,butarenotthosewhoweconsiderourmostdearfriendsorthosewemustseeregularly.

CircleThree:TheCIRCLEOFPARTICIPATIONiswhereyoubelongandincludesthenamesofthepeopleororganizationsyouparticipatewithinlife.Thiscouldcontainspiritualgroups,whereyouwork,whereyouwentorgotoschool,clubs,organizations,athleticteams,orwhereyouparticipateandinteractwithpeople.SomeoftheseindividualsmaylaterbeinCircleoneortwo!CircleThreeisthegardenforsowingfuturerelationships.

CircleFour:TheCIRCLEOFEXCHANGEismadeupofpeoplewhoarepaidtobeinourlives.Doctors,teachers,dentists,socialworkers,therapists,hairdressers,carmechanics,andthelikemakeupthenumbershere.

JudithSnowexplainsthatwhenwelookatthefourcirclesforpeoplewithoutdisabilities,wecanseethatthereisafairnumberineachcircle.However,ifweweretolookatthecirclesforpeoplewithdisabilities,wewouldseeaVERYDIFFERENTPATTERN.Generallyforpeoplewithdisabilities,theremaybepeopleinCircleOneandCircleFour.Inmanyinstances,circlefourexplodeswithpeoplepaidtobeintheirlives.CircleThree,thekeycircle,hasminimalorganisationsorsocialopportunitiesavailableforthemandthus,peoplewithdisabilitiesareexcludedfromcreatingconnectionstoothersanddevelopingatruecircleoffriendsorsupport.

Thissortofdivisioncanputahugefinancialandemotionburdenonfamilies.ACircleofSupportcanbegintoalleviatesomeofthatstrainandburdenforthefamily;howeveritdoestakeworkandplanning.

Buildinganetworkofsupport(circleofsupport),invitationandagenda-JudithSnowHowdoesonegoaboutcreatingacircleofsupport/friends?Whatarethestepstofollow?Therearemultiplefactorstoconsiderandeachiscrucialtothesuccessofthecircle.Firstandforemostistoestablishwhothefocuspersonis.Thispersonistheonewhowillbethedrivingforce;thecenterofalldiscussionandplanning.Oncethishasbeenestablished,theplanningbegins.Theremustbea‘champion’orsomeonewhowillseetoitthatthiscircleisformedandthattherewillbefollowthroughfromtheplanningtotheimplementationstages.Inmanyinstances,thisisoneoftheparentsoracaregiverfortheindividual.Astimepassesandacircledevelops,thisrolemaybetakenonbyothers.

Decidewhomtoinvite.(ItisbestifCirclemembersarenotpaidtobethere,itisvoluntary!)Thefocuspersonhasagreatdealofsayaboutwhotoinvite.Createalistofindividualscommittedtochange,whobelieveinthefocusperson,andwhowouldbecommittedforthelonghaul.Memberscanbeneighbors,family,communitymembers,fellowchurchgoers,ormembersofclubs.Therearenolimits,butbeselective.Invitethosepeoplewhoarewillingtotakeachanceandavoidthepeoplewhoareskepticalorunsureofchange.

Obtainfacilitators.Itisbesttohavetwofacilitators;onetoleaddiscussionandonewritedowntheinformationanddographics.Interviewthemasneededtofindonethatthefocuspersoniscomfortableusing.

Decideonalocationandtime.�Meetingscanbeheldinahome,church,school,library,backyard,conferenceroom,oranybigmeetingspacethatisavailable.Thedayoftheweekandthetimecanvarydependingupontheavailabilityofpotentialmembers.Potentialtimescanbeimmediatelyafterwork/school,overthedinnerhour,orduringtheweekend.SometimesCirclemembersmaywanttoorganizeaspecialeventandgotoapark,gobowling,orhaveapizzaparty!Itisalwaysgoodtoincludesomerefreshmentsforthemeeting:makethemeetingassimpleorasinvolvedasthefocuspersondesires!

