FOREWORD
Rev Up NCPAG!
Welcome dear SC officers/members of the Student Government!
This NCPAG Student Council 20112012 Handbook of Responsibilitiesis a consolidation of pertinent documents that will guide us along the waywhile serving the college.
Herewith are the NCPAG Student Government Constitution and theInternal Guidelines of the Student Council 20112012.
The Constitution shall be our foundation in every act that we will do;while the Internal Guidelines shall be the internal rules, formulated by usand designed for us. Therefore, we are all expected to be knowledgeable withall our tasks and responsibilities as student-leaders of the National Collegeof Public Administration and Governance.
I have made this document open for public utilization, not only for thepursuit of transparency but as well as the prime emphasis of us beingaccountable with what are expected from us.
Each member of the NCPAG Student Government should be aware withthe performance of their Student Council, as well as their rights andresponsibilities as members of the Student Government.
Let this Handbook serve as a challenge to us, especially to the StudentCouncil, to be consistent with our adherence to our Constitution and ourInternal Guidelines, most especially to our faithfulness to our constituents,the NCPAG Studentry, the rest of the NCPAG Community, and our belovedcountry.

NCPAG STUDENT GOVERNMENT
CONSTITUTION
Preamble
We, the students of the National College of
Public Administration and Governance, University of
the Philippines, imploring the aid of Divine
Providence, desirous of establishing an autonomous
Student Government to promote the rights and
welfare of students, committed to render services
and practice governance that is accountable,
responsive and empowering, do hereby ordain and
promulgate this Constitution.
ARTICLE 1
GENERAL PROVISIONS
Section 1. This Constitution shall be known as the
Constitution of the University of the Philippines-
National College of Public Administration and
Governance- Student Government.
Section 2. This Constitution shall govern the UP-
NCPAG-SG.
Section 3. The National College of Public
Administration and Governance, University of the
Philippines, Diliman, Quezon City shall be the
domicile of the UP-NCPAG-SG.
Section 4. For the purpose of this Constitution, the
following shall refer to
a. UP-NCPAG, University of thePhilippines-National College of Public
Administration and Governance;b. NCPAG-SG, National College of Public
Administration and Governance- Student
Government;
c. EC, the Executive Council, theadministrative and implementing arm of
the NCPAG-SG;
d. LC, the Legislative Council, the policyformulating arm of the NCPAG-SG;
e. SC , the Student Council, the ExecutiveCouncil and Legislative Counci
collectively;
f. GA, the General Assembly, the body ofall bonafide students of the NCPAG
excluding the incumbent members of the
SC;
g. USC, the University Student CouncilARTICLE II
DECLARATION OF PRINCIPLES and OBJECTIVES
Section 1. The NCPAG-SG adheres to the following
principles:
a. The right of every Filipino to education mustbe recognized.
b. The academic freedom must be exercised in
the college.
c. The student government should autonomous, democratic and participative.
d. Students rights should be vigilantlypromoted and protected.
e. Governance and public administration shallbe important tools in promoting and ensuring
social justice in order to realize positive
transformation in Philippine society.
Section 2. The NCPAG-SG is committed to the
attainment of the following objectives:
a. Serve as the forum of the sentiments and
interests of students of the UP-NCPAG.
b. Develop the students potentials to the fullest.
c. Harness the unity of the students of the UP-
NCPAG through the institutionalization of the
participatory process in decision making and
collective actions on issues concerning the
college, the university, the country and the globa
community.
d. Promote ethics and accountability in public
service.

Article III
ORGANIZATIONAL STRUCTURE
Section 1. The organizational structure of the
NCPAG-SG consists of the SC and the GA.
Section 2. The General Assembly
The GA shall be composed of
Undergraduates and Graduates Assembly
a. Undergraduates AssemblyIt shall be composed of four batch
assemblies.
1. Freshmens AssemblyIt shall be composed of
students who have taken lessthan 30 units in BAPA
Curriculum.
2. Sophomores AssemblyIt shall be composed of
students who have taken at
least 30 units in BAPA
Curriculum.
3. Juniors AssemblyIt shall be composed of
students who have taken at
least 60 units in BAPACurriculum.
4. Seniors AssemblyIt shall be composed of
students who have taken at
least 96 units in BAPA
Curriculum.
b. Graduates AssemblyIt shall be composed of all bonafide
students of NCPAG graduate degree
program excluding the incumbent
members of the SC.
Section 3. The GA shall have the following powers
and functions:
a. Act as the highest decision-making bodyof NCPAG-SG;
b. Amend and ratify this Constitution andits by-laws including the General Program
of Action prepared by the SC;
c. Elect the officers of the SC;
d. Review decisions made by the SC andadopt remedial actions if necessary;
e. Evaluate the performance of the Officersof the SC and assess its programs in
accordance with its Constitution;
f. Initiate impeachment proceedings or workfor the suspension of any SC officer on
grounds provided for in the Article VIII of
this Constitution; and
g. Compel the SC officers to call for a GAmeeting through a petition filed by at
least ten percent (10%) of the GA
Section 4. The batch assembly shall have the
following powers and functions:a. Elect their batch representatives during
the first batch assembly meeting called by
the SC;
b. Identify needs and demands specific tothe batch that will serve as the basis o
the program and project formulation;
c. Assess the performance of their electedbatch representative;
d. Review and approve batch projectsprograms and policies; and
e. Adopt their own internal guidelines;Section 5. The Student Council
The SC shall be composed of the EC and the
LC.
Section 6. The SC shall have the following powers
functions and responsibilities:
a. It shall provide strategic leadership anddirection towards the effective, efficient
and thorough realization of its objectives;
b. It shall be the highest student governingbody in UP NCPAG;
c. It shall formulate general and specificprogram of actions of the SC;
d. It shall provide mechanisms for the GA toreview SCs decisions, evaluation of the
SC officers performance and assessment
of its programs;

