    1 Foreword

    The aim of this position paper is to give guidance to notified bodies in working equivalently towards issuing an EC Certificate of Conformity to Annex ZA of EN 14080.

    This position paper was prepared by Sector Group 18 of the Group of Notified Bodies under the CPD. It shows the tasks of the notified bodies in the field of the construction products directive given in mandate M/112 and Annex ZA of EN 14080. These comprise a system of initial type testing and the factory production control that gives the presumption that products placed on the market are in conformity with the technical specifications given in Annex ZA of EN 14080. Compliance with EN 14080 requires, by reference, compliance with EN 385, EN 386, EN 387, EN 1194 and EN 14081-1.

    Errors found in EN 14080:

    EN 14080 4.5.2 paragraph 2 only refers to the characteristic bending strength in accordance with Annex A, but bonding strength may alternatively be tested in tension. The word "bending" in paragraph two should be ignored.

    Other comments to EN 14080 regarding its practical use:

    -Definition. EN 14080 (EN 386) covers all structural glued laminated members manufactured by bonding together at least two timber laminations of finished lamination thickness not more than 45 mm, with their grain direction running essential parallel.

    -Grading. If the Glulam producer grades the timber for the lamellae he shall additionally comply with EN 14081-1. There is a chain of reference from EN 14080 through EN 1194 to EN 338, which refers to EN 14081-1 for the grading method.

    This means that the production process and FPC shall comply with the requirements given in EN 14081-1, and the certification procedure for EN 14080 shall include the relevant parts of EN 14081-1. However, the producer need not be certified to EN 14081-1 if he does not place the graded lamellae on the market.,

    -GL classes. If EN 1194 6.2 is used to determine the GL strength class, based on full scale bending tests of beams, the grading criteria (visual according to EN 14081-1 Annex A or machine settings) of the lamellae shall furthermore be established as an ITT parameter. This applies also for non GL strength classes where a special strength profile is declared.

    -If the glue laminated timber producer carries out biological treatment he shall additionally comply with prEN 15228

    This means that the production process and FPC shall comply with the requirements given in prEN 15228 and the certification procedure for EN 14080 shall take into account the relevant parts of prEN 15228. However, the producer need not be certified to prEN 15228 if he does not place the treated lamellae on the market.

    -The wording approved laboratory in EN 14080 shall be read as notified test laboratory.

    2 Certification Process

    The attestation of conformity (AoC) is system 1. A summary of the procedure and the party responsible for the different tasks are given in Table 1.

    product.

    This evaluation can be given in an ITT evaluation report, following Guidance Paper

    K 6.2.

    Factory production control, FPC manual

    Manufacturer The manufacturer shall establish, document and maintain

    the FPC-system as well as implement and review it.

    Factory production control, FPC Testing of samples

    according to a prescribed test plan

    Manufacturer The manufacturer shall in the FPC-system include the sampling plan for the raw material (E.g. the grading of structural

    timber), finger jointed lamellae and bonding of the finished product, taken at

    the factory to be tested by himself.

    Initial inspection of factory and FPC

    Notified body (Certification)

    The notified body shall inspect and assess the factory and the tasks above

    and document the results. (Initial audit report.)

    EC-Certificate of conformity Notified body (Certification)

    When the assessment of the initial inspection of factory and FPC is

    satisfactory the notified body shall issue the EC-Certificate of conformity.

    3 Initial Type Testing and/or Assessment

    The manufacturer and the notified test laboratory shall carry out and document the initial type testing and/or assessment according to EN 14080 Annex ZA clause Z.2.1 and clause 5.2 Table 1. The tasks of the notified certification body are to attest conformity of the initial type testing and to assess the documentation of the declared characteristics, to attest conformity.

    The initial type tests assigned to the NB are as follows:

    3.1 Glue bond quality

    For the glue bond quality:

    Bonding strength of end joints. Tests according to EN 408 in relation to combination of finger joint production line/ adhesive/wood species.

    Glue lines. Tests according to either EN 391 (Service Class 1, 2 and 3) or EN 392 (Service Class 1 and 2) for each combination of warm/cold pressing line / adhesive / wood species.

    Bonding strength of EN 387 large finger joints. The finger joint shall be tested in straight beams according to EN 408.

    3.2 Reaction to fire

    For reaction to fire of all glulam for which the minimum mean density is at least 380 kg/m and the minimum thickness is at least 40 mm, the reaction to fire class "D-s2,d0" can be declared without testing. For glulam that does not fulfil these two requirements, or if the manufacturer wishes to declare better values, the testing and assessment shall be carried out in accordance with EN 13501-1.

    4 Factory Production Control

    4.1 Factory Production Control Manual

    The NB shall assure itself that the manufacturer has established and documented and maintains a factory production control system in an FPC manual to ensure that the products conform to the declared characteristics. All declared characteristics shall be covered either by regular testing of the finished product and/or control of the raw materials, equipment and production process.

    NOTE An FPC manual which complies with ISO 9000 is recognised as satisfying the FPC requirements only if it addresses all requirements of EN 14080.

    Each of the standards EN 385: 2001 for finger jointed structural timber, EN 386:2001 for traditional production of glued laminated timber and EN 387:2001 for large finger joints in glued laminated timber includes an FPC scheme in its clause 7.

    These schemes will need to be supplemented to take into consideration any special production methods, conditions, materials or functional requirements. For example EN 14081-1, Strength graded structural timber, prEN 15228 biological treated timber.

    4.2 Implementation of the Factory Production Control Manual

    The NB shall assure himself that the manufacturer implements and reviews his FPC manual, and that he documents, and keeps records and reports in accordance with his FPC manual.

