NBCC intends to pre qualify experienced, reputed and eligible contractors/agencies

for Interior works including Audio-visual and sound system of Auditorium of NIFTEM at Kundli, Sonipat in the manner as described in the detailed Tender

Notice available on NBCC’s website www.nbccindia.gov.in and www.eprocure.gov.in

which can be downloaded.

Any corrigendum/addendum on whatsoever account shall only be displayed on NBCC

website. No separate press notification shall be given. The last date of receipt of

applications is 27.06.2012.

The Estimated cost of Project would be around Rs 4.00 Crores.

(4) Details of pending litigation etc. against NBCC Limited.

Incomplete application/ application not meeting the above criteria shall be summarily rejected. NBCC reserves the right to reject any or all the applications or limit the short-list to any number without assigning any reason whatsoever.

Sectors with order book of over Rs. 10000 Crores, invites expression of interest from

reputed and experienced vendors/firms for Interior works including Audio-visual and

sound system of Auditorium of NIFTEM at Kundli, Sonipat

The Estimated cost of Project would be around Rs 4.00 Crores.

1.1( a) The Definition of similar works shall be as under:

The Definition of similar works shall be as under: “The bidder should have completed at least one auditorium of 650 capacity or two auditorium of 300 capacity”

1.1(b) Financial turnover: Average annual financial turnover on construction works should be at least 200.00 lacs during last 3 years ending 31st March, 2011.

1.2 The scope of work shall include the following.

• Acoustic treatment of wall/wall paneling

• False ceiling with acoustic properties with frame work complete • Audio – visual and sound system

• Public address system

• Structural Cat ladder for maintenance and services • Carpet flooring of Halls

• Wooden flooring of stage • Motor operated draw- down or pull apart front screen/curtain

• Creating projector screen on stage back wall with requisite finishing

• Anti-skid tiles/Vitrified tiles/Granite/Marble/Chequered mosaic concrete tiles flooring in Lobbies, Green room, Staircases i/c fire escape

staircase/Ramps sand Toilets.

• Ceramic tiles in toilet dado and cafeteria and drinking water areas

• Furniture in i/c Hall seats, Sofas in lobbies ticket/entry counters/Chairs/benches for green room

• Wood work

• Cupboard/Lockers in Green room • Fire resistant doors, entrance doors, flush doors wherever required.

• All pipes – GI/CI/CPVC/Electrical conduits required to complete the

services • Waterproofing of toilet

• W.C., Wash Basin, Urinals, partitions

• Water coolers of capacity 40 litres with RO Filtration system

• Fire Fighting system inclusive or fire hose reel i/c hose, wet risers, pipe network with MS ‘C’ class pipe, Smoke detectors, fire extinguishers,

fire alarm system complete.

• 2mm POP, Paining with synthetic enamel paint, plastic paint, Oil bound

distemper, polishing wherever required on walls ceiling woodwork etc. • Electrical operated Air curtains at entrances

• HVAC ducting with insulation, Grills, Diffusers, AHUs of desired

capacity • Kota in Staircase

• IT with conduit and wiring at desired places

• Telephone points with conduit and wiring at desired places • Electrical light fittings with point wiring complete

• SS Railing

1.3 The bidder would submit a detailed proposal/Scheme for the scope as mentioned.

While submitting the proposal, he would intimate the makes proposed to be incorporated in the works. NBCC shall hand over the completed shell(structure)

with external finishing to the bidder. All the works including interior furnishing

required for making an auditorium functional shall be in the scope of bidder.

A pre-bid meeting shall be held on 21.06.2012 at 11.30 AM at above-mentioned address to clarify the various queries of the bidders. Financial bids shall be invited only from the pre-qualified contractors against this

NIT.

1.4 No Joint venture or Consortium of firms shall be allowed and the vendors should

meet the above criteria by themselves.

1.5 Desired vendors should apply on the prescribed documents along-with

documentary evidence meeting the above qualification criteria such as :

1. Audited Balance Sheet for the last three years,

2. Bank's certificate for Solvency/ funded facility sanction letter.

3. Completion Certificates from Clients/ Owners,

4. Details of pending litigation against NBCC Limited etc.

1.6 The past experience in similar nature of work should be supported by certificates

issued by an Officer not below the rank of Executive Engineer or equivalent. In

case the work experience of other than Govt. /Semi Govt./ PSUs, the completion certificate shall be supported with copies of TDS certificates issued by owner for

the work executed.

1.7 The gross annual turnover should be certified by the Chartered Accountant. Year

in which no turnover is shown would also be considered for working out the

average.

1.8 The Vendors should own sufficient equipment for the proper and timely execution

of the work. The vendors should submit details of same with PQ Application.

1.9 The vendors should have sufficient number of Technical and Administrative

employees for the proper execution of the contract. The Contractor should submit

details of same with PQ Application.

1.10 All information called for in the enclosed forms should be furnished against the relevant columns. If for any reason, information is furnished on a separate sheet,

this fact should be mentioned against the relevant column. Even if no information

is to be provided in a column, a ‘NIL’ or ‘NO SUCH CASE’ entry should be made in

that column. If any particulars / query is not applicable in case of the vendors, it

should be stated as “not applicable”. The Contractors are cautioned that not giving

complete information called for in the application forms or not giving it in clear

terms or making any change in the prescribed forms or deliberately suppressing

the information may result in the Contractor being rejected.

1.11 Overwriting should be avoided. Correction, if any, should be made by neatly

crossing out, initialing, dating and rewriting. Pages of the pre-qualification

documents are numbered. Additional sheets, if any, added by the vendors, should

also be numbered by him. They should be submitted as a package with signed letter of transmittal.