e. Advise and make recommendations to theNCPAG Dean or any channel concerning
on student matters, affairs and activities;
f. The member of the SC elected at largeshall act as the official representative of
the GA in external student activities;
g. It shall adopt its own internal guidelines;and
h. It shall have additional power and shallperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA that are deemed
necessary in the interest of the students,
provided that it does not negate or
mitigate the promotion of the NCPAG-SGprinciples.
Section 7. The Executive Council
It shall be the administrative and
implementing arm of the NCPAG-SG. It shall have
the following members who shall be elected at large
by bonafide students of NCPAG as attested by the
NCPAG Academic Board: the Chairperson, the Vice-
Chairperson, the Administrator for Socio-Academic
Affairs, the Administrator for Internal Affairs, the
Administrator for External Affairs and theAdministrator for Finance.
Section 8. The EC shall have the following powers,
functions and responsibilities:
a. Administer and manage the overalloperating SC programs and activities;
b. Formulate specific guidelines to ensureeffective policy implementation;
i. Create ad hoc committees and appoint itscoordinators as deemed necessary in the
interest of the students, provided that it
does not negate or mitigate the promotion
of the NCPAG-SG principles;
c. Coordinate and work with otherorganizations for the furtherance of the
objectives of the SG;
d. Prepare the semestral SC Budget;e. Manage student funds and SC properties
in accordance with the objectives and
principles of the SG;
f. Formulate their own internal guidelinesand
g. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 9. The Legislative Council
It shall be the policy-formulating arm of the
SG. It shall be composed of the following: xd2
a. House of Undergraduates AssemblyIt shall be composed of four (4
Councilors elected at large by the
bonafide students of the NCPAG
undergraduate program.
b. House of Graduates Assembly
It shall be composed of four (4
Councilors elected at large by the
bonafide students of the NCPAG graduate
program.
Section 10. The LC shall have the following powersfunctions and responsibilities:
a. Formulate and approve official policiesand position of the SG in consultation
with the GA;
b. Assess SCs general program of actionsand specific program of actions if it is in
line with the principles and objectives o
the SG;
c. Review and confirm appointment made bythe Chairperson;
d. Review and approve SC SemestraBudget;
e. Review financial statements anddisbursements made by the EC;
f. Formulate their own internal guidelinesand
g. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are

deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 11. Bicameral Procedures
a. Members of each House shall elect theirown Speaker of the House and Secretary;
b. Each House shall independent from eachother in formulating and approving
policies concerning their respective
assembly except for matters concerning
the GA as a whole wherein they shall be
having joint sessions;
c. Each House shall formulate their owninternal guidelines;
d. Joint sessions shall be presided by theLC Speaker;
e. Resolutions and policies formulated shallbe subject to the approval of the
Chairperson.
f. The veto power of the Chairperson can beoverridden by two-thirds (2/3) vote of the
members of the LC for matters concerning
the GA as a whole and two-thirds (2/3)
vote of the m embers of the House formatters concerning undergraduates or
graduates assembly only.
Section 12. Student Council Auxiliary Corps
The Student Council Auxiliary Corps (SCAC)
is composed of NCPAG student volunteers who will
provide assistance to the SC in the implementation
of its programs.
Article IV
FUNCTIONS and POWERS of OFFICERS
Section 1. The Chairperson
The Chairperson shall have the following
functions, powers and responsibilities:
a. Act as the executive officer of the NCPAG-SC;
b. Represent the GA or the SC on occasionsand events where the organization needs
representation;
c. Preside in meetings of the EC, SC and theGA, provided that in case he/she desires
to take part in the debate or discussion
he/she may name the Vice- Chairperson
or in the absence of the latter, any
member of the EC for EC meetings and
any member of the SC for SC and GA
meetings to take over;
d. Veto policies formulated by the LC;e. Appoint coordinators and its members for
ad hoc committees and officer-in-charge
for vacant positions in the SC;f. Sign all resolutions, communications and
official documents of the SC;
g. Approve all vouchers representinglegitimate disbursement of the SG funds;
h. Render semestral and annual report tothe GA; and
h. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of thestudents, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 2. The Vice-Chairperson
The Vice-Chairperson shall have the following
functions, powers and responsibilities:
a. Assist the Chairperson in theadministration of the operation of the SC;
b. Assume the functions, duties andresponsibilities of the Chairperson in case
of absence, incapacity, resignation
suspension, impeachment or death;
c. Audit all accounts pertaining to therevenues and receipts of and
expenditures and uses of funds and
properties owned and held in trust by the
SC;

d. Act as the officer-in-charge for the NCPAGStudent Council Auxiliary Corps thus
must provide venues and programs to
keep the spirit of volunteerism alive
among the members;
e. Act as the coordinator for undergraduatebatch representatives; and
f. It shall have additional power and shallperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 3. Administrator for Socio-Academic Affairs
The Administrator for Socio-Academic Affairs
shall have the following functions, powers and
responsibilities:
a. Head the Socio-Academic Committee ofthe SC;
b. It shall be the coordinator of socio-academic-related projects of the SC; and
c. It shall have additional power and shallperform other duties and responsibilitiesthat may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 4. Administrator for Internal Affairs
The Administrator for Internal Affairs shall
have the following functions, powers and
responsibilities:
a. Head the Internal Affairs Committee ofthe SC;
b. It shall be the coordinator of internalaffairs-related projects of the SC;
c. It shall serve as the secretary for EC, SCand GA meetings and shall issue notices
thereof and take charge on the
attendance record of the members;
d. It shall receive and keep all officialdocuments of the EC and the SC; and
e. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 5. Administrator for External Affairs
The Administrator for External Affairs shal
have the following functions, powers and
responsibilities:a. Head the External Affairs Committee of
the SC;
b. It shall be the coordinator of externalaffairs-related projects of the SC;
c. It shall be the officer-in-charge formatters relating to agreements
affiliations, memberships, and other
associations entered into by the SC; and
d. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, ordelegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 6. Administrator for Finance
The Administrator for Finance shall have the
following functions, powers and responsibilities:
a. Head the Finance Committee of the SC;b. It shall be the coordinator of finance-
related projects of the SC;
c. It shall act as the custodian of SC funds;d. It shall receive donations, contributions
and collections;
e. Prepare vouchers for disbursementsaccording to SC appropriations;
f. It shall head the SG Semestral Budgetpreparation process;

