Services for Preparation of Detailed Project Report which include identification of

project components, Master Plan, Detailed Landscape Design, working drawings and

estimates for Comprehensive Landscape Development and Tirupati & Tirumala hills,

Andhra Pradesh

I. Background:

APUG&BCL/TTD envisage restoring, developing and duly augmenting the green cover

and beautifying the pilgrim centre of tirumala to enhance the visual and environmental

attributes of the hill town and to provide a better pilgrim experience. The landscape

development proposed is aimed to enhancing and accentuating the visual character of

various components at Tirumala such as temple zone, service zones, pilgrim guest houses,

pedestrian and vehicular movement zones, Queue complexes and overall upgradation of

parks and open spaces etc., while preserving the religious sanctity, geomorphological and

cultural values of the site. The proposed landscape development would impart a cohesive

and comprehensive landscape experience and ensure a greatly improved ‘pilgrim’

experience. In this regard, APUG&BCL intends to select an agency from its empanelled

Landscape Architects for preparing detailed project report (DPR) which include

identification of project components, master plan, conceptual designs, detailed Landscape

architectural designs, working drawings and estimates for the proposed prominent areas at

Tirupati & Tirumala hills, Andhra Pradesh as follows:

SECTION A: LANDSCAPE MASTER PLAN

1. Design guidelines for all major parks and open spaces at Tirumala of

approximately 100 acres.

2. Development of Ghat Road length about 36.00 Km.

3. Foot paths at various locations consisting of approximate length about 9.00 Km.

4. Various Traffic Islands approximate area about 5.00 Acres.

5. Various Central medians consisting length about 2.00 Km.

SECTION B: DETAILED LANDSCAPE DESIGN for key areas (areas of high pilgrim footfall)

At Tirupati: Enhancing greenery and visual appeal along access routes from Tirupati to to

High pilgrim foot path areas at

1. Vaikuntam Queue Complex-1,

2. Narayanagiri Gardens, and GNC area.

3. Last stretch of uphill ghat road and environs leading up to Hanuman

statue roundabout and adjoining traffic islands.

II. Objectives:

The primary objectives of landscape development are as follows.

1. To create a distinctive and unified character for various zones within Tirumala.

2. To maintain a responsible stance on environmental sensibilities through sustainable

initiatives and widely accepted practices in landscape design and management.

3. To develop a world class pilgrimage town that provides a safe and hassle-free

external environment for pilgrims, staff, residents and stake-holders.

4. To maximise utilization and enhance visual appeal of all parks and multi-functional

open spaces at Tirumala.

5. To build a unique identity to TTD and establish an efficient, functional public realm by

the clear articulation of landscape.

III. Scope of Work for the Consultant:

PART A

MASTER PLAN.

The selected Consultant shall provide the following services but not limited to;

A.1 Study and Analysis:

A.1.1 Reconnaissance survey around project area for identification of preliminary project

components and for undertaking site analysis.

A.1.2 Analyse existing conditions and future proposals for , phasing of developments,

existing vehicular and pedestrian movement patterns, open space structure, visual

character landscape character assessment of key areas and address identifies

opportunities and constraints that would impact future growth.

A.1.3 Carryout Site evaluation, analysis, and study of existing and / or proposed

developments on its immediate environs, including visual analysis.

A.1.4 Study applicable site development regulations and building regularity norms such

as development control regulations, designated land use in statutory Master Plan,

environment regulations, approval processes to be undertaken, etc.

A.1.5 Carryout comprehensive analysis of current status of parks and green spaces in the

context of leisure and pilgrim wellness, infrastructure, pilgrim inflow, etc.

A.1.6 Study of regional & site contexts that can influence the design.

A.1.7 Review basic infrastructure, connectivity, basic services, solid waste management

and sewage disposal, storm water management systems etc and suggest ways

and means for improvement of environmental and infrastructure parameters.

