Introduction

Part of the RNO (Radio Network Optimization) tool

To help maintain well working neighbouring cell list in

network Data is collected through Measurement reports

NCS is operated through OSS.

Why use NCS?

y Trouble shooting.

Missing neighbouring cell relations can be detected.

y Supervision.

It is possible to constantly evaluate the neighbouring cell

relations.

y Planning areas with new cells.

It is possible for NCS to evaluate new cell relations when

new cells are added to the network.

Background

Handover decision are based on measurement reports by

MS on active mode

MS measures SS of frequencies in BA List and decodes the

BSIC

Six strongest frequencies where BSIC was decoded is sent

back to BSC.

Since a mobile can be within reach of several cells, it is of

great importance to select a cell with satisfactoryconnectivity for good handovers

NCS Concept

NCS initiates the Active BA-list Recording (BAR) in BSC

The BAR modify the selected cell BA-list, to include test

frequencies. MS measures the defined frequencies in its neighbour list

+ test frequencies

Result are recorded in NCS and presented in several

report formats.

Defining NCS Recording

The recording configuration consists of:

Cell set - cells that are to be recorded.

Frequencies to be recorded

Time schedule - when recordings should be made.

elative signal strength threshold.

Absolute signal strength threshold.

Length of recording segments - how often the test frequency

numbers in the Active BA List should be changed

Number of test frequencies to add to the active mode BA

lists at one time

SS must be > -100 dBm

if < -100dBm : only counted if SS >10dB weaker than serving cell
