Working groups had been formed and launched their work on matters like segregation of schools by grads, merger of new subjects, language learning and other related issues. People had been informed regard- ing the summit one month earlier through social media in which they had been requested to share their views regarding the future of their children. The MoE named ongoing solar year as the year of education and asked citizenst to share their views regard- ing all plans and progammes of the ministry in order to become fully in- volved in the future of their children. Inclusive Talks Will Bear Fruit

As the Afghan government seeks to find a peace deal with the Taliban, China is going to host an intra-Af-ghan dialogue. After the US-Taliban negotiations were

halted, a Taliban delegation visited some regional states, in-cluding China, for the resumption of the talks. Although China had a limited role in Afghanistan’s peace building over the past two decades, it has engaged actively in 2015 with the formation of the Quadrilateral Coordination Group – composed of the United States, China, Pakistan, and Afghanistan. Since then, several Taliban delegations have met Chinese officials. Earlier, Chinese foreign ministry spokesperson Hua Chuny-ing had reiterated China’s support for a “broad and inclusive peace and reconciliation” process in Afghanistan. “We support the intra-Afghan dialogue between the Afghan government, the Afghan Taliban and other parties. We are ready to offer convenience and assistance for Afghanistan’s peace and recon-ciliation process based on our respect for the will of all relevant Afghan parties,” she is cited as saying. Afghanistan is forming a delegation for the talks. But political leaders seem discontented with the delegation being formed by the government and do not view it as inclusive. A mistrust between Afghan political leaders and the govern-ment emerged as political leaders participated in a peace meet-ing with the Taliban hosted by Moscow. Disapproving of the meeting, the Afghan government said that political figures had no executive authority. In other words, most of the political parties and political actors in Afghanistan have bypassed the state by directly contacting the Taliban or expressing interest in the so-called “intra-Afghan talks” in the absence of the state. It is important that the state should not be reduced to a faction. Instead peace talks should be state-centric.It is self-evident that peace cannot be concluded through a bi-lateral peace accord between two groups – be it US and Taliban or Afghanistan and Taliban. If the Taliban group is sincere in the talks, it has to hold talks with both the government and its international allies. The Afghan government is seeking to be included in the talks. But it has to form a national inclusive team, including political leaders, women, and civil society activists. The Taliban should not bargain much at the peace table, espe-cially regarding democratic gains and women’s rights. Study shows that 59.5% of the people urge that the Taliban must re-spect human rights and women rights. Similarly, 49% of the people claim that the Taliban should respect Afghanistan Con-stitution. Hence, there is strong domestic resistance to the re-placement of the current democratic system with any system which limits the rights, liberties, equality in front of the law, and political participation.However, in February Moscow conference, the Taliban del-egates stated that women could not become president of the state and could not judge the cases related to Hudood and Qi-sas. Hafiz Mansor is cited as saying, “I think we cannot negotiate with the Taliban on two issues: (1) territorial integrity of Af-ghanistan and (2) the second chapter of the 2004 constitution on fundamental rights and liberties of citizens. Rest of the is-sues are open for negotiations.”It seems naïve to fully buy the promise that the Taliban has to-tally changed to accept liberal democracy, gender equality, and civil liberties. There are still a number of serious ideologues or politically motivated figures within the group who intend to restrict women rights and resist against democratic achieve-ments. Moreover, the public call on the Taliban to reduce violence and do not target civilians in a gesture of goodwill for peace. Killing civilians for bargaining for higher price at the negotiating table is a wrong strategy that the Taliban should stop. Overall, the Taliban has constantly refused to hold talks with the Ghani administration despite the fact that the National Unity Government formally proposed the Taliban group, in February 2018, that the government was willing to recognize it as a political party and that it could participate in the system. Since intra-Afghan dialogue has reached a stalemate, Afghani-stan will appreciate if regional stakeholders and global powers seek to broker talks between the Taliban and the Kabul gov-ernment. All involved parties, the Afghan government, and regional and global powers need to jointly continue to work to-ward state-building and find a reasonable end to the conflict in Afghanistan. To put it succinctly, the role of regional and glob-al stakeholders is highly instrumental in pushing the Taliban to the table with the Kabul government and reducing violence.

