• FY13 NDAA SECDEF certification of the requirement for the LFTRC (§2831) USPACOM assessment of the strategic and logistical resources needed to ensure the
USMC distributed laydown in the PACOM AOR meets contingency operations plans (§2832(a))
– Master plans for Guam and Hawaii (§2832(a)) SECNAV submission of a plan detailing the proposed investments and schedules required
to restore facilities and infrastructure at MCAS-Futenma (§2832(a))– Coordinated Federal agency plan for non-military utilities, facilities, and infrastructure, if any,
on Guam affected by the realignment of forces. (§2832(a))– No expenditure of funds for the development of Guam public infrastructure projects unless
specifically authorized by law (§2832(b))
• FY 14 NDAA– FY13 NDAA requirements that remain outstanding above– SECDEF report on military resources necessary to execute Asia-Pacific force posture
