1. Introduction:

NAPSINT 3440. 3A 17 Apr 14

a . The following procedures provide specific guidance in the event of an emergency during High Ropes Course (HRC) training. All HRC Facilitators will be thoroughly familiar with the contents of this EAP. All participants will be briefed on the contents of the Emergency Action Plan (EAP) and the locations where the EAP is posted.

2. Emergency Equipment:

a. The following emergency equipment will be available in the equipment shed as shown in Appendix (A) :

(1) One First Aid Kit

(2) One Automated External Defibrillator (AED)

(3) One Emergency Medical Technician (EMT) Kit

3 . Communication:

a. Primary means of emergency communications will be the NAPS duty medical cell phone, (401) 641-0127 ..

b . Alternate means of emergency communication shall be the King Hall Quarter Deck telephone system. For the Naval Station phone access omit the area code. (Example: dial 841-3 33 3 to contact the ambulance.)

c. Emergency telephone numbers:

(1) King Hall Medical 841-4553/4170/3657

(2) Ambulance 841-3333

(3) Fire/Police 841-3333

(4) NAPS CDO 641-0752 (cell)

(5) NAVSTA CDO 862-8378 (cell)

(6) Emergency Services 911

4 . Emergency Procedures,:

a. Personal injury to an individual on the ground.

1) In the event of personnel injury, the Lead Instructor (LI) will direct NAPS duty medical personnel to provide medical attention.

2) The EMT will assess the situation and render necessary aid. The LI and Course Safety Observer (CSO) will remain on scene.

3) HRC Facilitators will lead all other participants on the HRC to the nearest platform and those on the ground to the student assembly area where a muster will be taken, Based on the EMT assessment, the CSO will ensure that phone calls are made to the NAPS CDO and/or for the Emergency Medical Services (EMS) via primary or alternate means of communication.

***NOTE*** The following information will be given to the ambulance service:

a) Age and gender of victim

b) If victim is conscious or unconscious

c) Chief complaint of victim

d) Location of victim

e) Actions taken by EMT/HRC Facilitator.

4) If an ambulance is called, the LI will direct an HRC Facilitator to meet the ambulance crew and direct them to the scene.

b. Personal injury to an individual aloft on the HRC.

1) In the event of personnel injury, the LI will direct NAPS duty medical personnel to provide medical attention.

2) The NAPS duty medical personnel will stand by on the ground, assess the situation and provide first aid instructions. The nearest HRC Facilitator to the injured person will render first aid as directed by NAPS duty medical personnel. The LI and CSO will remain on scene.

3) HRC Facilitators will lead all other participants on the HRC to the nearest platform and those on the ground to the student assembly area where a muster will be taken. Based on the NAPS duty medical assessment, the CSO will ensure that phone calls are made to the NAPS CDO and/or for EMS via primary or alternate means of communication.

4) If an ambulance is called, the LI will direct an HRC Facilitator to meet the ambulance crew and direct them to the scene.

5) If the injured person or persons cannot exit the HRC on his/her own, use Appendix (B) for emergency HRC rescue procedure.

5. Evacuation (weather or safety conditions):

a. Any evacuation of personnel on the HRC shall be via the following routes:

1) Personnel in Zones 1 and 2 of Appendix (C) will egress via platform 3 by uses of a ladder put in place by an HRC Facilitator.

2) Personnel in Zones 3 and 4 of Appendix (C) will egress by going through the rest of the course and down the zip line to the ground.

b. All personnel will muster at the primary or alternate muster points as directed by the LI. The primary and alternate muster locations as indicated in Appendix (D) :

1) Primary: Student assembly area.

2) Alternate: Wing Two, first deck in Nimitz Hall using the outboard Wing One door/hatch.

c. In the event of evacuation, the first available HRC Facilitator not involved with participant control will ensure an accurate muster.

d. If for any reason, personnel cannot exit the HRC themselves, because of weather or other safety condition, use Appendix (B) for the emergency HRC rescue procedure.

6. Emergency Apparatus Entry Route:

a. Ambulance, fire trucks and other emergency vehicles should enter the HRC using any entrance of the course on Meyerkord Avenue or Capadanno Drive.

APPENDIX B

EMERGENCY HRC RESCUE PROCEDURE

***NOTE*** Inventory the rescue bag IAW OTCNINST 3120.S prior to climbing onto the HRC,

to ensure all items are present and ready for use.

1 . Rescue may be required in response to one of the following:

• Participant falls below element and is unable to right themselves

• Medical emergency (psychotic episode, unconscious, severe injury)

• Severe weather (lightning, hail, etc.).

2. First instruct participant in a calm but authoritative voice to pull themselves back onto the course by pulling on their safety lanyards. This should correct the majority of falls on the HRC.

3. If participant cannot right themselves on the course then an emergency HRC rescue must be performed.

***NOTE*** RESCUER COMMUNICATION MUST BE LOUD AND CLEAR ENOUGH

FOR BELAY GROUND MEMBER TO HEAR

1. Clip rope ladder (climbing etrier) onto the top belay line and slide out to participant.

2. Have participant place one foot into the rope ladder and use their safety lanyards and rope ladder to assist pulling themselves back up onto the HRC.

3. If the participant cannot get back on the HRC using the rope ladder continue to the next step.

4. Clip •rescue 8" with rescue rope and carabiner onto top belay line of the element.

5. Ensure ground is clear by yelling •clear the rope" to the belay ground member. Once clear, drop the rope bag down on the opposite side of the element line from that in which the participant will be lowered (split the element/line) .

6. Walkout and approach the participant while keeping them calmand adjust your safety lanyards so you can have enough slack to sit down next to the participant.

7. Hook carabiner from the end of the •rescue 8" rope onto the participants safety harness red belay loop.

8. Instruct the belay ground member by saying "on belay". They will pull

the slack and apply tension to the rescue rope. Once this is done the belay ground member will say "belay on".

9. Explain to the participants that you are now removing the outermost lobster claw from the top belay line.

10. Once removed from the top belay line, clip the lobster claw onto the rescue rope carabiner.

11. Explain tb the participant that the removal of the last lobster claw will make the drop a couple of inches as the rescue rope takes all the weight.

12. Once the last lobster claw is removed, clip it onto the rescue rope carabiner.

13. Tell the belay ground member to lower the participant; the rescuer will make sure that the rescue rope does not rub on the HRC cables as the participant is lowered.

***NOTE*** ENSURE PROPERLY INVENTORIED BAG IS INPLACE PRIOR TO HRC RESUMING
