INSTITUTIONAL PLAN

Planning in Education is an extremely important activity as it forms the basis of all programmes of quantitative and qualititative improvement in education. Planning is the process of preparing a set of discussions for action in future directed at achieving goals. Without planning, an individual or a society , an insititute or a nation can’t prosper. It was the farsightedness of Pandit Nehru that he planned five year plans for the development of India after independence. Similarly any educational institution, can’t achieve the targeted goals unless it goes for proper planning. Educational planning implies taking of decisions for future actions with a view to achieving predetermined objectives through the optimum use of scarce resources. Institutional planning is a part of educational planning. It is confined to a particular institution and functions keeping the goals of that particular institution. It is one of the grassroots level planning. It ensures better and more fruitful use of the resources which the institution has or can have. It is the institution that knows best its needs and problems that have to be solved. “A man who does not think and plan long ahead, will find trouble right at his door”. Planning is of vital importance in every walk of life. It is needed in teaching in organization in administration and in business. There may be educational planning (including institutional planning), economical planning, industrial planning, town and community planning, and family planning. Whether at home or abroad we need planning. Planning is a major instrument in any social system. The goals of planning and education are similar. Planning is both the determinant and the determiner of education while better education leads to better planning, better planning leads to the development in education both in content and quantity. 1. Need based and grant based 2. Optimum utilization of resources 3. Co-operative affair 4. Goal oriented 5. Prospective plan 6. Specific plan

(iii) Organization of social service projects.

Education is not preparation for life; education is life itself.

MAJOR OBJECTIVES OF INSTITUTIONAL PLA NNING

The institutional planning should be based on certain predetermined objectives. All activities planned should help directly or indirectly to achieve these ends. One depending upon the circumstances and needs of the school, the objectives may be short term and long –term.

Following are the same main objectives

1. Giving freedom to the teacher. 2. Making the good teacher effective. 3. Involving every teacher in the formulation and implementation of plans.

Institutional planning is a complex idea, is to be worked out scientifically. It is a cooperative affair, undertaken by all the staff members of the school, who realize their full responsibilities and duties. It success depends on the attitude, training, a well to face realities and a co-operative spirit among the planners at each level of educational hierarchy. The plans should be drawn in such way that the development is maximum and the chance of returns to the investment made are the greatest within the resources available. Institutional planning is an organized way of doing things in an institution. It leads to the attainment of objectives through intelligent utilization of the resources of the institution.

Education commences at the mother's knee, and every word spoken within the hearsay of little children tends towards the fo rmation of character

HOUSE SYSTEM

The house system in Navodaya Vidyalayas is the key to understand its Residential

culture. Every Jawahar Navodaya Vidyalaya Family i.e Students and teachers are

grouped into 4 houses. Each house has its distinct name, a particular colour for its flag,

Badge, T –shirt etc. The 4 houses in every Navodaya Vidyalaya are: Aravali, Nilgiri,

Shivalik and Udaigiri. The houses have been named after the mountains because they are

stable part of our hoary history and their impact on our lives throughout our history has

been tremendous. The 4 mountains that lend their names to the houses in each Navodaya

Vidyalaya represent the 4 major reasons of our country. The Arawali represent the

WEST, the Nilgiri, the SOUTH, the Shivalik, the NORTH and the Udaigiri, the EAST.

Together they represent a strong, stable and unified India being shaped on a Navodaya

Vidyalaya campus.

Navodaya Vidyalayas have opted for education through residential culture based on

houses system. Therefore house system plays key role in the scheme of education

environed by Navodaya Vidyalayas. The following are the major objective that we

should strive to achieve through the house system. To provide a smooth transition from

home life to school life for all students. To create and use social situation so that

children’s social and emotional needs are fulfilled.

(By learning you will teach; by teaching you will l earn)

All the students are grouped into 4 houses: 1. Arawali 2. Shivalik 3. Nilgiri 4. Udaigiri

The four mountains that lend their names of the houses represent the four major regions of our country. Together they represent a strong stable and unified India being shaped on a Navodaya vidyalaya campus.

However, the girls are divided in two houses G1 and G2 each house has been divided into four groups as in the case of boys: Arawali, Shivalik, Nilgiri and Udaigiri to have the inter house competitions.

The house system is like a large joint family made up of five smaller families each with its distinct identify and all geared of a common end. The house system strives to achieve these goals by providing a secure and affective social environment with which can easily identify oneself and take pride as its recognized members.

Each house has a House Captain, a House vice Captain and two Prefects. For effective management of the Vidyalaya, in consultation with the House Masters, one School captain, one school Vice Captain (Boy) and one School vice Captain (Girl) are appointed.