The word ‘Islam’, which is derived from ‘aslama’, means surrender to the Will of God. The word has other meanings too – to be at perfect peace, to have done one’s duty to the Master, to strive after righteousness, and

to greet safety and salvation. It believes that in obedience of God, lies peace, prosperity, happiness, and the salvation of man. According to Islam, the other prophets who preceded Muhammad were all true prophets, and Islam is noth-ing but a confirmation of the true faith taught by previous religions and teach-ers. Religion is certainly a vital force in every society and Muhammad made Islam a permanent force of vitality by giving it a natural and rational basis. He emphasised the universal concept of religion such as the unity of God and the unity of the human race. The essence of tawhid or the unity of God as a working idea is equality, solidarity, brotherhood and freedom. It is a change from hetero-geneity to homogeneity, from diversity to unity and from confusion to order.Dimensions of Islamic effectsIslam’s concept of the unity of man had very deep and far-reaching effects on the social, political, economic and moral way of life of the Muslims. It is emi-nently human because it takes man for what he is. The prophet was sent not to make life more difficult, but to facilitate it. The requirements of Islam are easy and simple. The striking feature of Islamic teaching, which is so well brought out is the equality and brotherhood of man. It attempts to level the barriers of caste, colour and class and takes its stand on the bedrock of love, liberalism and brotherhood. The Quran says, ‘ Oh people! be fearful of God who has created you all from the same single soul’. This unity of man was of great social value. It removed all discriminations in human society and had established the value of merit, ability and the capacity to wield the sword that mattered most, and not the race, colour or the social distinction. In the Muslim period of Indian history, slave after slave succeeded to political power and established a Slave Dynasty itself, holding power for nearly a century. An impression has been created that Islam is intolerant of other religions. The Quran emphatically declared, ‘There is no compulsion in religion’, and again ‘Unbelievers who worship other things than God need not be blamed lest they should abuse God in their ignorance. It is true that jehad or holy war is permitted in Islam, but Jehad is a fight against those who fight against you. It is a defensive war sanctioned by the prophet at an extraordinary period when the Kuraish were bent upon wiping out the Muslims. It does not permit the Muslims to commit aggression. Later theologians have interpreted jehad as a struggle to create something new and change the order through intellectual power, and it is not necessarily the use of physical force.Concept of intolerance is relativeUnfortunately, this intolerance is the common heritage of all the three semitic religions –Judaism, Islam and Christianity. The misfortune of Islam is that it has no Reformation, no Renaissance. This situation, said Sri Aurobindo, needs to be corrected. “We must strive to remove the causes of misunderstanding by mutual knowledge and sympathy and spread the just views of Mohammed-an history and civilisation. What is wanted is some new religious movement among the Mohammedans which would remodel their religion and change the stamp of their temperament. Although Islam has had no reformers because of the belief in the immutability of the doctrine. The same conviction guides the Christian Right, mainly in the US. Remaining less than one week to the preliminary election result an-nouncement, many Afghan people including Electoral Complaints Commission are concerned about the repeated delay of election

schedule. Last Thursday, Electoral Complaints Commission warned the Independent Election Commission against further delaying the results. Originally, the preliminary election result was supposed to be announced on October 19 but the election commission failed to meet the deadline. So, it was postponed to a second deadline which is November 14 but probably Independent Election Commission (IEC) will again miss the deadline as one day ago it was announced that out of 26,000 polling stations, the votes of 8,494 stations will be re-counted. Therefore, many Afghans are not only wor-ried about a transparent election outcome, but also concerned about future of Afghanistan’s young democracy.Undoubtedly, democracy is the most important factor in stabilization and development of post-conflict countries, but it has not produced a good result in Afghanistan. Afghan citizens eagerly wanted to move towards peace and prosperity through democratic system, but now after nearly two decades of hopes and optimism everyone is disappointed about its functionality in Afghanistan. People expected to reach some of their dreams thorough im-plementation of democratic values, it often challenged by IEC poor perfor-mance. Therefore, the main responsibility this failure which many lead to a crisis will be on the shoulder of IEC. The Independent Election Commission officials say that their delegations have just started traveling to provinces to begin the recounting process, but the fact is that after more than a month waiting IEC could not announce the result of less than 2 million votes. In comparison to other countries which use similar technology they are able to announce about 100 million votes within 24 hours. But in Afghanistan due to an unsolved “technical delay,” the re-sults won’t be released until November 14 which was previously scheduled for November 7. According to the Independent Election Commission (IEC), the data collected by the biometric voter verification (BVV) devices are still being processed. Though it is the first time that IEC has used the BVV system to monitor the election process, it has national supports and international technicians who had been successful in their own countries. The IEC’s new measures came after a “boycott threat” in late July when the Council of Presidential Candi-dates issued a statement warning that they would boycott the election and warned against the possibility of it being influenced by fraud. They called for a transparent election with the assistance and monitoring of the Election Support Group, including the European Union, Australia, Sweden, Germa-ny, Japan, the UK, and the U.S. In this case, it was highly necessary for IEC