A.2. Preparation of Master Plan (MP)

A.2.1 Based on the studie3s and analysis carried out as per Section 1 above, the Consultant

is require to prepare a draft Master Plan to acheive3 the desired outcomes of

landscape development. The Master Plan is a policy document that would provide

landscape strategies for present and future developments to enhance the overall

landscape character and visual appeal at Tirumala and provide an enhanced pilgrim

experience through design guidelines and strategies as detailed below.

A.2.2 Open space strategy: To define and establish a character for all major open spaces at

Tirumala through design sketches, illustrative plans and sections, imagery etc

demonstrating the design intent outlined.

A.2.3 Arrival experience: To propose design guidelines to upgrade and enhance the arrival

experience of pilgrims along both pedestrian and vehicular routes through

appropriate landscape interventions.

A.2.4 Hardscape strategy (materials and finishes) for all hardscape components depending

on the typology of usage to achieve a consistent design vocabulary.

A.2.5 Softscape (planting) strategy and guidelines for softscapes based on the typology of

spaces. (Ghat roads, streetscapes, parks and open spaces, pedestrian movement

corridors, parks and other opens paces, buffer planting, planting for green cover

enhancement and environmental benefits etc)

A.2.6 Strategies and guidelines for site furniture and landscape elements, such as signage,

road medians, kerbs, seating, bus shelters, rain shelters, waiting zones, walkways,

litter bins, sculpture etc.

A.2.7 Strategies and guidelines for waste management, infrastructure upgradation and

environment conservation & management.

A.2.8 Lighting concepts and strategy.

A.2.9 Revise and finalise the Master Plan based on the discussions and feedback from

stakeholders / the Client (TTD / Authority) incorporating modifications and

suggestions in to master planning.

B.0 Detailed Landscape Designs for specially identified areas of high pilgrim footfall.

The landscape Consultant will prepare detailed landscape designs for the

following areas as per the design stages detailed below.

At Tirupati: (Enhancing greenery and visual appeal along access routes from Tirupati to

Tirumala foothills)

1. Alipiri Circle to Garuda circle, Alipiri Toll Gate surroundings, Ramanuja Circle

and Nandi Circle areas.

SCOPE OF WORK FOR DETAILED LANDSCAPE DESIGN.

Section 1: Conceptual Design Services

Studies and Analysis:

B.1.1 Meet and consult with the client, and involved personnel to understand and establish ‘landscape design intent and character’ for this development.

Analyse existing site conditions, environmental factors, natural features, and program requirements that will affect and influence the design and arrangement of landscape features.

B.1.2 Reconnaissance survey around project area for identification of preliminary project

components and for undertaking site analysis.

B.1.3 Carryout Site evaluation, analysis, and study of existing and / or proposed

developments on its immediate environs, including visual analysis.

B.1.4 Study applicable site development and building regularity norms such as

development control regulations, Designated land use in statutory Master Plan,

Environment regulations, approval processes to be undertaken, etc.

B.1.5 Study of regional & site contexts that can influence the design.

Concept Design.

B.1.6 Based on site analysis and design program, prepare a preliminary design concept

and narrative themes for the identified areas in terms of spatial character, zoning,

circulation, landscape elements as required. The design shall reflect the overall

arrangement of landscape features to achieve the desired outcome in terms of

landscape character, nature of spaces and features, their relationship with

existing built/ architectural forms, streetscape strategies for roads and movement

corridors, planting strategy, landscape highlights etc; in the form of sketches,

images, drawings etc as required.

Key stage deliverables: May include but not limited to

Concept narrative to explain design intent.

Conceptual plan showing schematic arrangement of landscape features

Circulation and zoning drawings indicating zoning criteria, pedestrian,

vehicular, service and emergency vehicle movement and any additional

criteria that has impact on the landscape.

Views and reference images to describe general character of the landscape.

Section 2: Design Development Services / Tender Stage.

B.2.1 Coordination of exterior “Hardscape” design with that of the project including general grading, storm water runoff, paving, water features, trails and walkways, decorative elements, and other fixed site furniture etc.

3.2.2. Upon authorized approval of Design Development and Cost Estimate, the landscape consultant will further refine the concept in the form of Construction documentation.

