    SOCIAL SECURITY CONCEPT

    In the primitive societies it was mankinds primeneed to protect himself from the vagaries ofnature like earthquakes, famines or even findingshelter and food in his day to day life.

    Societal groups were formed to confront andbrave such hazards which turned into communityliving and formation of villages and also bringing

    in the concept of a family. These institutionsprovided whatever limited social security thosesocieties needed and served them adequately

    The industrial revolution brought in its wake

    altogether a new set of needs for the workers.These workers living around factories were

    mostly dependent upon their wages forsubistenance and sustenance. They had left their

    villages and families to come and work in thefactories. In the event these workers wererendered jobless because of accident, injuries orsickness or may be their services were not

    required, they were to live on their savings orfrom help from the fellow workers. Sucharrangements were found grossly inadequate andit was felt the civil society as a whole or the State

    was required to play a major role in providingmuch needed respite to workers under such

    In 1952 ILO adopted a comprehensiveConvention No. 102 concerning MinimumStandards of Social Security in which provisionsof medical care, sickness benefits, unemployment

    benefit, old-age and invalidity benefits,employment injury benefit, family and maternitybenefit.

    The concept of social security has been furtherwidened, so as to include provisions for housing,safe drinking water, sanitation, health,

    Social security to the workers would involve

    providing or framing such schemes or services orfacilities and amenities which can enable the

    workers to lead a decent minimum standard of lifeand having financial/economic security to fallback upon in the event of loosing job forwhatsoever may be the reason in the

    circumstances beyond their control. The workersmust be given the wages and other serviceswhich will enable them and the members of theirfamily to lead a decent life. The social security is

    Security Schemes underUnorganized Sector

    The unorganized sector workersare those whohave not been able to pursue their commoninterests due to constraints like casual nature ofemployment, invariably absence of definite

    employer-employee relationship, ignorance,illiteracy, etc. The unorganised workers are alsogenerally low paid and a majority of them aredevoid of any of the social security benefits likelife and medical insurance, health care, maternity

    benefits, and old age pension etc. which areavailable to the workers in the organised sectorunder the Employees State Insurance Act, 1948;the Employees Provident Funds and Other

    Miscellaneous Provisions Act, 1952 and theFactories Act, 1948 etc.

    Magnitude of Workforce in the

    Unorganized Sector

    The National Sample Survey Organization(NSSO) carried out a sample survey in 1999-2000 and its results showed that out of totalworkforce of 397 million, only 28 million workers

    are employed in the organized sector andremaining in the unorganized sector.

    Sector

    The unorganized sector workers can be categorised broadlyinto four categories i.e.

    (i) Occupation: Small and marginal farmers, landlessagricultural labourers, share croppers, fishermen, thoseengaged in animal husbandry, in beedi rolling beedilabelling and beedi packing workers in building andconstruction, etc

    (ii) Nature of Employment: Attached agriculturallabourers, bonded labourers migrant workers, contractand casual labourers come under this category

    (iii) Specially distressed categories: Toddy tappers,

    scavengers, carriers of head loads, drivers of animaldriven vehicles, loaders and unloaders belong to thiscategory and

    (iv) Service categories: Midwives, domestic workers,fishermen and women, barbers, vegetable and fruitvendors, newspapers vendors etc. come under this

    category.

    National Old Age Pension Scheme(NOAPS):

    The Government has been implementing NationalOld Age Pension programmes for destitutepersons of more than 60 years of age. Theamount of pension which was Rs. 75/- p.m. perbeneficiary till now has been increased to Rs200/-p.m. In addition to the central share, some

    States by adding their own share give pension atthe enhanced rates.

    Swarnajayanti Gram SwarozgarYojana (SGSY);

    The objective of the scheme is to bring the self-employed persons above the poverty line byproviding them income-generating assets throughbank credit and Government subsidy. Up toNovember 2005 (the Centre and States, sharingthe costs on 75:25 basis), an amount of Rs. 6,980

    crore had been utilized to assist 62.75 lakh self-employed.

