Charter of Demand for Direct Employees

This has reference to the discussions held with Jt. Secretary (Expl.), MoPNGon05.04.2018 at New Delhi and the previous discussions in the matter held inpresence of ED-Chief ER, ED-HRO Mumbai Region, GM-Corporate IR at Mumbaion various dates since June/July 2017. We hereby submitting the charter ofdemand for Direct Employees working in Mumbai Region.

Current Wage Pattern ofDirect Employees

Proposed Pay Revision from 01.01.1997 byONGC (WOU) Karmachari Sanghatana

1. Basic Wages

2. Dearness Allowance (AICPI)

3. HRA@20%

4. Consolidated Allowance RS.675/-

5. Medical Allowance Rs.650/-

6. Annual Increment @ RS.70/-, 80/-and 90/- for unskilled, Semi-Skilledand Skilled respectively.

1. Revise basic wages after merging DA as on 01.01.1997• Pay scale of Rs. 4300 for Direct Employees havingqualification below SSC.

• Pay scale of Rs. 4700 for Direct Employees havingqualification SSC passed, ITI, NCTVT passed uptoGraduation.

• Pay scale of Rs. 7000 for Direct Employees havingqualification Diploma in Engineering, Graduate inEngineering and Post Graduation.

2. Dearness Allowance (AICPI) treating DA nil as on01.01.1997 Normal increase in D.A thereafter. AgainDearness Allowance (AICPI) treating DA nil as on01.01.2007 then normal increase in D.A. thereafter.

3. Revise basic wages after merging DA as on 01.01. 2007For all employees(Existing Basic as on 1.1.2007 + 78.2% D.,X 30% Fitment =New basic of 1.1.2007

4. Dearness Allowance (AICPI) treating DA nil as on01.01.2007 Normal increase in D.A thereafter. AgainDearness Allowance (AICPI) treating DA nil as on01.01.2007 then normal increase in D.A. thereafter.

5. HRA @ 30% on new basics.

Promotion Policy : Promotion every after six years from 1.1. 1997. One extra increment of3% of existing basic on promotion.

30 days Earned leave per yearEarned Leave:

CL & RH: 12 Casual Leave and 2 RH per year

Medical Leave: 10 days full medical leave per year

Accident Leave: Accident leave at par with regular employees

Gratuity: Gratuity up to 20 Lakh.

House Building Advance: At par with ONGC employees

Children Education Loan: At par with ONGC employees

White Good Scheme: At par with ONGC employees

Mobile Handset Reimbursement and Talktime : At par with ONGC employees

Laptop Dongle Briefcase Spectaculs : At par with ONGC employees

Long Service Reward: At par with ONGC employees

Statutory Components such EPF, Bonus and Leave with wages should be extended accordingly.

Non-statutory benefits:

• Group Term Insurance at par with ONGC employees.• Group Accident Insurance at par with ONGC employees.• Service Guarantee till 60 years of age.

Financial benefit on wage revision for all cases of separation based on length ofservice beyond 01.01.1997.

Pay revision for regular employees from 1.1.2017 should be made applicable toDirect Employees.