AccordingtoJudithSnow,listeningtothedreamsofthefocuspersonistheprimaryfunctionoftheCircleofSupport(PUSH,2001).Onthedayofthemeetingthefocusperson,facilitator,and“champion”willwanttoarriveearlytoensuretheroomissetupforthecircle,whichmeanschairsinacircleorsemi-circle.Thisensuresthatmembersofthecirclecanallseeeachotherduringthediscussion.Thisearlyarrivalwouldalsoprovidetimeforpreparationforthemeetingbyreviewinganyquestionsthatwillbeaskedofthefocuspersonandtobesurethatpersonhashadtimetothinkoforgeneratetheanswers.(Thiswouldbetrueespeciallyifthepersonisnon-verbalorusesaugmentativecommunicationandwouldneedtimetoprepareanswers).Thefacilitatorswouldopenthemeetingandfollowtheagendathathasbeencreatedinatimelymanner.Mostcirclemeetingsarenolongerthan2–3hours.Atthecloseofthemeeting,membersmayleavewithassignmentsthatwouldsupportthecircle’seffortstosupportthefocusperson.Examplesofwhatcirclemembersmayvolunteertodoare:helpingsomeonemoveintotheirownhome,orhelpingthemtodevelopmorerelationshipsbymeetingpeopleinthecommunity,schoolorothercommunitysettings.Progresswouldbereportedonatthenextmeeting,whichisalwayssetattheendofeachCirclegathering.Thatwayeveryonewillknowwhentheywillbesharingwhattheylearnanditislesscumbersometoplan.OncetheCirclehasbeencreatedandthefirstmeetinghashappened,itwillbecomeeasiertoestablishtheagendasforfuturemeetingsandthenumberofmeetingsthatwillbeneeded.Somecirclesmayinitiallymeetfrequentlyandthentaperoff,othersonlymeetquarterlyandstillothersmeetonlyasneeded.Itisbesttomaintainaconsistentmeetingpatterntoensurequalityandkeeptheinterestandcommitmentofthecirclemembers.ACircleofSupportcancreatemanywonderfulrelationshipsandopportunitiesforindividualswithdisabilities.Realfriendshipscanstartandleadtoamorefulfillingandrichlife.ItisnevertooearlyornevertolatetocreateaCircleofSupport.http://www.iidc.indiana.edu/?pageId=411

ParticipationThroughSupportCircles–JudithSnowTheverynatureofourculturallygivenperceptionofdisabilityandourresponsetoitseemstoobscureourperceptionofthepeoplebehindthelabels.Whatcanaconcernedpersondo?Becomingacirclebuildermayprovideopportunitiestoactuallymakeadifferenceinthelivesofsomepeople.Supportcirclesbreakthroughthedisabilityfocusinseveralways.Mostsignificantly,circlesarepowerfulbecausetheyexisttohonor,supportandmakeavailableaperson’scapacitiesandinterests,nothisorherdeficits.Supportcirclesareformedtobevehiclesforpeopletodiscoverandtotalkaboutwaysinwhichapersoncouldbecontributiontothewidercommunitythrough,interestsandtalents.Theyworktocommunicatetoawiderworldwhatcapacitythefocuspersonhastoenrichothers.Theydiscoverorcreateplaces,supportsandcontactsthatwillmakethisperson’sparticipationgrowanddevelop.Secondly,supportcirclesarepowerfulbecausetheirfocusisonrelationshipsandnotindividuals.Circlesfunctionprimarilybybringingthefocuspersonintoaricher,morediversenetworkoflisteningpeople.Theperson’snatureandabilityisunfoldedbythelisteningpeople.Theperson’snatureandabilityisunfoldedbytheinteractionsfosteredbythenetwork.Disabilitylosesitspowertofocuspeople’stimeandenergy.Disabilityisdisempowered.Asupportcirclebelongstotheworldofparticipation.Justtheinitialestablishmentofacircleisalreadyastepforwardtohavingsomeoneparticipateinthecommunity.Thefocusisononepersonyetallthemembersofthecircletypicallywillexperiencetheirparticipationinthecircleasavehicleforexaminingandimprovingtheirowncontributionstosociety.Althoughasupportcircleisnotalwaysnecessary,ithasauniquepowerforrapidlychangingthelifeexperienceofanindividualwhoisfacinggreatbarrierstoinclusion.Acircleisacreationintheareaofrelationship,meaningandinteraction.Peopleexperiencebeingpartofacircleas‘natural’andthey‘know’howtoofferbothformalandinformalsupporttoeachother.Circlesalsoempowercirclemembersandbuildersbecausetheyareunpredictable.Energizedbymultiple,complexrelationshipstheyoftenbecomemagnetsofsynergy,takingadvantageofopportunitiesthatcannotbepredictedorbureaucraticallymanagedintoexistence.Thislivingessenceofcirclesdrivesoutthedeadeningspiritofdisabilitythinking.Thelivesofpeoplewhohavebeen‘helped’areusuallyscarredbydisrespect,physicalandemotionalabuse,andbrokenrelationships.Atthebeginningandthroughout,itisimportanttorecognizethatsupportcircleshavepower–bothtosupportortohinder.Thepersonwhoisinterestedinstartingcirclescanstillbedrawnintodisabilityasafocus.Apersonaldisciplinewillhelprestrainthemfromdoingthisharminavulnerableperson’slife.Thispracticeisoutlinedbelow.