MIGRATION

Mobility of students across the country is a commendable step in which the

opportunity is afforded to students at an impressionable age, to live and learn along with

their peers from states other than their own and to get acquainted with and motivated by

experiences of national integration in action.

To promote national integration through migration policy is a unique system of

Navodaya Vidyalayas 30% students of class IX of a Hindi speaking state is migrated for

one year to a JNV of Non-Hindi speaking state and vice versa.

CONTINUOUS COMPREHENSIVE EVALUATION (CCE)

Education aims at making children capable of becoming responsible, productive and useful members of a society. Knowledge, skills and attitudes are built through learning experiences and opportunities created for learners in school. It is in the classroom that learners can analyse and evaluate their experiences, learn to doubt, to question, to investigate and to think independently. The aim of education simultaneously reflects the current needs and aspirations of a society as well as its lasting values and human ideals. At any given time and place they can be called the contemporary and contextual articulations of broad and lasting human aspirations and values. An understanding of learners, educational aims, the nature of knowledge, and the nature of the school as a social space can help us arrive at principles to guide classroom practices. Conceptual development is thus a continuous process of deepening and enriching connections and acquiring new layers of meaning. Alongside is the development of theories that child have about the natural and social worlds, including themselves in relation to others, which provide them with explanations for why things are the way they are and the relationship between cause and effect. Attitudes, emotions and values are thus an integral part of cognitive development, and are linked to the development of language, mental representations, concepts and reasoning. As children's met cognitive capabilities develop, they become more aware of their own beliefs and capable of regulating their own learning. CHARACTERISTICS OF LEARNING All children are naturally motivated to learn and are capable of learning. Understanding and developing the capacity for abstract thinking, reflection and work are the most important aspects of learning. Children learn in a variety of ways-through experience, making and doing things, experimentation, reading, discussion, asking, listening, thinking and reflecting, and expressing themselves in speech or writing-both individually and with others. They require opportunities of all these kinds in the course of their development. Teaching something before the child is cognitively ready takes away real learning. Children may 'remember' many facts but they may not understand them or be able to relate them to the world around them. Learning takes place both within school and outside school. Learning is enriched if the two arenas interact with each other. Art and work provide opportunities for holistic

Page 52: NAVODAYA VIDYALAYA SCHEME - Official site of Jawahar ...

INSTITUTIONAL PLAN, J.N.V, MALHAR, BILASPUR(C.G.) 2016-2017

52

learning that is rich in tacit and aesthetic components. Such experiences are essentially to be learnt through direct experience and integrated into life. Learning must be paced so that it allows learners to engage with concepts and deepen understanding rather than remembering only to forget after examinations. At the same time learning must provide variety and challenge, and be interesting and engaging. Boredom is a sign that the task may have become mechanically repetitive for the child and of little cognitive value. Learning can take place with or without mediation. In the case of the latter, the social context and interactions, especially with those who are capable, provide avenues for learners to work at cognitive levels above their own. A curriculum is what constitutes a total teaching-learning program composed of overall aims, syllabus, materials, methods and assessment. In short it provides a framework of knowledge and capabilities, seen as appropriate to a particular level. Evaluation not only measures the progress and achievement of the learners but also the effectiveness of the teaching materials and methods used for transaction. Hence evaluation should be viewed as a component of curriculum with the twin purpose of effective delivery and further improvement in the teaching learning process. If properly understood, evaluation or assessment will not be perceived as something administered by the teachers and taken by the learners on the conclusion of a period of learning. When evaluation is seen as an end of the learning exercise, both the teachers and the learners will tend to keep it outside the teaching-learning process, rendering assessment broadly irrelevant and alien to the curriculum. Further such a perception associates anxiety and stress with evaluation for learners. On the contrary, if evaluation is seen as an integral part built into the teaching learning process; it will become continuous like both teaching and learning. When evaluation is subsumed into teaching-learning, learners will not perceive tests and examinations with fear. It will lead to diagnosis, remediation and enhancement of learning. The scope of evaluation in schools extends to almost all the areas of learners' personality development. It should include both scholastic and co-scholastic areas, i.e. it should be comprehensive in nature. This is in line with the goals of education. Evaluation is continuous and reveals the strengths and weaknesses of learners more frequently, so that the learners have better opportunity to understand and improve themselves. It also provides feedback to the teachers for modifying their teaching strategies. In view of getting a complete picture of the child's learning, assessment should focus on the learner's ability to earn and acquire desired skills related to different subject areas. Acquire a level of achievement in different subject areas in the requisite measure develop child's individual skills, interests; attitudes and motivation understand and lead a healthy and a productive life. Monitor the changes taking place in a child's learning, behavior and progress over time. Continuous and Comprehensive Evaluation (CCE) refers to a system of school-based evaluation of students that covers all aspects of a students' development. It is a developmental process of a child which emphasizes on two fold objectives. These objectives are continuity in evaluation on one hand and assessment of broad based learning and behavioral outcomes on the other. The term `continuous' is meant to

Page 53: NAVODAYA VIDYALAYA SCHEME - Official site of Jawahar ...

