NCDOT’s Paradigm Shift • BUISNESS MODEL

– Organizational Restructure; Central Units and Divisions – Responsive Customer Service – Accelerated Project Delivery !! – Alternate Funding; Build NC Bond Act of 2018, a new financing tool to help

expedite critical highway projects. Signed into law June 20, 2018. $300 mil/year for 10 years.

Current Workload

• Maintenance-Operations: 11 independent work units, manages a $30 -$40 mil annual operating budget, $38 mil resurfacing budget, and a $7-$8 mil bridge replacement program. $90 mil STIP funding Interstate Maintenance

• Construction Program: 4 Resident Engineer Offices. 83 projects under construction with 10 active local projects. 3 High Profile projects: I-77 Managed Lanes, Interstate 85, and the Monroe Expressway. Upcoming I-485 Design Build-Managed Lanes (I-5507) lets Sept 19 2018 with construction anticipated to start summer 2019.

• Project Development Team: 70% of STI projects, 40% of the budget. Currently managing planning and design for 63 STI projects, 57 DDC projects, 46 bridge replacements, and providing oversight for 62 local projects. 6


State Transportation Improvement Program (STIP)

STIP identifies funding and scheduling of projects in NCDOT’s capital program (55% of DOT Budget) 10 Year Program (currently 2018-2027)

• 1st Five Years is “Delivery STIP” – committed projects • 2nd Five Years is “Developmental STIP” – projects in early scoping

and environmental development stage

Updated every 2 years Current STIP contains over $25 Billion of projects

• Highway, non-highway, bridges, safety, Interstate Maintenance, CMAQ

Construction began: Spring 2015 Estimated cost: $297.14 million Completion: December 2020 (I-85 final traffic pattern December 2018)

Traffic in its final Pattern on I-85 by the end of 2018 I-3802 B is +/- 5miles from exit 63 to 68 is about a year behind us. That project will be in it’s final pattern by the end of 2019.

• 44 Bridges overtopped or damaged • Currently 47 roads closed (44 in Anson County) • Had over 180 roads closed earlier this week • Deploying 4 additional NCDOT Crews to Anson County this week. • Assessing all routes in Cabarrus, Stanley, Union, and Anson Counties

for Damage. • Will draft contracts for repairs not completed by NCDOT
