    All 100 proposals of minor minerals which have been received by the Committee through the Office of the Commissioner, Geology and Mining, Gandhinagar were taken up in the meeting. Considering the scale of individual project, all the proposals were categorized as B2 and appraised individually based on the information furnished in the Form-1 and performa endorsed by the district Geologist / Asst. Geologists.

For the proposal at Sr No: 1, Shri Ojha mentioned that lease area is located in the river bed of Sabarmati. He informed committee that sand excavation will be done only from dry river bed. Sabarmati river is seasonal river. He also informed that instream (flowing water) type of mining is not practiced in the above lease area. It was also represented that no any bridge piers / water intake wells / irrigation structures exist within 500 m distance from boundary of any of above lease area.He explained that sand excavation will be done up to maximum 3 m depth or water level, whichever is less. The committee observed that the lease holder has proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion. Water sprinkling will be done during loading of material. All the

    transportation vehicles are proposed to be covered to avoid fugitive emission of fine particles. After discussion and detailed scrutiny of the proposal, considering the mitigation measures proposed by the lease holder, the committee unanimously decided to recommend the proposals at Sr No: 1 for grant of environmental clearance to SEIAA with stipulation of standard conditions for Sand mining as approved in 232nd SEAC meeting held on 15th April 2015.

Singh informed that all the above proposals are located more than 10 km away from the Sanctuary and Interstate Border of Rajasthan.He further informed that catch drains,garland drains will be constructed around the excavated pit area, mineral dumps, waste dumps to prevent silt and sediment flowing into water body.

During meeting, Shri U.K. Singh, Geologist, Dist:Banaskantha submitted written application for withdrawal of above applications from the SEAC as same do not fall under the purview of SEAC being Category A project due to their existence within 5 km distance from the interstate border.

    After discussion and detailed scrutiny of the proposal, considering the mitigation measures proposed by the lease holders, the committee unanimously decided to recommend all the above proposals for grant of environmental clearance to SEIAA with stipulation of standard conditions for Non Sand mining as approved in 232nd SEAC meeting held on 15th April 2015 with specific conditions of complying all the environmental mitigation measures recommended in the approved mining plan.