g. It shall issue financial statements to theSC and the GA of every SC projects
undertaken;
h. It shall issue semestral and annual SCFinancial Statements to the SC and the
GA; and
i. It shall have additional power andperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 7. Councilor
The Councilor shall have the following
functions, powers and responsibilities:
a. It shall provide leadership in theformulation of policies that would
promote and protect students rights and
interests;
b. Elect a LC Speaker and LC Secretary;c. Elect the Speaker and Secretary of their
respective Houses; and
d. It shall have additional power and shallperform other duties and responsibilitiesthat may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 8. Legislative Council Speaker
The Speaker of the House shall have the
following functions, powers and responsibilities:
a. Preside in joint sessions provided that incase he/she desires to take part in the
debate or discussion, he/she may name
any member of the House to take over;
b. Represent the LC on matters concerningthe GA as a whole;
c. Schedule deliberations of proposedpolicies;
d. Sign all official documents of the LC; and
e. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 9. Secretary of the Legislative Council
The Secretary of the LC shall have th
following functions, powers and responsibilities:
a. Receive and keep official documents othe LC;
b. Issue notices of LC sessions;c. Take charge of the record of attendance of
the members;
d. Prepare LCs official communications andreports; and
e. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-SG principles.
Section 8. Speaker of the House
The Speaker of the House shall have th
following functions, powers and responsibilities:
a. Preside in House Sessions provided thatin case he/she desires to take part in the
debate or discussion, he/she may name
any member of the House to take over;
b. Sign all official documents of the House;c. Schedule deliberations of proposed
policies specific to the house
d. Represent the House on mattersconcerning the House only; and
e. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate

Section 9. Secretary of the House
The Secretary of the House shall have the
following functions, powers and responsibilities:
f. Receive and keep official documents ofthe House;
g. Issue notices of House sessions;h. Take charge of the record of attendance of
the members;
i. Prepare Houses official communicationsand reports; and
j. It shall have additional power and shallperform other duties and responsibilitiesthat may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles.
Section 10. Batch Representative
The Batch Representative shall have the
following functions, powers and responsibilities:
a. Serve as the official representative of thebatch to the SC;b. Preside over batch assembly meetings;c. It shall take the leadership in identifying
the needs and demands of their respective
batch assembly and formulate programs
and projects in accordance thereof;
d. It shall attend SC meetings as Ex-officiomember; and
e. It shall have additional power and shallperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-
SG principles
Section 11. NCPAG Representative
In addition to the powers, functions and
responsibilities stipulated in University Student
Councils Constitution, the NCPAG Representative
shall:
a. Be an automatic member of the ExternaAffairs Committee of the SC and thus will
assist the Administrator for Externals on
matters concerning the USC;
b. Attend SC meetings as Ex-officiomemberand
c. It shall have additional power and shalperform other duties and responsibilities
that may be granted, mandated, or
delegated by the GA or the SC that are
deemed necessary in the interest of the
students, provided that it does not negate
or mitigate the promotion of the NCPAG-SG principles
Article V.
COMMITTEES
Section 1. The NCPAG-SC shall have the following
standing committees: Socio-Academic, Interna
Affairs, External Affairs and Finance.
Section 2. The SCAC shall compose themembership of every committee as directed by the
Vice-Chairperson.
Section 3.The Standing committees shall have the
following functions:
a. Socio-Academic1. Initiate educational discussions on
pressing issues that concern the SG
the university, the country and the
world;
2. Initiate the formulation of the SGsstand on issues, ensuring no
compromise with its policy
declarations and the sentiments of the
GA are heard and integrated;
3. Issue press releases and officiastatements on local, national and
sectoral issues
4. Formulate projects that shall ensurethe welfare of the GA;

5. Promote enlightened and activestudents participation on curriculum-
related issues
6. It shall have additional power andperform other duties and
responsibilities that may be granted,
mandated, or delegated by the GA or
the SC that are deemed necessary in
the interest of the students, provided
that it does not negate or mitigate the
promotion of the NCPAG-SG
principles.
b. Internal Affairs1. It shall ensure the enforcement of
SCs internal guidelines;2. Provide mechanisms that will promote
and ensure work ethics, efficiency and
accountability of SC officers;
3. It shall initiate measures to hear theopinions and feedback of the GA that
concern the policies, programs and
performance of the SC;
4. Create venues where students canventilate their concerns and
grievances.
5. Take-charge on all forms ofmobilization of NCPAG students forparticipation on SC activities;
6. It shall keep copies of all projectprofiles and must provide evaluation
for it;
7. It shall be tasked with scheduling andplanning the program of events or the
like of the SC and thus shall
coordinate at all times with project
coordinators;
8. It shall be the documentation team ofall SC activities;
9. It shall have additional power andshall perform other duties and
responsibilities that may be granted,
mandated, or delegated by the GA or
the SC that are deemed necessary in
the interest of the students, provided
that it does not negate or mitigate the
promotion of the NCPAG-SG
principles
c. Externals Committee1. Establish linkage and networks with
other agencies and institutions in
promotion of the NCPAG SG
principles;
2. Take-charge on the promotion of thSC and its activities outside the
college;
3. It shall publish the SC Newsletter atleast once every semester;
4. Coordinate with the NCPAGRepresentative on matters regardingthe activities of the University
Student Council;
5. It shall serve as the research arm onexternal issues; and
6. It shall have additional power andshall perform other duties and
responsibilities that may be granted
mandated, or delegated by the GA or
the SC that are deemed necessary in
the interest of the students, provided
that it does not negate or mitigate thepromotion of the NCPAG-SG
principles
d. Finance Committee1. Undertake fund raising projects
activities and campaigns for and in
behalf of the SC;
2. Coordinate with other SC committeesor task forces that may be created or
any of its instrumentalities regarding
financial matters such as collection
and receipt of student fees, dues
special assessments, fundraising
projects and other finance related
activities;
3. Prepare and submit semestral budgetproposal for the endorsement of the
Chairperson for approval of the LC;
4. Procure resources to be used by theSC;