Itcanoftenbealittlemind-bendingfiguringoutwhothecircleisfor.Inthesituationwherethefocuspersonisanadultwhospeaksforthemselves;thescenarioisfairlystraightforward.Suchasituationisrare.Moretypicallyonepersonisthenamedfocusbuttherealfocusisonaparentoranadvocatewhotypicallyspeaksforthisperson.Thereisnothingwrongwithaparentoranadvocatebeingthefocus.Infactwhenthecircleinvolveschildrenitisessentialthatthecirclebeformedaroundtheparent(s).Theissueissimplythatwhenthefocusisconfusedtheprocessgetsunclearandactionsstall.Thereforeitisessentialthatthisissuebesortedout.Occasionallythefocusofthecirclewillshiftforashortperiodoftime.Thisisagoodthingunlessforsomereasonitisdifficulttoreturnthefocustotheperson’thecirclestartedfor.Insuchasituationconsiderstartingtwocirclesthatareinterconnectedbyhavingsomejointmembership.Invitingisacriticalstage.Peopletypicallysaythattheydonotknowanyonetoinvite.Thisisabsolutelynottrue,yetinacertainsensetheexperienceisquitereal.Itisusualthattheperson’slifeisfullofpaidpeopleandothersfocusedontherapyandadvocacypluslotsofotherpeoplewhohavebeencarefullytrainedbysocietytoseethisindividualaslimitedandinneedoffixing.Thedynamicsofthedisabilityfocusmakeitalmostacertaintythatallthesepeoplehavebeeninteractinginwaysthatpusheachotheraway.Itdoesn’toccurtotheindividualinquestionthatsomeoftheseverysamepeopleareabletoandinfactwouldlovetohaveanopportunitytofosterparticipationandinclusion.

Keepthedreaming,storytellingandlisteningaliveisnotdifficult.Yetsomeonemustalwayswatchthatdreamsdon’tdropofftheagenda.Wehaveallbeencarefullytrainedtobecomebusyplannersandbehaviorpolice.Listenfordreaming,storiesandlisteningandkeepthecirclegoingneedsintentionintheinitialstages.Itusuallytakestimeforpeopletocatchtherhythmofdreaming,storytellingandlistening.Infactthepersonisincludedassoonasthecirclebeginstomeetsinceitisthejourneyofinteractionsandmeaningandthelisteningtodreamsthatcountsmuchmorethantheoutwardsuccesses.Intime,asthecircleexperiencestheinventionofitsownstoryandassuccessesemergefromunexpecteddirectionstheintentionofgatheringbecomeslesscritical.Thepointisthatthesupportcircleisthevehicleoflisteningtodreams.Thelisteningmustcontinueuntilthereareenoughotherpossibilitiesoflisteningintheindividual’srelationshipnetwork.Eventhen,lifeisveryfragile,andthecirclemayneedtobecalledtogetheriftheghostof‘disability’raisesitsheadagain.Insummary,circlebuildingisaprocessliberatingaperson’sparticipationandinclusionincommunity.Likeallsimplethingsinlifethereisanunderlyingintegritywhichmustbehonoredifsupportcirclesaretobeeffective.Thisintegrityrequiresacommitmenttogiveupdisabilityandit’sfocusonfixingpeople.Buildingrelationships,buildinginclusionandbuildingcommunitytaketimeandcommitment.Theyareaslowprocessthatoftentakesyearstoreachfullfruition.Yet,paradoxically,inclusionsandrelationshiparetheroadtotrulysupportingvulnerablepeople.Nothingelseworks.O’Brien,J.&LyleO’Brien,C.(2002,3rdPrinting).AlittlebookaboutPersonCentredPlanningInclusionPress(page83-87)Microboards:http://microboard.org.au/our-work

‘Reasonableandnecessarysupport’referstothenatureandquantumofsupporttoenablea

participanttopursuegoalsandaspirations.ItmustgiveeffecttoAustralia’sobligationsunderthe

UnitedNationsConventionontheRightsofPersonswithaDisability(UNCRPD)bysupporting

peoplewithdisabilitytoliveindependentlyandbeincludedinthecommunity,todeveloptheir

capacitiesandtoenablethemtoexercisechoiceandcontrol.Reasonableandnecessarysupport

mustalsobevalueformoney,effectiveandbeneficialfortheparticipant,whiletakingintoaccount

whatisreasonabletoexpectfamilies,carers,informalnetworksandthecommunitytoprovide

andbemostappropriatelyfundedbytheNDISratherthanthroughothergovernmentsystemsof

servicedelivery.

peopleinyourimmediatefamily.Theyneedtoknowwheretofindyourwill,whatitcontains

(evenroughly)&wheretofindthepracticaldetailsassociatedwithsupportingthepersonwith

disabilitiesintheirday-to-daylife.