    5 Initial Inspection of Factory and Factory Production Control

    5.1 Initial Inspection of Initial Type Testing and/or Assessment

    The manufacturer and the notified body are each responsible for part of the initial type testing and/or assessment (ITT). The notified body shall assess the ITT to ensure that it is representative of current production, and that the factory production control (FPC) will enable production to conform to the declared characteristics of the product. An example of a check list for the assessment of the ITT is given in Annex A.

    5.2 Initial Inspection of Factory Production Control

    The manufacturer is responsible for establishing, documenting and maintaining the factory production control system in a FPC manual, and for implementing and reviewing it. The notified body shall evaluate the FPC manual to ensure that its content is sufficient to ensure that the product is in conformity with the declared characteristics. Furthermore, the notified body shall check that the FPC manual include procedures etc. for the maintenance, implementation and review of the FPC manual.

    The notified body shall document the results of his inspection.

    NOTE 1 Before carrying out the initial inspection of factory and FPC the notified bodies may find it convenient to pre-evaluate the FPC manual. If nonconformities are found, these shall be closed before the initial inspection will be carried out.

    NOTE 2 During the initial inspection it may be too early to ensure that the manufacturer has fully implemented the FPC manual. The notified body needs to focus on the manufacturer's ability and aim to do that. Full implementation can then be assessed as a part of the forthcoming continuous surveillance of FPC .

    Examples of check lists for the initial inspection are given in Annex C FPC manual, Annex D Manufacturing of Glulam, Annex E Finger jointing of lamellae, Annex F EN 408 Finger joint bending tests, Annex G EN 391 Delamination tests, and Annex H EN 392 Shear tests.

    NOTE It is important that notified bodies understand that they are only required to ascertain that the FPC as detailed in the manual is appropriate to meet the requirements of EN 14080 Annex ZA, and is maintained to ensure that it continues to achieve this, and that the FPC of the mill is implemented in accordance with the manual..

    5.3 Initial Inspection of Testing of Samples according to a Prescribed Test Plan

    The initial inspection of testing of samples according to a prescribed test plan is covered under clause 6.2 of this position paper.

    6 EC Certificate of Conformity

    The notified body shall issue an EC certificate of conformity only when its assessment of ITT and the initial inspection of factory and factory production control have been completed and the results of them are satisfactory. In cases when nonconformity is detected during the initial inspection, all nonconformities shall be dealt with to the satisfaction of the notified body.

    The certificate should follow the examples available in several languages on GNB-CPD CIRCA, in document NB/CPD/AG/04/082r2 in folder NB-CPD/AG/03/003r1. An example of a product description for an EC Certificate of Conformity is given in Annex J.

    An individual certificate may cover more than one mill provided that each mill operates an identical FPC, and may cover a range of glulam products. Alternatively, separate certificates may be provided for individual mills, production lines, product variants, etc.

    NOTE An advantage of issuing separate certificates for different plants and products is that it may be easier to withdraw one certificate, if problems arise with one type of product (or the product is not produced anymore), than to revise a complex certificate covering multiple products and sites.

    No expiry date shall be given in the certificate. However, the certificates shall be re-issued when EN 14080 is revised.

    NOTE 1 The notified body inspects the FPC at least twice per year, so in general the certificate is confirmed after each inspection, although not re-issued.

    NOTE 2 The year of the standard (EN 14080:2005) is given in the certificate. Hence, the certificate shall be revised when a new version of the standard replaces an older one.

    If the manufacturer extends the product range or changes the raw materials, production lines, production methods or production equipment or intends to declare new or revised characteristics the notified body shall assess whether it is necessary to carry out a new initial assessment of ITT and inspection of factory and factory production control before he issues a new or extended EC Certificate of conformity. In any case the notified body shall assess the changes to the product and FPC.

    7 Continuous Surveillance of Factory Production Control

    The notified certification body shall carry out and document the continuous surveillance of factory production control to ensure that the results from the factory production control (FPC) conform to the declared characteristics of the product.

    The FPC visits shall be carried out at least twice per year. The notified body decides if further FPC visits are needed when nonconformities in the FPC are identified. It is usual for NBs to co-ordinate their FPC surveillance with the production mill, but they have the discretion to make unannounced visits if required.

    During the surveillance visits the notified body shall ensure that the manufacturer is implementing all parts of the FPC manual.

    NOTE If the manufacturer has allocated incorrect grades or strength classes to timber pieces/lamellae, this is a failure of the manufacturers factory production control. The notified body shall then raise a nonconformity.

    The notified body should use check lists during his control visits. Examples of check lists are given in Annexes B to I. Since the FPC manual has been inspected and assessed in detail as a part of the initial inspection of factory and FPC, it is not necessary to re-inspect the FPC manual during each visit. The FPC manual inspection should be focused on maintenance, implementation, internal reviews and possible revisions of the FPC manual.

    If the notified body determines that the manufacturer has not implemented the FPC manual a nonconformity shall be raised. The manufacturer is then responsible to investigate the cause of the nonconformity and report his corrective and preventive actions to the notified body.

    If the notified body assesses the manufacturers report on the nonconformity to be satisfactory he shall then inform the manufacturer of that and the certificate of factory production control shall remain valid.

    If the notified body assesses the manufacturers report on the nonconformity to be unsatisfactory he shall then inform the manufacturer of that and the actions he intends to take. If the notified body decides to withdraw the certificate of factory production control he shall promptly inform the manufacturer of that and the reasons for it.