5. In-charge on the efficient collection ofstudent fees, dues, contributions and
or donations. Collection shall be
immediately turn over to the
Administrator for Finance with an
itemized and detailed account of it;
6. Take charge of all legitimate andnecessary disbursements and
payments of obligations with vouchers
and receipts;
7. Keep an accurate and updated book ofaccounts of all financial transactions
of the SC which is available and ready
any reasonable time for inquiry of
any member of the SC and the GA;and
8. It shall have additional power andshall perform other duties and
responsibilities that may be granted,
mandated, or delegated by the GA or
the SC that are deemed necessary in
the interest of the students, provided
that it does not negate or mitigate the
promotion of the NCPAG-SG
principles.
Article VI
MEETINGS
Section 1. The GA shall hold its first meeting at the
start of the semester, which shall be called by the
Chairperson at a time, date, and place to be
determined by the SC, provided that it shall not be
later than fifteen (15) school days after the start of
regular classes and shall be announced one week
before.
Section 2. The SC may call special or emergency GA
meetings. The announcement of which shall be
posted at least two days before such meeting.
Section 3. The EC shall meet at least twice a month
to be called by the Chairperson. During such
meetings, the Chairperson shall report/update on
monthly activities and present the SC program for
the coming months for assessment of the SC.
Special or emergency meetings may be called upon
by any member of the EC, stipulating the urgency of
the agenda in the notices of the meetings to be
signed by the concerned EC member and issued by
the Administrator for Internal Affairs.
Section 4. Each of the Houses shall meet at leas
twice a month to be called by the Speaker.
Section 5. A quorum of any meeting shall consist o
a simple majority of the voting members who may
decide on any question at the meeting, except those
issues and matters where affirmative or negative vote
is required of greater proportion of the members.
Article VII
ELECTIONS
Section 1. The NCPAG-SG shall hold its election o
SC officers simultaneous with the USC election. It
will be officiated by the College Electoral Boar
(CEB), in accordance with the USC Election Code.
Section 2. The NCPAG-SG shall take measures to
ensure impartiality and fairness in the selection o
two (2) NCPAG students to sit in the CEB.
Section 3. Student member of CEB must have at
least one semester remaining on its degree
curriculum.
Section 4. Any incumbent officer of the NCPAG-SG
seeking reelection is considered resigned on the day
of filing his candidacy. In extreme cases wherein al
incumbent officers seek re-election, the College
Representative shall serve as the Chairperson pro-
tempura of NCPAG-SG. If in any case the College
Representative also seeks reelection, the CEB shal
take over the SC.
Section 6. All officers of the NCPAG SG shall hold
office for one (1) academic year and until their
successor are duly elected and sworn into office.
Section 7. Should there be unfilled SC positions
after the regular NCPAG SG elections have been

conducted, the CEB shall, upon request of the
newly-elected SC members, conduct special elections
only for the unfilled seats within one (1) month after
receipt of the request. All provisions and
qualifications for candidacies applied for the regular
election shall be applicable for special elections.
Section 8. The SC shall declare positions vacant on
any of the following grounds: incapacity of the
incumbent officer to perform his/her duty;
resignation, impeachment or death.
Section 9. In case of vacancies, the SC may opt to
fill the position(s) through special elections or special
appointment by the SC.
Section 10. The members of the SC who fill seats
during the course of the term shall be in office only
for the remainder of the expired term of his/ her
predecessor.
Article VIII
IMPEACHMENT and PENAL PROVISIONS
Section1. Any NCPAG student may file charges of
suspension or impeachment against any member ofthe SC.
Section 2. Grounds for Suspension
The following grounds or causes shall be
considered for suspension of any officer of the SC:
a. Failure to attend SC meetings for threeconsecutive occasion despite official
receipt of notices of meetings;
b. Failure to attend SC/LC/EC meetings orany of the SC committee meeting
equivalent to one-third of the total regular
meetings set forth by the SC or the
committee despite official receipts of
notices of meetings;
c. Acts unbecoming of an officer anddetrimental to the image and principles of
the college; and
d. Negligence on the performance of duties,functions and responsibilities specified in
Internal Guidelines and stipulate in this
Constitution.
Section 3. Grounds for Impeachment
The following grounds or causes shall b
considered for impeachment of any member of the
SC:
a. Failure to comply with and gross violationof the rules and regulations of the
University as stipulated in the Student
Handbook;
b. Failure to comply with and violation ofthis Constitution, done solely or in
organized manner;
c. Acts of graft and corruption such as butnot limited to malversation and
misappropriation of funds including theutilization and facilitation of the use of SC
resources;
d. Effort to connive with student(s) and/orSC officer(s) including efforts to use
constituted powers to camouflage
whitewash and gloss over any acts that is
in violation of this Constitution;
e. Incurring of accumulated ninety (90) daysof suspension;
f. Acts that are gravely against theteachings taught by the college withregards to good governance and right
public administration;
Section 4. Procedure for Suspension
a. Upon receipt of the petition forsuspension, the SC except the officer
under litigation shall deliberate and
decide on the matter in a meeting called
for that purpose within seven (7) days;
b. Suspension should be at least fifteen (15days but not exceed sixty (60) days;
c. Officer under suspension shall bestripped off of all duties, powers and
responsibilities as a SC officer.
Section 5. Procedure of Impeachment
a. The SC except the officer under litigationshall in a meeting called for purposes
included in this article, shall create a
Committee for the purpose of

investigation and implementation of
impeachment proceedings within five (5)
school days;
b. The Committee shall be composed of two(2) SC officers elected by members of the
SC and three (3) members of the GA
randomly selected;
c. A letter of warning shall be issued by theCommittee to the officer to be impeach
within 3 school days upon creation;
d. The officer under litigation shall reply onthe warning through a formal letter,
failure to do so will mean acceptance of
the charge against him/her and a
decision by the Committee shall besubmitted to the GA for approval;
e. In the case that the officer does reply,he/she shall be given the right to defend
himself/herself in deliberations to be
conducted by the Committee to have a
decision within ten (10) school days upon
reply. The decision shall be presented to
the GA for approval, within five school (5)
days.
Section 6. Appealsa. An impeached/suspended SC officer may
appeal through a formal letter to the SG
through the SC for a reversal of the
decision within ten (10) school days upon
the issuance of the decision, failure to do
so shall deprive her/his right to appeal;
b. The SC shall act on the appeal within five(5) school days upon receipt, in a meeting
held for that purpose with the
impeached/suspended officer present.
This meeting shall be opened to members
of the GA as spectator(s);
c. The reversal of an impeachment decisionmay occur upon the two-thirds vote of the
SC and the approval of the GA on the
matter, after which the reversal is to take
effect immediately.
Article IX
FUNDS
Section 1. Sources. The sources of funds shall be
derived from the student fees collected every
semestral registration, proceeds of fund-raising
activities and other sources.
Section 2. Contributions. Contributions and/ or
donations to the SG shall be accepted by the SC only
after determining that the acceptance thereof is not a
violation of its principles, not degrading to the
integrity and honor of the SC and shall not influence
in any manner its policies, programs and projects.
Section 3. Disbursements. Funds shall be
disbursed only in accordance with the budget
approved by the LC. In extreme cases of urgency
and necessity, the EC with the approval of the
majority of its members may authorize
disbursements not covered by the approved budget
provided that the LC shall be notified by such action
within forty-eight (48) hours. The EC shall be held
accountable for the said disbursement.
Section 4. Deposits. Funds of the SC shall bedeposited in any Accredited Government Depository
Banks determined by the SC under the account of
UP-NCPAG-SG and shall be withdrawn or disbursed
by check or draft signed by the Chairperson and the
Administrator for Finance. Sufficient petty cash
shall be maintained by the Administrator for Finance
to sustain the requirements of daily financial
transactions of the SC. The amount shall be
determined by the EC.
Section 5. Transparency of accounts of SC shall be
open to the GA at the regular hours and days and
shall be posted in SC Bulletin Board and in any
conspicuous place in the college.
Section 6. Allocation of Funds. An automatic
appropriation of ten percent (10%) of the total
student fees collected shall be given to the LC every
semester.

