    SUBMISSION OF PROPOSALSYou shall submit one original teohnioalproposaland one original financial proposalandthe number of copies of each indicated in the Data Sheet.Each proposal shall be in aseparateenvelope ndicating original or copy, as appropriate.All technical proposalsshall be placed in an envelope clearly marked "Technical Proposal" and the finanoialproposals n the one marked "Financial Proposal". These wo envelops, n turn, shall besealed n an outer envelop bearing the addrcss and information indicated in the DataSheet. The envelope shall be clearly marked, "DO NOT OPEN, EXCEPT INPRESENCEOF THE EVALUATION COMMITTEE."In the event of any discrepancybetween he copies of the proposal, the original shallgovern. l'he original and each copy of the technical and financial proposals shall beprepared in indelible ink and shall be signed by the authorized Consultant'srepresentative. he representative's uthorizationshall be confirmed by a writtcn powerof altorney accompanying the proposals.     5.3 l ' inancialProposal5.3.1 The financial proposalsof the qualifying consulting firms on the basis of evaluation oftcchnicalproposalsshall be opened n the presenceof the representatives f these irms,who shall be invited for the occasionand who care o atlend.The Client shall inform theda1e, ime and addrcss or opening of financial proposalsas indicated n the data Sheet.The tolal cosl andmajorcomponents f eachproposal hallbe publicly announcedo thealtending epresentatives f the firms.5.3.2 The evaluationcommitlee shall determinewhether the financial proposalsare compleleand without oomputationalerrors.The lowest financial proposal (Fm) among the threeshallbe givena finanoial core SI) of 1000points.The financialscores f the proposalsshallbc computedas oilows:

    2.7.2 No Broach f ContractThe failure of a Party to fulfill any of its obligations under the Contract shallnot be considered o be a breach of, or default under this Contract insofar assuch inability arises rom an event of liorce Majeure, provided that the Partyaffectedby such an event; (a) has taken all reasonable recautions,due careand reasonablealternative measures n order to carry out the terms andconditionsof this Contract;and (b) has nformed the other Parly in writing notlater han fifteen (15) days ollowing the occurrence fsuch an event.
