PNP Certification Process for Proficiency Stage of the

Performance Governance System (PGS) in September 2012

1. References:

a. Memo for CPNP dated August 13, 2012 on the PNP Certification

Process for Proficiency Stage of the Performance Governance

System (PGS) in September 2012;

b. Meetings of the PATROL Plan Technical Working Group (TWG) and

Focat Persons on August 14, 2012 and August 17, 2012,

respectively; and

c. Cascading of PATROL Plan 2030 to National Support Units.

2. Please be informed that the PNP is undergoing the certification process for

the Proficiency Stage of the PGS. To qualify for this stage, the PNP must go through

the three (3) proficiency evaluation processes, such as: (a) the strategic readiness test

(SRT) or organizational assessment, which is the pre-audit assessment of the

organization using a self-assessment tool or survey; (b) the third party audit, which is

the assessment of the CPSM and scorecard validation; and, (c) attendance to the

forum and agency government performance report presentation or proficiency stage

revalida, which the PNP will undergo the rigorous panel presentation. During the

meeting with the Institute of Solidarity in Asia, it was pointed out to us that we cannot

proceed to the next phase of the process, unless we pass the first stage of the process.

3. So far, the PNP has undergone the focus group discussion and interview.

The result of the two and that of the survey, which was disseminated to the various

levels of the PNP two weeks ago, will be factor in assessing our performance for the

first proficiency evaluation process, which is the strategic readiness test.

4. In preparing for the third party audit, we are respectfully requesting for your

submission of the requirements for validation of the scorecard by the Internal Auditors of

the Philippines. Attached is a matrix on the status of compliance of the PROs. The

matrix contains the requirements that still need to be complied; the tactical dashboard

column contains the lacking requirements in the different levels of the PROs concerned.

5. Please submit them on or before August 28, 2012 in hard and soft copies,

officially indorsed by the Regional Director.