Article X
AMENDMENTS, REVISIONS or REPEAL
Section 1. Proposal. Any move to amend, repeal or
revise this Constitution may be proposed in the
following manner:
a. A petition filed to the NCPAG-SC by atleast ten percent (10%) of bonafide
students of the college. Such petition
shall be carefully reviewed by the SC,
which shall determine the appropriate
actions to be taken within fifteen working
days.
b. Upon two-thirds (2/3) vote of all themembers of the SC, a ConstitutionalCommission shall be created provided
that all sectors of the studentry shall be
represented.
Section 2. Constitutional Commission
The Constitutional Commission shall propose
amendments, revisions or repeal to the current
Constitution. It shall ensure that public
consultations are conducted in ways deemed
necessary and shall be accountable to the student
Government.
Section 3. Plebiscite
A plebiscite shall be called fifteen (15)
working days after the submission of the proposal of
the Constitutional Commission to the SC.
Section 4. Amendments, revisions or repeals on any
provisions of this Constitution shall be once every
three years.
Article XI
TRANSITORY PROVISIONS
Section 1. This Constitution shall take effect
immediately upon its ratification and shall supersede
all previous Constitutions.
Section 2. Ratification shall mean approval of fifty
percent plus one (50% +1) of the GA in a plebiscite
conducted for such purpose.

Commission of S.Y. 2002-2003 on the 11th day o
February at the National College of Public
Administration and Governance, University of the
Philippines, Diliman, Quezon City, by the
Commissioners whose signatures are hereunder

A RESOLUTION PROVIDING FOR THE INTERNALGUIDELINES GOVERNING THE OPERATIONS OFTHE STUDENT COUNCIL AND THE CONDUCT OF
ITS MEMBERS
WHEREAS, the Student Council adheres toprofessionalism, accountability, andcommitment to public service in theconduct of its operations and thebehavior of its members.
WHEREAS, the UP NCPAG Student CouncilConstitution clearly requires that theStudent Council officers must be heldaccountable to the General Assembly incarrying out the Student Councilmandate.
WHEREAS, Article II Section 2(d) stipulates that theStudent Council adheres to thepromotion of ethics and accountabilityin public service.
WHEREAS, Article III Section 6(a), states that theStudent Council shall provide strategicleadership and direction towardseffective, efficient, and thoroughrealization of its objectives.
WHEREAS, Article III Section 6(g), states that theStudent Council shall adopt its owninternal guidelines.
WHEREAS, Article VI Section 3 and Section 4 statesthat the Executive Council and theLegislative Council (both the House oUndergraduates Assembly and Houseof Graduates Assembly) shall setmeetings at least twice a month.
WHEREAS, Article VIII, there are no other provisionsspecifying penalties to erring StudentCouncil Officers.
NOW THEREFORE, Be it resolved that the UPNCPAG Student Council adopts and enacts thisresolution and hereby provides for the InternalGuidelines Governing the Operations of the StudentCouncil and the Conduct of its Members.
SECTION 1. This resolution provides for the internaguidelines governing the operations of the StudentCouncil and the Conduct of its Members.
SECTION 2. Definition of Terms
a. NCPAG-SG, National College of PublicAdministration and Governance- StudentGovernment;
b. EC, the Executive Council, theadministrative and implementing arm othe NCPAG-SG;
c. LC, the Legislative Council, the policyformulating arm of the NCPAG-SG;
d. HUA, the House of UndergraduatesAssembly, the four (4) councilors electedat large by the bonafide students of theNCPAG undergraduate program
e. HGA, the House of GraduatesAssembly, the four (4) elected at large bythe bonafide students of the NCPAGgraduate program
f. SC , the Student Council, the ExecutiveCouncil and Legislative Councicollectively;
g. GA, the General Assembly, the body ofall bonafide students of the NCPAGexcluding the incumbent members of theSC;