    Sampoorna Grameen RozgarYojana (SGRY);

    The Sampoorna Grameen Rozgar Yojana waslaunched in September 2001. The objective ofthis programme is to provide additional wageemployment in the rural areas as also food

    security and creation of durable community, socialand economic infrastructure in the rural areas.48.75 crore man days were created under thisscheme upto November 2005 (2005-06). The

    Centres contributions in terms of the cash andfoodgrains components up to January, 2006 wereRs. 4651 crore and 35 lakh tones, respectively.Under the special component, about 11.65 lakh

    tones of foodgrains have been released to the 11

    Indira Awas Yojana (IAY):

    The Government is implementing Indira AwasYojana (IAY) with the objective to provide dwellingunits, free of cost, to the Scheduled Castes(SCs), Scheduled Tribes (STs), and freed bondedlaborers, and also the non-SC/ST BPL families inrural areas. A financial assistance of Rs. 48,000/-

    is provided under the schemes.

    National Rural Health Mission(NRHM):

    The Government has recently launched NationalRural Health Mission which seeks to provideeffective health care to rural population includingunorganized sector laborers throughout the

    country.

    Mahatma Gandhi NationalRural Employment GuaranteeAct (MGNREGA):

    Recently the Government has enacted MahatmaGandhi National Rural Employment GuaranteeAct which provides for 100 days of guaranteedwage employment in every financial year to everyhousehold whose adult members volunteer to dounskilled manual work. About 56 lakh workers

    have so far been are getting benefit under the Actwhich also provides an insurance cover of Rs.25,000 in case of death of a worker due toaccident.

    Pradhanmantri Gram SadakYojana (PMGSY):

    Launched in December 2000 as a 100 per centCSS, PMGSY aims to provide all-weatherconnectivity to all the eligible unconnected rural

    habitations. It provides employment to rural poorin addition to systematic up gradation of theexisting rural road network. Up to December2005, with an expenditure of Rs. 12,049 crore, a

    total length of 82,718 Km. of road works hadbeen completed. The requirement of funds is metmainly by through cess on diesel.

    Swarna Jayanti Shahari RozgarYojana (SJSRY):

    Swarna Jayanti Shahari Rozgar Yojana(SJSRY): The Urban Self-EmploymentProgramme (USEP) and the Urban WageEmployment Programme (UWEP), are the twospecial components of the SJSRY. In 2005-06,out of an allocation of Rs. 160.00 crore, Rs. 84.52

    crore had been utilized until November 30, 2005.

    Rashtriya Swasthya Bima Yojana(RSBY):

    It provides insurance cover of Rs. 30,000/- to theunorganized sector workers in BPL category andtheir family members (a unit of five).Transportation costs (actual with maximum limitof Rs. 100/- per visit) within an overall limit of Rs.10,000/- are also covered by the scheme. Smart

    cards are provided for cashless treatment forselected diseases which require hospitalization.

    Aam Admi Bima Yojana(AABY):

    It confined to members of landless unorganizedworkers in rural households, in the age group of18 to 59 years, provides the same benefits as theJanshree Bima Yojana and is also implementedby LIC. 50% of the annual premium of Rs. 200/-is paid from the fund created for this purpose by

    the Govt. of India and the rest 50% by the StateGovt.

    Janani Suraksha Yojana (JSY):

    In case of 10 low Performing State (Assam, Bihar,Chhattisgarh, Jammu & Kashmir, Jharkhand,Uttar Pradesh, Madhya Pradesh, Orissa,Rajasthan and Uttarakhand) all women deliveringin Govt. Health Centre/accredited privateinstitutions are paid Rs. 1400/- in rural areas and

    Rs. 1000/- in urban areas. All BPL women above19 years delivering at home, are entitled to cashassistance of Rs. 500/- per delivery up to two livebirths.

    Janshree Bima Yojana (JBY):

    This scheme is implemented by LIC. 50% of theannual premium of Rs. 200/- is paid by the Govt.of India and the other 50% is paid either by the

    Beneficiary, nodal agency of the State Govt. Thisis applicable to unorganized workers in BPL andmarginally APL categories in 43 notifiedoccupations. Under this scheme Rs. 30,000/- is

    paid on natural death; Rs. 75,000/- on accidentaldeath or on total permanent disability and Rs.37,500/- on partial permanent disability; Rs. 300/-per quarter per child is also paid as scholarship

    for two children from IX to XII classes.

    National Family Benefit Scheme(NFBS):

    This scheme provides for Rs. 10,000/- to thefamily of an unorganized worker belonging to BPLin case of death due to natural or accidentalcauses; however the worker should be theprimary bread winner of the family and agedbetween 18 to 65 years. It is implemented

    through the local bodies.