INSTITUTIONAL PLAN, J.N.V, MALHAR, BILASPUR(C.G.) 2016-2017

53

emphasis that evaluation of identified aspects of students ̀growth and development' is a continuous process rather than an event, built into the total teaching-learning process and spread over the entire span of academic session. It means regularity of assessment, diagnosis of learning gaps, and use of corrective measures and feedback of evidence to teachers and students for their self evaluation. The second term `comprehensive' means that the scheme attempts to cover both the scholastic and the co-scholastic aspects of students' growth and development. Since abilities, attitudes and aptitudes can manifest themselves in forms other than the written word, the term refers to application of a variety of tools and techniques (both testing and non-testing) and aims at assessing a learner's development in areas of learning like: Knowledge, Understanding/Comprehension, Application, Analysis, Evaluation, and Creativity To help develop cognitive, psychomotor and affective skills.

Features of CCE are: The 'continuous' aspect of CCE takes care of 'continual' and 'periodicity' aspect of evaluation. Continual means assessment of students in the beginning of instruction (placement evaluation) and assessment during the instructional process (formative evaluation) did informally using multiple techniques of evaluation. Periodicity means assessment of performance done frequently at the end of unit/term (summative). VI The 'comprehensive' component of CCE takes care of assessment of all round development of the child's personality. It includes assessment in Scholastic as well as Co-Scholastic aspects of the pupil's growth. Scholastic aspects include curricular areas or subject specific areas, whereas co-scholastic aspects include Life Skills, Co-Curricular Activities, Attitudes, and Values. Assessment in scholastic areas is done informally and formally using multiple techniques of evaluation continually and periodically. The diagnostic evaluation takes place at the end of a unit/term test. The causes of poor performance in some units are diagnosed using diagnostic tests. These are followed up with appropriate interventions followed by retesting. Assessment in Co-Scholastic areas is done using multiple techniques on the basis of identified criteria, while assessment in Life Skills is done on the basis of Indicators of Assessment and checklists. He who dares to teach must never cease to learn.

CONTINUOUS AND COMPREHENSIVE EVALUATION: The central Board of Secondary Education introduced the scheme of Continuous

and Comprehensive Evaluation in its schools in a phased manner up to class X. The detailed guidelines are given in the CBSE manuals for Teachers for classes VI to VIII and IX & X for effective implementation.

In general, for the purpose of the CCE, an academic year has been divided into

two terms. The first term will be from 1st April’16 – 1 st week of October’16 and the second term from 2nd week of October’16 to 31st March’17.

The CCE in classes is intended to provide holistic profile of the learner through

evaluation of both Scholastic and Co-Scholastic areas spread over two terms in a year.

PROBLEM SOLVING ASSESMENT: The problem solving assessment has been introduced in classes IX and XI with the provision of improving their performance in classes X and XII if need be. The objective of the PSA being assessing students’ abilities , to analyze given life situations, to comprehend and interpret written text and other essential higher order thinking skills rather than merely assessing students’ prior subject knowledge. It will assess life skills related to language conventions, qualitative reasoning and quantitative reasoning which includes the testing of creative thinking, decision making, critical thinking, problem solving and communication skills. The best PSA score if opted for improvement, will be counted towards FA 4 which is 10% of total assessment for both Class IX and X in one language ( English or Hindi), Mathematics, Science and Social Science. Choice is given to the student to opt for either subject wise PSA score or same average PSA score for each of the subject. This assessment is conducted by CBSE during Jan-Feb every year. The names of the students who wish to improve their PSA performance is to be registered along with online submission of list of candidates for Classes X / XII by remitting the additional fee as required by CBSE.A separate certificate is issued for class XI students. As there is no prescribed syllabus, textbook and time allotted for PSA, Vidyalayas have to make their own arrangement in these regards.

Some of the schools in Lucknow Region have realized that the navodaya students have better strength in taking up Problem Solving Assessment tests. They have introduced (PSA similar to Class IX) in classes VI to VIII. The impact report of this experiment is yet to be seen. It is suggested that all the schools may try to examine this issue and try out at their end. OPEN TEXT BASED ASSESSMENT: CBSE has recommended multiple modes of assessment catering to the varied abilities of individual strengths of learners. Accordingly an element of OTBA for classes IX and XI (may be extended to X and XII) which incorporates analytical and theoretical skills, thus moving away from memorization. It is applicable to all main subjects in class IX and in the subjects of Biology, Economics and Geography in class XI and forms a part of summative Assessment. The text material supplied by CBSE is to be multiplied at school level and issued to students and the same to be used during examination also to form a part of question paper. The summative Assessment question paper will have 3 to 4 OTBA questions for 10 marks and the weightage of marks for the syllabus is modified accordingly. OTBA

Page 56: NAVODAYA VIDYALAYA SCHEME - Official site of Jawahar ...