B.2.2 Wherever required for documentation, the consultant shall provide photos, sketches, sections, catalogue references and written text to convey the design intent.

B.2.3 The services for the design development phase shall consist of:

i. Preparation of hardscape layout plans, indicating proposed material references.

ii. Preparation of sections and elevations as required to communicate the Hardscape Design.

iii. Preparation of core plant palette to illustrate planting theme.

iv. Preparation of initial cost estimate / B0qs for the landscape project.

Section 3: Working Drawing Preparation/ Good for Construction Drawings

B.3.1 Prepare complete Landscape plans at appropriate scale. These will include the following: a. Layout plan will accurately locate all elements and materials pertaining to

hardscape features.

b. Civil construction drawings related to the landscape.

c. Grading plan will provide proposed level for all graded areas based on a survey of existing elevation, including utility, layout pattern, and grade for all required storm water drainage systems.

d. Storm water drainage / infiltration systems.

e. Lighting layout drawings, which indicates the location and type of light fixtures. This will not include the design of the electrical system

f. Hose bib Irrigation layout. For mechanical irrigation system vendors will provide for shop drawings.

g. Prepare complete Landscape planting plan at appropriate scale for areas where planting is to be taken up. The plan will provide proposed types, species and location for all plant materials to be used. Preparation of BOQs and specifications for tendering purpose.

B.3.2 Prepare written construction specifications complimenting working drawings to ensure proper supply and installation of landscape materials.

B.3.3 This phase will be deemed complete upon issue of tender drawings, or all construction details, as the case may be.

Section 4: Construction Administration, Site Visits / Inspection During

Implementation:

4.1.1 Shall, till the completion of the projects, provide a supervisory role during the

Implementation stage of the works taken, by conducting intermittent site visits /

inspections, briefing / review meetings.

4.1.2 Shall attend all the review meetings conducted by APUG&BCL from time to time

and shall also be available for any clarifications and bring out any issues related to

construction which may lead to difficulties, litigation, delays etc.

4.1.3 Shall assist in pre-commencement/ Construction / post completion activities with

respect to the project, for ensuring that the work is carried out as per approved drawings,

designs and specifications.

IV. Eligibility Criteria:

To be eligible for technical evaluation, the applicant shall fulfill the following conditions

and score at least eighty (80) Marks out of total hundred (100) Marks.

i) The Principal Landscape Architect of the applicant firm shall be registered with

Council of Architecture (COA) Five (5) Marks.

ii) For national level award winning Landscape Projects Five (5) Marks.

iii) The Applicant should have an experience in preparation of Master Plans and Detailed

Landscape Designs in an area not less than 25 acres each for at least 3 assignments.

Each Project will carry three (03) marks subject to a maximum of Fifteen (15) marks.

iv) The Applicant should have an experience in providing Master Planning and

Landscape Architectural & Design Consultancy Services for developing projects of

more than INR 500 Lakhs each. Each Project will carry five (05) marks subject to a

maximum of Ten (10) marks.

Note: Applicants are required to attach copies of Work Orders or MoUs as proof of their

experience & are requested to provide above information in the Annexure–A.

IV.B Financial Capacity:

i) Turnover : The Applicant shall have minimum average annual turnover of Rs.100

Lakhs from Consultancy Services during the past three (03) audited financial years as

Certified by the Statutory Auditors. Twenty (20)Marks.

Note: Applicants are required to provide Audited Annual Reports as the proof and are

requested to provide above information in the Annexure –A.

ii) Team Composition: The consultant’s proposed team to be engaged in this assignment

V. Application Process

The proposal shall be submitted in separate envelopes as under:

o Outer Envelope comprising of Covering Letter (Annexure I), Signed & stamped

RFP document and duly signed, stamped, sealed and labeled the envelope as

“Proposal for providing Landscape Architectural Services for Preparation of

Master Plan & Detailed Landscape Design for the proposed areas at Tirupati &

Tirumala, Andhra Pradesh”

o Envelope I – Technical Proposal

o Envelope II – Financial Proposal

Stage 1: Submission of Documents

Technical Proposal:

