COSIS Pilot ProgramObjectives

Ready. Resourceful. Responsive!

• Document the COSIS Processes & Methods for:• Navy Standard COSIS• Navy Comprehensive COSIS

• Explore better methods of executing COSIS • Develop Guidebook/ Best Practice Manual for COSIS managers to support standardized approach with flexible tailoring based on unique locations and nature of inventory • Better use of inventory management data prior to performing COSIS

Pilot Phase I NAVAIR Lakehurst: The Scenario

Facility: 118,000 ft2 floor space with additional 16,380 ft2 short term bulk storage53,000+ items with estimated value over $417MSupports NAVAIR LKE SE Initial Outfitting Acquisition FunctionFor initial outfitting, the Staging Facility receives, stores & ships:

newly acquired SEassociated SEFMS equipmentALREaviation equipment

In FY08, over 19K items were received and over 13.8K items were shipped from the Staging FacilityAll items are bar-coded, interactively scanned and information is located in a real-time web-based data system

The NAVAIR Lakehurst PilotThe Approach

Explore a different approach for COSIS:Review by “walk around” is one method, but not only methodData, data, data…

Data on facility layoutItem storage logicFacility review after heavy rainstormImpact of rodents, birds, etc.

Item stock dataCNP-700 data extractData merged & COSIS database createdPrioritization

Item review: Priority 1:– Method of Preservation (MOP 51-55 & DW)– Dollar value ($100K or higher)– Time-in-storage (18 months or greater)

Item review: Priority 2: – Method of Preservation (MOP 41-45 & 32)– Dollar value ($100K or higher)– Time-in-storage (18 months or greater)

Items pulled from stock and set aside for detailed package breakdown and inspection

NAVAIR Lakehurst PilotThe Findings

Results:96% items inspected were not IAW CNP-70078% were not marked IAW MIL-STD-12985% of items requiring desiccant had none35% of items requiring WVP protection had none$943,000: Value of items with obvious damage

Other Findings:Improper protection was largely due to commercial packagingItem degradation on higher shelves is missed when using walk through technique aloneHand-held scanner with CNP-700 data is a time-saverKit packages were difficult to evaluateNon-visible defects are an issue

NAVAIR Lakehurst PilotPreliminary Determinations

Preliminary determinations:Walk-around COSIS inspections are quick and easy, however a more comprehensive approach which uses other inspection factors are better. Many high dollar items degrading in storage would have been missed with walk-around inspections only.Complete package breakdown is necessary to determine item & package condition.Use of standardized inspection sheet/checklist aided inspectionsDetailed recording of data is necessary in order to identify packages for repairDocument with photosItems that are designated for long-term storage should be in controlled facilitiesLack of any COSIS program results in degradation of packagesNeed to expand to facility that has a majority of items military packaged for enhanced evaluation of items packaged to CNP-700.Facility expansion will assist in improving COSIS Guidebook and Inspection Process.

COSIS ProgramChallenges

Ready. Resourceful. Responsive!

• Lack of packaging expertise across the board• Training Gap…impacts new recruits & hires• Lack of universal access to storage sites• Lack of inventory visibility• Stovepipes and firewalls between and within services, agencies, commands and sites• Non integrated data systems • How to support the Integrated Material Manager (IMM) community with COSIS data refined for better inventory management decisions•No automated system for processing DD 1225’s – limits visibility•Verification of performance on funded requests