SECTION 3. Records, Funds, and Inventory ofProperties
a. All documents, records, accounts, excessfunds, materials, office supplies, furnitureand fixtures, and other items, facilities, orproperties owned by the Student Council (SC)should be properly transferred to the new setof SC officers ten (10) working days after oathtaking. Documents such as resolutions(created, pending, or in review), notices andminutes of the meetings, and othercorrespondence shall be forwarded to theSecretary of the Legislative Council not laterthan ten (10) working days after his/herelection as such.
b. Before the start of each semester, the SCshall undertake an inventory of SC propertiesand shall determine which are deemed forkeeping, distribution, or repair. The SC shallalso decide on items to acquire.
c. The SC shall acquire a logbook for the soleuse of monitoring the movement of SCproperty.
d. Items donated to the SC shall automaticallybe considered SC property. Thus, the SC
shall have the authority to decide how todistribute/dispose such properties; providedthat such distribution/disposal is legal underthe contract with the donating party and isused for SC purposes.
e. Any party who wish to borrow SC propertiesshall sign on the SC logbook containinginformation including the date and time ofborrowing, item borrowed, name of borrower,
year level of borrower, student number ofborrower, contact information of borrower,signature of borrower, and one SC officer of
the day as signatory. The said officer shalldecide on the matter, provided that he/shealso informs at least one (1) other SC officer.
f. Borrowed SC properties are to be used only within the NCPAG vicinity and should bereturned within office hours of the same dayand SC property was borrowed as indicatedin the SC logbook.
g. A fine of P10 per day shall be charged againstthe borrower who fails to return the SCproperty within the specified time. Anydamaged borrowed SC property must be fixedor replaced by the borrower within a period of7 days, after which regular penalties per day
will apply. The SC officer signatory to thborrowing has the responsibility to contactthe borrower regarding unreturned ordamaged SC property.
h. There must be at least 3 (three) officers perday who shall be in charge of ensuringcleanliness of the SC office and shall inspect
the turnover of SC properties using thelogbook.
SECTION 4. Office Hours
a. The SC office shall be open from 9:00 am to6:00 pm from Monday to Friday. Each SCofficer shall be assigned Officer-of-the-Daybased on his/her schedule. As OIC, an officershall be the custodian of SC properties andshall attend to matters presented to the SCoffice during his/her time of duty.
b. Visitors are welcome, particularly for officiamatters provided they observe properdecorum. Proper decorum, for the purpose ofthis internal guideline is defined as theappropriateness of behavior or conductespecially inside the SC office. Hence, visitorsare expected to keep the noise level at aminimum and maintain the cleanliness of theoffice. For the benefit of everyone, a list odos and donts shall be posted in the SCoffice.
SECTION 5. Meetings
a. The regular meetings1. The SC composed of both the Executiv
Council and Legislative Council shall meetat least two Mondays a month, at 12:30 pm
The schedule of regular meetings for thsecond semester will still be determined.

2. The Executive Council, Legislative Council,House of Undergraduates Assembly (HUA)and House of Graduates Assembly (HGA)
shall likewise meet separately in order toaddress specific matters. Their respectivemembers shall determine the frequency,schedule, and venue of their meetings.
b. The meetings of the Student Council shall beconducted in the following manner:1. Call to order by the presiding officer2. Review of minutes of the previous meeting
by the Administrator for Internal Affairs.3. Approval of the Agenda for the Day shall
be set by the Chairperson. TheChairperson and the Speaker of the
Legislative Council must discuss theproposed agenda and inform SC membersof the same prior to the meeting.
4. Meeting proper5. Review by the presiding officer of the
proceedings that transpired in themeeting.
c. The meetings of the Executive Council shallbe conducted in the following manner:1. Call to order by the presiding officer2. Review of minutes of the previous meeting
by the Administrator for Internal Affairs.
3. Approval of the Agenda for the Day by theChairperson. Each Executive Councilmember must be informed of theproposed agenda.
4. Meeting proper5. Review by the presiding officer of the
proceedings that transpired in themeeting
d. All meetings and sessions of the StudentCouncil, Executive Council, LegislativeCouncil, House of Undergraduates Assemblyand House of Graduates Assembly are opento members of the General Assembly unless
decided otherwise by a majority vote of theofficers in session.
e. Minutes and attendance records of allStudent Council meetings and sessions shallbe faithfully noted. The following shall beresponsible for this: Student Council andExecutive Council Administrator forInternal Affairs; Legislative Council theSecretary of the Legislative Council; and, theHUA and HGAthe Secretary of each House.
f. Meetings shall last for a maximum of threehours in one day, but may be continued unti
adjourned at a time decided upon by themajority of members. Meetings may exceedthe time limit when deemed necessary.
g. Special and/or emergency meetings may becalled by the Chairperson with the approvaof the Legislative Council.
h. Routing of documents and correspondenceshall be a protocol in disseminatinginformation within the Student Council.
SECTION 6. Quorum and Voting
a. For an SC meeting to be considered in officiasession, the SC should have a quorum of 8(eight) SC officers.
b. For an EC meeting to proceed, the EC shouldhave a quorum of 4 (four) EC officers.
c. For an LC meeting to proceed, the LC shouldhave a quorum of 5 (five) LC officers.
d. For an HUA meeting to proceed, the HUAshould have a quorum of 3 (three) HUA
officers.
e. For an HGA meeting to proceed, the HGAshould have a quorum of 3 (three) HGAofficers.
f. Decisions shall be made through raising ohands or secret balloting. A decision is madefinal by a simple majority vote of the officers(i.e. more than half of the entire group) of theSC, EC, LC, HUA or HGA. Each officer isentitled to one vote each.
g. Absentee voting shall be acceptable, whendeemed necessary, as determined by the SCofficers present in a meeting. The absent SCofficer/s shall inform the other SC officers ofhis/her vote by immediately contacting thepresiding officer, either through a textmessage, phone call, or email.

SECTION 7. Information Dissemination
a. The Minutes of a meeting as well as theattendance of the Student Council, ExecutiveCouncil, Legislative Council, HUA, or HGAmembers shall be posted in the SC bulletinboard not later than one (1) school day afterits approval by the SC.
b. Records of Attendance, Minutes of theMeetings, Accomplishment Reports, FinancialStatements, and other documents shall beopen to the General Assembly.
c. Members of the SC shall postdocuments/promotion materials in the SC
bulletin board, the SC Yahoo groupselectronic mail account, and on SC websitesin social networking sites like multiply,Facebook, wordpress, blogspot, etc. Eachmember is expected to know the content ofthese documents/ promotion materials. It isthe responsibility of the Student Councilofficer to inform the Administrator forInternal Affairs whenever he/she uploads anydocument to the SC website and theAdministrator for Internal Affairs shall notifythe other SC members through a textmessage or phone call.
d. It is the responsibility of the SC officers toread new documents posted on the SC YahooGroups electronic mail account provided thatposts made should be followed by anotification of each officer regarding the saiddocument posted. Each officer is expected toknow the content of these documents by thenext meeting.
e. It is the responsibility of the Chairperson toannounce any SC related activity or meetingto the Administrator for Internal Affairs, the
HUA speaker, and the HGA speaker. TheAdministrator for Internal Affairs then hasthe responsibility of informing the EC of theannouncement, and the HUA and HGAspeakers have the responsibility of informingtheir respective houses. All SC officers mustacknowledge receipt of the announcement bydirectly coordinating with the chairperson.
f. SC officers are expected to acknowledgereceipt of text messages on official matters,
either through a text message or phone call(whether answered or unanswered). Thechairperson is to be contacted for
acknowledgment of text messages regardingEC matters, the LC speaker for LC matters,and the HUA and HGA speakers for mattersconcerning their respective Houses only. Ifafter two (2) text messages, the party beingcontacted still does not acknowledge, theofficer shall try to contact the other party bycalling him/her. If after 4 (four) hours, theperson being contacted still had not found a
way to acknowledge, the text messages sento him/her shall be considered received
Thus, claims of ignorance of the content osent messages shall not exempt an officer
from applicable penalties ontardiness/absences.
g. SC officers shall avoid disseminatingunofficial decisions/unresolved issuesdiscussed during meetings. More importantlySC officers are expected not to disclose anyconfidential/internal matter without priorconsent from the majority of the Council.
h. A Student Council officer representing the SCat any official event shall avoid makingpronouncements on issues without clarifying
that it is his/her personal stand. When thereis a need to render a vote or decision inbehalf of the SC and the issue at hand hadnot been discussed or decided previously bythe SC, the representative shall ask for apostponement of the casting of decision orvote. On the other hand, if such matter to bevoted or decided upon is urgent, therepresentative shall have the option either toabstain or cast a vote while making it knownthat the vote/decision does not reflect thesentiments of the whole SC.
i. A Student Council officer sent as the SCsrepresentative to any official event shalfurnish copies of the said events memorabilia(seminar kit, certificates, photographs, reportof what happened in the event, etc.) and file it
with the Administrator for Internal Affairs amost fifteen (15) school days after the event.
j. Through the leadership of the SocAcademic Affairs Administrator, the Socio-Academic Committee shall initiate the