The Technical Envelope shall contain the following with the envelope duly signed,

stamped, sealed and labeled as “Technical Proposal”:

Technical Eligibility Criteria along with proof of experience (as per the

Annexure-2 provided)

Financial Eligibility Criteria along with proof (as per the Annexure-3

provided)

Team Composition (as per the Annexure-4 provided)

Financial Proposal:

The Financial Envelope shall contain the financial quote of the applicant (as

per the Annexure-5 provided) duly signed, stamped, sealed and labeled as

“Financial Proposal”

Stage 2: Presentation to Client

Shortlisted firms (only the Applicant who meet at least 60 marks will be considered for

presentation and Applicant not meeting the marks will be deemed to be disqualified) at

Stage 1 will be invited to present the firms earlier projects/ assignments comprising

of conceptual designs, Landscape Architecture Plans, elevations, three dimensional

Views, Birds Eye Views of Master Plan etc. The presentation shall also include

understanding of the scope of services, Applicant’s Design approach and

methodology for the said assignment w.r.t the site sensibility & sustainability.

VI. Proposal Evaluation

i) Technical Evaluation: Minimum score required for technical qualification is 80 marks

(max. marks = 100).

6.1 Financial Evaluation: Price bids of technically qualified firms will only be opened. The

Fee proposal is in terms of Lump Sum amount in rupees. Strictly, for the purpose of

evaluation of the proposals received the Lowest Price Quote (L1) will be awarded 100

marks and remaining proposals will be marked proportionately in reference to lowest

quote as L2, L3, L4, etc. For Example, if L1’s quote is ‘A’ and L2 is ‘B’, then L1 = 100

marks and L2 = A/B*100 marks.

6.2 Combined Evaluation (Technical & Financial): Quality and Cost Based Selection (QCBS)

evaluation criteria in the ratio of 80: 20 (80% technical and 20% financial weightage) as

detailed in RFP. As per the predefined QCBS evaluation criteria, 80% weightage will

be given to technical score and 20% to the financial score. Accordingly, 80% of the

technical marks and 20% of the financial marks will be combined/ summed up to

arrive at the final marking. For example, if the technical score of a particular firm is 80

marks and financial score is 90 marks, then the combined technical and financial score

in the ratio of 80:20 will be as computed below.

o 80 percent of technical score = 0.8 * 80 = 64 marks

o 20 percent of financial score = 0.2 * 90 = 18 marks

o Total combined score = 82 marks

VII. Consultancy Period:

The period of consultancy is initially for twenty four (24) months, which will be extended

for a further period based on the requirement, performance of the consultant on mutually

agreed terms and conditions.

VIII. Fee & Milestones:

The Consultancy Fee as quoted by the selected consultant plus its applicable tax shall be

paid by APUG&BCL as per the milestones indicated in the table below: (The quote shall be

inclusive of all costs associated to the assignment).

X. Travel costs:

All costs related to travel to site and/or offices of the APUG&BCL for reviews and

design meetings shall be reimbursed at actuals on production of valid bills

our Proposal for selection as Landscape Architectural Consultant (the "Consultant") for

the subject project. The proposal is unconditional and unqualified.

2. I/We acknowledge that APUG&BCL will be relying on the information provided in

our Proposal and the documents accompanying the Proposal for selection of the

Consultant, and we certify that all information provided in the Proposal and in the

Appendices are true and correct, nothing has been omitted which renders such

information misleading; and all documents accompanying such Proposal are true

copies of their respective originals.

3. I / We shall make available to APUG&BCL any additional information it may deem

necessary or require for supplementing or authenticating the Proposal.

4. I / We acknowledge the right of APUG&BCL to reject our application without

assigning any reason or otherwise and hereby waive our right to challenge the same on

any account whatsoever.

5. I / We agree to keep this offer valid for 180 (One hundred and eighty) days from the

Project Due Date.

6. This Proposal shall be binding on us.

APUG&BCL.