Thefollowingisanexampleofasuccessionplan&someofthecomponentsthathadtobethought

oftoensurethepersonwithdisabilitiescontinuestoenjoyagoodlife,regardlessofwhetherthe

primarycarerisaroundornot:

daughter.Ihavehadtothinkaboutthisalot,particularlywhenIrealisedthatmyassumption

relatedtomyadultchildrensupportingthestaffwasproventobewayofftrackafewyearsago.

Therewerevalidreasonsforthewaymyotherchildrenthink&believe–thatisOK.However,I

sawrealproblemsformydaughterwithdisabilitiesifIsimplyassumedpeoplewould‘dotheright

thing’byherifsomethinghappenstome.Toaddressthisgap,Italkedtosomepeoplewhoknow

mereallywell&alsoknowmydaughterreallywell.Theyagreedtobemyadministrators.This

basicallymeansthattheywouldstepin&makedecisionsaboutfunding&keepmydaughter’slife

goinginitsusualcalmway,regardlessofwhetherIwasthereornot.Theyagreedtotakeonthe

foundationrole,whichiswhatIhavebeendoingformanyyears–meaningthattheyareactively

addressingissuesinmydaughter’slifebuttheyarenotgoingtobe‘inherface’aboutit.Myother

childrencanmakehealthdecisionsforme,ifneeded,buttheydon’thavetoworryabouttheir

sister&whatsheneedsovertime.Doingthissortofback-upplangavemetimetothinkofallthe

safeguardsthatcouldbeneededifIwasn’taround.ThishasnowmeantIcangetonwithmylife,

knowingthatmydaughter’sneedswillbeaddressedthewaythatIwouldwant–andnothaveher

onlyoptionbeinganimmediatemoveoutofherhomeintoaresidentialfacility.Ithinkthatthe

timeattendingtothesafeguardshasbeentimewellspent.

Thefollowingaresomethoughtsaboutenhancingyourownpersonalresilience.Nodoubtthereismanyothers,buthereisastart:v Dothingsthatyouenjoy.Findthingsthathelpyoutobere-vitalised&tofeelgoodabout

yourself–andthendothemonaregularbasis.v Developyourself-awareness.Considertheroleofreflectionwhenyouarelearning,asthiswill

helpyoutogainsomenewperspectivesaboutthingsthatyoumaynothaveconsideredbefore,ortothinkofnewwayswhenyouthoughtyouknewalltherewastoknow.Lookbackthroughmemorable&challengingexperiences(positive&negative)&lookatwhatyouhavelearnedovertime.

v Getplentyofsleep.Soundsobvious,doesn’tit?Butwhenyouarestressed,itisveryeasytoneglectyouownneeds.Whenyouloseyourappetite,don’tgetoutinnatureorexerciseverymuch,ordon’tgetregularsleep,yourabilitytonavigatethroughcrisiscanbecompromised.Bytakingcareofyourownhealth&wellbeingneeds,youcanboostyourownresiliencelevels&becomemoreabletofacelife’schallenges.

v Embracechange.Beingflexible&adaptabletothechangesthatoccurthroughoutlifeisanessentialcomponentofbeingresilient.Sometimesgettingoutofyourcomfortzonethroughdoingthingsdifferently(eventravellingtothesameplaceviadifferentroadseverytime)canhelpyoutolookatdifferent&challengingsituationsasanopportunitytodosomethingsdifferently.

v Developyourownproblemsolvingabilities.Everyonehastheseabilities,butsometimesitismoreabouthowweperceiveproblems&situationsthatcanshowhowresilientweare–ornot.Thinkabouttakingastepback,considerhowyouapproachdifficultissues,whetheryouarelogicalinthewayyouconsideryourresponsesorwhetheryourjudgementiscontinuallycloudedbyemotionalresponsesorirrationalthinking.Perhapsthereareotherwaystolookatthesituation–ifyoudid,whatotherpossibilitiesmighttherebe?