formulation of the SGs stand on issues asstipulated in Article 5 Section 3a of the SGConstitution. In special cases wherein there
is the urgency for the student council tocome-up with stands, press releases andofficial statements on local, national andsectoral issues, they can formulate their ownstand as an independent institution whilemaking it known that their stand is notcollective of the whole NCPAG communityand of the whole NCPAG studentry. However,their immediate stand will then be subject tochange and shall be presented during the GAsubsequent to the release of stand to undergostudent consultation.
k. In case the Administrator for External Affairscannot make it to LCC meetings, theChairperson automatically represents theStudent Council. If the Chairperson cannotattend, he/she can assign a Student CouncilOfficer to proxy as stipulated in Article IVSection 1(b) Functions and Powers of Officersof the NCPAG SG Constitution.
SECTION 8. SC Activities, Projects, and Programs
The activities, projects, and programs of the StudentCouncil are means to demonstrate its commitment to
serve and uphold the interests and general welfare ofthe NCPAG community, particularly the students. Inobservance of professionalism, accountability, andeffectiveness in its implementation of the variousactivities, projects, and programs of the StudentCouncil, the guidelines in its conduct of activities areas follows:
a. A Planning-Team Building Activity (PTBA)shall precede each semester of the academic
year. The members of the Student Councilshall set aside a date and venue to conductthis activity. Its primary objective is to
determine and outline the plans of action ofthe Student Council in the coming semesterand to create project teams and assignproject managers of each activity.
b. The Project Feasibility Study (PFS) is a type ofanalysis presented in a proposal form thatenables us to know if a certain project is
workable and ready for implementation. Ithelps us to know beforehand, the outcome ofthe project or activity. This shall be used in
the planning and making proposals of any SCactivity, project or program. The following isthe specified format for the Project Feasibility
Study:
1. PROJECT TITLE: The title shouldbe short yet catchy. It should alsoinclude the Theme (and sub themeif you have one). The projecttheme should be brief, concise andrelevant. It will serve as yourguiding principle as you proceedin making your PFS.

can be as short as of a page, oras long as 1 whole page. TheExecutive Summary shouldanswer the questions: what, who
where, when, and how.
3. OBJECTIVES: Answers thequestion WHY: has two kindsmain objectives and specificobjectives; Objectives should beSMART (Specific, MeasurableAttainable, Relevant, Time bound.)
4. TARGET AREA: Who will benefifrom the project? Should bespecific and attainable (e.g. amaximum of 50 and a minimum of30 private and public schools fromQuezon City.)
5. ORGANIZATIONS INVOLVEGroup of people or organizationsthat will help in organizing theproject or activity; Place theSpecific Organization and theirspecific role.
6. PROJECT RESOURCES:i. HUMAN RESOURCES
States where you wilget all your manpowerfor the activity.
ii. PHYSICALRESOURCES: States
where you will get yourfinancial needs for theactivity.

7. PROJECT SCHEDULE: Shouldcontain your pre project, projectproper, and post projectschedules; can be done in a dailyor weekly basis; use the Ganttchart.
8. WORKING STRUCTURE: Contains your Organizational Chart,Committees, and your Flow Chart;
this serves as your basis for theflow of information and power in
your project.
9. BUDGET SUMMARY: A summaryof your projected expenses andincome before, during and afterthe project; should be specific.
10.APPENDICES: Contains other vitalinformation regarding the project;explanation of some vague parts ofthe PFS can be placed there.
11.CONTINGENCIES: Contains a listof contingencies in case somethinggoes wrong in the implementationof the project.
c. The Activity Outline (AO) will be the basicguide of the SC and the organizers inexecuting the activity. With the help of theoutline, organizers will be able to see all sidesand all aspects of the activity. As early as theplanning stage, organizers will be able toidentify all points that need to be addressed
and given effective solution.
d. The Activity Outline should be written inoutline format, Arial 12, single-spaced, and1 margin on all sides. It should be seamless,clear, and specific on all its parts, andcontain these parts:
1. Title2. Officer-in-Charge3. Date, time and venue.
4. Logistics5. Manpower6. Program Guidelines7. Physical Arrangement8. Operational Strategies9. Contingencies10. Correspondences
e. The Project Feasibility Study and ActivitOutline should be submitted to theLegislative Council for review and funding notlater than the following two succeeding SCmeetings after the discussion and approval ofmajority of the members of the StudentCouncil. In the case of projects covering onlythe Undergraduates Assembly or the
Graduates Assembly, its Project FeasibilityStudy and Activity Outline should besubmitted to the HUA and HGA respectivelyfor review and funding.
f. Failure to submit the Project FeasibilityStudies and Activity Outlines will meannullification of the project. To pursue theactivity without the approval of the majorityof the Student Council is consideredunofficial. Any amount of money expendedby the project team will not be entitled to anyreimbursement. The Student Council will no
honor any transaction entered into undersuch a project.
g. The Chairperson reserves the right to initiatea project even without the submission of aProject Feasibility Study and Activity Outlineprovided that it gets the approval of at least 8members of the Student Council. A total of 4opposition votes override such a project.
h. A project is considered cancelled or nullifiedif circumstances beyond the control of the
project team arise before its implementationIn that case, the project team shall submit a
written report explaining the circumstanceto the SC. This written report shall besubmitted to not later than two (2) weeks othe cancellation or nullification of the saidproject.