1.12 References, information and certificates from the respective clients certifying

suitability, technical know how or capability of the vendors should be signed by an

officer not below the rank of Executive Engineer or equivalent.

1.13 The Vendor may furnish any additional information which he thinks is necessary to

establish his capabilities to successfully complete the works. The vendors are

however, advised not to furnish superfluous information. No information shall be

entertained after submission of pre-qualification documents unless it is called for

by the NBCC.

1.14 Any information furnished by the Vendors found to be incorrect either immediately

or at a later date, would render him liable to be debarred from pre-qualification /

tendering / taking up of work in NBCC. If such Vendor happens to be pre-

qualified/ enlisted vendor in more than one Group/ Category his name shall be

removed from all the Groups/ Categories of the pre-qualified list of vendors.

DEFINITIONS

1.15 In this document the following works and expressions have the meaning hereby

assigned to them:

(i) Clients mean NIFTEM (National Institute of Food Technology Entrepreneurship &

Management)

(ii) “NBCC”: Means National Buildings Construction Corporation Limited. (iii) “VENDOR” Means the individual, proprietary firm, firm in partnership, limited

company, private or public or corporation.

(iv) “YEAR” means “Financial Year” unless stated otherwise.

1.16 METHOD OF APPLICATION:

(i) If the Vendors is an individual, the application shall be signed by him above his full

typewritten name and current address.

(ii) If the Vendor is a proprietary firm, the application shall be signed by the proprietor

above his full typewritten name and the full name of his firm with its current

address.

(iii) If the Vendor is a firm in partnership, the application shall be signed by all the partners of the firm above their full typewritten names and current addresses or

alternatively by a partner holding power of attorney for the firm. In the latter case

a certified copy of the power of attorney should accompany the application. In

both cases a certified copy of the partnership deed and current address of all the

partners of the firm should accompany the application.

(iv) If the Vendor is a limited company or a corporation, the application shall be signed

by a duly authorized person holding power of attorney for signing the application

accompanied by a copy of the power of attorney. The Contractor should also

furnish a copy of the Memorandum of Articles of Association duly attested by a

Public Notary.

EVALUATION CRITERIA FOR PRE-QUALIFICATION

1.17 For the purpose of pre-qualification, Vendor will be evaluated on the basis of

financial and past experience criteria as defined in the annexure - X. 1.18 Even though an Vendor may satisfy the above requirements, he would be liable to

disqualification if he has:

(a) Record of poor performance such as abandoning work, not properly

completing the contract, delay in completion of works, or financial

failures / weaknesses etc.

(b) Made misleading or false representation or deliberately suppressed

the information in the forms, statements and enclosures required in

the PRE-QUALIFICATION documents.

1.19 FINANCIAL INFORMATION

Vendor should furnish the following financial information:

(a) Annual financial statement for the last three years (in Form “B”). This should be supported by audited balance sheets and profit and loss accounts (with all schedules attached) along-with details

required for assessing the net worth duly certified by a Chartered

Accountant, as submitted by the Contractor to the Income Tax

Department.

(b) Name & Address of the bankers.

1.20 EXPERIENCE IN WORKS HIGHLIGHTING EXPERIENCE IN SIMILAR WORKS

1.21 Vendor should furnish the following:

(a) List of similar nature of works successfully completed during the last seven years (in form “C”).

(b) List of the projects under execution or awarded (in Form “D”).

1.22 Particulars of completed works and performance of the Vendor duly authenticated /

certified by an officer not below the rank of Executive Engineer or equivalent

should be furnished separately for each work completed or in progress ( preferably

in Form “E” or as per Performa of concerned Clients covering the required

information as asked for in Form 'E'). The work completion/ experience certificates

issued by other than Govt. Deptt./PSU shall be supported by the copies of the TDS

certificates issued by the owner of the project.

1.23 The value of executed works shall be brought to the current level by enhancing the actual value of work done at simple rate of 7% per annum, calculated from the

date of completion to last date of receipt of application for pre qualification.

Vendor is required to furnish the details of Plants & Machineries available with the

Contractor as on date in form-"G".

1.25 ORGANIZATION INFORMATION

1.26 Vendor is required to submit the following information in respect of his organization

in Form A.

(a) Name & Postal Address, including Telephone and Telex, Fax numbers, E-Mail

address etc.

(b) Copies of original documents defining the legal status, place of Registration

and principal places of business. Copy of registration certificate issued by Registrar of Companies.

(c) Name of Directors and Officers concerned with the work, with designation of

individuals authorized to act for the organization.

(d) Information on any litigation in which the Contractor was involved during

the last five years, including any current litigation.

(e) Authorization for NBCC to seek detailed references.

1.27 LETTER OF TRANSMITTAL

The Vendor should submit the letter of transmittal duly signed by him.

1.28 Any effort on the part of the Contractor or his agent to exercise influence or to

pressurize the employer would result in rejection of his application. Canvassing of

any kind is prohibited.

1.29 The Vendor should furnish the list of works executed/under execution by him for

NBCC along with performance report (as per Form-F) duly signed by Zonal

Head/SBG/RBG. In case, Contractor has not executed any project/work of NBCC

should submit an undertaking as per Form-G mentioning that he has never worked

with NBCC.

1.30 An affidavit is to be submitted by vendor on a non-judicial Stamp Paper of

Rs.10/- (Rupees Ten only) value duly attested by notary as per Form ‘H’

Corporation reserves the right to accept/ reject any or all tenders in part or full

without assigning any reason thereof.