v Findyourownsenseofpurposeinlife.Often,resilientpeoplefindthathavingsomestructure,meaning&commitmentintheirlifehelpsthemtoassesssituationswithinaframeworkthatincludesthe‘biggerpicture’.

v Becomeadedicated‘lifelonglearner’.Learningnewskills,gainingunderstandingindifferentways,allhelptobuildyourresiliencelevels&helpyoutoadaptthroughtimesofchange.Sometimesyouhavetofacethefactthattheoldwaysyoudothingsactuallydon’tworkthesamewaythattheyalwaysdid–sonowmightbeagoodideatostartlearning&practicingsomenewskills.

v Developastrongnetwork.Whetheryouareamanorawoman,havingsupportive&caringpeoplearoundyoucanreallyhelpwhenyouareincrisis.Thesepeoplemustbeindividualsyoucantrust&caneasilyconfidein.True,thecrisisortroublewon’tgoawayasifbymagic,butbysharingyourfeelings,hearingyourselftalkabouttheissue&gettingfeedbackcanhelpyoutofindpossiblesolutionstoyourissues.

v Buildpositivebeliefsinyourabilities.Remindyourselfofyourstrengths&accomplishments–theseallhelpyoutohaveagoodself-esteem.Ifyourself-esteemissound,youwillfindthatyourabilitytocopewithstress&subsequentlyrecoveringfromstressfuleventscanbeimportantcomponentsthatbuildyourresilience.

v Beoptimistic.Yes,thiscanbedifficult,especiallywhenyouareinthemiddleofacrisisoradifficultchallenge,butmaintainingapositiveoutlookisanimportantaspectofresiliency.Onewaytodothisistomaintaina‘gratitudejournal’whereyourecordthethingsthatyouaregratefulforeveryday.Therealityisthatdifficulttimesaretransient&ebb&flowthroughourlives,butremainingpositive&gratefulabouttodayaswellasthepossibilityofabrighterfutureiswhathelpsourresilienceaswell.

v Establishgoals&takestepstosolveproblems.Everycrisisisdaunting&youcanfeeloverwhelmedaboutyourabilitytocope.Whenthesetimesoccur,resilientpeoplefindtheycanviewthesesituationsinarealisticway,thensetsomereasonablegoalstodealwiththeproblembeforetakingsmallstepstowardssolvingtheproblem.

Ten Principles to Live by in Fiercely Complex Times - Tony Schwartz http://blogs.hbr.org/2011/07/ten-principles-for-living-in-f/ Here are ten that work for me: 1. Always challenge certainty, especially your own. When you think you're undeniably right, ask yourself "What might I be missing here?" If we could truly figure it all out, what else would there be left to do? 2. Excellence is an unrelenting struggle, but it's also the surest route to enduring satisfaction. Amy Chua, the over-the-top "Tiger Mother," was right that there's no shortcut to excellence. Getting there requires practicing deliberately, delaying gratification, and forever challenging your current comfort zone. 3. Emotions are contagious, so it pays to know what you're feeling. Think of the best boss you ever had. How did he or she make you feel? That's the way you want to make others feel. 4. When in doubt, ask yourself, "How would I behave here at my best?" We know instinctively what it means to do the right thing, even when we're inclined to do the opposite. If you find it impossible, in a challenging moment, to envision how you'd behave at your best, try imagining how someone you admire would respond. 5. If you do what you love, the money may or may not follow, but you'll love what you do. It's magical thinking to assume you'll be rewarded with riches for following your heart. What it will give you is a richer life. If material riches don't follow, and you decide they're important, there's always time for Plan B. 6. You need less than you think you do. All your life, you've been led to believe that more is better, and that whatever you have isn't enough. It's a prescription for disappointment. Instead ask yourself this: How much of what you already have truly adds value in your life? What could you do without? 7. Accept yourself exactly as you are but never stop trying to learn and grow. One without the other just doesn't cut it. The first, by itself leads to complacency, the second to self-flagellation. The paradoxical trick is to embrace these opposites, using self-acceptance as an antidote to fear and as a cushion in the face of setbacks. 8. Meaning isn't something you discover; it's something you create, one step at a time. Meaning is derived from finding a way to express your unique skills and passion in the service of something larger than yourself. Figuring out how best to contribute is a lifelong challenge, reborn every day. 9. You can't change what you don't notice and not noticing won't make it go away. Each of us has an infinite capacity for self-deception. To avoid pain, we rationalize, minimize, deny, and go numb. The antidote is the willingness to look at yourself with unsparing honesty, and to hold yourself accountable to the person you want to be. 10. When in doubt, take responsibility. It's called being a true adult.