INSTITUTIONAL PLAN, J.N.V, MALHAR, BILASPUR(C.G.) 2016-2017

56

question may be of value based type questions also. The duration of the examination for the subjects involving OTBA is extended to 3-3 ½ hours excluding 15 minutes of question paper reading time. Teachers are expected to provide a bridge between the theory and practice. The Text/Case studies are designed to promote active participation of students requiring them to engage in active learning process through discussion, analysis, self-reflection and critical thinking. The main objective of introducing this element is to provide opportunities to students to apply theoretical concepts to a real life scenario by encouraging active and group learning in the class. The teachers should guide students and provide feedback at regular intervals about their performance during the completion of assigned activities. Since real-life cases or situations are complex and open to different opinions, teachers must be prepared for innovative and open answers from students. The case studies with leading questions should then be assigned to students in groups who would discuss at their level. The teachers should guide them with further leading questions.

ASSESSMENT OF SPEAKING AND LISTENING SKILLS: It is a fact that national and international boundaries have become seamless. English as a medium of communication has acquired an important role in bringing world together. A good communication skill raises the self esteem of a student. It is essential that students acquire proficiency in it, by the time they leave the portals of the school. CBSE has envisaged that all language skills need to be integrated into English language curriculum at schools. Speaking and listening should be fostered in children to equip them with better communication skills. Hence it has introduced formal testing of speaking and listening skills at the school level in the summative assessments in English at class IX, X & XI. It is also essentially to be understood that the First Language taught in the schools should be taken with more intensity and children should be given appropriate training in mastering the communication skills in the First Language also. Since we have teachers in all the 3 languages, with the appropriate distribution of time this can be achieved at ease. The listening comprehensive section tests the students’ ability to listen for basic interpersonal, instructional and academic purposes. A number of sub skills such as listening for specific information, general understanding, predictive, inferential, intensive and exhaustive listening and listening for pleasure are developed. Some of the sub-skills that are developed through speaking skills are speaking intelligibility using appropriate word stress, sentence stress and intonation patterns, narrating incidents and events, real or imaginary in a logical sequence, presenting oral reports or summaries; making announcements clearly and confidently, expressing and arguing a point of view clearly and effectively, taking active part in group discussions, showing ability to express agreement or disagreement, summarizing ideas, eliciting the views of other, presenting own ideas, expressing and responding to personal feelings, opinions and attitudes, participating to spontaneous spoken discourse in familiar social situations. Students who stammer may be given extra time during the assessment process as per the need of the child. However CBSE has provided an option to the students who have “speech impediment” or who are “hard of hearing” or who have both disabilities partially or wholly by replacing ASL in to two assignments (story writing and review of the novel) of equal weightage, each based on the novel/long reading text prescribed for the class. Evaluation of Scholastic areas : Each term will have two Formative assessments and one Summative Assessment for evaluation. Clarification regarding implementation of School ba sed assessment under

CCE – Formative Assessments Specific Recommendations for Formative Assessment: Listed below are a few recommendations for Formative Assessment which can be followed by schools. The purpose is to ensure use of multiple modules of assessment so that the focus on written tests is reduced. In order to fulfil the objectives of Formative Assessment and to enable students to improve performance, teachers need to use a variety of assessment tools during the course of their teaching. It is mandatory that the teachers must use differen t assessment tools during the term for each Formative Assessment (FA) as reco mmended by CBSE. Formative Assessment can be carried through using multiple mo des of assessment such as assignments, quizzes, debates, group discussions, p rojects. It may be clearly communicated to all teachers teaching various subje cts that all projects and assignments must be done as group activities within the class and school time only. Each subject must have only one paper pen test under Formative Assessment. The other modes of Assessment must be a part of classroom interactive activities. Clarification on Projects : A team of subject teachers may formulate in-school inter-subjects, projects and rubrics required to assess by incorporating inputs from different subjects. Schools are therefore advise to assign ONE comprehensive group project (cross curricular p roject) covering each of the four major subjects i.e. English/Hindi, Maths, Science, Social Sciences per term. Effective monitoring and objective assessment of inter disciplinary group project must be ensured by the school. The weightage for the project will be for ten marks. The same score of the student in the project after assessment by the group of teachers will be reflected in English or Hindi, Maths, Science and Social Science. There will be no project in Regional Language and English or Hindi (which is not taken in cross curricular project).