SECTION 9. The Legislative Process
Legislation in the Student Council is delivered
through policy formulations and declarations,budgeting and fiscal reviews, and checks andbalances. The guidelines that govern the legislativeprocess of the Student Council are as follows:
a. Any member of the Legislative Council mayauthor a Proposed Resolution (PR). It mayprescribe rules, review, amend, repeal, adopt,advance stands on issues, and makedeclarations and other policy formulationmeasures.
b. The author/s of a PR should present itaccording to the format provided by theLegislative Council with his/her/ theirsignature/s affixed on it. In the case ofpolicies covering only the UndergraduatesAssembly or the Graduates Assembly, its PRshould be submitted to the Secretary of theHUA and Secretary of the HGA respectively.
c. All PRs are to be submitted to the Secretary ofthe Legislative Council who in turn shallassign its PR Number and produce copies forthe other members of the Legislative Counciland one for the Legislative Councils records.
In the case of policies covering only theUndergraduates Assembly or the GraduatesAssembly, its PR should be submitted to theSecretary of the HUA and Secretary of theHGA respectively. Copies of the PR must bedistributed not later than three (3) school daysafter receipt of the Secretary.
d. The Legislative Council, HUA, and HGAmembers are expected to review thesubstance of the PRs. The member shouldpresent his/her approval or reservations onthe PR during the Legislative Council, HUA,
and HGA sessions.
e. The meeting of the Legislative Council, HUA,and HGA shall be conducted in the followingmanner:
1. Call to order by the presiding officer2. Review of the journal of the previous
session3. Agenda setting by the Legislative Council
Speaker or Speaker of the House (it isassumed that each Legislative Council, HUAor HGA member is given a copy of the
agenda)4. Meeting Proper5. Review by the Legislative Council
Secretary of the proceedings that havetranspired in the session.
f. The PRs are discussed and deliberated by theLegislative Council, HUA, and HGA in thefollowing manner:
1. First Reading (Presentation of the PR)2. Second Reading (Debate, Interpolation
and Proposed Revisions)3. Review and Revisions (Integration of
Revisions)4. Third Reading (Presentation of Final
Draft)5. Signing of the Resolution6. Transmittal to the Chairperson7. Transmittal to the General Assembly
Undergraduates Assembly and GraduatesAssembly
g. All PRs should be heard, deliberated, andresolved not later than three (3) weeks(including Saturdays and Sundays andholidays) after it has been filed with theSecretary of the Legislative Council, Secretaryof the HUA, and HGA.
h. PRs that are signed by at least two-thirds(2/3) of the total signatories, including theChairperson, are considered passed.
i. In case of a veto by the Chairperson, theResolution shall be brought back to theLegislative Council, HUA, and HGA withinthree (3) school days after its transmittal tothe Executive Council. Failure of theChairperson to meet the specified period otime would mean non-recognition of his/herveto vote, and shall be considered approvedResolution. A veto vote can be overridden bytwo-thirds of the voting members of theLegislative Council, both the HUA, and HGA.

SECTION 10. Penal Provisions
The guidelines to be observed by the StudentCouncil concerning delinquent Student Councilmembers are as follows:
a. Meetings and activities shall start promptlyas scheduled. Each SC officer is expected tobe punctual in every appointment and otherengagements regarded as official activities ofthe Student Council. The arrival of a StudentCouncil officer after the exact time themeeting/activity is set to officially begin willbe considered late. Every minute late isequivalent to a fine of PhP 1.00 per minute,
considering the Student Council officer didnot inform about his or her tardiness. TheStudent Council officer should inform of hisor her tardiness at least one (1) hour beforethe start of the meeting or activity. A StudentCouncil member who comes in late for three(3) consecutive times shall acquire anequivalent of one (1) absence, and must stillpay the corresponding fine. Checking ofattendance for SC activities (which are non-meetings) shall be one (1) hour before thestart of such activities unless earlier specified.
b. Early Departure. An SC officer who mustleave a meeting/activity before the time themeeting/activity is set to finish shall informthe Administrator for Internal Affairs beforethe meeting begins.
c. A Student Council officers absence from aregular SC meeting or official activity shall beclassified into four: a) valid and informed b)valid but not informed c) invalid but informedand d) invalid and not informed.
d. Absences falling under category b, c, and d(Section 10.b of this IG) will be penalized bypaying the amount of fifty pesos (PhP 50.00).
The mode of payment will be discussed by theofficer concerned and the Administrator forFinance. In the case of the Legislative Council,HUA, and HGA, the mode of payment will bediscussed by the Student Council memberconcerned and the Secretary of the LegislativeCouncil, Secretary of the HUA, and Secretary
of the HGA, respectively. The collected finesare to be deposited in the SCs separateattendance-revolving fund.
e. An absence is considered excused and freefrom fines if the reason/s for such absenceis/are valid. The validation of a StudentCouncil officers absence is to be done two (2)school days before his/her absence. Officiaexcuse forms shall be made available at theStudent Council office by the Administratorfor Internals and to be validated by theChairperson.
f. The criteria to be used in the determinationof the validity of the Student Council officers
excuse for his/her absence from a meeting orofficial activity are as follows:
1. Health-related. An absence due toillness or medical reason isconsidered valid. In cases where aStudent Council officer ishospitalized or bedridden for daysbefore the actual conduct of themeeting or activity, he/she mustinform any SC officer as soon aspossible. If a Student Counciofficer is struck by illness on the
day of the meeting or activityhis/her absence will be consideredexcused only after informing anySC officer.
2. Family-related. A family-relatedabsence is considered excusedonly when a Student Counciofficer has to attend to emergencymatters pertinent to his/herfamily, in which his/her presenceis necessary.
3. Academic-related. An absencedue to activities that is academicin nature which need immediateattention such as examinationsreports, and special classes areexcused.