the feeling that Islam is intolerant and violent. And this is true enough. The concept of Kafir and Jehad are wholly unacceptable, especially in its present form and interpretation.Islam started as a great revolutionary movement based on equality, human dignity and justice. These ideals were partly acceptable to the tribal society of Mecca. Equality and human dignity was acceptable in a limited way within tribal social boundaries. Members of a tribe could be accepted as equals, but not those of other tribes. Members of other tribes could be accepted only as a client, not as an equal. Hence, the concept of universal brotherhood and inter-tribal equality created social tension throughout the Islamic history. Within Arab society, these became explosive after the death of the prophet. By the time the prophet died, different tribes of Arabia had embraced Islam. Sociologically speaking, ‘hostile’ tribes also entered the fold of Islam leading to tension between them. The lofty ideals received a setback when the tribe of Quraysh claimed the Caliphate quoting a ‘hadith’ and superiority over other tribes. These concepts were never accepted sociologically. Islamic society soon transformed into a feudal society. The reasons for embracing a religion could be quite varied. Some embrace it collectively along with other members of the caste or tribe or nation; some embrace it for political or economic advantages ; and some after studying the religion. Normally the social structure does not change, but religious practices do. Arab society has remained tribal in struc-ture till this day. Had Islamic ideals and values prevailed, Arab society would have undergone radical changes and tribal norms and values would have been replaced by Islamic ones. Thus, it would be very difficult to talk of a ‘pure’ Islamic culture. Each Muslim society has its own distinct tribal or national or ethnic culture even though ritual practices may be the same.Significance and justification of religionThe continued presence of religion in the public sphere is justified on two grounds. First it is argued that religion per se is not responsible for the kind of hostility and hatred that we witness among members of different communi-ties today. Second, and more importantly, it is argued that ‘communal vio-lence’ is a contemporary phenomenon embodying a system of rationality that is characteristic of modernity. Industrial development displaces large sections of the population from their original surroundings, resulting in a deep sense of dislocation and alienation. At the same time it fails to provide an alternative set of values and along with it, a sense of belonging to these people. To offset this deficiency they try to reclaim and assert their traditional identities more stridently. The alienation generated in the process of modernisation provides the material for the growth of orthodox religious forms.In more positive term, the principles of modernity claim that the theme of toler-ance, which defines a liberal democratic framework, is an attribute of all lived and practised religion. Continuous interaction with members of other commu-nities in the course of everyday life, generates a degree of tolerance and diversi-ty in which religious boundaries become fuzzy as members of one community participate in the religious and cultural practices of the other. In contemporary India, despite the increasing incidents of communal violence, we find Hindus visiting ‘gurudwaras’ and rubbing shoulders with the Muslim pilgrims at the Chishti Dargah in Ajmer.

However, the IEC’s stance of insisting on the BVV devices faces a dilemma, if unverified votes are not counted, then the result might be influenced by the technical procedures, given that some BVV might have malfunctioned, especially in remote and mountainous voting areas, which would have left many disenfranchised. Yet, if the unverified votes are counted, it might open the door for the fraudulent votes being mixed with “clean” ballots, and even-tually influence the fairness of the election overall. According to some experts, in addition to the issue of biometric devices, the interference of national and international actors is also blamed for the confu-sions. Every country is trying to push its favorite candidates but the main responsibility is returned to impartiality of IEC. If the IEC stays on a clear position, no power can change fate of Afghan people. The IEC should under-stand that the future of Afghanistan depends on its impartial commitment and performance. Thus, the IEC members should note that the presidential was held with great human and non-human expenses. During the Election Day dozens of innocents civilians were killed or in-timidated but the brave Afghans accepted the serious risks hoping to play a role in construction of their country. The Taliban threatened Afghan civil-ians against voting because the elections would only meet the demands of “a limited number of politicians, resulting in the waste of time, money and resources. Even the presidential candidates had to reconsider the threats im-posed from the Taliban and so some of them stopped campaigning in some provinces while spoke to his supporters via video conferences instead.Unlike the dream of Afghan citizens, the biggest uncertainty of the election comes from the future of the government. The Taliban has been accusing the U.S. presence in Afghanistan as “occupation forces” and defining the Af-ghan government as “puppet government” controlled by Washington. The negotiations between the U.S. and the Taliban in Doha is underway and it is difficult for the U.S. to decide which is the priority – to support the govern-ment of Afghanistan, or to make peace with the Taliban through key conces-sions, especially through forming an interim government led by the Taliban. Thus, it is still uncertain whether the future government resulted from this election will be able to maintain itself, or might it become a bargaining chip for the U.S. in the negotiation with the Taliban for the decent withdrawal from Afghanistan. According to the U.S. ambassador to Afghanistan, John Bass, it is of “highest priority” to keep peace in Afghanistan. Not only the U.S. officials but also some of Afghan political leaders have expressed that peace is paramount for the region.
